The interrelation of labour productivity and economic situation in regions of the Russian Federation is really acute in current conditions, when such destructive factors as sanctions, inflation, instability on global markets due to coronavirus epidemic take place. Therefore, the key goal of the research is to estimate labour productivity in regions as a factor of economy efficiency. Among methods of research it is possible to mention comparative analysis of the indicator, typology of regions by a number of parameters in order to identify regional differentiation. It is assumed that the highest labour productivity is typical of raw-materials regions, which specialize on extraction and export of mineral resources. However, we should take into account that natural and climatic factors in this group of regions increase labour costs and therefore, cut labour productivity. The authors show that in regions with conventional specialization on manufacturing industry (when the raw-materials sector retains a certain importance) the said indicator demonstrates a high value, even in spite of some unfavorable trends on labour market. The authors used the following materials and research findings for preparing the article: results of deep interviews of employment service workers in the Ryazan region conducted in 2021 within the frames of the research ‘Digitalization of Labour Market and Employment in Russia: Trends and Mechanisms of Development’; materials of expert discussions and surveys of employment service heads in regions of the Central Federal District within the frames of the research ‘Organizational and Finance Mechanisms to Support Population Employment in 2021-2023, which Aims at Unemployment Reduction’

The article is devoted to the issue of the possibility of economic development of the mining industry in the subjects of the Far Eastern Federal District (FEFD) and the impact of investment projects. With the vast wealth and diversity of mineral resources, their involvement in the national economy is an essential factor in the industrialization and successful development of the regions. In the case of the establishment of processing plants, for a number of minerals, the region could provide its own needs, as well as the countries, finished products from it, and develop an export focus. The article considers the export orientation of the mineral and raw materials complex of Russia and the constituent entities of the Russian Federation, as well as the commodity structure of exports of the regions of the FEFD. Special attention is paid to the implementation of major regional investment projects, which are important for the development of the regions. So, it is proposed to implement a major project in the form of an integrated mining and metallurgical complex due to the fact that the region needs its own ferrous metallurgy. The calculations carried out (in various versions: basic, in the conditions of the territory of advanced development (TAD), without the costs of infrastructure creation) showed that the implementation of the project is cost-effective, but due to the high costs, the support of the state is necessary.

The development of Russian economy at the present stage is connected with a number of difficulties hindering its shift from the ineffective raw material export model to the model of sustainable industrial growth. The essential drawback of the raw material export model aimed at extraction and export of mineral resources and import of industrial and consumer goods is a low resistance of economic growth to the impact of different factors, such as the situation on global commodity and finance markets, geo-political and economic circumstances in other countries. In contrast to the raw material export model the foundation of the model of sustainable industrial growth is formed by technologically developed manufacturing industry, the so-called locomotive industries characterized by high labour productivity, which provides a rise in putting out products showing competitiveness both on home and overseas markets. Due to this fact such products will be able to meet a considerable proportion of demand on the part of enterprises and population of the country for industrial goods and consumer goods and at the same time to make up a serious share in the export structure. The article deals with two key groups of mechanisms providing the shift of Russian economy from the ineffective raw material export model to the model of sustainable industrial growth, i.e. finance and non-finance ones. The authors analyzed principle difficulties hindering these mechanisms’ implementation in Russia: inability of non-finance mechanisms to guarantee the rise in quality and competitivenessof home-made goods; disparity of resources’ volume to needs of the national economic system in investment; obvious disproportion in districting funds by types of economic activity; the use of enterprises’ own resources for investment, etc.

In aquaculture, the application of natural mineral raw materials with their ion exchange and adsorption properties is on the increase, which contributes to an increase in the economic performance of fish farms. The Southern Federal District in Russia, the leader in fish production, has active deposits of zeolites, bentonites and glauconites classified as high-grade mineral raw resources containing up to 70% of active components, though almost not used in fish farming. Our research focuses on studying the productive and biological effect of mineral raw materials of the Southern Federal District (Russia) as a mineral supplement to fish feeds (the case of the zeolites from the Proval'skoe deposit in Rostov Region). Zeolite in the amount of 3% was introduced into the starter feeds for sterlet. The studies have shown that zeolites from the Proval'skoye deposit applied to feeds contribute to an increase in weight growth (p≤0.05) and survival of sterlet, to a feed conversion decrease and an increase in protein and energy efficiency ratio, positively affect the composition of fatty acids and the stability of lipid peroxidation. The results obtained suggest the use of mineral raw materials from the Southern Federal District as a dietary component.

