Diminishing water resources are a worldwide problem. Many countries face serious water supply issues in the near future. The United States has not escaped the problem of providing adequate water for its needs. Rapid population expansion in semi-arid locales, and growth in areas where groundwater resources are sensitive to saltwater intrusion have forced local officials to search for alternatives to satisfy a growing demand for water. The City of St Petersburg, Florida, developed and is operating one of the world's largest urban water reuse systems. The program has been very successful in reducing potable water demands. The city has learned a great deal during the past fourteen years that the system has been in service. The purpose of this paper is to share the history of the development of the St Petersburg Water Reuse System and what has been learned during its operation.

Based on previously unearthed documents from the Russia’s State Historical Archive and the Archive of Foreign Policy of the Russian Empire the article explores the history of the first Russian Orthodox parish in New York City and construction of Saint-Nickolas Russian Orthodox Cathedral in the city. It was a protracted and complicated interagency process that involved Russian Orthodox mission in the United States, Russia’s Foreign Ministry and its missions in the United States, the Holy Governing Synod, Russia’s Ministry of Finance and the State Council. The principal actors were the bishops Nicholas (Ziorov) and especially Tikhon (Bellavin), Ober-Prosecutor of the Holy Governing Synod Konstantine Pobedonostsev and Reverend Alexander Khotovitsky. This case study of the Cathedral history reveals an interaction of ecclesiastical and civil authorities in which private and civic initiative was combined with strict bureaucratic rules and procedures.

The article analyses the transformations of the use of eminent domain in the United States in the context of urban redevelopment programs. In the past the private property has been expropriated for public use only. Recently it is possible to forcibly transfer property, from a private subject to private developers, on the basis of a cost-benefit analysis that demonstrates that the new use is more efficient than the previous one. This profound change has been possible thanks to a progressive modification of the concept of public use. Traditionally, public use coincided with the construction of infrastructures and public utility, such as highways and railroads. Over the time, it has come to include other aims: firstly, projects of urban renewal and economic development carried forth by private developers. Essentially, it has resulted in the use of expropriation to assemble lands which are then granted to subjects who intervene in the reconfiguration of the city for private purposes. Starting from some important examples of urban development, the main phases of this process are reconstructed, also taking into account the most important decisions of the US Supreme Court that contributed to the change of doctrine, invalidating the postulate of public use as justification for expropriation.

In the 1970s, Turkey was in a state of political turbulence. Weak coalition governments changed frequently and could not bring order to the country. The city streets turned into an arena of battles for various armed radical groups of nationalist, communist, Islamist and separatist persuasions. For 9 years from 1971 to 1980, 10 governments changed in Turkey. The political crisis was accompanied by an economic downturn, expressed in hyperinflation and an increase in external debt. Chaos and anarchy caused discontent among Turkish financial circles and generals with the situation in the country and led to the idea of a military coup, already the third in the republican history of Turkey. The US State Department was extremely concerned about the situation in Turkey, hoping to find a reliable cover against further exports of communism and Islamism to the Middle East, approving the possibility of a coup. The coup was led by the chief of the General Staff K. Evren. Political events of the second half of the 1970s allow us to conclude that, despite the interest of the financial and military circles of the United States in it, the military coup on September 12, 1980 had mainly domestic political reasons.

<p><strong>Abstract.</strong> Fire insurance maps produced by the American firm the Sanborn Map Company have long served as cartographic guides to understanding the history of urban America. Primarily used by cultural and historical geographers, historians, historic preservationists, and environmental consultants; historians of cartography have little explored the history of this company. While this scholarship has addressed various facets of Sanborn’s history (Ristow, 1968), no scholarly piece has explored the lived experience of being a Sanborn surveyor. This lack of scholarship comes not from any significant oversight but rather from the fact that the contributions of most Sanborn surveyors were anonymous and little recorded on the maps themselves. Moreover, the company itself has done little to save its own history, thus little is known of their individual stories and experiences. The exception to this is perhaps the most famous Sanborn surveyor of all: Daniel Carter Beard.</p><p>Over the course of his nine-decade life, Daniel Carter Beard held several prominent positions including the co-founder of the Boy Scouts of America and the lead illustrator for many of Mark Twain’s novels. However, he got his start as a surveyor for the Sanborn Map Company in the 1870s, just a few years after its founding. His papers, housed at the Manuscript Division of the Library of Congress, includes a variety of ephemera from his time with the Sanborn Map Company.</p><p>Trained in civil engineering, Beard got his start as a surveyor for the Cincinnati (Ohio) Office of Platting Commission, creating the first official plat map for the city. He was hired by Sanborn in 1874 and served as a surveyor until 1878, traveling extensively over the eastern half of the United States, parlaying his skills into creating fire insurance maps for Sanborn. Thus, this paper speaks to two main themes. The first theme traces the route of Beard during his early years with the company across the eastern half of the United States, documenting both the places he visited and the challenges he faced as a Sanborn surveyor. The second theme, interwoven through the paper, is an analysis of the innerworkings of Sanborn’s administrative structure and its relationship with the larger fire insurance market during the 1870s. Altogether, these documents present unique insight into the organization of the Sanborn Map Company and how it produced its maps during the second-half of the 19th century.</p>

Recent scholarship on war and policing has begun to theorize the two in more intimate relation with each other, especially through connections to racialized violence and governance. Drawing on this body of work, and the concept of martial politics specifically, I examine how logics of war operate within domestic spaces and reproduce racialized conceptualizations of threat. I focus on a confrontation between the MOVE organization and the city of Philadelphia in 1985, which led to police firing 10,000 rounds of ammunition into a house where MOVE members and their children were living, and to the extensive use of military-grade explosives, culminating in the police dropping a bomb from a helicopter onto the house. The bomb ignited a fire that killed six adult MOVE members and five children, and destroyed 61 houses. I examine the decision of the city to bomb MOVE and consider the role that conceptions of war and threat played in shaping the event. This case shows not just the migration of military techniques into domestic spheres (and a long history of this in the United States), but more significantly, it reveals how violence and war-making have always been a foundation of liberal governance.

