<p>The article describes the possibilities of productive study of modern pedagogy courses, individual tasks and routings in the structure of formation of competence in students of undergraduate program, those enrolled in the programs of professional development and training of highly qualified personnel (post-graduate). Refined models and conditions of use of pedagogical modeling the structure of the Pedagogy course in the models and sections of scientific knowledge identify opportunities to optimize the conditions of development of personality constructs in the formation of independent work culture. Technology system-pedagogical modeling of continuous education system determines the possibility of personalization and achievement in individual and group activities. Productivity solutions in the model of personality development, included in the system of continuous education, determine the quality of formation of culture of independent work of the individual. In different multicultural systems typology of formation of culture of independent work of the individual visualize the success of the formation of personality in the independent choice of the conditions and possibilities of becoming productive and social importance of activities and communication products. Opportunities to improve the quality of formation of independent work of the individual are defined through the use of technology of system-pedagogical modeling, guaranteeing conditions of personalization choices and products activities in the system of certain features of the individual and specific productive development. The quality of solutions of personality development problems, included in the system of continuous education, is of interest from the standpoint of traditional and innovative professional and pedagogical knowledge, as evidenced in the actualization and visualization methods and details of making the experience of domestic and foreign levels.</p>

This article describes the practice of creating a culture of self-operation of the person involved in the system of continuous education. The quality determination and the study of the individual independent work culture are the model realized in the pedagogy of cooperation and self-organization in terms of the interaction of multi-environment. The model is defined by technology constructs of system-pedagogical modeling. The possibility of taking into account individual characteristics and conditions of the normal distribution of abilities and health of students can be defined in the personalization of learning and education. The quality of formation and formedness of independent work of the individual culture defines the quality of vocational and labor relations and the ability for self-organization cooperation and communication conditions. The peculiarities of lifelong education lead to the inclusion of the individual in a personalized poly-variation search for solutions of the problems, socialization, self-realization and self-affirmation. For a complete understanding of the importance of the formation and the formedness of independent work of the individual culture of teachers it is necessary to be aware of the pedagogical modeling, productivity and culture as the highest form of all changes in a particular phenomenon or phenomenon under consideration. The traditional understanding of the culture of independent work of the individual reads as follow: a multi-level determinations and the system of products on macro-, mezo- and micro-level simulation, which determines the quality of the issue of one’s productive personality development in the activity model that ensures timely and personalized solution of development, socialization and self-realization. The innovative understanding of the individual culture of independent work is a hierarchy of information and anthropological constructs that underpin natural-scientific way of solving determinate problems and contradictions.

Introduction. Pedagogical modeling determines the possibilities of clarifying the used scientific knowledge by teachers in the system of lifelong education and creating new scientific knowledge as a product of theorization, development of anthropologically determined relationships and focused on innovative and productive functioning of environments. The problem of using and encouraging teachers to solve problems using pedagogical modeling is of interest from the s tandpoint of the formed professional skill and scientific and pedagogical activity.Materials and methods. Theoretical and empirical research methods were used in the structure of the work: analysis, synthesis, generalization, comparison, comparison, scientific theorization, study of the work of teachers and student students, registration method, methods of mathematical statistics. The fundamentals of the determination and refinement of the conceptual apparatus were determined in the constructs of the traditional pedagogical methodology (broad, narrow, local meanings) and in the constructs of the innovative pedagogical methodology (adaptive-productive meaning, functional-labor meaning, epistemological-personalized meaning).Results. Pedagogical modeling is determined in the context of the fulfillment of professional and labor functions – in the teacher’s activities, the practice-oriented use of pedagogical modeling predominates, in the activities of the scientific and pedagogical worker there are practical and science-based possibilities of pedagogical modeling. Pedagogical modeling is determined by the resource of personality development and the formation of a culture of individual personality work. In the structure of theorizing the quality of solving problems of forming a culture of independent work of an individual, pedagogical modeling ensures the success of achieving defined and implemented goals of an individual’s activity. Pedagogical modeling is determined by the element and construct of the formation of productivity and success of a person. The system of lifelong education reveals the orientation of the student’s personality development in the context of the formed meanings and technologies of training and education.Discussion and Conclusions. Pedagogical modeling in the professional activity of a teacher and a scientific and pedagogical worker has a general system of theorizing results, but different directions and constructs of creating new didactic and professional pedagogical knowledge. The quality of using pedagogical modeling reveals the prospects for the development of the individual, lifelong education and society as a whole.

Flight training is a complex and responsible training process for pilot and requires experienced specialists, good organization and quality control of flight activity. Its main purpose is to create highly qualified personnel with long-term professional skills in the techniques of piloting, aircraft flying and the combat use of aircraft. Assessment is an important part of the training process for young cadets. It determines the extent to which trainees have been able to perceive, learn and comprehend their new flying activity and their ability to apply the acquired knowledge in tense conditions. Assessment is directly related to the quality of the flight training, and it should show the trainees the mistakes they have made and encourage them to upgrade their knowledge and skills. The trainees should be well versed in the assessment methodology and understand its purpose, otherwise the grades obtained will not be an indicator of their ability.

