UNIFORM PRINCIPLES OF ORGANIZATION OF RAIL FREIGHT TRANSPORTATION OPERATIONS

Improving the operational efficiency of transport is one of the main catalysts for raising the quality of life and socio-economic development. The prevailing global trends are aimed at establishing logistic chains from producers to consumers. The cross-border movement of world production within the framework of globalization, the deepening of integration processes between countries highlight the issues of developing a methodology for planning and evaluating international transport corridors from various points of view, and economic, technical, social, environmental and other aspects. The urgent issue is the harmonization of the technical and regulatory framework for the organization of «seamless» transportation, the synchronization of the technological cycles of various modes of transport, including operation of multimodal transport hubs. A large number of studies are dedicated to the modelling and control of traffic flows, new methods of forecasting the transport situation using the results of computer dynamic transport modelling, analysis of existing infrastructure resources and elimination of bottlenecks in the existing railway system (including through the expansion of the railway network and innovative methods of traffic control).Hence the achievement of target parameters of efficiency of production activity of all participants in railway transportations is possible through qualitative changes in the system of the organization of transportation process, the objective of the research was to study technological aspects of improvement of quality of functioning of the transport system in relation to activity of the Russian railways.The research applied methods of system analysis of scientific and technical data and technical and economic indicators of complex systems.The issues of implementation of end-to-end principles of transportation process management are considered, the concept of «technological polygon of transportation process management» is expanded. The analysis and grouping of methods for improving the efficiency of railway transport was carried out with regard to improving the operation quality indicators and refined model of rolling stock management, increasing the efficiency of the use of traction equipment, profiling of railway itineraries in respect of the preferred types of traffic, establishing sections well-provided for safe passage of freight trains and synchronized with the operation ranges of locomotives, organizing freightage in wagons withincreased axle load, removing barriers and restrictions in the power supply sector, etc.The transition to the «polygon» model of the organization of the technological process, the unification and optimization of the use of available resources, and, as a result, the reduction of risks of losses from transportation, service provision and unplanned use of resources are effective tools to improve the quality of rail operations.

The article explores the main technical parameters of modern electric locomotives in Russia. The renewal of the locomotive complex directly affects the quality of the transportation process. Due to the growing volume of cargo transportation, the intensity of passenger train traffic between large cities, the growth of transit container traffic, the existing dilapidated rolling stock needs updating to be ready for the annually increasing demand for rail transportation.

Among the main causes of human operator errors are the following: unsatisfactory training or low level of qualification; non-compliance with the prescribed operating procedures; unsatisfactory working conditions associated with such negative phenomena as excessive noise, vibration, temperature fluctuations in the driver's cab (especially on locomotives); lack of attractive incentives to achieve the optimal level of quality of work. The choice of the criterion of optimal control can be ambiguous. The source of complexity is the inconsistency of goals. If you want to optimize one of the parameters in compliance with the restrictive requirements for other parameters, then a partial criterion is formed. In the presence of several optimality criteria, the additive criterion is chosen when the absolute values of the criteria are significant for the selected parameter vector. If a significant role is played by changes in absolute values of partial criteria in the variation of the vector of variables, then apply the multiplicative criterion of optimality. If the task is to achieve equality of normalized values of conflicting partial criteria, then the optimal design is performed by the minimum criterion.