Two projects of the Linear City, which appeared at the beginning of the 20th century, in the United States, regardless of the project implemented earlier in Spain by Arturo Soria, are described. The technical and town-planning features of the Roadtown project by Edgar Chembless and the social ideas underlying it are given. The reasons for the failure of this project, as well as similar projects that appeared later, are analyzed. The history of the project of Milo Hastings and his idea of a linear concentration of dwellings in the city are given. Although this project was also not implemented, the reasons why its town-planning ideas found application in the post-war construction of the American suburb and social ideas in the New Deal of President Franklin Roosevelt are shown.

The Cuban city of San Cristóbal de la Habana has been a nodal point of economic, commercial, political, and cultural exchange since its 1519 founding on Cuba’s northern shore. Residents’ decision to locate the city next to the natural deepwater harbor that became today’s harbor, illustrates the importance of geography, space, and environment in Havana’s early history. Through the distinct environs of Havana, enslaved, free black, Spanish, immigrant, criollo (and later Cuban) residents defined and gave new meaning to a geography marked by the city’s colonial origins. The end of the 19th century and early 20th century marked the end of Spanish colonialism in Cuba (1898) and the beginning of the US occupation of the island (1899–1902). The political transition solidified the importance of Havana as the economic and political center of Cuba. The city became a broker of a new set of cultural, social, and political exchanges as the country’s economic prosperity—the result of an affinity for US and global capitalist markets—also inaugurated a booming and pervasive tourist economy. Western influence and a neocolonial relationship between Cuba and the United States engendered an urban renaissance that emphasized cosmopolitanism and a dynamic, highly mobile urban population. Havana’s built environment oriented residents and visitors alike to its modern architecture, seaside resorts, and dynamic nightlife. The city’s concentration of wealth, however, underscored continued disparities between Cuba’s urban and rural populations as well as within sectors of the urban population. There is a well-developed body of scholarship that addresses the complicated history of the city, especially for the colonial period and the early 20th century. Until recently, there was a scarcity of literature on the city following the revolutionary transition of 1959. This changed, however, with the onset of the 1980s. In 1982 UNESCO declared the colonial core city of Havana a World Heritage Site. Urban renewal and preservation became topics of scholarly discussions around administrative efforts to preserve, restore, and orient the direction of the city. Then, in the early 1990s, urban development in Havana (like all development in Cuba) come to an immediate halt after the dissolution of the USSR ended Soviet subsidies and precipitated one of the worst economic disasters in Cuban history. The country’s political and economic situation and the liberalization of the economy and the growth of tourism brought an ever-increasing interest in the issues and environment of the city, with scholars taking up the now familiar themes of access to the city, political inclusion and exclusion, and urban patrimony in their scholarship. As a field of study the literature on Havana mirrors the frameworks found in the broader field of urban history. The literature breaks down into two distinct subfields; those studies that examine “the history of the city” and those that examine “histories that unfold within cities” (See Brodwyn Fisher’s article Urban History in Oxford Bibliographies). The former has long dominated the literature on Havana, and only recently has new scholarship begun to approach the city as a subject in its own right or from the vantage points of disciplinary perspectives outside of history, architecture, and planning. In this essay I have chosen to introduce readers to the vast literature that centers explicitly on the development of the city, much of which was published in Cuba from the 19th century onward. This literature forms part of a well-known cannon in Cuba (including work in the Spanish-language press produced outside of the island) but might be lesser known to non-specialists. I have also included well-established, as well as recent and emerging, works where Havana assumes a central role in the narrative. I have done this in order to broaden the categorical analysis of what constitutes a history of or about Havana. As with any bibliographic essay, I have excluded much in order to provide an overview of Havana and familiarize readers with scholars who explore thematic interests in questions of race, slavery, or culture through the social fabric of the city. Where appropriate, I have organized the essay according to time period or publication date (in order to give the reader an idea of the scholarship on colonial architecture, for example). Finally, most titles on this list can easily be placed in more than one of the categories listed in the Table of Contents; for the sake of space I have cross-listed only a few of these works, but indicated when readers might find other sections of the essay useful.

This chapter argues for Detroit as an image and an actual place that spatializes and racializes the affective fallout of deindustrialization using three plays whose 2013 New York runs coincided with both the city’s impending bankruptcy and the United States’ anemic recovery from the Great Recession: Detroit by Lisa D’Amour, Detroit’67 by Dominique Morisseau, and Motown the Musical by Berry Gordy. Each play uses Detroit to explore the interpersonal consequences of opportunities and crises in racialized capitalism. Each offers audiences intimate visions of the Fordist bargain in its seeming heyday, particularly compelling in a period of lackluster economic recovery. In this chapter I introduce the formulations “re-siting” and “re-citing” to analyze the ways elements of Detroit’s incendiary history of interracial confrontations are redeployed to support images of a capitalist work ethic transcending or succumbing to racist violence, and to link the city to a seemingly race-neutral contemporary precarity.
