There is a gradual formation of a system of zones with special economic regimes in Russia. The beginning of the rational streamlining of the activity of such zones was laid by the “Federal law on special economic zones of 2005”. Actual practice of working of special economic zones revealed positive and negative aspects in their activity. It allowed to pass to normative-legal preparation of territories of advanced social and economic development as type of the zones more adequate to a present state of economies of the Russian regions.The adoption of a federal law on such territories in 2014, their testing in the Far East allowed us to proceed to their creation, distribution throughout the country. They have not and cannot become regional locomotives of social and economic development of the country. They still perform secondary functions in this process. But the functions are important and have a positive impact on the regional development. Serious work needs to be done to monitor their effectiveness, to improve the regulatory framework of Russian zones with special economic regimes and to link their priorities with the priorities of social and economic development of the regions.

Special Economic Zones (SEZs) were established to attract entrepreneurs to invest in Polish regions in order to increase their social and economic development. One of the most important incentives offered in SEZs is state aid in the form of an income tax exemption. The objective of this paper is to verify if the regional state aid granted to entrepreneurs in SEZs has had a positive impact on the social and economic development of Polish poviats. The conducted research allowed for the conclusion that regional state aid in SEZs in the form of an income tax exemption was of a relatively higher importance to the poorest regions, while its significance was much lower in better developed areas in Poland. Moreover the intensity of regional state aid granted to entrepreneurs in SEZs had a positive influence on the social and economic development of the poorest and sometimes less developed poviats in Poland, while the more developed poviats with SEZs did not record better or much better results compared to poviats without SEZs.

Special Economic Zones are very important for the progress of an area. SEZ is able to contribute to the regional economy and increase economic development by providing direct and indirect effects. The purpose of this study is to determine the impact of special economic zones on regional economic development. The object of this study is to explore the establish SEZ in Indonesia just only refer to two SEZs namely SEI Mangke and Tanjung Lesung. This research used literature study as a method. The results show that SEZ make the regional economy is starting to move towards a better direction. The role of two SEZs observed have different impact on regional economy, SEI Mangke has a positive impact on macroeconomy indicator such as reduced unemployment, reduced poverty and an increased economic growth rate in Simalungun Regency. В 2014 г. в Правительстве РФ был разработан новый инструмент развития Дальнего Востока – создание территорий опережающего развития (ТОР). Был принят специальный федеральный закон (ФЗ). К настоящему времени в Дальневосточном федеральном округе во всех субъектах, кроме Магаданской области, определены 20 ТОР, под которые выделяется компактная территория с наличием благоприятных условий социально-экономического развития и ряда крупных инвестиционных проектов, благодаря чему эта территория может стать точкой роста и способствовать развитию района в целом. В статье приводится общая характеристика ТОР Дальнего Востока, обобщены проблемы, проявляющиеся на стадии их создания. Дается детальная характеристика одной из первых ТОР – Надеждинской, формирующейся вблизи Владивостока. Для этой ТОР был разработан План перспективного развития, включающий оценку основных предпосылок и конкурентных преимуществ ее формирования, обоснование приоритетных видов деятельности, обобщенную оценку экономической эффективности и перспектив пространственного развития. В будущем на Дальнем Востоке возможно образование новых ТОР по глубокой переработке природных ресурсов суши и моря на основе новейших инновационных технологий. В ряде случаев целесообразно создание ТОР регионального значения с введением местных преференций, что будет стимулировать местные инициативы. При этом будут использованы имеющиеся благоприятные условия комплексного пространственного развития. In 2014, the Government of the Russian Federation has established a new tool for the development of the Far East by forming a territory of advanced development (TAD). A specific Federal Law (FL) has been passed. Today, 20 TADs have been determined in all federal units of the Far Eastern Federal District, except for Magadan Oblast. TAD is allocated on a compact area with favorable conditions for socio-economic development and a number of large investment projects, stipulating its conversion into a growth point and input to the development of the region as a whole. The article provides a general description of the TADs in the Far East with their schematic maps, generalizes the problems that appear at the stage of their creation. A detailed description of one of the first TAD, Nadezhdinskaya TAD, near Vladivostok is given. A long-term development plan, highlighting and justifying the priority economic activities and resident companies was developed for this TAD under the supervision of the author.

Modelling is a key tool for building a competency model of a specialist demanded by industrial enterprises in PSEDA.

Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East population. The purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions.