Purpose. The aim of the article is substantiation and development of theoretical and methodological bases for improving the management of the system of improving the quality of higher education institutions. Methodology of research. Methods of dialectical cognition, analytical information processing, methods of comparison, grouping, graphic methods, etc. are the methodological basis for the development of theoretical and practical provisions. The following methods are used in the study: structural and logical analysis – to build the logic and structure of work; system analysis and synthesis – to study the essence of the subject of study; system approach – to improve the system and targeted approach to the management of the system of improving the quality of higher education institutions. Findings. Peculiarities of interpretation of the concept of quality system of activity of higher education institutions are investigated. The conceptual bases of management of the system of improving the quality of higher education institutions are substantiated. Theoretical and methodological bases of management of the system of improving the quality of higher education institutions are revealed and the strategy of such management is improved. The components of the system of measures and procedures in the process of ensuring the quality of higher education are presented. Originality. Provisions for the management of the process of ensuring the quality of higher education institutions in terms of developing formalized: the concept, algorithm and system of such management from a theoretical and methodological standpoint in order to more clearly implement in practice. The symbiosis of modern innovative technologies of educational process management with emphasis on effective use of intellectual capital of all employees of higher education institutions will help to improve the quality of their activities. Practical value. The theoretical and methodological principles proposed in the work on the quality management system of higher education institutions are designed to enhance the competitiveness of domestic education and can be applied by higher education institutions of all forms of ownership. In the context of economic integration, an important factor is increasing the efficiency of rail transport. It depends both on the quality of the transportation process as a whole and on the quality of its individual elements. It is especially worth highlighting the rolling stock, and in particular freight cars, since it is with the car along the route that labor-intensive technological operations are performed, including shunting, technical and commercial maintenance, unscheduled repairs, as well as starting and finishing operations — loading and unloading. Therefore, the efficiency of freight transportation does not depend to a small extent on the quality of cars.In this regard, the article highlights the results of the development of a holistic model for the formation of requirements for freight cars that increase the efficiency of the transportation process, taking into account the features of specific transportation conditions. In this case, a holistic model is applied to the conditions for the export of freights from fields in Western Siberia along the routes of the Northern Latitudinal Railway project.A holistic model for the formation of requirements for the cars of the Northern Latitudinal Railway includes:• operational and functional model, containing the substantiation of the technical and economic parameters of the cars and the model of their operation ranges, taking into account the technological operations performed;• reliability model containing justification of the reliability indicators of cars and the parameters of the system of their maintenance and repair;• model for evaluating and confirming efficiency based on the results of calculating a complex of technical and economic indicators of cars.The holistic model makes it possible to formulate rational requirements for cars of different levels of specialization for specific operating conditions. The model also makes it possible to predict the effects of participants in the transportation process when using cars with given characteristics in specific transportation conditions. This contributes to the use of the principles of dynamic pricing of tariffs, depending not only on the type of freight and the region, but also on the route, distance of transportation and other parameters. As a result, the advantages and competitiveness of rail transport will be provided.

This article deals with the worked out specialized railway carriage for grain for the transportation process throughout the Republic of Uzbekistan railway network, with the unconditional provision of train traffic safety, which is one of the most important components of the rolling stock of railway transport. The features of the load-bearing structure of the railway carriage for grain are that it is made based on a four-axle platform and a universal container. Evaluation of the strength of the metal structure of the grain car was carried out following the requirements of the “Standards for the calculation and design of new and modernized cars of the railways of the Ministry of Railways with a gauge of 1520 mm (non-self-propelled)”. Based on theoretical studies, it was justified that the design of a railway carriage for grain with a capacity of 83.6 m3 and a carrying capacity of 65 tons. For the first test of a railway carriage for grain, the number 43925684 was assigned. The proposed new grain carriage will reduce operating costs and reduce rolling stock downtime during reloading operations. It will create the possibility of fulfilling contractual agreements drawn up for small volumes of traffic within the country.

Subject. This article studies the mechanism of State health regulation and methods of management of efficiency of regional healthcare institutions. Objectives. The article aims to analyze the territorial health system in the context of the urgent need to optimize budget expenditures and address public health problems, as well as develop directions to improve the effectiveness of the regional health system of the Krasnoyarsk Krai. Methods. For the study, we used the method of index numbers and calculation of dynamics indicators using official statistics data. Results. We have developed and now present a system of indicators of regional health efficiency assessment, focused mainly on public health indicators and quality of medical services. We also offer our own version of the Luenberger observer modification adapted to the objectives of the regional health system analysis. Conclusions and Relevance. The article concludes that it is necessary to optimize the regional health system using the parameters of medical and social efficiency of the system. The proposed approach to assessing the effectiveness of regional health system can be used as a mechanism to develop recommendations for the management of the network of medical and prophylactic institutions of the region.

The article highlights the main areas of infrastructure development of smart cities. Conclusions. Improving process management mechanisms, optimizing urban infrastructure, increasing the use of digital technologies, and developing socio-economic innovation improve the quality of the urban environment in a digitalized environment. And improving the efficiency of urban planning and security, studying its properties and characteristics, and forming an effective urban information system lead to its functional transformations.

In the value chain it is important to keep in mind the core business of the company, since it depends largely on the competitiveness of the company and its overall performance, bearing in mind that all business indicators depend on it. In this work we will study the washing process within the company WASH CONTAINERS SA DE CV, to improve the washing processes and in this way reduce times and movements in the process leading the company to reduce costs considerably within the operations company daily, having a more competitive operation and with greater profit margin in its business process. Goals: It Improve the logistics of the movement of containers for washing and with it the core business of the company. Methodology: The action research will be applied applying Business Process Management for the improvement of processes in situ, it will be developed in a certain period of time and with that it will establish an improvement projection. Contribution: The improvement of the times for the disposal of the containers and their subsequent use, allows a better competitiveness and with it the income of the company, on the other hand, the transport companies improve in performance in quantity, quality of disposition and with it their income.
