Industrial and production parks in entities of the Russian Federation, on the one hand, act in research and managerial practices as the institution of sustainable development of the territory and as a mechanism of regional state industrial policy. On the other hand, they function as a project, which devises the institute of state and supports it on different stages of establishment and operation. In Russian regions industrial and production parks are integrated into the process of pursuing regional industrial policy by affecting through available samples and practices the federal policy in the industrial complex. Two-level state policy (federal and regional) itself obtains systematic and complex character, which fosters an increase in GDP, creation of highly-paid jobs and attaining competitiveness of manufactured goods of Russia on foreign markets. The article shows that the institute of industrial and production parks possesses both qualitative and quantitative estimation. In early July 2021 there were 179 industrial and production parks in regions of the Russian Federation and 99 parks were being established. In the process of institualization and development they became a key mechanism of productive changes in the industrial complex. Apart from that they were shaped as a mass phenomenon in pursuing state industrial policy. The authors proved that parks in view of regional state industrial policy can resolve three tasks: 1. Overcome negative consequence of de-industrialization; 2. Provide re-industrialization of the territory; 3. Pursue policy of new industrialization.

The purpose of the research article involves the study of industrial parks, on the one hand, as an institution and an instrument of industrial development, on the other hand, as a factor affecting the productivity and effectiveness of regional state industrial policy. The research object is an industrial park as a factor of reindustrialization and new industrialization. The subject of the study is the regional state industrial policy. The results of the study showed that at the time of the adoption of the relevant law on industrial policy in the Russian Federation (2014), there were three states of the industrial complex in the Russian regions (in our case, in the macro-region of Central Russia (the Central Federal District region)): deindustrialization, the state of industrial stagnation and the state of high-quality industrial growth. The authors focus on the different mission of industrial parks in the industrial policy of the Russian Federation constituents, depending on their conditions.

The paper substantiates and groups the main directions of consumption in the world of platinum group metals; identifies and summarizes the main instruments of state industrial policy in the field of subsoil use. In the course of the study, it was revealed that the Russian Federation does not fully use the tools to protect national interests in the system of extraction and processing of platinum group metals. The main guideline of state policy should be the creation of vertically integrated organizations in this area and the formation of high-tech facilities and industries that ensure the full consumption of extracted platinoids by the industry of the Russian Federation.

This article examines the effectiveness of state regulation of the agro-industrial complex in the Russian Federation. An assessment of the main legal problems in this area is given. On the example of foreign countries, various approaches to the reform of the agricultural industry are analyzed. The author examines the reforms in the field of agro-industrial complex and assesses their effectiveness. The main programs and directions of the studied field of economics are given. The provisions of federal laws, civil, tax, and land codes of several countries and other regulatory legal acts were considered. Conclusions are formulated about the main most optimal and necessary directions of state regulation. The author expresses the opinion about the need for certain actions in the state policy on the regulation and support of agro-industrial production.

The article discusses measures of state support for the agricultural sector as one of the key areas of activity of the agro-industrial complex in the Russian Federation, analyzes common fraudulent schemes that act against the interests of state policy in the field of support and development of the fundamental directions of the agro-industrial complex. In addition, other types of fraud, common in this area of entrepreneurial and other economic activity, have been investigated. It is concluded that counteraction to such crimes has certain disadvantages. The paper proposes measures to improve the efficiency of disclosing and prosecuting crimes in the field of economic activity committed in the agricultural sector.

According to FAOSTAT, in 2018-2019 rice was planted in 118 countries on an area of 167 million hectares, the annual grain production in the world is about 782 million tons. Rice is the most popular cereal in the diet of the Russian consumer. Rice growing is a small but rather important branch of the agro-industrial complex of the Russian Federation. The main rice producers in the world are China (over 214 million tons), India (over 172 million tons), Indonesia (83 million tons), Bangladesh (56 million tons), Vietnam (44 million tons), Thailand (32 million tons) and Myanmar (25 million tons). In the Russian Federation, rice is grown in three federal districts, in nine subjects: in the Southern Federal District - the Republic of Adygea, Kalmykia, Krasnodar, Astrakhan and Rostov Regions; North Caucasian Federal District - Republics of Dagestan and Chechen; Far Eastern Federal District - Primorsky Territory and the Jewish Autonomous Region. Scientific support of the rice-growing industry in the Russian Federation is carried out by the Federal Scientific Rice Centre.

The article studies the possibility of economic risk minimization in industrial sphere at the expense of industrial policy harmonization in line with economic security. Due to the fact that the level of industrial development in the Russian Federation is still on the post-soviet level, new ways of resolving acute economic problems are needed. Harmonization is necessary so that a new program of industrial development could integrate in the economic system. The author investigates different approaches to interpreting the notion ‘harmonization’ in economic context by experts dealing with possible rise in entrepreneurship efficiency in the Russian Federation. By analyzing such approaches the author’s position on industrial policy harmonization was formulated for the concrete region. At the same time the author developed the system of approaches to minimization of economic risks, rise in industrial efficiency in regions at the expense of harmonization of state policy.
