The last turn of the millennium proved to be more than just temporary censorship for education. A generation of young people who have grown up in the digital age – the age of ubiquitous electronics, the internet, and globalization – has gone to school. In just two decades, our world has changed to such an extent that today's so-called generational differences are no longer limited to different world views and prevailing social relations – today it is often the case that members of the same family, representing different generations, function in very different realities. The generation of the globalization age has been trained to value completely different values: openness and tolerance, which are shaped by the Internet and open international borders; flexibility and mobility – in work and education; finally, a better understanding of working with technology, above all electronic, information and communication technology, because without this competence it is impossible to imagine functioning in the modern world. The following scientific methods were used to write the study: comparison, analysis, and synthesis ascending from the abstract to the concrete.

The article deals with the problems of the realization of the right to freedom of conscience, arising from the acquisition of virtual reality. The problem of improving legislation in the field of protection of the right to freedom of conscience is one of the urgent problems. Besides, the number of «Internet users» is growing, so there is the question – what kind of interaction between the virtual world and religion can be considered legal. In addition, various forms of abuse of the right to freedom of conscience appear because the development of the «Internet». In the conclusion, the author believes that the realization of the right to freedom of conscience in virtual reality is possible, but its mechanism needs legislative regulation. The purpose of the issue is to provide a scientific analysis of the provisions guaranteeing the realization of the right to freedom of conscience in the Russian Federation, to develop scientifically based proposals and recommendations for improving the legislation on freedom of conscience in order to guarantee it in the Internet. In the article the author uses a complex of general scientific methods: analysis and synthesis, formal-logical, structural and systematic, which allowed to identify the features of the implementation of the right to freedom of conscience in the Internet.

The development of the modern world is very complex and rapid, and the process is characterized by high rates of development of information and communication technologies. The Internet space is a means of searching and obtaining information, as well as a medium for communication, virtual interaction, and has a significant impact on the formation of stereotypes of behavior of the young generation, as well as ideals, spiritual values, personal and social worldview. The article identifies the positive aspects of the development of cyberspace by young people, and also notes the threats and barriers to cyber socialization for modern youth. The necessity of conducting psychological and pedagogical research on cyber socialization is actualized, a conclusion is made about the use of new technologies for the purpose of positive cyber socialization of the younger generation.

The paper looks at the major technological, sociocultural and linguistic factors that are changing the nature of interpersonal communication in the Information Age, and some manifestations of these changes. Rapid progress of technology, above all, the advent of the Internet, brought about dramatic changes in the modes and parameters of human communication over the recent decades. New types of written communication arose and have firmly established themselves on the global scale – in social networks, chats, blogs, forums and various Internet communities. Having created unprecedented possibilities for connecting with people irrespective of their location, age or social status, innovative technology is at the same time challenging standards of communication ethics and speech culture. Sociocultural transformations in the modern society, democratization of social relations contribute to weakening of speech norms and deterioration of overall speech culture, especially among young people. The increasing role of English as a language of global communication and its reputation of the dominant language of new technology and virtual reality are inevitably influencing speech habits of the Internet users across the globe. The combined work of all these factors results in visible deterioration of speech culture, standardization and simplification of speech, elimination of cultural specificity, tendency to replace expressive language means with emoji, downgrading of style, defying norms of spelling, word use and grammar. Obvious irreversibility of technological progress and the growing share of life people spend online call on specialists from various related fields to continue comprehensive analysis of transformations of speech culture in the modern world with the aim to assess societal risks and work out timely and adequate countermeasures.

The article deals with the problem of integration of scientific and technological progress, in particular information and communication technologies in human life, the emergence of an alternative level of dependence of the individual on information and technogenic factors in the psycholinguistic aspect. Analysis of theoretical and practical prerequisites of influence of scientific and technological sphere on a person, particularly information and communication technologies on its psycholinguistic potential, estimation of depth, and practical consequences of influence and further prospects. The general scientific methods of analysis and synthesis of the research problem were used, formalizing the results of domestic and foreign sources, systematization, and comparing existing estimates to identify significant and minor factors and their correlation, generalization of results, forecasting of prospects. Scientific and technological progress in changing man's world has adjusted his ability to choose information, analyze it critically, and formulate objective decisions. More and more people are given not information for analysis but conclusions. The existence of human dependence on information technology comes from the understanding that their creation is a projection of the inner world of man, his views and motives. Therefore, dependence is a downside to existing technological comfort, living conditions, and communication. At the same time, competition requires constant updating of people's knowledge of technology, which only exacerbates this dependency, personal energy costs, psychological fatigue, and problems of motivation. One of the conditions for effective human existence in the information and communication system is violated - synchronization of information processing processes, which negatively affects the psycholinguistic level. The level of human dependence on technology is unprecedented, and further expansion and self-interest will only worsen, in particular psycholinguistic perspectives. The improvement of the situation does not lie in the technological plane, as it increases the level of social morality, an ethos of man and community. AbstractThis ten year study suggests that the digital divide in connectivity may have largely closed for the scientific community in parts of the world that were previously unconnected. Almost a decade ago Ynalvezet al. (2005) examined the diffusion of information and communication technologies (icts) in the knowledge production sectors of three developing areas, using data collected at the turn of the millennium. We supplement this data set with a similar survey ten years later. Our analysis addresses the extent to which research communities in three low-income areas (Kenya, Ghana, and Kerala) now have access toicts, providing the first longitudinal data on changes in access to computers, email, and the Internet. In contrast to 2000, where the majority of scientists viewed themselves as users of email but with shared and irregular access to computers and the Internet—access to technology has become almost universal, though significant regional differences remain.

