Experimental Investigations into the Use of Emergent Plants to Treat Sewage in South Africa

South Africa is a relatively water-short country which has many rural communities with water-borne sewage infrastructures requiring low technology treatment facilities. In order to protect the water resources of the country the authorities have set high standards for effluent quality (COD < 75 mg/l, NH3 < 10 mg/l, E. coli < 1000 and in some areas P < 1 mg/l). Traditionally, oxidation ponds have been used in these applications but have not been able to consistently meet the required standards and recently interest has been shown in artificial wetlands as a low technology means of solving the problem. As a result several experimental projects are at present being initiated in South Africa, both as primary and secondary treatment for domestic sewage and also as a tertiary treatment to remove nitrogen, phosphorus and E. coli from conventional sewage plant effluents. The designs of these experimental projects are described in the paper and it is hoped that data will be available for presentation at the seminar.

The way in which an institution treats its records is crucial for its survival in a rapidly changing society. The purpose of the study was to investigate the records management practices and challenges faced by traditional institutions of leadership and governance in Ga Molepo, Limpopo, South Africa. The researcher employed a cross-sectional survey in order to quantitatively examine the challenges faced by members of traditional councils. A researcher administered questionnaire was used as a data collection tool to study a stratified sample of 35 members from an estimated population of 350. The findings revealed patterns and trends of non-compliance with records management standards and guidelines. Although there were sporadic cases of record keeping, a greater number of respondents revealed that traditional institutions lack the facilities, equipment, education and trained/skilled personnel to apply correct records management procedures in their daily administration of their traditional communities. The main value of the study is to create awareness of records management as one of the neglected areas in traditional institutions – which are by current legislative arrangement, the closest form of leadership and governance for rural communities in light of their relationship with local municipalities and the Department of Cooperative Governance and Traditional Affairs.

AbstractThis work investigated an innovative alternative to improve municipal wastewater treatment plant effluent (MWWTP effluent) quality aiming at the removal of contaminants of emerging concern (caffeine, carbendazim, and losartan potassium), and antibiotic-resistant bacteria (ARB), as well as disinfection (E. coli). Persulfate was used as an alternative oxidant in the solar photo-Fenton process (solar/Fe/S2O82−) due to its greater stability in the presence of matrix components. The efficiency of solar/Fe/S2O82− at neutral pH using intermittent iron additions is unprecedented in the literature. At first, solar/Fe/S2O82− was performed in a solar simulator (30 W m−2) leading to more than 60% removal of CECs, and the intermittent iron addition strategy was proved effective. Then, solar/Fe/S2O82− and solar/Fe/H2O2 were compared in semi-pilot scale in a raceway pond reactor (RPR) and a cost analysis was performed. Solar/Fe/S2O82− showed higher efficiencies of removal of target CECs (55%), E. coli (3 log units), and ARB (3 to 4 log units) within 1.9 kJ L−1 of accumulated irradiation compared to solar/Fe/H2O2 (CECs, 49%; E. coli, 2 log units; ARB, 1 to 3 log units in 2.5 kJ L−1). None of the treatments generated acute toxicity upon Allivibrio fischeri. Lower total cost was obtained using S2O82− (0.6 € m−3) compared to H2O2 (1.2 € m−3). Therefore, the iron intermittent addition aligned to the use of persulfate is suitable for MWWTP effluent quality improvement at neutral pH.

Diarrhoeal disease is considered an important cause of morbidity and mortality in developing areas, and a large contributor to the burden of disease in children younger than five years of age. This study investigated the prevalence and genogroups of human sapovirus (SV) in children ≤5 years of age in rural communities of Vhembe district, South Africa. Between 2017 and 2020, a total of 284 stool samples were collected from children suffering with diarrhoea (n = 228) and from children without diarrhoea (n = 56). RNA extraction using Boom extraction method, and screening for SV using real-time PCR were done in the lab. Positive samples were subjected to conventional RT-PCR targeting the capsid fragment. Positive sample isolates were genotyped using Sanger sequencing. Overall SV were detected in 14.1% (40/284) of the stool samples (16.7% (38/228) of diarrhoeal and 3.6% (2/56) of non-diarrhoeal samples). Significant correlation between SV positive cases and water sources was noted. Genogroup-I was identified as the most prevalent strain comprising 81.3% (13/16), followed by SV-GII 12.5% (2/16) and SV-GIV 6.2% (1/16). This study provides valuable data on prevalence of SV amongst outpatients in rural and underdeveloped communities, and highlights the necessity for further monitoring of SV circulating strains as potential emerging strains.

