The article discusses the current stage of evolution of China’s economic model which is called the «New normality». The author emphasizes that «New normality» is the stage of creating a new economic development model, involving the process of changing the extensive type of economic growth through the use of cheap labor power to the intensive type based on innovations, growing domestic demand. The conditions of transition to a new model, changes in economic policy, and the result that they want to achieve when implementing this model to the Chinese economy are shown.

The paper focuses on the function of the market, economic policy and the public in dynamising economic progress and the arguments that support the claim that economics as a science, taken together with economic policy, has lost the attribute of moral science in our conditions. The dynamics of economic growth is not the only relevant macroscopic feature of economic development, although it has received dominant attention today. And that is not everything. Particular attention is drawn to structural, technological and other changes, the re-institutionalization and construction of an appropriate economic order and economic model and, above all, the state and realization of the moral imperatives of contemporary development. In addition to these issues, the paper addresses the challenges, directions and instruments of economic policy in our circumstances, which is of particular relevance to our better future.

Subject. This article considers the key economic parameters of the Chinese economy. Objectives. The article aims to group the regions of China by economic development level. Methods. For the study, we used the k-means method. Results. Based on the clustering of China's regions by economic parameter, the article determines the ranges that help subsume a region under a particular category, and describes four categories of provinces according to the growth rates of economic indicators and economic growth factors. Conclusions. It is necessary to classify the regions of China to determine the areas of transformation of the regional economic structure to ensure the transition to an intensive development model. It is also necessary to develop recommendations for the even and balanced development of regions.

AbstractThe publication analyses and evaluates the impact of the implementation of circular economy on the economy and especially on its mining and power generation sector in Poland. Circular economy is a relatively new concept concerning an innovative economic development model. The publication briefly describes the concept of circular economy. Among other things, the basic economic processes that make up circular economy are discussed. In addition, history is presented as well as examples of legislation that have had the strongest impact on the implementation of circular economy in the EU are identified. Further on in the paper, the impact that circular economy will have on the mining and power generation industry in Poland is discussed. Areas have been identified that will need the most attention in relation to the implementation of circular economy. It was pointed out that in the mining and power generation sector the scale of use of current and landfill waste should be increased as a priority. Attention has been paid to the necessary reduction of water demand and rational water and sewage management. Examples of use of mining gas and ventilation air have been discussed. The publication provides examples of a number of measures taken in accordance with circular economy. It was pointed out that there is still a need to popularize the existing ones and to look for new technical and organizational solutions conducive to the introduction of this new economic model. An important aspect of the impact of the circular economy on these sectors will be the decrease in energy demand resulting from the widespread implementation of the new economic model. For those already struggling with a number of problems of some of the mining and power generation sectors based on coal mining and combustion in Poland, the implementation of circular economy will pose another challenge.

The article shows the main stages and results of the economic development in Russia since the early 1990s. It describes the process of formation and the basic features of a three-sector economic model, as well as the reasons for its stability and existing constraints to economic growth. The authors consider the most likely scenario for the evolution of the current economic model under conditions of a steady decline in export revenues. They also focus on fiscal and social risks and alternatives in economic policy.

The article aims to analyze the external and internal growth factors of the People’s Republic of China in 2010–2017. The authors use methods such as input-output modeling, statistical methods, content analysis of scientific publications. The study explores different perspectives on China’s rapid economic growth in recent decades. In particular, the authors consider neoclassical models that investigate and explain the dynamics of the Chinese economy due to the accumulation and development of factors of domestic production. Some studies are analyzed, which consider economic growth as a result of the final demand, both internal and external, on the basis of the input-output approach. The article examines the views that interpret the monetary policy as one of the most important factors in stimulating economic growth. The authors, based on the economic growth decomposition method, determine the components due to domestic demand and the components due to exports, both for the entire Chinese economy and for particular industries. Сalculations based on the data of input-output balances for 2010–2017 allowed the authors to draw a conclusion about the significant contribution of domestic demand to the economic growth of China in the context of active monetary stimulus. Thus, the novelty of the study is ensured by the fact that Thirlwall’s law does not apply to modern China –– stimulating the economy in China does not lead to a decrease in the trade surplus due to the monetary and financial sovereignty, industrial competitiveness, and the innovative economic development. The search for tools for adapting China’s monetary policy to the realities of Russia and the Republic of Belarus opens up opportunities for future research on the topic.

The Results of 2003 and The Results of Four Years: Policy versus Economy The paper deals with factors and trends of the economic policy in Russia in 2003-2004, as well as with policy debate on economic growth issues. Current stage of economic development is characterized as transition from the reconstructive growth to the investment one. The author discusses the role of elections in the development of economic policy in 2003, the danger of economic populism, and prospects of economic policy in the "one-and-a-half-party" democracy model. Conclusion presents economic policy priorities for the next presidential term.

This paper takes the provinces in china as the study object, and collects some data from 2000 to 2009 of 29 provinces in china, base on which this paper builds some evaluation models, such as development degree model, coordination degree model, and coordinated development model, to evaluate the coordinated development of economy-environment system among Chinese provinces.

The paper analyzes the inconsequence and problems of Russian economic policy to accelerate economic growth. The authors consider three components of growth rate (potential, Russian business cycle and world business cycle components) and conclude that in order to pursue an effective economic policy to accelerate growth, it has to be addressed to the potential (long-run) growth component. The main ingredients of this policy are government spending restructuring and budget institutions reform, labor and capital markets reforms, productivity growth.
