In the context of economic integration, an important factor is increasing the efficiency of rail transport. It depends both on the quality of the transportation process as a whole and on the quality of its individual elements. It is especially worth highlighting the rolling stock, and in particular freight cars, since it is with the car along the route that labor-intensive technological operations are performed, including shunting, technical and commercial maintenance, unscheduled repairs, as well as starting and finishing operations — loading and unloading. Therefore, the efficiency of freight transportation does not depend to a small extent on the quality of cars.In this regard, the article highlights the results of the development of a holistic model for the formation of requirements for freight cars that increase the efficiency of the transportation process, taking into account the features of specific transportation conditions. In this case, a holistic model is applied to the conditions for the export of freights from fields in Western Siberia along the routes of the Northern Latitudinal Railway project.A holistic model for the formation of requirements for the cars of the Northern Latitudinal Railway includes:• operational and functional model, containing the substantiation of the technical and economic parameters of the cars and the model of their operation ranges, taking into account the technological operations performed;• reliability model containing justification of the reliability indicators of cars and the parameters of the system of their maintenance and repair;• model for evaluating and confirming efficiency based on the results of calculating a complex of technical and economic indicators of cars. The holistic model makes it possible to formulate rational requirements for cars of different levels of specialization for specific operating conditions. The model also makes it possible to predict the effects of participants in the transportation process when using cars with given characteristics in specific transportation conditions. This contributes to the use of the principles of dynamic pricing of tariffs, depending not only on the type of freight and the region, but also on the route, distance of transportation and other parameters. As a result, the advantages and competitiveness of rail transport will be provided.

Fitting platforms of variable freight storage lengths are used for transportation of rails and other cargo up to 25 m long. The use of innovative fixation for transportation on the fitting platforms contributes to enlargement of the range of cargo transported on such rolling stock and establishes conditions for safe transportation of such cargo. To evaluate the effectiveness of the arrangement of long cargo transportation on the fitting platform, this study examines two 25 m long rail transportation options. The transportation option involving two coupled 14.62 m platforms, when the cargo is fixed on the coupled platforms with the standard method is the basic option. The new option involves transportation of the 25 m long rails using 80-feet fitting platforms 25.62 m long at the coupling axes and multiway fi xation sets. A calendar year is assumed as the estimate period. The transported volume is assumed equal for each option, under considering the operating conditions of the calculation unit — one coupling of universal platform (or one 80-feet fitting platform), reducing the financial results to a ton of transported cargo. The value of the annual economic effect for the freight owner (Eyearown) is determined as the change of the freight owner’s expenses due to usage of the new option relative to the basic transportation option. The economic assessment of the transportation is performed considering the interests of each member of the transportation process and tested based on specific data. The results demonstrate the effectiveness of implementation of the technical and technological solution under consideration.

The need for the reconstruction of existing auto service enterprises is caused by changes in the structure of the rolling stock, the design of cars and the conditions of their operation, increasing the requirements for the quality of rolling stock, the design of cars and their operating conditions, increasing the quality requirements for maintenance and repair, saving fuel and energy resources and quality assurance of the environment. In our case, the need to reconstruct the autoservice company LLC "Avtomir" is associated with the need to switch to maintenance and storage of new types of rolling stock, as well as changes in the dynamics of demand for cars. In LLC Avtomir there is no possibility of rendering services related to damage to the body of the car, which reduces the ability of the organization to receive additional income, as this type of damage owners of vehicles have to eliminate at other service stations. This fact puts the company in front of the need to create a paint and body shop in the future. The purpose of this work was the development of measures to reconstruct the infrasructure of LLC "Avtomir". The main results of the technological calculation of the enterprise are as follows: - the annual workload of the technical service station is 43529 man-hour; - annual scope of works of washing, maintenance, lubrication, adjusting for setting the angles of the front wheels, adjusting brakes, maintenance and repair of the power system, electrical, tire fitting 4913; 15235.2; 2176.5; 2611.7; 3917.6; 4353; 4353; 2285 and 914 man-hour respectively; - the annual volume of works at the tire fitting site, on the maintenance and repair site of the power supply system, electrical, maintenance units is 2133; 762; 4788.2 man-hour respectively; - necessary number of production workers for maintenance and technical maintenance 29 (technological) and 35 (staff), as well as the number of auxiliary 4 and engineering - technical 5 workers; - the necessary number of posts for washing, maintenance, lubricants, technical maintenance, adjusting for setting the angles of the front wheels, adjusting for the brakes, maintenance and repair of the power system, electrical 4; 1; 1; 1; 1; 1 and 1 respectively. Analysis of production and economic activities of the enterprise allowed us to identify the objectives of the enterprise, the dynamics of its development, the state of the production and technical base. This makes it possible to identify the main shortcomings in the functioning of the organization and to implement the formulation of new tasks that need to be solved in the future. Namely, LLC "Avtomir" needs to increase production capacity, namely the addition of a diagnostic post and one more car acceptance post. In addition, there is a need to implement the washing zone, and on the vacated area to arrange a painting and drying chamber and a preparation site for painting works.

