Abstract 1,8-naphthalimide (NI) dyes are one class of important organic luminophores with good photo-stability, high fluorescent quantum yields and broad emission color-tunability, which are widely used in biological and chemical fields. However, they exhibit bad ACQ property, which heavily limits their application in real word. Contrary to ACQ, tetraphenylethene (TPE) is an AIE luminogen. To eliminate the ACQ effect of NI, TPE was used as core and NI chromophores was used as peripheries to obtain a new dye TPEDNI. TPEDNI dye demonstrates typical aggregation-enhanced emission (AEE) characteristic with high fluorescence Φ>F, solid up to 100% in the film state, which is 24 times of that for its THF solution. Besides, TPEDNI exhibits marked solvatochromism, and the emission peak red-shifts from 505 nm in hexane to 610 nm in acetonitrile. TPENI also displays evident intramolecular charge transfer property in THF/water mixtures

Abstract Characterization of digital X-ray imaging devices is very important because it can be used to measure and compare the performance of detectors used in Diagnostic Radiology. This characterization is usually made through the calculation of Modulation Transfer Function (MTF), Noise Power Spectrum (NPS) and Detective Quantum Efficiency (DQE). These parameters, especially the DQE, are very important because they quantify the effect of spatial resolution, contrast and noise on Radiographic image quality (IQ). The IEC 62220-1-1:2015 International Standard provides comprehensive guidelines how to capture and analyze X-ray images to characterize digital X-ray detectors. A novel, fast and free MATLAB-based software was developed, named RAD_IQ, to calculate the Signal Transfer Property (STP), perform Noise Component Analysis (NCA), and calculate the parameters MTF, NPS & DQE of X-ray detectors based on the novel IEC 62220-1-1:2015 International Standard for General Radiography and IEC 62220-1-1:2007 for Digital Mammography. Our results were validated against well-established software products used for quantitative image analysis of digital X-ray detectors. The calculated parameters were within 5% difference compared to available software products. The conclusion of our study was that RAD_IQ can be easily used from Medical Physicists, Biomedical Engineers and researchers without any programming experience to characterize the performance of digital X-ray detectors used in Diagnostic Radiology.

Abstract This paper studies the measurement technology of heat transfer coefficient of building envelope, explores the main factors affecting the measurement of heat transfer coefficient, uses ANSYS Icepak software to simulate the steady-state heat transfer property measurement platform model, and establishes the virtual prototype of the product. The product design based on Icepak replaces the test on the physical prototype with the simulation on the virtual prototype, We should reduce or even cancel the manufacturing of physical prototype, shorten the R & D process, and cut R & D costs with the improvement of design quality. Through the comparison and analysis with the experimental data of the offline detection platform, the feasibility of using Icepak to simulate the equipment is proved. The software is used to simulate the ther-mal environment in the hot box. Through comparison and analysis, the most uniform upper wi-nd steady-state thermal environment scheme is found.

