The article deals with tools of introducing strategy of transformation at industrial enterprises and complexes in conditions of digitalization. It puts forward the author’s definition of the organizational-economic mechanism of conducting strategy of institutional transformations in industrial complex as a goal-oriented system of means, technologies, processes, resources and methodological tools that give an opportunity to carry out planned strategic changes and realize well-balanced managerial, functional, digital, innovation-technological, structural and other transformation of the enterprise to step-up its long-term competitiveness. The author substantiated the goal of development, principles of building, parameters of scientific-methodological and resource support, as well as other aspects of the mechanism of conducting strategy of transformations. Mechanism of algorithm self-diagnosing was designed, which helps control and analyze effectiveness of reforms, speed of transformation in comparison with average-market values, changes in the level of innovation activity and digitalization of the industrial complex, structure of personnel involvement in the process of strategic changes and dynamics of entropy in the enterprise economic system during the transition period. The article puts forward the system of industrial complex personnel involvement in the process of transformations and resistance smoothing, which can mobilize and use personnel of the enterprise to carry out reforms. The requirements to devising organizational-economic mechanism of conducting strategy of transformations were fixed, the most important of which is reliability, adaptability, integrity, efficiency and technologic character. Findings of the research can be used as scientific-methodological and managerial tools to carry out system transformation of industrial enterprises in conditions of digital economic.

The paper provides a definition of the economic mechanism for managing the communication business processes of industrial enterprises in the context of globalization as a set of a system of relations, authorities, forms and methods of organization and operation, which are regulated by legal and other norms of activity and provide effective interaction in internal and external environments. This allows to deepen the understanding of the essence in the context of globalization under the orientation towards communication (we mean interaction first of all). The composition of the comprehensive economic mechanism for managing the communication business processes of industrial enterprises is studied. This mechanism includes organizational, economic, legal, political, technical and technological, market, production, social, motivational, adaptive and communication submechanisms. This allows further formalization of the process of elemental improvement of the communication business processes of industrial enterprises. The components of mechanism are detailed. In particular, the economic submechanisms include the mechanisms of profits distribution, economic stimulus, financial, equity, investment and reinvestment in development and other mechanisms. The legal submechanisms include the mechanisms, which govern communication and professional legal relations. Organizational submechanisms include structural mechanisms, administrative and information mechanisms that ensure the development and modernization of communication activities at the enterprise, its information security. Political submechanisms include mechanisms of information policy, social and economic policy and foreign economic policy. Market submechanisms include the ones of market competition, demand and supply, etc. Social submechanisms include the ones of transparency of doing business, social responsibility, social and psychological impact, etc. Production submechanisms include the following ones: resource, implementation of new types of software and hardware and other. Technical and technological submechanisms include the ones of scientific and technological progress, technological updates. Motivational submechanisms include the mechanisms of material and non-material incentives of personnel. Adaptive submechanisms are the submechanisms of innovative development (including implementation of innovations in information field), managing the personnel potential, etc. Communication submechanisms include the ones of information-and-analytical activities (including research conducting); external communications (including the system of integrated communications tools, modern telecommunications and communications facilities); internal communications (including creating corporate culture). The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

The economic aspects of innovation activity are determined by the fact that innovations serve to achieve the economic goals of the enterprise, act as a means of competition and require the use of economic resources. When organizing innovation activities, it is important to take into account macroeconomic factors and intra-company conditions. The authors identify three large-scale macroeconomic factors that have a significant impact on the chain of interrelated innovations in the activities of modern Russian agro-industrial enterprises. At present, the factor of creating institutions of the digital economy is beginning to take effect, in connection with which the third wave of organizational, technological and marketing innovations and the next growth of agro-industrial production in Russia are expected. Due to the different rates of economic concentration in the three areas of the agro-industrial complex, historically, unfair vertical competition has been and remains one of the limitations for innovation at agro-industrial enterprises. In the digital economy, information about the essential conditions of concluded transactions becomes available to antimonopoly authorities in real time, which allows them to quickly develop and apply regulatory actions in cases of violations of antimonopoly legislation or in cases of “failures” of the market. It is also possible to create institutions that support fair competition in the vertical and horizontal dimensions. The opportunities that open up actualize the improvement of the conditions for innovation activity at the intra-company level.

