The growth of regional debts produces risks both at the regional level and in the sphere of intergovernmental relations. The article shows that with a low debt burden at a long-term level, the subjects of the Russian Federation are highly differentiated by the level of debt, and even with a decrease in overall debt, a variation of debt load is growing. On the basis of cluster analysis, four groups of the subjects of the Russian Federation were allocated, depending on the variation of the debt burden and the share of social spending in total regional expenditures. It is concluded that the level of debt burden and its dynamics are explained both by the socio-economic factors for the regional development and the quality of budget management in any subject of the Russian Federation. Accordingly, the procedure for the distribution of intergovernmental transfers and budgetary rules should be agreed with the accounting of objective relationships and institutional effects.

The article shows the possibility of solving the problem of horizontal budget equalization withinthe framework of the Russian model of program budgeting, implemented through the system of federal, sub-federal governmental programs and municipal programs. To achieve this goal, it is proposed to solve two interrelated tasks: increasing the budgetary self-sufficiency of the subjects of the Russian Federation and redistributing intergovernmental transfers in accordance with their socio-economic characteristics. To solve the first task the necessity of providing the process of management (development, implementation and monitoring) of governmental and municipal programs with the proposed measures aimed at ensuring control of the ratio of budget expenditures for the implementation of social and commercial projects is substantiated. These measures should be complemented with a time-limited policy of redistributing intergovernmental transfers, taking into account the different socio-economic situation of the subjects of the Russian Federation. For this purpose, test indicators have been calculated to determine the extent to which the annual dynamics of the actual distribution of the volumes of intergovernmental transfers between the subjects of the Russian Federation for each of the eight federal districts for the period 2000–2018 corresponds to the criterion proposed by us in previous works. Those were the negative value of the Spearman's ordinal correlation coefficient between the variables “the share of non-repayable receipts” and “the budgetary self-sufficiency potential”. An attempt is made to establish a correlation relationship between the calculated values of these indicators and the socio-economic characteristics of the federal districts. It is concluded that for a correct assessment of the impact of governmental program budgetingon regional development, it is necessary to take into account the parameters of programs at all levels of the budgetary system of the Russian Federation in the context of a separate territory, i.e. subject of the Russian Federation or their group.

For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

The article discusses the formation of the demographic situation in Russia, considering the influence on them of the parameters of the development of social infrastructure. Today, most regions of the country are characterized by a decrease in population. Moreover, it is the level of development of medicine, education and other components of social infrastructure that determine the living conditions of the population and, as a result, the processes of natural and migration movement of the population. The study aims to determine the quantitative parameters of this relationship and the formation based on the results of the received rating of the administrative entities of the Russian Federation. In the framework of the work, we used methods of retrospective analysis, grouping, cluster analysis, correlation and regression analysis, and other methods. Further, we formed a list of indicators characterizing the level of development of the social infrastructure of the territory and highlighted groups of indicators. We proposed An approach to the formation of integral indicators of the level of development of social infrastructure for individual components of the population movement. The regions of the Russian Federation were grouped by the totality of the parameters of the demographic situation and socio-economic factors. As a result of testing the approach, we formed private and integral ratings of the regions of Russia according to the ratio of the parameters of the demographic situation and the level of development of social infrastructure. The results can be used in the development of the state demographic policy.