The means of rail transport as well as other modes of transport primarily enable people to easily overcome certain distances over a period of time. This implies the need for it to be adapted to such specificities, together with other elements in places where high concentrations of passengers are exchanged. This paper deals with a common problem of accessibility of rail transport to people with reduced mobility (PRM). PRM refers to people whose mobility is reduced due to physical incapacity, an intellectual deficiency, age, illness or any other cause of disability when using transport. Therefore, a thorough analysis of accessibility of rail transport to this group of passengers will be conducted for the city of Zagreb according to certain indicators. The rail station is considered to be accessible if a PRM passenger can enter passenger terminal, consume services available there and if is able to get to the platform from where the train will depart. The rolling stock is accessible if a PRM passenger can buy a ticket, enter the train and have predicted and available space in the train. By determining the real state of accessibility to PRM passengers of all railway stations and used rolling stock in suburban rail transit in the city of Zagreb, measures will be proposed to increase accessibility to these passengers and thus facilitate their integration into society in this segment and increase their quality of life.

The objective of the article is to develop and to substantiate adequacy of the proposed indicator for assessing availability of rolling stock for urban mass transit or urban passenger transport (UPT). As such an indicator, it is recommended to use a calculated indicator: a conventional one-hundred-seat vehicle. The currently used indicators characterising provision of UPT with vehicles, consider only the physical number of the latter. This does not provide an assessment of carrying capacity of UPT, considering the existing operating conditions (real operating speeds on the routes of UPT, the existing level of the coefficient of the fleet being used on the routes as compared to the total number of fleet units, etc.). The proposed indicator of availability of the rolling stock considers not only the natural number of vehicles, but also their passenger capacity, the indicated significant technical and operational indicators of the vehicle fleet. The basis for assessing the carrying capacity of the rolling stock fleet is a conventional one-hundred-seat bus, which performs transportation on routes with an average operating speed. For real buses, this basic unit is adjusted in accordance with real travel speeds and the prevailing values of technical and operational indicators. A similar adjustment is performed for real trolleybuses and tram cars, which makes it possible to level the operational differences in the rolling stock of various types of UPT to compare them in terms of carrying capacity. The methodology used in preparation of the article is based on the integrated use of scientific knowledge in the fields of applied science on operation of transport, statistics (statistical observation and accounting of the work of UPT), a comparative analysis of indicators used in various industries, in particular, in agriculture to assess the level of provision with the main production vehicles (conventional tractor), benchmarking research and development of Russian and foreign authors on the problem of improving operation of UPT.The indicator is intended for use in development and assessment of the level of implementation of programs for development of UPT and the urban environment, analysis of the quality of transport planning and services provided to passengers, comparisons of provision with vehicles in different cities.

The analysis of failure of unhardened and heat-strengthened R65 rails under operating conditions in the tangent sections of the track is presented taking into account the influence of the most important operational factor - the average static axial loads of the rolling stock. Non-reinforced R65 rails in the jointed track on the 12.5 m long wooden sub-rail base were considered based on the results of their single replacement in the entire range of their failures. The work of rails under operating conditions is estimated at average static axial loads of rolling stock as 7.5, 9.5, 16.5 and 19.5 tf (73.55, 93.16, 161.82 and 191.21 kN) at all stages of the tonnage at each load. The influence of the average static axial loads of the rolling stock on rail failure in specific operating conditions has been revealed. The features of the change in the intensity of rail failure are considered at all stages of their operation, both for the specified and for the average network level of the static load. The obtained statistical data on the effect of axial loads of rolling stock on the operation of rails can be used in the practice of track maintenance. In conditions of increasing axial loads up to 25, 27 tf, it is necessary to use rails of the appropriate quality; also it is expedient to create new rails for such operating conditions. It is necessary to perform an evaluation of the real operational qualities of the rails in order to use the rolling stock with the increased axial loads (25, 27 tf) in the transportation process in the most efficient way. In the long term, the results of such studies will be aimed at improving the operation of the systems for running track and railway car complexes.