The Russian Far East possesses significant reserves of minerals. Mineral resources are rich in species diversity. The development of resources is faced with several problems, such as the depletion of active proven reserves in the exploited fields; high costs of transporting raw materials and finished products to processing sites or end-user markets; lack of availability of deposits; significant financial investments in the construction of new transport routes, etc. This means a transition from the extraction of raw materials to obtaining a product with a high stage of processing and the construction of transport routes. In this article, the authors examined the structure of investments in fixed assets by type of economic activity in the subjects of the Far Eastern Federal District. The values of the volumes of reserves and production of major minerals (for 2018) are presented, and resources are allocated based on which it is necessary to develop processing industries in the region. A comparison is made of the transport accessibility of options for locating a metallurgical plant in the Far East. The conclusion about the need for state support of resource projects and the development of measures to improve the conditions for investment has been substantiated.

Important trends in development of world's mineral complex at the beginning of the 21st century are increase of supply and demand for mineral materials differentiated for various metals and nonmetallic mineral resources, regions and countries; concentration of production of mineral commodities in small number of countries; falling availability of economic reserves of raw materials for world economy even at current level of material extraction. The tendencies should be taken into account when working out strategy of development of Russian mineral base.

The problem of dependence of the Russian economy on raw materials remains. The growth of non-primary non-energy exports was approved as one of the priorities in Russia. Updating the national project increases the importance of its institutional support in legislation. The question arises of the sufficiency of institutional reflection of non-resource exports. The purpose of the article is to generalize approaches to the priorities of non-resource exports, to develop methodological tools and to assess the representation of the topic in conceptual documents on the example of the regions of the North-Western Federal District. The research methodology is based on the content analysis of documents using the Istio service. The basis of the study was the conceptual documents of the NWFD regions with export topics. The categories of non-primary exports are highlighted. The socio-economic Development Strategy is the main document approving the region’s non-resource exports. A research program and methodological support for assessing the representation of non-primary exports in documents have been developed. The differences in the institutional support of non-primary exports are revealed. Of the 11 regions, 8 contain a target indicator of non-primary non-energy exports. Kaliningrad and Murmansk oblasts are recommended to include it in the Strategy in order to form institutional support for overcoming the problem of commodity dependence. A classification of regional documents providing institutional support for the export strategy has been developed. For the first time, the assessment contains scientific novelty and can help to understand the need to form a scientific concept of non-resource exports.

Introduction. The intensification of globalization processes that characterize the beginning of the new millennium has led to the emergence of supranational structures of regional and global scope. The deepening of Ukraine's integration into the international trading space causes new opportunities and threats. The relatively large size of the territory of Ukraine as a European state and its administrative structure causes a number of differences in the socio-economic development of its regions. Identifying regional differences in foreign trade in agri-food products and their causes is an urgent task of the study, given the leading role of the agro-industrial sector in Ukraine's foreign trade. The aim of the study is to identify regional differences of foreign trade in agri-food products and identify their causes. Results of work. The analysis results of foreign trade in agro-food products on the average for 2016-2018 by regions are given. It is determined that the four leading export regions are Mykolaiv, Odesa, Kyiv and Vinnytsia, as they account for about 47,9 %. The regions were evaluated according to the following indicators: the volume of regional exports, the volume of production of cereals and legumes, the production of sunflower seeds. According to the results of the analysis, each region was assigned a corresponding rank, on the basis of the values of which the correlation coefficients of the regions ranks were calculated. It is determined that there is a close link between the region's place in the national agri-food export ratings and the production of cereals and legumes; and there is a median link between the region's place in the national agri-food export and sunflower seed ratings. Imports of agro-food products by regions are considered, where Kiev region is the absolute leader, which together with Odessa, Lviv and Dnipropetrovsk regions have 64.5 % of all corresponding imports. The analysis of agro-food products import by groups of goods is presented. The regions ranking by import volumes of agri-food products and disposable income per person has been done. The obtained coefficient of correlation of ranks testifies to the average degree of relation close to high. Conclusions. It is proved that the differences in the volumes of crop production mainly cereals, legumes and sunflower are the basis for regional differentiation of agricultural food exports, which testifies to the raw nature of exports, stagnation of livestock and unsatisfactory development of the domestic food industry. Differentiation of imports of agro-industrial products is caused by the difference in income of the population by regions.
