Until 1971 the Belgian Socialist Party (BSP) was the only political, party that closely and systematically involved its members in the designation of socialist candidates for parliamentary elections. This was achieved through a system of pre-elections within the party («polling»).The trend away from «polling», already perceptible in 1971, has asserted itself in 1974. Hardly 56 % of the elected members of Parliament owe their seat to their place on the candidate-list at the «poll».More than 40 % of them were designated by a party-congress. This change is noticeably true in Flanders.Nevertheless the choice between a «poll» and a congress as a  decisionmaking technique is not relevant as to the renewal of parliamentary groups. This renewal is mainly due to the introduction of an age-limit (65) and of a gain in seats. Research also showed a growing lack of interest of party members in the composition of candidate-lists : participation has again slightly declined.

Abstract The article discusses the influence of digitalization on the organization of a political party and on its members. It presents an analysis of factors limiting and facilitating the development of a political party connected with the use of digital media. The analyses employ data gathered through quantitative and qualitative research conducted among backbenches, members of parliament and leaders of six Polish political parties. A positive connection has been demonstrated between a party’s age and the mode of using particular media types and communication tools. Also, attention has been paid to the phenomenon of digital divide and the possible means of connectivity to party political activity via new technologies, digital tools and digital media. Party members perceive traditional and direct forms as attractive; however, new parties with younger members clearly expect and practice more online activities.

This paper describes the common techniques used in the constitution of candidates-lists for parliamentary elections. A common feature of these techniques is the consultation of party members. But the way in which this is done differs among the parties. AGALEV, the ecologist party, offers every member the possibility to have his say about every candidate.  The socialist party (SP) uses this system in two constituencies ; in the other constituencies a special congress decides. The christiandemocrats (CVP), the liberals (PVV) and the Flemish nationalists(VOLKSUNIE) constitute their lists by indirect vote : the leadership performs a first selection and the members then either approve or disapprove of this choice.Our research indicates that there are no essential differences between these two techniques from the point of view of membership participation.In both the ecologist and the socialist party the majority of members does not participate in the candidates-elections. Therefore, as with the indirect vote, candidates-lists are constituted by an active, militant and elitist group of members.  Whatever the technique used the infl,uence of the rank-and-file-member is small.

This chapter suggests that the representations of religion in young Islamists' lives are not the product of prevarication, but rather of personalization. Religious authority has become circulated to such an extent that it has come to mean multiple things to multiple members. In the midst of this diversification, political party members increasingly appropriate the authority to interpret and represent what “Islam” means or should mean to others. None of these myriad representations constitutes “lies.” Instead, these words and constructions represent and reflect members' own strategic desires for themselves. The chapter shows how the haraka represents for some a site for religious study, a place of Qurʾanic learning unfettered by politics. For others, it is a place to make contacts and to get ahead: an instrumental, not ideological, site. For still others, it serves as a strategic site, a place to try out new ideas, and even as a convenient scapegoat. And, yet, for others, it is completely ignored; it simply has no place in their lives as party members.

The formulation of policies constitutes a core business of political parties in modern democracies. Using the novel data of the Political Party Database (PPDB) Project and the data of the Manifesto Project (MARPOR), the authors of this chapter aim at a systematic test of the causal link between the intra-party decision mode on the electoral manifestos and the extent of programmatic change. What are the effects of the politics of manifesto formulation on the degree of policy change? Theoretically, the authors distinguish the drafting process from the final enactment of the manifesto. Empirically, they show that a higher autonomy of the party elite in formulating the manifesto leads to a higher degree of programmatic change. If party members constrain party elite’s autonomy, they tend to veto major changes.

Abstract The authority of political leaders in Bangladesh rests on diverse qualities, not least of which are the muscle and finance they can mobilize, and the relationships they can craft with senior party members. These are utilized to confront rivals both within and outside their own party. In some instances, the intensity of intra-party competition can be so severe that a further quality emerges: the capacity to find allies among enemies. Building local inter-party alliances can bolster the authority of politicians, yet be to the detriment of party coherence. This argument is developed through an analysis of mayoral and parliamentary elections held in the past decade in a small Bangladeshi city, where a ruling party member of parliament (MP) and opposition mayor appear to have developed such a relationship. This has thwarted the electoral ambitions of their fellow party members and has posed a serious challenge to party discipline. While political competition is often seen as being either inter- or intra-party, here it is focused around inter-party alliances. This portrayal suggests we need to give greater emphasis to the decentralized and local character that political authority can take in Bangladesh.

Party competition in Great Britain increasingly revolves around social or ‘cultural’ issues as much as it does around the economic issues that took centre stage when class was assumed to be dominant. We use data from surveys of members of parliament, party members and voters to explore how this shift has affected the internal coalitions of the Labour and Conservative Parties – and to provide a fresh test of ‘May’s Law’. We find a considerable disconnect between ‘neoliberal’ Conservative members of parliament and their more centrist voters on economic issues and similarly significant disagreement on cultural issues between socially liberal Labour members of parliament and their more authoritarian voters. We also find differences in both parties between parliamentarians and their grassroots members, albeit that these are much less pronounced. May’s Law, not for the first time, appears not to be borne out in reality.