Industry is one of the important sectors of the economy of any country in the world. At the same time, statistics show that the industrial complexes of many countries are developing unevenly, with periodic changes in the structure and volume of production under the influence of many internal and external factors. Ukraine's industrial complex is also undergoing spatial and structural distortions, but these trends do not always correspond to those formed in the world's leading countries in the direction and pace of change, although today the industrial complex of Ukraine is the most important structural part of Ukraine's economy, a third of fixed assets and more than 30% of the employed population. As one of the largest spheres of social production in the country, industrial production determines the level of its socio-economic development, the specialization of the economy and the extent of participation in the territorial division of labor. Properly chosen strategy for the development of industrial production, the appropriate volume and structure of production, a reasonable volume of sales allows all participants in production to achieve their financial goals. This is due to the importance of studying the activities of industrial enterprises. The article constructs nonlinear models of multiple regression, which describe the main trends in industrial production, the effect of external and internal factors on the economic performance of industry in general and industrial enterprises in the western region of Ukraine. It is established that innovative transformations in industrial production have led to the renewal of fixed assets and have had a positive effect on the dynamics of economic results. At the same time, this process was accompanied by a reduction in the number of people employed in industry. It is revealed that the influential factors of the external environment include economic conditions of management, and among the factors of the internal environment – the management of innovation and innovation activity of economic entities. It is recommended to expand the set of tools at the expense of distribution-lag, autoregressive, simulative and other econometric models to describe the relationship between the economic performance of enterprises and factor characteristics.

T he dynamic development of the digital economy creates new business conditions that catalyze crossindustry cooperation of enterprises and accelerate technology transfer between various market entities. This determines the need for the efficient integrated structures in the industrial sector of Russia with high scientific, innovative, digital, and production capacity. The purpose of the research is to develop and operationalize a competitive model of the scientific and industrial complex in the digital economy. The content of the scientific and industrial complex is determined, and the differences between the complex and the industrial cluster are identified. The competitive advantages of a scientific industrial complex in relation to autonomous enterprises are highlighted. The scientific novelty and practical significance of the study unfold in the development of theoretical provisions and structural and functional parameters of the model of the scientific and industrial complex in the digitalization of the social economic systems, as well as a cluster analysis based methodological approach to its operationalization. A methodological approach to the operationalization of the model of scientific and industrial complexes performing in the digital economy includes four stages: 1) identifying the prerequisites for the integration; 2) choosing the goals for establishing a complex; 3) enterprises clusterization and modeling of scenarios for establishing a complex; 4) development of a complex’s functioning and development mechanism. The basic, industrial and technological, innovative digital, institutional and managerial, structural, financial and market criteria for clustering enterprises and organizations to establish a complex have been worked out. The approach was tested and options for establishing scientific and industrial complexes were modeled from cluster analysis of 37 enterprises of the Central Chernozem region of Russia by the G-means method. With the results of the analysis in mind, the authors recommended to set up radio-electronic, electrical engineering complexes in Voronezh region and a machine-building complex in Lipetsk region. The article offers a list of members, goals, types of strategies, integration projects and expected results of the modeled complexes performance. The model of the scientific and industrial complex and the approach to its operationalization can become a methodological tool for the management of enterprises when some options for setting up, organization types and scenarios for the development of integrated structures in the industry of Russia are considered. Further research is seen to be in developing the models of strategic and sustainable development during digital transformation of scientific and industrial complexes, as well as in developing organizational and economic mechanisms for institutional transformations of industrial enterprises in the digital economy.

A comparison of the main financial and economic indicators of agro-industrial enterprises engaged in the cultivation of oilseeds in Ukraine and the current trends in their development are determined.The analysis of investment attractiveness of domestic agro-industrial enterprises in cultivating oilseeds and the most investment-attractive domestic agro-industrial enterprises according to the results of the use of the method of graphic integration were engaged. Four variants of the integral indicator were calculated, provided that the investor's advantage is given to the market position and competitiveness of the company on the market, the profitability of the enterprise's activity, financial stability and independence, as well as the innovative potential of the investigated enterprise;the problems that cause the most negative impact on the level of their investment attractiveness were revealed and analyzed;a set of indicators that determine the investment attractiveness of the enterprise by the method of graphical integration were calculated; agricultural companies in three groups are analyzed: with high investment attractiveness, with average investment attractiveness and low investment attractiveness;the following general trends for all enterprises are highlighted:most of the indicators are in the middle and low attractiveness zone; the investment attractiveness graphs are approximately the same on a market position, mainly due to the influence of the external factor - the prevailing market demand; high profitability of sales due to the market situation; there is a potential very low innovation activity, almost no own development, using mostly borrowed innovation; high rates of financial sustainability, most enterprises carry out economic activities through self-financing, however, on the other hand, this indicates the problems related to the attraction of financing sources and lack of adequate support of the agro-industrial complex from the state the rating of investment attractiveness of domestic agro-industrial enterprises in cultivating oilseeds is constructed, in relation to different investor's goals, accordingly with the obtained values of the general integral coefficients were engaged.