Abstract: An agreement to transfer title to land based on absolute power is prohibited by law. The prohibition of absolute power is regulated in Instruction of the Minister of Home Affairs number 14 of 1982 concerning the Prohibition of Using Absolute Power for Transfer of Rights to Land, and Government Regulation No. 24 of 1997 Article 39 paragraph (1) letter d concerning land registration. However, the reality is that there is still a land sale and purchase agreement using an absolute power of attorney, causing losses to other parties. The problem is how is the legal responsibility of the seller and the notary against the loss of a third party due to the use of absolute power of attorney in the agreement to transfer title to land. This study aims to determine the legal liability of the seller and the notary against the losses of third parties due to the use of absolute power of attorney in the agreement to transfer ownership of land rights. The method used in this study is a normative juridical method using a statuate approach and case approach. The Study found that the seller's responsibility was based on Article 1365 of the Civil Code, namely by providing compensation for the value of the sale value of the land minus the owner's debt without involving a third party with good faith. And the accountability of the notary is contained in Law Number 30 of 2014 Article 84 concerning the Position of Notary Public and Government Regulation Number 24 of 1997 Article 62 concerning Land Registration which explains the sanctions for notaries. In this case it relates to the loss of a third party in good faith.Keywords: Absolute Power, CompensationAbstrak: Perjanjian pengalihan hak milik atas tanah yang didasarkan pada kuasa mutlak merupakan sesuatu yang dilarang oleh hukum. Pelarangan kuasa mutlak diatur dalam Instruksi Menteri Dalam Negeri nomor 14 Tahun 1982 tentang Larangan Penggunaan Kuasa Mutlak Sebagai Pemindahan Hak Atas Tanah, dan Peraturan Pemerintah No. 24 Tahun 1997 Pasal 39 ayat (1) huruf d tentang pendaftaran tanah. Namun realitas yang terjadi masih terdapatnya suatu perjanjian jual beli tanah menggunakan surat kuasa mutlak sehingga menyebabkan kerugian bagi pihak lain. Permasalahannya adalah bagaimanakah pertanggungjawaban hukum pihak penjual dan notaris terhadap kerugian pihak ketiga akibat penggunaan surat kuasa mutlak dalam perjanjian pengalihan hak milik atas tanah. Penelitian ini bertujuan untuk mengetahui pertanggungjawaban hukum pihak penjual dan notaris terhadap kerugian pihak ketiga akibat penggunaan surat kuasa mutlak dalam perjanjian pengalihan hak milik atas tanah. Metode yang digunakan dalam penelitian ini yaitu metode yuridis normatif dengan menggunakan pendekatan perundang-undangan dan pendekatan kasus. Hasil penelitian ditemukan bahwa pertanggungjawaban pihak penjual yakni berdasarkan Pasal 1365 KUHPerdata yaitu  dengan memberikan ganti kerugian seharga nilai penjualan tanah dikurangi hutang pemilik tanpa melibatkan pihak ketiga yang beritikad baik. dan pertanggungjawaban pihak notaris yaitu terdapat dalam UU Nomor 30 Tahun 2014 Pasal 84 tentang Jabatan Notaris dan Peraturan Pemerintah Nomor 24 Tahun 1997 Pasal 62 tentang Pendaftaran Tanah yang menjelaskan sanksi bagi notaris. Dalam hal ini berhubungan dengan kerugian pihak ketiga yang beritikad baik.Kata Kunci: Kuasa Mutlak, Ganti Kerugian

Broad solar light harvesting and fast photoinduced electron–hole migration are two critical factors for the catalytic capacity of photocatalytic system. In this study, novel visible light–driven carbon dot–TiO2 nanosheet (CD-TN) photocatalysts are successfully prepared by loading CDs on the surface of TNs through the hydrothermal method. The microstructure, chemical components, and optical properties of the prepared samples are characterized via X-ray diffraction, Fourier transform infrared spectroscopy, transmission electron microscopy, UV-visible diffuse reflectance spectroscopy, and X-ray photoelectron spectroscopy analysis. Congo red (CR), rhodamine B (RhB), and tetracycline (TC) are selected as pollutants to assess the catalytic performance of CD-TNs. As expected, the removal efficiencies of CD-TNs for CR, RhB, and TC are 94.6% (120 min), 97.2% (150 min), and 96.1% (60 min), respectively, obviously higher than that of pure TNs. The enhanced degradation efficiency of CD-TNs is predominantly ascribed to the merits of CDs (excellent up-conversion property and electron transfer property). Moreover, according to the several degradation cycles, CD-TNs possess the excellent stability, having removed 93.3% of CR after 120 min irradiation.

The contract of purchase and sale is one of the most common contractual institutions. According to the Art. 655 of the Civil code of Ukraine, under the contract of purchase and sale one party (seller) transfers or undertakes to transfer property (goods) into property to other party (buyer), and the buyer accepts or undertakes to accept prop-erty (goods) and to pay for it a certain monetary amount. At the same time, according to the case law, no unified approaches have been developed to interpret the legal consequences of failure to reach agreement on all the essential terms of purchase and sales contracts and mechanisms to protect the interests of counterparties to such agreements. Examining the procedure for concluding a contract of purchase and sale, we can not ignore the problem of its «conclusion», «validity» and «non-conclusion». It should be noted that the Civil Code of Ukraine has not provided a legal definition of «failed contract» or «unconcluded contract». Instead, the Economic Code of Ukraine in the Part 8 of the Art. 181 has stipulated that in case the parties do not reach an agreement on all material terms, their contract will be considered unconcluded or failed. No less difficulties also arise in interpreting the contract of purchase and sale as invalid or not concluded if at least one of its parties denies the fact of signing. The approach according to which «in case of contesting the very fact of concluding a transaction, such a fact can be refuted by presenting a relevant conclusion on the inconsisten-cy in the motivating part of the court decision» – does not quite agree with Art. 55 of the Constitution of Ukraine and the principle of access to justice. For example, under the current approach in court practice, the plaintiff is not reimbursed for court costs (costs of paying court fees, legal aid costs, etc.). In any case, as of today, it is expedient to better address the relevant problems in order to provide a real opportunity for participants in civil traffic to effec-tively protect their rights and interests.
