Abstract Using a dataset on reported loss and damage (L&D) from flood-affected Indian states between 1953 and 2011, this paper inquires whether development makes states become flood resilient. Although the disaster-specific and the generic adaptation measures have been largely researched, there are limited empirical studies, particularly those that conducted an analysis at the sub-national level and used a dataset of more than 50 years. Considering human development and different loss and damage indicators is another advantage. Employing zero-inflated negative binomial and fixed effects models, this study produces three major findings. First, an increasing trend is observed for the reported loss and damage indicators across the states. Second, both human development and income are mostly found as statistically insignificant, indicating that the states are not becoming flood-resilient with respect to the present development. Third, there is a lack of evidence of learning effect, however, disaster risk management programme mitigates risk. Therefore, the paper suggests that the ongoing development strategies must take into account climate risk and address the persistent adaptation deficit. These findings could have larger policy implications since Indian states are likely to encounter such events frequently, and they also provide inputs to several states' action plans on climate change.

This paper tries to shift the focus of research on the impact of natural disasters on economic growth from global and national levels to sub-national levels. Inadequate sub-national level information is a significant lacuna for planning spatially targeted climate change adaptation investments. A fixed-effect panel regression analyses of 19 states from 2001 to 2015 assess the impacts of exposure to floods and droughts on the growth of gross state domestic product (GSDP) and human development index (HDI) in India. The flood and drought exposure are estimated using satellite data. The 19 states comprise 95% of the population and contribute 93% to the national GDP. The results show that floods indeed expose a large area, but droughts have the most significant impacts at the sub-national level. The most affected GSDPs are in the non-agriculture sectors, positively by the floods and negatively by droughts. No significant influence on human development may be due to substantial investment on mitigation of flood and drought impacts and their influence on better income, health, and education conditions. Because some Indian states still have a large geographical area, profiling disasters impacts at even smaller sub-national units such as districts can lead to effective targeted mitigation and adaptation activities, reduce shocks, and accelerate income growth and human development.

Purpose The purpose of this paper is to provide directions for advancing the research on determinants of outward foreign direct investment (FDI) from India. Design/methodology/approach The paper uses literature review as a method to identify a research gap in the literature on internationalization of Indian firms. Findings The synthesis of the theoretical debate and empirical studies conducted in context of EMNEs, with a particular focus on India and preliminary examination of data on cross-border acquisitions as well as institutions in India lead us to argue for the consideration of institutions at sub-national level (Indian states) in examining the determinants of outward FDI from India. The paper also proposes a conceptual framework relating to the mechanism through which institutions at the state level in India affect the propensity of firms to invest overseas. Research limitations/implications Since the propositions are not tested empirically, the paper does not provide conclusive results. Originality/value In addition to providing the synthesis of the theoretical debate and empirical studies, paper is, to the best of author’s knowledge, the first one to present a conceptual framework relating institutions at sub-national level with the outward foreign direct investment from India.

The Impact of monetary Policy on Ouput is an ambiguous. The results of previous empirical studies indicate that the impact can be a positive or negative relationship. The purpose of this study is to investigate the impact of monetary policy on Output more detail. The variables to estimatate monetery poicy are used state and board interest rate andrate. This research is conducted by Ordinary Least Square or Instrumental Variabel, method for 5 countries ASEAN. The state data are estimated for the period of 1980 – 2014. AbstractLoss and damage from climate change, recognized as a unique research and policy domain through the Warsaw International Mechanism (WIM) in 2013, has drawn increasing attention among climate scientists and policy makers. Labelled by some as the “third pillar” of the international climate regime—along with mitigation and adaptation—it has been suggested that loss and damage has the potential to catalyze important synergies with other international agendas, particularly sustainable development. However, the specific approaches to sustainable development that inform loss and damage research and how these approaches influence research outcomes and policy recommendations remain largely unexplored. We offer a systematic analysis of the assumptions of sustainable development that underpins loss and damage scholarship through a comprehensive review of peer-reviewed research on loss and damage. We demonstrate that the use of specific metrics, decision criteria, and policy prescriptions by loss and damage researchers and practitioners implies an unwitting adherence to different underlying theories of sustainable development, which in turn impact how loss and damage is conceptualized and applied. In addition to research and policy implications, our review suggests that assumptions about the aims of sustainable development determine how loss and damage is conceptualized, measured, and governed, and the human development approach currently represents the most advanced perspective on sustainable development and thus loss and damage. This review supports sustainable development as a coherent, comprehensive, and integrative framework for guiding further conceptual and empirical development of loss and damage scholarship.

Many empirical studies have shown evidence of multiple health benefits provided by green and blue spaces. Despite the importance of these spaces, investigations are scarce in details for blue spaces rather than green. Moreover, most research has focused on developed regions. A limited number of studies on blue spaces can be found in China with a focus on the city level. Outcomes have been mixed due to varying research scales, methodologies, and definitions. This study relies on a national-level social survey to explore how the self-rated health (SRH) of senior individuals is associated with local green and blue space availability in urban and rural areas. Results indicate that the coverage ratio of overall green spaces and waterbodies around a resident’s home have marginal effects on SRH status in both urban and rural areas. In urban areas, living close to a park can is marginally beneficial for older people’s health. Regarding different types of blue spaces, the presence of a major river (within 0.3–0.5 km) or coastline (within 1 km and 1–5 km) in the vicinity of home negatively affects SRH among the elderly in urban areas. Close proximity to lakes and other types of waterbodies with a water surface larger than 6.25 ha did not significantly influence SRH. These findings not only evaluate general health impacts of green/blue space development on senior populations across the county but inform decision makers concerning the health-promoting qualities and features of different green/blue spaces to better accommodate an aging population in the era of urbanization.

