The Ministry of Education and Culture's policy on “Merdeka Belajar” (Freedom of Learning) seeks to enable students to master different valuable disciplines to access the work field (link and match). This article investigates Freedom of Learning policy direction and unpacks freedom of learning from the viewpoint of prophetic education theory. This research employs a literature review process. The information was gathered by studying the Ministry of Education and Culture legislation and laws, literature, and compiled references of the policy. The findings suggested that the Freedom of Learning policy's trajectory accommodates data in the material domains (cognitive, affective, and psychomotor), yet it lacked spirituality. The principle of prophetic education is to move humans to be decent (righteous), to achieve the great humans (insān kāmil), and to improve (muṣliḥ) the world into an ideal environment or society (khaira ummah) capable of bridging the gap the means. Professional education continues to carry out a constant, creative mechanism to get citizens closer to God (transcendence) through digitally increasing human ideals and avoiding harmful stuff (liberation). Competence in the policy of independent learning is maintained by prophetic education.

Abstrak: Pandemi COVID-19 adalah krisis kesehatan yang sedang menjadi perhatian negara-negara di dunia saat ini. COVID-19 merupakan penyakit yang belum pernah teridentifikasi sebelumnya pada manusia yang disebabkan oleh virus Sars-CoV-2. Menyebarnya COVID-19 di Indonesia menyebabkan Indonesia perlu melakukan pembatasan sosial untuk mencegah meningkatnya jumlah pasien COVID-19. Pembatasan sosial menyebabkan terganggunya beberapa aktivitas di berbagai bidang, terutama di bidang pendidikan. Kajian yang dilakukan dalam penyusunan paper mengacu pada 10 artikel terbaru pada tahun 2020 yang membahas tentang permasalahan yang sedang terjadi saat ini, berkaitan dengan dampak COVID-19 terhadap pembelajaran online menggunakan metode Systematic Literature Review. Proses pengkajian 10 artikel ini diklasifikasi menjadi 3 kelompok sub topik. Berdasarkan kajian yang telah dilakukan, diperoleh hasil pembelajaran online di era pandemi COVID-19 sangat memacu pertumbuhan pembelajaran online yang memudahkan dalam proses belajar mengajar, namun jika dinilai dari perubahan sikap siswa, sistem tersebut lebih menunjukkan sisi negatif, sehingga diperlukan adanya evaluasi terkait pembelajaran online oleh pemerintah Kata kunci: Covid-19, pembelajaran online, Systematic Literature Review(SLR)Abstract: COVID-19 pandemic is a health crisis that currently has been becoming the concern of countries in the world. COVID-19 is a disease that has never been previously identified in humans, which is caused by the Sars-CoV-2 virus. The spread of COVID-19 in Indonesia has made this country need to do social distancing to prevent the increasing number of COVID-19 patients. This social distancing has disrupted several activities in various fields, especially in the field of education. The paper done refers to 10 current articles in 2020 that discuss current problems, with the COVID-19 impact of online learning using Systematic Literature Review method. The review process of these 10 articles was classified into 3 sub-topic groups. Based on the studies that had been carried out, the result of online learning in the COVID-19 pandemic era has greatly accelerated the growth of online learning which eases the teaching and learning process. However, if it is judged by the changes in the students’ attitudes, the system shows more of negative sides. Therefore, there should be an evaluation related to the online learning by the government.Keywords: Covid-19, online learning, Systematic Literature Review (SLR)

Independent Learning Independent Campus (MBKM) was launched by the Ministry of Education, Culture, and Research and Technology to support the readiness of students to face challenges in the world of work by applying active learning. Documentary institutions in universities, namely libraries, archives, and museums, should become strategic partners in supporting the MBKM program because the documentary institution has all the necessary conditions, facilities, and infrastructure to succeed MBKM program. This study aimed to determine the readiness of documentary institutions in the university environment to exploit the opportunities and challenges and what obstacles they encountered. This study used the qualitative method and in-depth interviews for data collection and a literature study. The researcher concludes that the biggest challenges facing documentary institutions are regulation and the readiness of human resources. Due to this, changes to regulations and educational curricula and the introduction of new documentation of pure science are priorities in improving professional education providers in library science, archives, and museology.

