Living Heritage or intangible cultural heritage (ICH) defined as human skills and knowledge, practices, expression, and instruments that form the transmitted practices of local people. By a lack of responsibility, recognition, and education, many emotions and manifestations of ICH are under crisis, threatened by globalization and cultural modernization. This paper provided the literature review as an analysis method and identified the significance of Living Heritage Conservation Education for the Community. In conclusion, the key a quality education, which in the Community-based Education for Living Heritage Conservation, not only fulfills people's needs but also helps link and empower both local people and the community to conserve the living heritage successfully.Keywords: Community-based Education; Intangible cultural heritage; Public awareness; Quality educationeISSN: 2398-4287 © 2020. Threatened by cultural modernization, many emotions and manifestations of living heritage or intangible cultural heritage (ICH) are under crisis. The non-formal education initiative of living heritage conservation focused on preserving and passing the skills and knowledge, practices, expression, and instruments of local people on to future generations effectively. By using the literature review as an analysis method, this paper identified the best non-formal education initiative and the significance of living heritage conservation education for the community. In conclusion, quality education of living heritage conservation, not only fulfills people's needs but also helps unite and empower both local people and the community to sustain the living heritage efficiently. Cultural heritage is constructed from the intrinsic relationship between three fundamentals: society; tangible cultural heritage (TCH); and intangible cultural heritage (ICH). To sustain, cultural heritage relies on the social behavior of society. Thus, reflecting fragility of heritage. Hence, this paper attempts to discourse the society’s behavior towards ICH. Exploratory case study was employed by adapting five social behavior related-criterions required by UNESCO. The data was analysed using two techniques: (1) simple statistical; and (2) thematic. The results indicate that the status of ICH is threatened due to the weak viability level and minimal safeguarding effort by the ‘society’.© 2016. The Authors. Since Canada has signed the UNESCO Convention concerning the Protection of the World Cultural and Natural Heritage of 1972, it has had some eighteen cultural and natural sites selected for the World Heritage List that represent internationally significant nature reserves and natural wonders, significant Canadian architectural history, important sites representing Canadian aboriginal culture and geological treasures of world-wide importance. These internationally significant sites have put Canada on the world stage in both the heritage conservation field and in the national and international tourism sector. What Canada has decided to inscribe on this list has had a major impact at the local, regional, national and international arenas. The author of this paper reflects on some of the ancillary guiding charters and conventions since the World Heritage Convention was implemented that have led to where we are today in the field of heritage conservation in Canada. He goes on to predict some areas where heritage conservation will be going in Canada in the near future. He argues that Canada could likewise have its rich intangible culture play a similarly significant role if the Canadian government signed the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage of 2003. Last, he discusses some of the recent developments in eastern Canada in intangible cultural heritage, conservation and the sustaining of traditions.

This paper examines local communities’ understanding of archaeology and cultural heritage resources. This study was conducted among the Makonde communities of the Mtwara Region of south-eastern Tanzania. The paper presents and critically discusses local communities’ views upon the meaning of archaeology and cultural heritage resources in general. The study used community-based methods by use of interviews, archaeological ethnography and focus group discussions. The results of this study reveal that the local communities in the Mtwara Region are not aware of the meaning of archaeology regardless of the number of archaeological researches that have been conducted in the region. Their understanding of the past is very much confined to intangible cultural traditions which are inherited and practised from one generation to another. Some conclusions are provided which undoubtedly indicate that according to the local communities’ perceptions cultural heritage resources are mainly characterized by intangible cultural practices and beliefs. As this study unveils, in this case tangible heritage resources have less importance to the local communities. This is contrary to the professional or academic conceptions which provide a dual focus on conservation and protection of tangible cultural heritage resources. It is only very recently that we see some studies being conducted focusing on intangible cultural heritage resources.

According to the Convention for the Safeguarding of Intangible Cultural Heritage (ICH), social actors are at the core of the ICH. Article 2 proposes a subjective, creative and dynamic definition of heritage based on community, groups and individuals (CGIs), highlighting a spiritual connection: ICH safeguarding must respect the “sense of identity and continuity” of CGIs — the main actors in the process of heritage transmission. This community-based vision of heritage is developed in the text of the Convention, the Operational Directives, and reinforced since 2016 by the Twelve Ethical principles introduced in the Basic Texts. A Convention is much more than a text: it determines political, social and cultural contexts, as well as processes of change. A normative tool conceived as guidelines for governments, permeates social life, becoming a framework for the actions and evolution of civil society. This article reflects on the following case study: the “Tocatì Programme for the Safeguarding of Traditional Games and Sports” (TGS). The programme started in Verona, Italy in 2003, connecting a network of communities and building relationships through the organization of an international event: The “Tocatì Festival of Games in the Streets”. From the beginning, this social movement has strengthened the support of institutions at different levels, connecting people, communities and living traditions with representatives of institutions, researchers, artists and policymakers. The cultural association coordinating Tocatì, Associazione Giochi Antichi (AGA) met the UNESCO ICH Convention in 2007. The author examines what has changed in the framework of the Convention in regard to the history of a community-based process and how the Tocatì experience contributes to the effective implementation of the Convention today. An attempt is made to identify the key factors, actors and steps of the Tocatì cultural, social and political process. This is a story that improves our understanding of the role of civil society in the complex, often conflictual and powerful dynamic of heritage-making.

Jinling Sutra Publishing House, a protection site for Chinese woodblock printing, is the inheritance organization for Chinese woodblock engraving and ink printing of the Chinese Buddhism classics. This paper, taking “Jinling Sutra Printing” as study object, introduced its carving and printing skills, and proposed that, by means of digital acquisition and storage technology, this intangible cultural heritage could be fully documented and presented through characters, pictures, audio, video and other information.

Hainan is located at the southernmost tip of China, since ancient times it has always occupied an important position on the Silk Road. Hainan culture is dominated by minority and marine cultures and has a rich intangible cultural heritage. Hainan has always been committed to the development and utilization of its wide cultural heritage, and the development direction is mainly based on live display and folk activities. In May 2020, the Chinese government announced the establishment of the Hainan Free Trade Port Policy and System, the establishment of a Hainan International Free Trade Zone, and the development of tourism, modern services, and high-tech industry. All these put forward higher requirements for the protection of Hainan’s cultural heritage, not just traditional ways to protect and promote, but also to use the dividends of current scientific and technological development to keep up with the times to protect and promote. The integration of digital technology will be the development direction of cultural heritage and intangible cultural heritage. This paper enumerates and analyzes other cases and academic directions of intangible cultural heritage, combined with the present situation of intangible cultural heritage in Hainan. It also analyzes the predicament of handiwork inheritance in Hainan intangible cultural heritage, expounds the structure, humanistic connotation, and construction skills of Li nationality ship house, and summarizes the role of a novel deep learning convolutional neural network- (CNN-) based virtual reality framework of intangible cultural heritage conservation in promoting the intangible cultural heritage of traditional skills. It also puts forward the scheme and heritage conservation virtual reality content construction and provides the process of building a virtual reality platform for the intangible cultural heritage of ship-shaped houses, which as an example can be used as a reference for intangible cultural heritage researchers in other areas. At the same time, it fills the gap for the artificial intelligence-based digitization of the intangible cultural heritage.
