Abstract Realising the goals of the European Union (EU) Water Framework Directive is difficult. The differentiation of water policies according to local conditions enjoys increasing attention and may be necessary to achieve good ecological status in all European waters. This paper seeks to explore to what extent and how local water quality determines the degree of coercion, i.e. the extent to which differentiated policies are voluntary or rather imposed upon policy addressees, of spatially differentiated water policies. It does so on the basis of seven cases in five EU Member States. For highly polluted waters, spatially differentiated policies tend either to make the use of authoritative policy instruments, i.e. coercion by way of formal regulation, or to rely on the threat to introduce such regulation. For preventing the deterioration of relatively ‘clean’ waters, voluntary instruments based on information and persuasion dominate, often supported by subsidies and/or the direct input of public resources. In relation to the spatial differentiation of water policies, issues of data demand, equality and legitimacy have to be taken into account.

To arrive at a good status of all European water bodies is the main objective of the European Union (EU) Water Framework Directive (WFD). Since its adoption in 2000, the policy has fundamentally changed the institutional, procedural and organizational structures of Member States' water management, leading to an Europeanization of national legislation and decision-making structures. The case of WFD implementation in Schleswig-Holstein is an example of the policy's highly innovative governance architecture that unfortunately is not (yet) able to take that one last hurdle: to improve water quality and establish a good water status across EU Member States by 2015 or 2027.

AbstractThe EU Water Framework Directive (WFD) aims to protect the ecological status of coastal waters. To establish acceptable boundaries between good and moderate ecological status, the WFD calls for reference conditions practically undisturbed by human impact. For Denmark, the nitrogen (N) concentrations present around year 1900 have been suggested to represent reference conditions. As the N load of coastal waters relates closely to runoff from land, any reduction in load links to agricultural activity. We challenge the current use of historical N balances to establish WFD reference conditions and initiate an alternative approach based on parish-level land-use statistics collected 1896/1900 and N concentrations in root zone percolates from experiments with year 1900-relevant management. This approach may be more widely applicable for landscapes with detailed historic information on agricultural activity. Using this approach, we find an average N concentration in root zone percolates that is close to that of current agriculture. Thus, considering Danish coastal waters to be practically unaffected by human activity around year 1900 remains futile as 75% of the land area was subject to agricultural activity with a substantial potential for N loss to the environment. It appears unlikely that the ecological state of coastal waters around year 1900 may serve as WFD reference condition.

The history of monitoring transitional water fish in Scotland is briefly outlined. The requirements of the EU Water Framework Directive are explained and how this applies to the monitoring of transitional water fish communities in Scotland is described. The development of a monitoring programme for Scotland is outlined, including sampling methods and strategies. Six transitional waters were selected as representative for Scotland covering three different types of transitional water. A multi-metric tool, the Transitional Water Fish Classification Index was used to assess the ecological status of the fish communities in these waters and the operation of the different metrics and the creation of appropriate reference conditions is explained. The assessment tool was applied to survey data from 2005 to 2018, although only the more recent data fully met the tool requirements. The species composition and abundances in the respective transitional waters were compared. The fully valid surveys were all classed as of Good or High status, indicating the fish communities in all the representative transitional waters appeared to be in good ecological health. The efficacy of the different metrics is considered and some issues with Metric 2, enumerating migratory species, are discussed at length. A new multi-metric tool, the Estuarine Multi-metric Fish Index, is briefly discussed and its introduction for the assessments in Scotland is recommended.

This paper explores the factors affecting the uptake of hybrid and electric vehicles in the European Union (EU) using data from two extensive cross-sectional surveys. Each survey consists of 26,500 responses to a questionnaire that combines socio-economic and behavioral aspects. The share of respondents across the EU stating that they would certainly or probably consider purchasing a hybrid or a battery-powered electric vehicle (H&EV) in the near future rose from 32% in 2014 to 37.4% in 2018. There is, however, a high variability among EU member states, as well as across different socio-economic groups. Propensity is highly correlated with income, educational attainment, and urbanization level. In order to address the high degree of collinearity, we applied a machine learning classification model to analyze and explain the interaction between the variables that affected the expressed propensity to purchase such a vehicle. The findings highlight something largely missing from the literature, namely that local conditions and regional variation are a major, if not decisive, factor regarding purchasing choices. Seen from a policy perspective, this conclusion may provide guidance regarding how to support the take up of H&EVs through measures that are tailored to the specific needs at the local level.

