The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

Topicality. The modern economy of the developed world powers is oriented on creation of conditions of favorable innovative type of development, attraction and use of innovations in economic activity, one of the main components of regulation of innovative activity of any country is the market of innovations. Aim and tasks. The purpose of the article is to study the current state and components of the market for innovative goods in Ukraine and their impact on the economy of the state. Research results. The main stages of the innovation process and their connection with the market system are considered in the article; the concept and components of the market for innovative goods are defined; the main indicators of innovation activity of Ukrainian enterprises are analyzed. The structure of the basic elements of the market of innovative goods is proposed and the main problems of formation and development of the market of innovations in the country are revealed. Conclusion. The formation of an innovation market is a complex, contradictory process, as an underdeveloped innovation market has a devastating effect on the competitiveness of innovation structures, the reduction of innovation activity and the efficiency of entrepreneurial activity. The development of the innovation market, on the one hand, seeks the entrepreneur to innovate, and on the other - creates fierce competition, technological unemployment, not always the ability to control the level of prices for innovative products, new problems of ecology, ergonomics, security, etc. The functioning and development of the market for innovative goods in Ukraine requires the formation of infrastructure of the market of innovations, increase the demand of industrial enterprises and business for the results of intellectual labor and research and development, and build a system of interconnection between educational institutions, science, scientific, technical, experimental and design activities and representatives of the real economy sector, in the future will increase the innovation activity of Ukrainian enterprises. Little attention is paid to the development and financing of science in the country; functioning of highly competitive development of the market of intellectual and innovative products requires interrelation between business and the state; it is necessary to create a favorable economic, legal and information environment for the development of an innovative market; it is necessary to support the development of innovative entrepreneurship by the state; it is necessary to improve the system of commercialization of the results of intellectual activity at all stages of the innovation process.

The article is devoted to topical issues of research of innovative activity at domestic industrial enterprises, its importance for the domestic economy is substantiated. The purpose of the study is to analyze the current state of innovation activity of industrial enterprises and to formulated irections for its improvement. The methodological basis of the study is the current abstraction, analogies and theoretical generalizations - generalization of existing approaches to ensuring the innovative activities of industrial enterprises, justification of the need and highlighting the main problems of introducing innovation processes in domestic enterprises; methods of system, comparative and economic-statistical analysis - to study the state of innovative activity of industrial enterprises of Ukraine; graphic - for visual representation and schematic and graphic construction of theoretical and practical provisions of the study; abstract-logical - for the logical generalization of theoretical principles and formulation of research conclusions. The object of research is innovation. The subject of the research is the current state and directions of increasing the innovative activity of industrial enterprises. Dynamics of innovation activity and process of introduction of innovations in the domestic industryare analyzed. Data on implementation of innovations at domestic enterprises are presented. The structure of sources of financing of innovative activity of industrial enterprises of Ukraine is formed. The factors that impede the activation of innovative activity in modern industrial enterprises are considered. The ways and directions of the problem of activation of innovative development of the enterprises are offered. The directions for innovative activity increase of the industrial enterprises of Ukraine are offered. Thus, based on the conducted research, the most promising areas for increasing the innovative activity of industrial enterprises should be: effective cost management and reducing the cost of production; application of international product certification and standardization of production processes as components of quality management; support of innovation ideas and proposals; improving the level of production organization through the use of upgraded equipment and advanced software; introduction of the latest production technologies and reduction of the duration of the production process; use of modern methodical methods of financial support of innovation activity; introduction of innovative products into the production process and increase their share in the total volume of products; establishing close cooperation with business partners. Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Further research on the issue may concern the formation of modern methods of assessing the innovation potential of industrial enterprises and the formation of a mechanism foren hancing the irinnovation activity, which will provide a significant increase in the level of innovation activity of industrial enterprises, stabilization of production renewal processes, expedientuse of internal and attracted external investment ininnovation.