Infamously, the 1991 Bulgarian Constitution contains a provision banning political parties “formed on an ethnic basis.” In the early 1990s, the neo-communist Bulgarian Socialist Party invoked this provision when it asked the country's Constitutional Court to declare unconstitutional the political party of the beleaguered Turkish minority. In this article, Venelin I. Ganev analyzes the conflicting arguments presented in the course of the constitutional trial that ensued and shows how the justices’ anxieties about the possible effects of politicized ethnicity were interwoven into broader debates about the scope of the constitutional normative shift that marked the end of the communist era, about the relevance of historical memory to constitutional reasoning, and about the nature of democratic politics in a multiethnic society. Ganev also argues that the constitutional interpretation articulated by the Court has become an essential component of Bulgaria's emerging political order. More broadly, he illuminates the complexity of some of the major issues that frame the study of ethnopolitics in postcommunist eastern Europe: the varied dimensions of the “politics of remembrance“; the ambiguities of transitional justice; the dilemmas inherent in the construction of a rights-centered legality; and the challenges involved in establishing a forward-looking, pluralist system of governance.

Abstract Department of Political Science at Alexander Dubcek University in Trencin prepared its own exit poll during election day on March 5, 2016. The survey asked seven questions that were aimed at determining the preferences of the respondents concerning not only the current but also past general elections. Interviewers surveyed the choice of political party or movement in parliamentary elections in 2016 as well as preferences in past elections. Followed by questions concerning motivation to vote - when did the respondents decide to go to vote and what or who inspired this decision. The survey also tried to found out how many preferential votes did the voters give to the candidates of political parties and movements. Final question asked about expectations for the future of individual respondents. This article is the information output of the survey. The interviewers were 124 university students and its return was 1,612 sheets. The aim of this paper is to communicate the findings of this unique survey, which is unprecedented in the Slovak political science.

In Belgium the European elections and those for the regional councils were held on the same day. The elections of June 13th 2004 deserve a threefold analysis. First a comparison can be made with the results obtained five years ago for the same assemblies. lt shows that in Flanders the socialist party has progressed but that this advance was mainly due to the constitution of a cartel with one faction - Spirit - of the defunct Volksunie. The christian democrats made headway, their progress being enhanced by the contribution of N-VA, the other faction stemming from the Volksunie. The liberals declined fairly markedly as did the green party but to a lesser extent than in the elections for the federal parliament. The June 2004 elections saw above all progress for the extreme right Vlaams Blok, which has become the second biggest party of Flanders with 24 pct of the vote. In the Walloon provinces the socialists progress most thereby increasing the gap separating them from the liberals. The christian democrats advance somewhat while the green party Ecolo declines substantially.  The parties of the far right gain support and reach 8.73 pct of the vote. In Brussels the socialist advance is very marked allowing this party to conquer first place to the detriment of the liberals who are in decline. The progress made by frenchspeaking christian democrats is significant.A second approach for the analysis consists in comparing the results of the regional elections with those of the European ones. The differences are slight and rnainly due to the popularity of the candidates. In Belgium there was no "eurosceptic" or "sovereignty" list.  The third angle consists in comparing the 2004 results with the ones of the parliamentary elections of 2003. One then observes in Flanders a decline of the socialists, a significant fall in support for the liberals and a progression of the christian democrats. But the main development remains the progression of the Vlaams Blok which gains more than 6 pct compared to its good result of 2003.  In the Walloon provinces, the socialists remain at their 2003 level but increase their positive gap with regard to the liberals who are in decline. The christian democrats advance by some 2 pct whereas Ecolo recovers a small part of its 2003 loss. The parties of the far right gain some 1.5 pct. In Brussels, the most noteworthy developrnent is the progress of the frenchspeaking socialists who take over the first place from the liberals.In genera!lthese elections are characterised by a reinforcement of the far right to the detriment of the centre parties and by a status quo of the aggregate consisting of socialists and greens, but to the benefit of the former.

Despite the important role that intra-party democracy plays in democratic consolidation, particularly in third-wave democracies, it has not received as much attention as inter-party democracy. Based on the Zambian polity, this article uses the concept of selectocracy to explain why, to a large extent, intra-party democracy has remained a refractory frontier. Two traits of intra-party democracy are examined: leadership transitions at party president-level and the selection of political party members for key leadership positions. The present study of four political parties: United National Independence Party (UNIP), Movement for Multiparty Democracy (MMD), United Party for National Development (UPND) and Patriotic Front (PF) demonstrates that the iron law of oligarchy predominates leadership transitions and selection. Within this milieu, intertwined but fluid factors, inimical to democratic consolidation but underpinning selectocracy, are explained.