A serological survey of leptospirosis in cattle originating from rural communities of the province of KwaZulu-Natal (KZN) in South Africa was carried out between March 2001 and December 2003. The survey was designed as a 2-stage survey, using the local dip tank as the primary sampling point. In total, 2021 animals from 379 dip tanks in 33 magisterial districts were sampled and tested with the microscopic agglutination test (MAT). The apparent prevalence at district level was adjusted for clustering and diagnostic test sensitivity and specificity and displayed in maps. The prevalence of leptospirosis in cattle originating from communal grazing areas of KZN was found to be 19.4% with a 95% confidence interval of 14.8-24.1 %. At district level the prevalence of leptospirosis varied from 0 to 63 % of cattle. Bovine leptospirosis was found to occur in communal grazing areas throughout the province with the exception of 2 districts. The southeastern regions showed a higher prevalence than other areas of the province; while in some of the northern and western districts a lower prevalence was noted. Several serovars were detected by the MAT and although Leptospira interrogans serovar pomona occurred most frequently, serovars tarrasovi, bratislava, hardjo, canicola and icterohaemorrhagica were also frequently identified. The findings of the survey are discussed.

A system comprising a UASB reactor, shallow polishing ponds and shallow coarse filters, treating actual wastewater from the city of Belo Horizonte, Brazil, has been evaluated. The main focus of the research was to compare grain sizes and hydraulic loading rates in the coarse filters. Two filters operating in parallel were investigated, with the following grain sizes: Filter 1: 3 to 10 cm; Filter 2: 8 to 20 cm. Two hydraulic loading rates were tested: 0.5 and 1.0 m3/m3.d. The filter with the lower rock size had a better performance than the filter with the larger rock size in the removal of SS and, as a consequence, BOD and COD. A better performance was obtained with the hydraulic loading rate of 0.5 m3/m3.d, as compared to the rate of 1.0 m3/m3.d. The effluent quality during the period with the lower loading rate was very good for discharge into water bodies or for agricultural reuse (median effluent concentrations from Filter 1: BOD: 20 mg/L; COD: 106 mg/L; SS: 28 mg/L; E. coli: 528 MPN/100 mL).

South Africa (SA) has a decentralised education system. It is generally assumed that decentralisation improves the effectiveness and efficiency of education by responding to the needs, values, and expectations of both local and rural communities. A large part of SA could be described as rural and a large number of learners attend rural schools. This makes rural education a significant part of the South African education context. With education being decentralised, and with decentralisation being heralded as the panacea to the problems faced by rural communities as well as rural education, the assumption is that rural education should be of a high quality. This desk-top paper assesses the potential of decentralisation to improve the quality and effectiveness of South African rural education. This it does by locating decentralisation within neoliberalism which this paper argues is the impetus behind the decentralisation of South African education, and the reason for the decline in the quality and effectiveness of rural education. The paper also highlights certain tensions between the various decentralised spheres of governance, namely the central and provincial Departments of Education and school-level governance structures. The paper further indicates how these tensions potentially hamper the effectiveness and efficiency of rural education. The paper concludes with some recommendations aimed at improving rural education.

The Reconstruction and Development Programme adopted by the Government of National Unity is more than a list of the services required to improve the quality of life of the majority of South Africans. It is not just a call for South Africans to unite to build a country free of poverty and misery; it is a programme designed to achieve this objective in an integrated and principled manner. Based on the strategic objectives, as highlighted in the White Paper on Water Supply and Sanitation Policy, with regard to alleviating the chronic potable water shortages in South Africa, this thesis investigates a design methodology to supply potable water through the use of wind energy. The design focuses on small rural off-grid developments where grid electricity either has not or will not reach, and where renewable energy is the only viable option. This thesis provides an overview of wind energy and presents the fundamentals of wind power calculations. It also formulates an overview of the historic and present situation with regards to potable water supply, and reflects on the need for urgent intervention. The feasibility of using wind energy to supply potable water to rural communities in South Africa is explored in a case study. The various problem areas are identified and examined and a wide range of possible solutions are recommended. A final flow chart for the system design is proposed, thus ensuring comprehensive design methodology from which future design of similar systems can be based.