Domestic agricultural enterprises do not have a high level of innovation activity, however, stable and competitive operation of an agricultural enterprise is impossible without its innovative activity. Stabilization of the situation in the agricultural sector with the current level of competition and constant technological variables, the innovative vector of development is the driving component of economic growth. Activation of innovation of domestic agricultural enterprises is one of the important prerequisites for stability and sustainable socio-economic development of the country. Consequently, the effective functioning of the livestock industry is possible only under the conditions of systemic and purposeful innovation aimed at finding a variety of new opportunities provided by the business environment. The innovation process in domestic animal husbandry is clearly aimed at the end result - a certain socio-economic, technical or environmental effects. The efficiency of animal husbandry is determined after the introduction of innovation, calculated by the method of evaluation of investment projects. On the example of Lviv region we analyzed the conditions of innovative activity in animal husbandry, assessed the modern innovative potential of the industry, established the features of its innovation and investment activities. SWOT-analysis is an important component of assessing the position of livestock enterprises in the region. It should be recognized that the innovative activity of livestock enterprises is mainly associated with the final stage of the innovation process – the development of innovations. In 2020, farms of all categories of Lviv region compared to 2019 decreased meat production (sales for slaughter of farm animals in live weight) by 1.6 %, milk – by 4.7 %, eggs – by 0.3 %. cattle on farms of all categories on January 1, 2021 amounted to 144.4 thousand heads (including cows – 86.2 thousand heads), pigs – 346.1 thousand heads, poultry – 10.5 million. heads. Compared to January 1, 2020, the number of poultry increased by 5.7 %, pigs – by 4.1 %, the number of cattle decreased by 8.2 % (including cows – by 8.6 %). Innovative activity of the livestock industry is formed under the influence of the domestic innovation system and has its own specifics, which is caused by the peculiarities of agriculture. Most innovative projects are aimed at introducing innovations that contribute to the intensification of animal husbandry and increase the competitiveness of products. Thus, on the basis of innovative development of animal husbandry it is possible to achieve a significant increase in the competitiveness of agricultural enterprises, which will allow Ukrainian producers to achieve significant results in world markets for agricultural products.

Investing in agro-industrial enterprises ensures the competitiveness of agro-industrial formations through the use of innovations to improve their positions in both domestic and foreign markets; achieving economic and food security; improving the social infrastructure of the village translator. Investment activity is a determining factor in the effectiveness of the formation and use of investment potential of agricultural enterprises. The analysis of statistical data on the volume of investments in agricultural enterprises of Lviv region at the expense of district budgets in 2019–2020 indicates an increase in investment resources invested in Horodok, Zolochiv and Stryj districts. However, the total approved amount of investments in the region in 2020 (1913.0 thousand UAH) decreased by 2.3 times compared to the funded volume in 2019 (4394.9 thousand UAH), which indicates the unstable rate of investment activity of investments in agro-industrial enterprises in terms of districts of Lviv region. During 2016–2020, there is a positive trend to increase the share of investments in the agro-industrial complex of Lviv region from the budgets of all levels, which, given the leading role of the national agricultural sector, is quite natural. This figure will reach its maximum value in 2020, which is 15.3 more than in 2016, at the expense of the state budget and 1.6 times more – at the expense of the regional budget. During 2019 (52 enterprises) 2.5 times compared to 2016 (22 enterprises) increased the number of agricultural enterprises in Lviv region, which used the program of interest compensation on loans in the amount of 68.4 million UAH. at the expense of the regional budget, which is 3.1 times more than in 2016 (UAH 22.0 million). The program of compensation of interest on loans from the state budget in 2019 was used by 41 enterprises of the agro-industrial complex of Lviv region, which is 3.2 shirts more than in 2016. However, funding decreased from UAH 334.1 million. in 2016 to UAH 173.8 million. in 2019. In 2019, UAH 11.5 million was financed for the implementation of business plans at the expense of soft loans of Lviv region. at the expense of the state budget and UAH 6.8 million. at the expense of the local budget. This allowed 34 businesses to purchase 14 units of agricultural machinery, plant 18.7 hectares of orchards and berries, purchase 24 heads of breeding animals, 21 formations to modernize technological processes and create an additional 30 jobs. Investments are an important guarantee of effective economic development of any enterprise, region, country. At the present stage, the main task is to take all possible measures to create an attractive investment climate and intensify investment processes at both the regional and national levels.

