<p>The article features the concept of institutional-synergetic approach to planning as applied to territories of advanced social and economic development (TASED). At the initial stage it is proposed to determine the system of basic characteristics which are structured on the dichotomous method basis. Selecting one of the two possible solutions (the essence of the dichotomy) allows one to take a firm position about the most acute issues of the TASED formation, to focus resources and to develop a framework of strategic planning. The article systematizes the factors of the business investments decisions; these factors must be taken into account when developing the TASED models. The designed classification of single-industry cities with the status of special territories is represented in the form of three matrices. Such a representation makes it possible to take into account differences in income levels, technological development, and demographic potential of the territories. In addition to the resources of the territory, it is proposed to include the level and quality of strategic territorial planning, the level of interaction quality between stakeholders in the territory, and the quality of the territorial development management system. The proposed approach allows one to focus both on the development institutions and institutional transformations, and also to take into account the significant differences in the social and economic development of the single-industry cities, which received the status of TASED, their synergetic development potential, the factors of system  development and system formation.</p>

In this article authors made an attempt to estimate extent of influence of the preferential modes on change of economic parameters of social and economic development of the Vladivostok city district and Primorsky Krai during implementation of the federal laws "About the Free Port of Vladivostok" and "About Territories of Social and Economic Development", including, and in aspect of development of the Vladivostok agglomeration. On the basis of the carried-out analysis of separate socio-economic indexes authors made an attempt to define social and budgetary effects and also to reveal their cost efficiency. In a research indicators of a temporary row until entry into force of above-mentioned laws and during their realization are used. On the basis of the carried-out analysis of the register of residents of SPV presented on the website of Corporation on development of the Far East the attempt to determine the main priority directions in economy chosen, and quality of main types of economic activity, by the economic entities which received the status of residents was made. Also, conclusions are drawn on imperfection of mechanisms of assessment of efficiency of the operating modes, owing to lack of a uniform system of measurement of effectiveness of the implemented projects as investors, without the status of residents, and residents of the free port of Vladivostok and residents of TOSER.

<p>The research features the problem of social and economic characteristics of improvement of single-industry cities, or monotowns. Its proposed solution is based on the strategy of their transformation into territories of the advancing social and economic development. It is shown that successful achievement of this strategy requires revealing risk factors of a deviation from the strategy goal and assessing the degree of their negative impact on the process of achievement of the strategic indicators. The methodical aspect can be provided by the operational theory of risk management. Applied methods of the operational theory of risk management together with methods of the systematic economic theory and theory of indistinct sets allow one to increase the chances of successful achievement of a strategic goal and to increase quality of management of formation process (on the basis of monotowns) and to improve the conditions of the advancing social and economic development. The author recommends some methods of identification of risk factors connected with a failure to achieve the strategic goal as well as some methods of development of anti-risk administrative influences.</p>

Currently, it is not the export of energy resources or raw materials, but investments, modernization of production and the use of territorial development tools that arise in a number of factors of economic development and become key conditions for the development of the country. This mechanism allows to solve the problems of singleindustry towns, one of the problems of which is a narrow specialization and the mono-industrial type of city-forming enterprises. The author substantiates that the task of overcoming the narrow specialization of single-industry entities lies in economic diversification, including through the active use of the territorial development tools, such as federal economic zones, territories of priority social and economic development, industrial and investment sites. To encourage economy the only alternative is state investments and implementation of projects of territorial development. Only through changing (diversifying) the economic structure, it is possible to solve large scale tasks in the economic development of the country. It is important to solve such problems by creating an effective system of strategic management of social and economic development, the basic method of which is strategic planning. Institutional mechanisms will ensure the rational distribution of productive forces through the creation of special economic zones and territories of priority social and economic development. The article shows that in recent years, new institutes of the territorial development have been created at the federal and regional levels. The basic and well-proven instrument of strategic development is territories of priority social and economic development (TOSED). As a positive example, the author presents the analysis of the effectiveness of five single-industry towns that have received the status of TOSED (Naberezhnye Chelny, Nizhnekamsk, Zelenodolsk, Chistopol, Mendeleevsk) in the Republic of Tatarstan. Consequently it allows to draw the conclusion regarding the effectiveness of this tool from the standpoint of analyzing the dynamics of number of residents’ growth, number of workers, volume of capital investments made by residents.

In Russia, the issue of improving socio-economic sustainability of municipalities in the region through the assessment of its indicators are particularly relevant. The aim of this work is to assess the sustainability of socio-economic development of municipalities in the Voronezh region. The paper uses a systematic approach for a comprehensive, structured and dynamic study of the state of socio-economic sustainability of municipalities in the region. This approach uses the methods of classification and comparative analysis. The authors propose a methodology for assessing the sustainability of socio-economic development of the region’s municipalities. The results of calculating the integral sustainability index indicate the presence of five groups of municipalities, characterized by a particular degree of socio-economic sustainability, ranging from high to crisis. The proposed methodology for assessing the sustainability of socio-economic development of municipalities allows us to highlight the problematic parameters of socio-economic development within the municipalities themselves and to identify the main strategic objectives on the way to a single strategic goal: improving the level and quality of life of the population. Regional policy measures to equalize the level of socio-economic development should be designed, taking into account the identified features of the territorial development of municipal districts.

The state of employment on regional labor markets determines the economic development of the region. The present research owes its relevance to the problem of creating jobs on the Kuzbass labor market. The study involved data on vacancies offered in 24 local single-industry towns and posted on the website of the Department of Labor and Employment of the Kemerovo Region. The vacancies were grouped according to the register of spheres and types of professional activity. The professional qualification structure of the open vacancies was classified by the level and profile of education. A separate study was conducted for single-industry towns that possess the status of the territory of advanced social and economic development. The authors compared the open vacancies in these towns with the corresponding municipal development programs. The research objective was to identify areas of professional activity with the greatest shortage of personnel in Kuzbass single-industry towns. Enterprises in the region appeared understaffed with technical specialists with secondary vocational education. Most open vacancies were in the spheres of healthcare, transport, and industry. The study revealed a need to increase the prestige of qualified workers. The results can improve the efficiency of the employment service and educational institutions.

This chapter proposes a new model that promotes and develops an entrepreneurial ecosystem in universities based in rural setup. The entrepreneurial universities could accomplish the status as an innovative environment center by collaborating with new businesses. Universities in rural areas can introduce business training, college business hatcheries, and college endeavor government-common society cooperation that enabled entrepreneurial behaviors. The target of a business college filling in as a pioneering entrepreneurial eco-system development center is to animate financial advancement, produce work, and make imaginative innovation-based endeavors or acting as an administration organization. While these services can be provided through a university, a university in a rural set up has an opportunity to act as a center for the economic development in rural areas. Attention is set on the need to create solid coordinated effort among key partners for making progress in building a viable enterprising system.

City construction is beset with severe problems like homogenization, exotic style copy, barbaric development and short-lived buildings, jeopardizing the traditional culture as well as natural environment. Faced with the status quo, it is not feasible to protect the environment at the cost of social and economic development. City construction thus faces extruding problems. The solution of such problems calls for all-dimensional discussion. The practice of Mr. Wang Shu leads the way.