Every year, news about the publication of rankings and scores of important international indexes are highlighted, with some of the most prestigious being the Global Competitiveness Index (GCI), the Human Development Index (HDI), the Ease of Doing Business (EDB), the Environmental Performance Index (EPI) and the Global Entrepreneurship (GEI). A country’s progression in these indices is associated with economic growth, especially since several empirical studies have found evidence to reinforce these beliefs, the indices having been built based on the scientific literature on economic growth. Building a database on these indices for European Union countries between 2007 and 2017 and using panel data methodologies and then 2SLS (Two-Stage Least Squares) to solve the problem of endogeneity, we verify empirically through panel data estimates, what is the relationship between the mentioned indices and the European Union countries’ economic growth for the period. However, as the European Union is made up of diverse countries with different economic and social realities, we divided the countries into six clusters and made an individual interpretation for each one. We found that human development and competitiveness play an important role in economic growth, and entrepreneurship also impacts this growth. Regarding income distribution, applying the Gini index, we found that only human development mitigates inequalities.

Abstract Background Malaria causes 400 thousand deaths worldwide annually. In 2018, 25% (187,693) of the total malaria cases in the Americas were in Brazil, with nearly all (99%) Brazilian cases in the Amazon region. The Bolsa Família Programme (BFP) is a conditional cash transfer (CCT) programme launched in 2003 to reduce poverty and has led to improvements in health outcomes. CCT programmes may reduce the burden of malaria by alleviating poverty and by promoting access to healthcare, however this relationship is underexplored. This study investigated the association between BFP coverage and malaria incidence in Brazil. Methods A longitudinal panel study was conducted of 807 municipalities in the Brazilian Amazon between 2004 and 2015. Negative binomial regression models adjusted for demographic and socioeconomic covariates and time trends were employed with fixed effects specifications. Results A one percentage point increase in municipal BFP coverage was associated with a 0.3% decrease in the incidence of malaria (RR = 0.997; 95% CI = 0.994–0.998). The average municipal BFP coverage increased 24 percentage points over the period 2004–2015 corresponding to be a reduction of 7.2% in the malaria incidence. Conclusions Higher coverage of the BFP was associated with a reduction in the incidence of malaria. CCT programmes should be encouraged in endemic regions for malaria in order to mitigate the impact of disease and poverty itself in these settings.

AbstractInternational frameworks for greenhouse gas (GHG) mitigation usually disregard country-specific inequalities for the allocation of mitigation burdens. This may hinder low developed regions in a country from achieving development in a socioeconomic perspective, such as the Sustainable Development Goals (SDGs) of eradicating poverty (SDG1) and hunger (SDG2). We use observed data (1991–2010) of carbon dioxide equivalent (CO2eq) emissions and a sub-national human development index (MicroHDI, range [0, 1]) for Brazilian microregions to design a framework where regional mitigation burdens are proportional to the MicroHDI, without compromising national mitigation pledges. According to our results, the less developed Brazilian regions have not been basing their development in emission-intensive activities; instead, the most developed regions have. Between 2011 and 2050, Brazilian cumulative emissions from the sectors most correlated with MicroHDI are expected to be 325 Gt CO2eq, of which only 50 Gt are associated with regions of MicroHDI < 0.8. Assuming a national GHG mitigation target of 56.5% in 2050 over 2010 (consistent with limiting global warming to 2 ºC), Brazil would emit 190 Gt CO2eq instead of 325 Gt and the 135 Gt reduction is only accounted for by regions after reaching MicroHDI ≥ 0.8. Allocating environmental restrictions to the high-developed regions leaves ground for the least developed ones to pursue development with fewer restrictions. Our heterogeneous framework represents a fairer allocation of mitigation burdens which could be implemented under the concepts of green economy. This work could be an international reference for addressing both environmental and socioeconomic development in developing countries at sub-national level as emphasized by the SDGs.

Policy, defined broadly to include public policy as well as institutional or organizational policy, is useful for sustaining change in human development and its contexts and systems. The role for developmental psychopathology research in policy analysis and policy making is discussed. To assure that developmental psychopathology research is useful for policy (or practice) requires rigorous strategic thinking, commonly called “systems thinking”. Systems thinking is described and its usefulness tested with a specific example of human development change - that of delinquency career crime prevention. Policy implications are then drawn from the example and generalized to broader human developmental change.


The objective of this study was two-fold, firstly, it analysed industrial development trends and deceleration across major Indian states since 1980-81 and, investigated industrial development in Punjab, a mineral resources deprived and a land-locked state. It was important as the policy changed at the national level in 1991 and removed various benefits for industrial development in mineralresources deprived regions and economically backward regions. To analyse the objective, both primary as well as secondary information was used. Findings of the study highlighted that industrial restructuring took place across major states in India during 1980-81 to 2017-18. In general, economically poor states and mineral resources deprived states witnessed the deceleration of the industrial sector. The position of the industrial sector in Punjab declined as compared to other states and compared to its past. The discussions with various stakeholders, including sampled industrial units, representatives of industrial associations, etc., highlighted various economic and non-economic factors behind the ongoing industrial deceleration in Punjab.