Introduction. Effective functioning of agricultural enterprises at the current stage of economic development is possible only in an intensive way, which involves making and implementing innovative decisions to improve production, management and marketing activities. One of the directions of innovative development of the enterprise is technological modernization of production. Considering the huge expenses of implementation of this process, connected with the costs of material and technical, information support, training of personnel, etc., the state financial support for innovation is important and desirable. It is manifested in the financing of relevant budget programs aimed not only at the direct implementation of technological modernization of production, but also the organizational support for its implementation. The purpose of the article is to identify and evaluate budget programs for organizational support of technological upgrading of agricultural enterprises’ production. Methods. Methods of generalization, systematization, analysis, abstraction, comparison, absolute and relative values are used in the process of research to identify and evaluate budget programs for organizational support of technological upgrading of production in agricultural enterprises. Results. The importance and necessity of measures for research and experimental development in the process of technological renovation of agricultural enterprises' production are substantiated. Training, retraining and advanced training of personnel; advisory assistance; some agro-technical and zoo-technical measures that are a function of the state and financed by the relevant budget programs are substantiated. It was found out that during 2009-2018, funds were allocated from the state budget for measures of organizational support of technological renovation of agricultural enterprises’ production within the framework of financing of relevant budget programs. However, in the recent years the number of budget support programs for the agro-industrial complex and their funding have decreased compared to 2009, and individual programs have ceased to operate separately and combined with other programs. Thus, this situation will not improve the efficiency of the process of technological upgrading of agricultural enterprises’ production. Discussion. It is important and necessary in the future to include the funds in the state budget aimed at financing the programs of innovative development of agricultural enterprises, in particular for technological updating of production. The aim of the article is the theoretical justifcation and development of the organizational and economic mechanism for the formation and development of a regional intentional complex, where innovative components dominate. It should be noted that in recent years in the region there have been trends in the deepening of the newest forms of relations and interconnections based on the expansion of inter-sectoral and sectoral integration of industrial enterprises, the progress of the formation of forms of regional industrial systems is traced, prerequisites are created for the emergence of new forms of integrated cooperation of the subjects of the innovation process. In modern conditions, the current model of the competitive development of the industrial complex of the region is based on the broad and effective interaction of various participants in the development and commercialization of innovations, which requires a search for forms and directions of its strengthening. The need to strengthen the innovative component of the industrial complex, contributing to its innovative development, involves the search for new modifed organizational and economic mechanisms for the innovative development of the industrial system based on the assessment of trends and development features of new system interactions. Meanwhile, the process of transition to a model of innovative development is objectively closely related to the need to concentrate efforts on the formation of a systematic methodology for managing the innovative development of the region. The article focuses on the development of organizational and economic mechanisms for the innovative development of the regional industrial complex. In particular, attention is paid to the intensive factors of industrial production growth. To achieve the goal, several main tasks were set and solved in the article.. The state of fxed assets for the development of industrial production in the region has been studied. The region was also evaluated based on the influence of innovation and investment factors. The current state and trends in the development of industry in the Tashkent region are analyzed, the basic prerequisites for the creation of an innovative industrial system in the region are studied, and trends in the innovative development of industry in the Tashkent region are evaluated. Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. Introduction. In the conditions of continuous development of investment and innovative technologies the necessary requirement for the further successful and productive development of an agro-industrial complex is updating of technics, technologies, management methods, the organization of production. The purpose of the paper is to study the innovative development of the agricultural sector of Ukraine and to develop a mechanism for implementing investment and innovation technologies. Results. The implementation of the mechanism of introduction of investment and innovation technologies in the agricultural sector should become an effective means of ensuring innovative development in all parts of the technological chain of agricultural production. The main task of the mechanism is primarily to ensure the coherent development of all its components – agricultural enterprises on the basis of deepening agro-industrial integration and involvement in the production of the latest advances in science and technology. Thus, the mechanism of introduction of investment and innovation technologies in the agricultural sector should ensure the implementation of a number of tasks: – stimulating scientific developments aimed at creating new technologies and agricultural products; – effective transfer of scientific achievements, knowledge and results of scientific developments into production; – financing of investment and innovation projects on acceptable terms for agricultural enterprises; – fair distribution of results of investment and innovation projects; – deepening agro-industrial integration; – development, examination and support of investment and innovation programs and projects; – education, training and retraining; – formation of investment and innovative way of thinking; – participation of the state and regional authorities in investment and innovation activities of agro-industrial enterprises. Conclusions. Thus, the need to implement the mechanism of investment and innovation technologies in the agricultural sector will create a favorable environment for innovation, bring the agricultural sector of Ukraine to the world level, will ensure the receipt of competitive agricultural products.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.
