The urgency of the problem under investigation is determined by the need to identify and develop the basic theoretical and methodological foundations of the process of self-organization aimed at developing the mechanism of self-development and achieving the desired result (goal) of college educational system in the current socio-economic situation. The purpose of the article is to scientifically substantiate the theoretical and methodological foundations of the process of self-organization of the educational system of college aimed at developing a mechanism for self-development and achieving the desired result in the preparation of highly qualified specialists for professional adaptation and career growth in the labor market. The leading method of research is the analysis and generalization of scientific provisions on this topic. The article substantiates scientific, methodological and technological tools, develops a conceptual model and algorithm for the process of self-organization of college educational system capable of forming a mechanism of self-development, of responding promptly to changes in the current social and economic situation and of achieving the desired result in the preparation of competitive specialists in demand on the labor market. The developed conceptual model, scientific-methodical and technological tools are aimed at solving practical problems of increasing the effectiveness of educational systems, identifying and forecasting the key factors of their self-development in the changing social and economic situation and in the external environment.

A conceptual model is presented which relates numerous variables believed to contribute to sexism in American education. Discrimination is viewed as intervening between two sets of interrelated independent variables and the dependent variable of sex inequalities in educational attainment. The two sets of independent variables are 1) internal psychological-cognitive structures of individuals who participate in the educational system, and 2) the educational system itself. Six internal psychological-cognitive structures are emphasized: sex-role orientation, sex difference stereotypes, ego strength, self-concept, and educational and occupational expectations. Sex-role orientation changes are viewed as the key to significant change in the total system described by the model.

The article deals with social and geographical theoretical questions of formation and development of local educational systems (LESs), general methodological approaches of their studies and results of organizational and functional development. The determining position of local educational systems as lower element of educational process organization in the structure of national educational complex is also described. It was remarked that LESs possess certain educational potential, have several aspects of evaluation such as determining the levels of population education and forming the structure and network of educational institutions regarding the population multiplicity and labor market in particular. Key words: educational system, territorial system of education, local educational system, elementary local educational system, local educational systems of minimum normative services, local educational systems of maximum normative services.

The consolidation of British rule in India during the 19th century included some transformations in the Indian educational system. These included organized efforts to restructure the system making it more accessible to a wider clientele. There were attempts to restructure authority in schools and to impose an external examination system. In addition, knowledge came to be viewed increasingly as a commodity which individuals should accumulate. This accumulation of knowledge in schools was supposed to guarantee fuller participation in the labor market. This paper attempts to trace the history of the changes in the educational system in relation to changes in the larger social system. Nowadays, when schools are closing and teachers are made redundant, a question arises whether the current educational system and the teaching methods or the knowledge and skills which people leave school with are adequate. Now, as never before, students and em-ployers realize how important practical skills are in the labor market. Where are schools and universities in meeting this need? Do schools answer the natural needs people have for self--development? Does the educational system stimulate development of individuals interests? Unfortunately, I think the answer to a lot of these questions would be negative. Yet, if so, it is time we fi nd a way to offer something more, not only to young people, but also to adults who want to explore the area of their interests by taking the trouble to obtain further degrees. One of the solutions to the urgent needs for the educational system is a pragmatic approach towards learning and teaching.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

This article reports on the findings from a qualitative, longitudinal study on lay perceptions of opportunity structures among young adults in Denmark. Previous research suggests that people often underestimate the extent of inequality and that rising inequality aggravates misperceptions. Our study deepens the understanding of the multi-layered processes that form meritocratic beliefs, and it identifies key factors at the macro-, meso- and micro-level. A macro-level factor that proved influential was a cultural script revolving around the Danish lay concept, social arv [social inheritance]. At the meso level, the factor of reference groups in socio-economic heterogeneous schools was instrumental for formations of inequality perceptions, but in dissimilar ways depending on micro-level subjective factors. Overall, the participants viewed the free educational system in Denmark as part of a welfare system that equalises opportunity structures in principle, while the majority simultaneously exhibited a nuanced awareness of social forces negating meritocracy in practice.

As higher education plays a pivotal role in the economic well-being of modern societies, universities today are faced with increasing pressure in order to improve their accountability and performance. They have to redesign the research structure to achieve the set objectives. The present survey aimed at studying the factors and related indicators that affect the effectiveness of the research structure of the universities. The sample included 274 faculty members who were selected through stratified random method at 8 branches of Islamic Azad University in Tehran province (Iran). Research questions were: a) What key Factors influence the Effectiveness of the universities’ research structure? and b) What conceptual model can be designed? Finally, in this study using a questionnaire and factor analysis technique, eight factors were identified and ranked which contribute towards the effectiveness of research structure in universities . Finally, a conceptual model has been proposed for the universities to strengthen their research structure.

The article identifies the key factors influencing the activity of the socio-economic development of the region. The dynamics of this factor is analyzed. The indicator is investigated for the sufficiency and validity of the application, as well as for the effectiveness and efficiency with the designation of the direction vector, forecast, assessment for the future use of this leverage, to improve the economic situation at the regional level.