The article describes the individual components of higher education in the Tula region. The questions concerning the role of the state in the formation of the general educational vector and the degree of its influence on the training of highly qualified personnel are considered. The analysis of some statistical data characterizing the higher education system of the Tula region is carried out. The article proves the relationship between the higher education system and the prospects for the development of the labor market in the Tula region. The limitations that may affect the nature of interaction between market structures and the education system are identified. The prospects of interaction between educational and market structures for the formation of competitive labor resources in the cancers of the Tula region are formulated.

The theory of the executive activity of a personality and the ability to determine its correlates are analyzed. High efficiency executive activity is considered as a predictor of a high quality of life and professional activity of an individual. The results of the study of the individual psychological properties of the personality associated with the characteristics of performing activities are presented. A combination of properties is highlighted: irritability, sociability, extraversion, which positively affect the type of execution. They form a triad closely associated with all the properties of executive activities. Some personality properties that inhibit the development of characteristics necessary for effectiveness are identified. Aggressiveness and high emotional lability are characteristic of students with low responsibility. According to the research results, mutually exclusive properties are organization and openness. The definition of determinants and correlates of performing activities opens up opportunities for psychologists and educators to create spaces for the development of a highly effective personality. Executive activity is a system construct. Understanding its structure allows us to see its flexibility and form individual trajectories of learning and personality development.

The paper clarifies the pedagogical conditions for improvement of pedagogical support modeling in the system of continuous education and provides some practical examples. The quality of determinations and models of pedagogical support in continuous education is determined by the adaptive, acme-pedagogic, personified-productive, and functional-labor approaches, which reveal the direction of scientific inquiry and visualize solutions. Social, professional, and educational orientation of the search for optimal pedagogical conditions of optimization reveals various facets and opportunities of the individual and society to improve the quality of education. Traditional and innovative constructs define, describe, and visualize the nuances of the modeling, thus revealing linear and nonlinear models, case conditions and system determinants of the adaptive, acme-pedagogics, personalized, productive, and functional solutions. The systematic character of the scientific research ensures its integrity, uniformity, correctness, accuracy, flexibility, and relevance of the resulting solutions aimed at omproving the modeling the basics of the pedagogical support in the system of continuous education.

The article substantiates the need to study the conditions for the formation of the middle class. Various approaches to the assessment of the middle class are considered and the author's approach based on factor modeling of balanced personality development is justified. The model clearly allows us to understand the reasons for the extremely low share of the middle Russian class, the lack of coordination of institutional changes with the harmonious development of the individual. This is due to the unevenness of ownership of production elements, the factors of the impossibility of changing the social status for people with higher education and demanded qualifications. Based on the simulated factors of life satisfaction and comfort of living of the population, a sociological survey was carried out, the results of which were processed using economic and mathematical methods and presented in graphic form. The author substantiates the use of the factor model of population quality of life management for the formation of methods and technologies for managing a set of measures that allow influencing the increase in the share of the middle class.

Abstract. The loss of human capital is a significant projected loss for the country's economy. Higher education must analyze the challenges, maintain the quality of human capital at the level necessary for the functioning of the economy, and train professionals in a permanent crisis. The multi-vector nature of the crisis leads to a negative multiplier effect of the influence of external and internal factors on the level of human capital of the country in all institutional categories, so these challenges are emerging given their systemic nature. This primarily applies to the institute of higher education. The formation of a relevant response to the challenges of loss of human capital is not only a guarantee of the proper functioning of higher education, but also guarantees the success of its functioning for economic transformation in the country. The analytical study revealed economic losses from external migration of highly qualified personnel, reduction of the country's economic potential from the outflow of specialists. The narrowing of the base of high-quality reproduction of qualified personnel, the factor of disproportion in the financing of higher education and the reproduction of highly qualified personnel from budgetary sources and the growth of the share of self-financing were revealed. The analysis proved the inconsistency of the quality of the staff to the number of employees of higher education in the regions and the disproportion of the teaching staff with academic ranks. A study of the number of graduate students indicates that the disparity in quality will increase as there is a tendency to lose scientific schools in the regions. Weaknesses of higher education have been identified. To reduce the negative impact of this factor on the quality of human capital and, indirectly, on the country's economy, there is the urgent need to optimize public funding of human capital; to create regional funds for financing higher education, formascientific schools in the regions to eliminate regional disparities in training. Proposals for a policy of investing in human capital at all qualification levels have been developed, taking into account the effectiveness of such investments and also to stabilize the socio-economic situation in the country. The directions of forming the answer of higher school to the challenges of the economic crisis of the country are offered.