<p>The use of the Information and Communication Technology (ICT) especially the Internet has been a common practice in education. However, research studies show that the Internet has not been frequently used in the teaching of English as a foreign language (EFL) writing, especially in the Indonesian context. This study aimed to find out whether or not Indonesian EFL teachers are familiar with the Internet-based techniques for the teaching of writing. In addition, it investigated their opinions on the Internet-based techniques of teaching of writing. This study involved 17 EFL teachers from various parts of the country who were asked about their experiences and opinions dealing with the Internet-based teaching of writing. The results of the study showed that almost half of the teachers admitted that they have used Internet facilities for the teaching of writing. The other EFL teachers either have indirect involvement with the teaching of writing using Internet application or have never used Internet applications at all. However, these teachers had intention to teach writing by applying Internet-based techniques for their future practices. The study also showed that Indonesian EFL teachers valued the Internet-based teaching of writing as this practice benefits the students in terms of their writing quality and quantity, autonomy, flexibility, as well as confidence. This implies that with the development of advanced ICT, there is a hope that students’ learning of writing could be improved well.</p>

The increasing political and economic influence of China on the international economic relations, whilst remaining the relative closeness of its economy and reluctance to provide reciprocal access to the national market, is becoming an important topic for discussion among Western and Russian researchers. The purpose of the study is to analyze the modern scientific view on growing influence of the PRC worldwide as a new political player, as well as to identify contradictions arising in the world economy. The methodological basis consists of general scientific methods of analysis and synthesis, generalization and comparison methods, historical and logical approaches to the examined phenomena, which allow to identify contradictions and problems that Russia could face due to China's global economic expansion. The authors substantiate the need for Russian to use the experience of other country in protecting its national interests throw creating mechanisms for foreign investments screening, as those investment can have negative impact on the recipient economy and its integration partners. The article provides recommendations for Russia on how to develop the mutually beneficial and effective investment cooperation with China.

Introduction: digitalization is a new trend of social development on the whole and the legal and political regulation in particular. The digitalization tempts and fascinates, attracts by its novelty and modernity. The idea of a fundamental change in the social order and social regulation under the digitalization influence in a broad sense is in the air and is already perceived as an axiom. At the same time, most people, both non-specialists in the area of social regulation, and even narrow professionals, will find it difficult to answer the question: what exactly will fundamentally change in the world, in society and in the economy, with the widespread introduction of digital technologies? As a result, the publications in the media and many scientific works resemble Hollywood blockbuster scenarios in the technocratic dystopia style, which leads researchers away from solving real problems of the legal regulation of changing social relations. The purpose of the study: to determine the model of interaction of law and digitalization in relation to the current level of technology development. Research objectives: to define the concept of digitalization; to consider the main trends in research on issues related to the large-scale spread of digitalization and artificial intelligence (AI) technologies; to determine the limits of the real impact of digitalization on the law and legal regulation. Methods: the system, structural and functional methods, the methods of analysis and synthesis, expert evaluation. Results: the paper describes one of the trends of modern interdisciplinary research, called by the authors “the effect of digitalization”. In relation to the sphere of legal regulation, the effect of digitalization is manifested in an attempt to see the fundamental novelty in relations using the latest technical means; the relations carried out in electronic form and/or using digital, network, telecommunication technologies, artificial intelligence. It is argued that the mediation of social relations with the latest technologies does not always lead to the change in the essence of relations and the need to create fundamentally new models of social regulation. Conclusions: digitalization in relation to the law appears in the modern world in two qualities: as an independent social phenomenon and as a tool designed to give the legal mechanisms efficiency and accessibility. At the present level of technology development the digitalization in relation to the law should be considered as a tool to improve the legal regulation quality. The Russian practice of “digitalization for the sake of digitalization” is dangerous and inefficient in social and economic terms.

At the turn of the millennium, people have met a lot of new realities referring to issues in technologies, psychology, social relations etc. The life has changed drastically during a few last decades and a lot of traditional things seem to be perceived completely differently. How all those changes influenced the attitude to Science, how this is reflected in social and humanitarian issues, and finally, which ways should be proposed for Science Education in new reality?

The paper considers the problems consider the problems of enterprises digitalization. Based on the research of the scientific literature, it is established that enterprises in the modern world need the active introduction of information and digital technologies to ensure the competitiveness of production and active development in the future. The analysis and assessment of the use and development of communication and information technologies by domestic enterprises is carried out. According to its results, it is established that the main areas of information and communication technologies implementation in domestic enterprises are cloud computing services, sources of "big data" for the analysis of "big data", 3D printing, external links to the Internet, own websites and electronic trade via the Internet, etc. It is determined that due to the rather intensive growth of the number of enterprises in the information and communication industry, the use of their developments in production is rather insignificant. Only 5% of enterprises during the study period used all the above information technologies in their activities. Based on the analysis, the problem areas of the process of implementation and development of communication and information technologies at domestic enterprises are identified and recommendations for improving the efficiency of information and communication technologies are provided. The MatLab Statistic Toolbox built into MatLab is used to determine the trends of the impact of digital innovations and the number of information and communication enterprises on GDP.
