Since the beginning of the administrative and territorial reform in Ukraine, the financial decentralization process has been intensified. It aims at optimizing the budgetary resource redistribution in order to make communities financially independent. This significantly increases the financial capacity for self-organization and self-development of a united territorial community, which determines the need to apply valuation methods to increase the territory’s investment attractiveness. The article outlines the peculiarities of the united territorial communities (UTCs) management under fiscal decentralization, taking into account the need to apply current methods of value-oriented management. At the same time, the use of SWOT analysis as one of the methods of value-oriented management made it possible to evaluate the efficiency and attractiveness of UTCs under decentralization. The financial activity of 665 UTCs was analyzed and the model for managing the united territorial community was created. It is emphasized that the modern understanding of financial support for united territorial communities remains unresolved today, and the expediency to introduce changes in the UTC, which envisage using the subsidiarity principles, is not justified. The key directions for managing the UTCs are identified. This refers to communities that began their activities and already faced the first challenges: management of available resources, provision of needs and sustainable development of the community, changes in the ratio of their income and expenditure components, increase in the budget income per capita. It is recommended to focus on tools of value-oriented management in the united territorial communities in order to attract investors and increase the financial capacity of local authorities.

This paper highlights a sustainability and self-organization perspective of the innovation ecosystems. Such issues as under what conditions self-organization takes place and what mechanisms form an innovation ecosystem in a sustainable way are underexplored in the academic literature. To ensure self-development of actors in the ecosystem, a self-adjustment mechanism is needed that allows implementation of sustainability principles. This article proposes a practical tool for assessing an actor in an ecosystem using the method of analytic hierarchy process (AHP), developed by T. Saaty. It allows for operationalizing the processes of self-organization in the ecosystem without an external intervention and addresses the main implications for sustainable development of innovation industrial ecosystems. The authors illustrate their assumptions with an empirical case study of the industrial ecosystem “Technologies for Improving the Quality of Life” (Moscow, Russia). The propositions arising from this analysis provide information to help academics, policymakers, government, and individual enterprises with a more adequate understanding of the practical mechanisms and tools that help trigger self-organization and sustainable development of the innovation ecosystems.

The Association of Southeast Asian Nations (ASEAN) has experienced rapid social and economic development in the past decades, while energy shortage, environmental pollution, and climate change are the factors that prevent a sustainable development process. Deployment of solar photovoltaic (PV) power is one of the effective alternatives to overcome the above barriers and assist ASEAN to achieve the aspirational target of 23% renewable energy (RE) in the total primary energy supply (TPES). In this study, SWOT analysis is adopted to analyze the internal strengths and weaknesses and the external threats and opportunities tightly related to the development of solar PV power in ASEAN countries. Through the SWOT analysis, great potential for the development of solar PV power in ASEAN is found. As long as appropriate policies are implemented and proper actions are taken, huge space for deployment of solar PV power can be expected. Based on the SWOT analysis, countermeasures that emphasize further deployment of solar PV power in ASEAN countries are put forward. The tactics include arousing people’s awareness of a sustainable development process, government issue coherence and stable incentive policies, fostering a solar PV industry chain and master key technology, and seek opportunities via an international cooperation.

Abstract Financial capacity describes the ability to make and carry out sound financial decisions sufficient to meet an individual’s needs for health and well-being. Impairments in financial capacity have been shown to be one of the earliest functional changes in patients with mild cognitive impairment (MCI), the precursor to Alzheimer’s disease and related dementias. Recent developments using online automated monitoring of financial transactions promise a new way to identify the earliest signs of cognitive decline. We examine the feasibility of using secure online technology to link ongoing financial activity monitoring data with other objective measures of function and cognition in a cohort of independent living older adults. To date, 73 older adults (mean age = 76.8, MoCA = 25.9) have enrolled and are participating in a 12-month online financial monitoring program that tracks account activity and generates alerts for unusual or irregular transactions. At baseline participants are administered a battery of neuropsychological tests and the Financial Capacity Instrument (FCI), a measure of financial capacity using tasks of everyday financial activity. Financial monitoring data are collected continuously, and are summarized and reported monthly. Younger participants had more online transactions and higher FCI scores. FCI total score was positively correlated with animal fluency (p < .02), Trails A (p < .03) and B (p < .0001), and visual memory (p < .0008). Number of online transactions in one month was correlated with FCI score, and Trails B (faster time to completion). Lower MoCA scores were associated with higher number of alerts per month.

The purpose of this research is to investigate financial and financial performance capacity development levels of Cirebon in undertaking municipal/local autonomy in the APBD of Cirebon period 2011-2015. This study was conducted through qualitative approach, i.e. observation and interview. Several financial ratios were used, i.e. share and growth ratios, financial ability index, financial independent ratio, fiscal decentralization ratio, effectivity ratio, efficiency ratio and the ratio of budget spending. The results show that the average share of PAD is around 20.55% and average growth PAD ratio around 128.58%.  The IKK is 0.562 and at high category. The district financial independent ratio is 24.89% or at instructive trend. The fiscal decentralization degree ratio shows the district financial capacity that is limited, i.e. 19.77%. The average effectivity ratio is 102.81% or can be categorized as very effective. On the other hand, in the PAD collection, the efficiency ratio is very efficient, 2.28% on average. In the harmonization ratio, the regular expenses is higher compared to development expenses, i.e. 58.70% and 41.30%, respectively. The PAD contribution on the APBD is still small, i.e. 19.77%. The results suggest that the development of financial capacity of Cirebon in implementing district autonomy is considered to be low, whereas the financial performance shows a better development.