Although the European Union (EU) has made some considerable progress regarding protection of water resources (tackling significant problems at national and at EU level), increased efforts are still needed to get and keep its waters clean. After 30 years of developing EU water legislation, all the involved stakeholders express this demand. In 2000, the Water Framework Directive (WFD) 2000/60/EC, establishing a framework for Community actions regarding protection of water resources, was adopted. Its implementation is now well underway, as most of the EU-Member States have fulfilled their current obligations of submitting their reports. An on-going evaluation of the WFD implementation process is attempted here, based on all available data seven years after its launch. Special focus is given to Greece regarding problems that have occurred.

This article assesses the progress of the European Union’s Water Framework Directive from a legal and policy perspective. Emerging judgments from the Court of Justice of the European Union are providing new clarity, for example on cost recovery for water services and the application of the ‘no deterioration’ principle. The article reflects on transposition, especially in the uk; analyses several aspects that have been especially challenging, for policy-makers, regulators and water users; and identifies some missing elements. Challenges include the meaning of ‘good status’ and the derogations to achieving the same; the article will suggest that the derogations are needlessly complex, and that ‘good status’ as a binding obligation has had unintended consequences. Absent from the text currently is provision for drought, climate change and ecosystem services, and it concludes that each of these could usefully be part of the Commission’s review in 2019.

Abstract. Hydromorphological deficits are of real concern regarding the goals of the European Water Framework Directive to reach a good ecological status. The effects of measures that change the morphological structure of a river is hard to predict. Existing methods to simulate this process in a traditional numerical model can not be applied to whole river systems. Using a rule-based modelling concept to find feasible measures and predict the impact of those measures is a very promising solution.

<p>The existence of strong potential synergies between the Water Framework Directive (WFD) and the Habitats Directive (HD) is widely acknowledged. Indeed, ensuring favourable conservation conditions for aquatic habitats and species of conservation concern is closely related to the achievement of a good ecological status in water bodies. However, since these two sets of European laws are generally applied without any coordination, an inefficient use of resources may adversely affect their goals. The main negative outcome is an increase in the cost of monitoring programs for collecting data in nature (<em>i.e.</em>, physical and chemical parameters, species and habitats, plant communities). The use of macrophytes as a bioindicator, as imposed by the WFD, may instead help to integrate data on aquatic EU habitats and enhance knowledge of such habitats outside the Natura 2000 network. The aim of present study was to evaluate the usefulness of data collected in WFD monitoring surveys as a means of inferring the occurrence and the distribution of lacustrine aquatic habitats in countries belonging to the European Union (EU). The main aim of the analysis was to identify the depth gradient distribution of diagnostic macrophyte <em>taxa</em> in two EU habitats (3140, <em>i.e.</em>, <em>Chara</em>-dominated benthic communities, and 3150, <em>i.e.</em>, natural eutrophic lakes) using data collected in lakes in Lombardy (northern Italy), some of which are included in the Natura 2000 network (10 out 16). While recognizing the limitations of the data collected within the two frameworks, the results confirmed the marked usefulness of WFD data as a means of enhancing the knowledge available on lacustrine aquatic habitats in the EU. WFD data can actively help to improve the basic information on aquatic habitats, thereby more effectively supporting regional strategies for biodiversity conservation as well as recovery programs.</p><p> </p>

PurposeThe main purpose of this research is to analyse the efficiency of the main European monitoring frameworks to estimate the transition of the countries within the European Union (EU) towards circular economy (CE) using the example of Croatia.Design/methodology/approachAssessment methods with reliable data and appropriate indicators are essential when it comes to measuring transition and progress towards CE. The methodology employed in this research is a systematic and critical analysis of the seven European measurement frameworks employed to assess Croatia's progress towards CE.FindingsThe analysis revealed how EU's monitoring frameworks have developed over time and how useful they are in evaluating country's progress towards CE. The measurement tools and indicators proved, in the case of Croatia, insufficient for clarifying and understanding its progress towards CE. Selection of indicators within monitoring frameworks is arbitrary while their interpretation is highly contextual, dependent on policy targets and local conditions. These results can be extrapolated to other EU member states.Practical implicationsPolicy recommendations for more efficient CE transitions are provided.Originality/valueThis research sheds light on the CE development in Croatia – an understudied European country in this context – and discusses the country's goals towards sustainability. The limited success of developed CE indicators is discussed.