Introduction. The urgency of the vertically integrated structures analysis of agroindustrial production is condi-tioned by the need to ensure the food security of the state, create export potential, and ensure the enterprises competitiveness and structural modernization of production. The purpose of the study is to substantiate the content and essence of the organizational and economic mechanism for managing the integration of agricultural enterprises. Results. The promotion factors of agroindustrial complex development are determined. The directions for develop-ing domestic relations in various integration forms are provided. The geographical features of territorial development of rural space in Ukraine are considered. The decisive factors for the spatial organization of the countryside are identified. The main goals of the strategy of agroindustrial complex development are defined. The features of clusters are distinguished inherent in complex economic systems: polycentricity, that is the presence of a number of leading organizations implementing the idea of balanced management of the cluster entities development; co-directional development is the only vector of cluster entities development; adequate display of synergistic effect on the basis of increasing the integrity degree according to the emergence law. The efficiency factors of the clustering processes of the agro-industrial complex are determined: institutional, tech-nical-economic, production-economic, market conditions, economic-geographical, financial-investment, agrarian policy and scientific and technical. The circumstances of the need for in-depth development of a complex problem of improving the inter-sectoral exchange system of the region agro-industrial complex subjects have been identified. The structure of key fac-tors that determine the equivalence level of interbranch exchange in the agroindustrial complex is provided, which includes: resource support, efficiency of interbranch exchange, factors of the intraeconomic environment, structural-institutional, or-ganizational and managerial, state regulation. Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

In article theoretical justification of essence and contents of the term «staffing» is given, features of process and resource approaches to its formulation are considered. On the basis of monographic and comparative methods of a research differences in the concepts «staffing» and «personnel security» are revealed, the directions of application of these terms in scientific literature are shown. The purpose of writing of article was development and theoretical and methodical justification of the organizational and economic mechanism of quality management of staffing of agro-industrial complex at the regional level. The regional level of the conducted research was caused by the specifics of agricultural production allowing to differentiate the agrarian focused regions in the context of their staffing. In article it is defined that intrinsic characteristic of staffing includes three obligatory components: educational, branch and regional. At the same time education as the separate system and branch of economy has to participate in process of staffing not only at a stage of obtaining basic professional knowledge, but also increase the personnel potential of the worker throughout all his work. In turn, the organizational and economic mechanism of quality management of staffing of agrarian and industrial complex of the region will be based on objective assessment of a system of agrarian formation of various levels, definition of instruments of their interaction and synergetic influence at each other. In conclusions of the conducted research it is formulated that effective functioning of the organizational and economic mechanism of quality management of staffing of agrarian and industrial complex has to be based on the concept of interindustry balance of agrarian labor market and the system of agrarian formation of the region that will promote performance of strategic purposes of development of regional agro-industrial complex.

the relevance of the research topic is due to the acceleration of integration pro-cesses taking place in the agricultural sector of the Eurasian economic Union (hereinafter EAEU, the Union), as well as the widespread use of digital and information technologies. Thus, the purpose of this study was to consider the methodological issues of organizational and economic mechanism of development and improvement of technological platforms, in particu-lar the Eurasian agricultural technology platform (hereinafter ЕАТР) in the framework of the for-mation of new economic systems and the transition of the agro-industrial complex of the EAEU countries to the most effective and environmentally safe technologies. The main results of the study is the author's generalization of the views of leading domestic and foreign scientists on the formation, development and effective functioning of the organizational and economic mechanism of the Eurasian agricultural technology platform. According to the results of the study: the author's definition of the organizational and eco-nomic mechanism of the ЕАТР; the elements of the organizational mechanism; the author's scheme of the organization of the projects coming for consideration in the ЕАТР; proposals to improve the organizational structure of the ЕАТР.
