The article studies the possibility of economic risk minimization in industrial sphere at the expense of industrial policy harmonization in line with economic security. Due to the fact that the level of industrial development in the Russian Federation is still on the post-soviet level, new ways of resolving acute economic problems are needed. Harmonization is necessary so that a new program of industrial development could integrate in the economic system. The author investigates different approaches to interpreting the notion ‘harmonization’ in economic context by experts dealing with possible rise in entrepreneurship efficiency in the Russian Federation. By analyzing such approaches the author’s position on industrial policy harmonization was formulated for the concrete region. At the same time the author developed the system of approaches to minimization of economic risks, rise in industrial efficiency in regions at the expense of harmonization of state policy.

The article is devoted to the study of the features of the organization of control over tax evasion (on the example of the Republic of North Ossetia-Alania). The main dangers for the tax system of the Russian Federation are identified. It is concluded that the efficiency of the state's tax system is one of the main indicators of its economic security. A highly efficient tax system with a well-established mechanism of tax control is a mandatory component in the formation of a strong state characterized by sovereignty, independence, the ability to defend itself and the means to solve socio-economic problems.

The paper substantiates and groups the main directions of consumption in the world of platinum group metals; identifies and summarizes the main instruments of state industrial policy in the field of subsoil use. In the course of the study, it was revealed that the Russian Federation does not fully use the tools to protect national interests in the system of extraction and processing of platinum group metals. The main guideline of state policy should be the creation of vertically integrated organizations in this area and the formation of high-tech facilities and industries that ensure the full consumption of extracted platinoids by the industry of the Russian Federation.

Introduction. The current transformation of economic relations in the society caused by coronavirus disease (COVID-19) pandemic poses a threat to national security of all countries. However, the regulations of the Russian Federation on national security do not provide for such threats and measures to eliminate them, and the economic system has no reserves to provide social support to the bulk of the countryʼs population. The objective of the article is, based on the results of the study, to identify measures to create an effective national security system based on the rhizomatic logic, which allows the economic system to develop in the circumstances of constant bifurcations when a constant choice of the most effective attractor is required. Materials and Methods. Regulatory documents and publications by Russian and foreign scientists were used as the research materials. The study employed general scientific methods of empirical research, as well as general logical methods and research techniques: analysis of regulatory documents and trends in national security indicators, generalization, induction and deduction, the systematic approach, which made it possible to propose the use of the rhizomatic logic for the formation of an integrated national security system and draw conclusions. Results. The Strategy for Ensuring the National Security of the Russian Federation has been studied, as well as the parameters of the state of national security; it has been concluded that it is necessary to refine the regulatory framework. The study of the parameters of economic security as the basis of national security has shown that not all the approved indicators are calculated at the national level. These trends are dangerous for economic and national security due to objective reasons; therefore the national security system is not effective. Discussion and Conclusion. The formation of an effective system of national security of a new type should take place in terms of the rhizomatic logic, which makes it possible to see higher-order systems from the perspective of an observer. This is how effective re-combination of security factors and rapid restructuring of economic relations becomes possible. The article may be useful for researchers dealing with national security issues.

The state policy in the field of ensuring the socio-economic development and national security of the Russian Federation should contribute to the implementation of effective protection of national interests and strategic national priorities. At the moment, a stable basis has been created for building up the political, economic, spiritual and military potential of Russia, strengthening its positions in the formation of a polycentric world. The modern market economy, in a rapidly changing environment, poses solutions to important issues related to economic security, the importance of which is important to underestimate. This is due to the fact that the economy is the basis of the existence of the public, its social relations, as well as world politics. Therefore, the state policy is based on economic security. The complexity of the structure of international relations, the redistribution of resources in the world economy and changes in the development model have determined the changes in the customs sector. Thus, an assessment was made of the contribution of customs authorities to the situation associated with the possibility of economic threats in Russia, and the strengthening of foreign economic ties. In order to ensure economic security, the priorities of the customs authorities in the external environment and the need for their improvement by the customs service of the Russian Federation in all areas of its activity were determined.

The purpose of the research article involves the study of industrial parks, on the one hand, as an institution and an instrument of industrial development, on the other hand, as a factor affecting the productivity and effectiveness of regional state industrial policy. The research object is an industrial park as a factor of reindustrialization and new industrialization. The subject of the study is the regional state industrial policy. The results of the study showed that at the time of the adoption of the relevant law on industrial policy in the Russian Federation (2014), there were three states of the industrial complex in the Russian regions (in our case, in the macro-region of Central Russia (the Central Federal District region)): deindustrialization, the state of industrial stagnation and the state of high-quality industrial growth. The authors focus on the different mission of industrial parks in the industrial policy of the Russian Federation constituents, depending on their conditions.

Industrial and production parks in entities of the Russian Federation, on the one hand, act in research and managerial practices as the institution of sustainable development of the territory and as a mechanism of regional state industrial policy. On the other hand, they function as a project, which devises the institute of state and supports it on different stages of establishment and operation. In Russian regions industrial and production parks are integrated into the process of pursuing regional industrial policy by affecting through available samples and practices the federal policy in the industrial complex. Two-level state policy (federal and regional) itself obtains systematic and complex character, which fosters an increase in GDP, creation of highly-paid jobs and attaining competitiveness of manufactured goods of Russia on foreign markets. The article shows that the institute of industrial and production parks possesses both qualitative and quantitative estimation. In early July 2021 there were 179 industrial and production parks in regions of the Russian Federation and 99 parks were being established. In the process of institualization and development they became a key mechanism of productive changes in the industrial complex. Apart from that they were shaped as a mass phenomenon in pursuing state industrial policy. The authors proved that parks in view of regional state industrial policy can resolve three tasks: 1. Overcome negative consequence of de-industrialization; 2. Provide re-industrialization of the territory; 3. Pursue policy of new industrialization.

The study of the problems of sustainable development of regions is of particular importance in the context of socio-economic instability caused by the influence of non-systematic risks of the epidemiological situation in the Russian Federation. The analysis showed that in modern science there is still no generally accepted understanding of the priority of measures aimed at sustainable development of the economy and society, since the scale of the modern challenge to sustainable development can be assessed only after a certain time has passed. measures taken to maintain sustainability must be taken in real time. The priority of such measures is due to the current directions of development of the entire socio-economic system of the Russian Federation, implemented within the framework of state target programs. In the article, from the entire set of socio-economic problems, the problems of health care are highlighted, due to its universality and versatility of the issues under consideration.