In the context of growing competition between rail transport and other transport types, there is a need to improve the transportation process. In modern conditions, railway transport is the main link in the logistics chain of moving goods from the shipper to the receiver. The efficiency of the railway transport complex can be improved by using logistics principles in the organization of local work on the network sections. In this study, we suggest ways to solve the problem of improving the quality of service for freight owners and the efficiency of organizing local work, which is relevant for railways. To make decisions aimed at improving the efficiency of the organization of local work, a procedure for determining the costs of organizing and promoting local trains was developed, taking into account the costs on maintaining the railway infrastructure. Not only the operational activity of the railways, but also the quality of transport customers service, compliance with the regulatory deadlines for cargo delivery, depends on the choice of the optimal option for organizing local car traffic into trains and their promotion along the section. The option is selected by comparing the costs for each of the possible options for organizing local car traffic into trains and moving them along the section.

Improving the operational efficiency of transport is one of the main catalysts for raising the quality of life and socio-economic development. The prevailing global trends are aimed at establishing logistic chains from producers to consumers. The cross-border movement of world production within the framework of globalization, the deepening of integration processes between countries highlight the issues of developing a methodology for planning and evaluating international transport corridors from various points of view, and economic, technical, social, environmental and other aspects. The urgent issue is the harmonization of the technical and regulatory framework for the organization of «seamless» transportation, the synchronization of the technological cycles of various modes of transport, including operation of multimodal transport hubs. A large number of studies are dedicated to the modelling and control of traffic flows, new methods of forecasting the transport situation using the results of computer dynamic transport modelling, analysis of existing infrastructure resources and elimination of bottlenecks in the existing railway system (including through the expansion of the railway network and innovative methods of traffic control).Hence the achievement of target parameters of efficiency of production activity of all participants in railway transportations is possible through qualitative changes in the system of the organization of transportation process, the objective of the research was to study technological aspects of improvement of quality of functioning of the transport system in relation to activity of the Russian railways. The research applied methods of system analysis of scientific and technical data and technical and economic indicators of complex systems. The issues of implementation of end-to-end principles of transportation process management are considered, the concept of «technological polygon of transportation process management» is expanded. The analysis and grouping of methods for improving the efficiency of railway transport was carried out with regard to improving the operation quality indicators and refined model of rolling stock management, increasing the efficiency of the use of traction equipment, profiling of railway itineraries in respect of the preferred types of traffic, establishing sections well-provided for safe passage of freight trains and synchronized with the operation ranges of locomotives, organizing freightage in wagons withincreased axle load, removing barriers and restrictions in the power supply sector, etc.The transition to the «polygon» model of the organization of the technological process, the unification and optimization of the use of available resources, and, as a result, the reduction of risks of losses from transportation, service provision and unplanned use of resources are effective tools to improve the quality of rail operations.

Aim. The availability of transportation infrastructure facilities affects the quality of the transportation services provided by JSC RZD. At the same time, this effect may significantly differ depending on the operating conditions of the transportation infrastructure or a specific railway line and can cause various degrees of risk of damage to the transportation process. Such risks are defined as risks of train-hour losses due to transportation infrastructure failures. Planning dependability management activities under conditions of scarce resources requires targeted identification of the transportation infrastructure facilities whose availability most significantly affects the magnitude of the risks of damage to the transportation process. The aim of the paper is to develop a method for evaluating daily availability and identifying its correlation with the risk of train-hour losses. Methods. The authors used the methods of risk management, probability theory and mathematical statistics, correlation and regression analysis. Results. The paper suggests representing the daily availability indicator of JSC RZD’s transportation infrastructure facilities as a two-parameter gamma distribution and describing its effect on the risks of the transportation process with a regression model. Conclusions. The paper’s findings can be used as part of transportation infrastructure dependability planning and targeted allocation of resources, as well as for substantiating the dependability indicator when evaluating the practical capacity of railway lines and utilization ratio and in a number of other operational tasks.