The COVID-19 pandemic that swept through the world in 2020 and forced the various higher education institutions in Israel and around the world to promptly embrace the online teaching method, placed on the agenda the question of this method’s efficacy as well as deliberations regarding its future implications. The current study reviews the development of online teaching in Israel’s higher education and examines whether this development derives from an organized and well-formulated public policy with a view to the future or is the result of the constraints and various actors within the free market. In addition, the study presents a case study of an academic institution, examining the opinions of students with regard to the benefits and shortcomings of online teaching. The research findings indicate that the development of online teaching in Israel is the result of needs, constraints, and opportunities that emerged in the free market rather than a result of organized public policy by the Ministry of Education and the Council for Higher Education. Consequently, the study presents the various implications of these unregulated developments for the quality of teaching and for student satisfaction. The study illuminates a thorough discussion that should be conducted by movers of higher education and academic institutions concerning a new effective designation of the campuses following the COVID-19 crisis as well as the distinction between virtual and real-life dimensions of academic teaching.

Recent changes in higher education policy in Colombia (South America) have forced educational institutions and universities to consider reducing undergraduate engineering programs from the traditional 5 or 6 years (170 credit hours) to four years (136 credit hours). This reduction is a worldwide trend, mainly due to a lack of financial resources supporting high standards of professional education. Additionally, institutions are restructuring their curricula to adjust to the broader spectrum of career development opportunities for the graduating engineer and the new challenges faced by practicing engineers. Also, engineering education in Colombia needs to adjust to Colombia's necessities as a developing country. In response to the above-mentioned circumstances, the mechanical engineering department of the Universidad de Los Andes (UdLA) has proposed a new mechanical engineering (ME) undergraduate syllabus. This paper summarizes the process undergone by the ME department of the Universidad de Los Andes to review our syllabus and propose alternative approaches. Our new ME syllabus applies a skill-centered approach structured by four priorities: 1) the primary professional role of an engineer is in project development, 2) the engineer needs an in-depth knowledge of the sciences (physics, chemistry and biology) and mathematics; 3) the engineer also needs a general education in the social sciences and arts and, 4) the engineer should master the core concepts of mechanical engineering. These four priorities agree with the US study of the Engineer of 2020. Our restructured syllabus evenly introduces these priorities early in the undergraduate ME program. Our ME Department implemented the new syllabus for first year students in January 2006. Positive results have already started to emerge. This article provides an overview of the higher education quality assurance system in Colombia and a description of the Universidad de Los Andes new ME syllabus.

The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

This article aims to find out how school libraries is managed based on the literature review from previous research from several countries around the world. This article uses search and review methods, where the review process began with a search engine, Google scholar and IEEE, to search the articles with keywords. The authors found the scope of the reviewed articles was still very limited so it needs to be followed up related to school turnover management research. Result of the review show that libraries can run optimally if they apply good management. The research about this topic is limited and this article is a literature review; so further research needs to be done related to school library management in general and to include other data collection methods including interview and questionnaire. The theoretical benefit of this article is to add knowledge about educational library management and the practical benefit is as an information for further research.

In the context of globalization trends of innovative development of the preschool education system, the problems of the content of professional training of specialists of preschool educational institutions, in particular in foreign countries of the world, become especially relevant. Training a competitive in the labor market, highly qualified, professionally competent, creative specialist who is fluent in the acquired skills and abilities, strives for professional growth, social and professional mobility, is the important aspect of education system.The article reflects the current trends in education in the world, cultural centuries-old relations between these countries, the specifics of their cultural and national traditions and manifests itself in the value-based principles on which this training is based, in its structure, content and organization; the general and special in training of experts of preschool education abroad in modern conditions is revealed. Thus, preschools in Denmark are known for the high quality of pedagogical work, whose activities are aimed at developing educational potential and the formation of psychological, pedagogical and social skills of children, stimulating their imagination, creativity and speech skills, involvement in cultural values and nature; the training of future educators in France takes place both in the institutions of higher education and in the system of secondary special education and involves a change in the structure and content of education.In Germany, specialist training takes place in secondary special institutions, in particular, social and pedagogical colleges. In the modern training of educators there is a strengthening of the methodological and didactic side, but in many respects it focuses on the didactics and methods of teaching primary school. The responsibility for the professional education of educators of the Belarusian preschool institutions is assigned to pedagogical colleges and institutions of higher education. The level of teacher training determines his social status and includes: training of general educators; specialists in new specialties in colleges; educators for preschool educational institutions of new types; social, correctional teachers, teachers-rehabilitation specialists, psychologists and heads of a separate profile; teachers-managers. У контексті глобалізаційних тенденцій інноваційного розвитку системи дошкільної освіти особливої актуальності набувають проблеми змісту професійної підготовки фахівців дошкільних навчальних закладів, зокрема в зарубіжних країнах світу. Підготовка конкурентоздатного на ринку праці, висококваліфікованого, професійно компетентного, креативного спеціаліста, який вільно володіє набутими вміннями і навичками, прагне до професійного зростання, соціальної і фахової мобільності, – важливий аспект системи освіти.У статті відображаються сучасні тенденції розвитку освіти у світі, культурні багатовікові відносини між цими країнами, специфіка їх культурних національних традицій проявляється в ціннісно-цільових засадах, на яких будується ця підготовка, в її структурі, змісті та організації; виявлено загальне й осо-бливе в підготовці фахівців дошкільної освіти за кордоном в сучасних умовах. Так, дошкільні установи в Данії відомі високою якістю педагогічної роботи, діяльність яких спрямована на розвиток навчаль-ного потенціалу та формування психологічних, педагогічних і соціальних навичок дітей, стимуляцію їх фантазії, творчості та мовленнєвих навичок, на залучення до культурних цінностей і природи; під-готовка майбутніх вихователів Франції відбувається як у ЗВО, так і в системі середньої спеціальної освіти й передбачає зміну структури та змісту освіти.У Німеччині підготовка фахівця відбувається в середньо-спеціальних установах, зокрема соціаль-но-педагогічних технікумах. У сучасній підготовці вихователів є посилення методико-дидактичної сторони, але ж багато в чому вона орієнтується на дидактику та методику навчання початкової шко-ли. Відповідальність за професійну освіту вихователів ЗДО Білорусі покладено на педагогічні коледжі й ЗВО. Рівень підготовки фахівців визначає його соціальний статус і передбачає: підготовку виховате-лів загального профілю; фахівців за новими спеціальностями в коледжах; вихователів для дошкільних освітніх установ нових типів; соціальних, корекційних педагогів, педагогів-реабілітологів, психологів і керівників окремого профілю; педагогів-управлінців. Також схарактеризовано умови підготовки вихо-вателів ЗДО Китаю та Туреччини.Ключові слова: майбутні вихователі, професійна підготовка, заклад вищої освіти, зарубіжний досвід, педагогічний процес, здобувачі освіти.

Public higher education institutions in Ghana are confronted with unending financing constrains every academic year thus affecting the financial health of these institutions. The financial sustainability of these institutions has become increasingly critical due to the persistent reported funding gaps and the weak funding allocation regime. Countries the world over have begun implementing reform programmes to deal with issues of financial sustainability of higher education. The study employed quantitative research methodology with a well-validated research instrument. This correlational study attempts to measure the relationship between the financing scheme variables and financial sustainability. The outcome of the study revealed that there was statistically significant relationship between the combined effects of the variables while three variables out of the seven were found to be significant in predicting best fit equation for financial sustainability. The study recommends to the Ministry of Education (MOE) and the National Council for Tertiary Education (NCTE), a review of the funding policy direction with a precise focus on addressing Ghana’s higher education infrastructural deficit, skills gap, improving research, science and technology.
