Economic development of society is inevitably connected to transitions of economy from one status in another. In the course of transition economic systems unite lines of the previous and new business cases. Such conversions wear both local, and universal character. One and all changes in any economic system lead to change of its structure. Development of economic systems is followed not only by absolute quantitative changes of the indices describing them, but also their relative changes relatively each other. As a result of it in system structural shifts are created. In the modern conditions of high dynamism of conditions of managing the role э controls of structural conversions of economic systems taking into account risk factor raises. The main complexity is that today there was no reliable single system for determination and preventing of risk situations because each type of activity has unique specifics and respectively requires individual approach. In each area the study of risk is based on an object of research of this branch of science and leans both on the general, and on specific approaches and methods. The purpose of operation was detection of an entity of structural shifts in the industry and methods of purposeful impact on them. For its achievement a row of research tasks is solved: the concept of structural changes in the industry is entered; it is shown that priority structural conversion of the modern Russian industry is reindustrialization; classification of structural shifts is offered and the concept "progressive structural shift" is created; the analysis of structural changes in the Russian industry and tendencies of their development is carried out; the mechanism of influence of risks on the pursued structural industrial policy is revealed; sentences on neutralization of risks by creation of standby system are developed. In a research theoretical and empirical methods, in a particular are used: review of literature, logical and systems analysis, methods of collection of empirical data, descriptions and processings of results of a research. As a result of the conducted research recommendations about increase in efficiency of the industrial policy realized in Russia taking into account experience of the People's Republic of China are formulated.

In this article we discuss modern conditions and new approaches to the implementation of industrial policy in the world and in Russia. Having considered a number of Russian cases, we have found such problems of politics as insufficient orientation at new drivers of changes, excessive fragmentation of directions, locality of the achieved results, poor selection of successful practices. In conditions of high technological uncertainty, there is the demand for a search-oriented industrial policy, including the launching of various pilots, regular assessment of effects, termination of ineffective projects. We raise, as an agenda for the future, the issue of transition to a multidimensional policy oriented at a set of structural changes in the economy and the formation of effective management teams for the implementation of relevant initiatives. Besides, we believe the project approach to initiating structural shifts should be combined with institutional changes, increased demonstration effects, improved attractiveness of the national jurisdiction for fast-growing companies and new sectors.

The article is devoted to the study of structural changes in the economy of local urban economic systems of Transcarpathian region in the conditions of deepening of market transformation processes. The main attention is paid to the analysis of structural processes in industrial production and services as priority spheres of management in small towns and urban settlements. The intensity of structural shifts in terms of economic activities is analyzed. An analysis of the dynamics of structural shifts during the analyzed period showed that the most dynamically structural processes occurred in industry, in particular at city-forming industrial enterprises. The activity of small businesses, which today constitute the economic basis of urban settlements, and their impact on urban employment are analyzed.

Subject. This article considers the industry structure of the economy as a system susceptible to rapid quantitative and qualitative changes. Objectives. The article aims to comprehensively study shifts and changes in the sectoral and regional structures of the Russian industry. Methods. For the study, we used the methods of theoretical differentiation and insight of the object, sequential clustering, analytical population, grouping of data on an adjacent basis, and conceptual algorithmization. Results. The article highlights structural changes in the Russian industry, significant disparities in the types of economic activity under study in terms of regions, positive shifts, growth zones, and prospective regions for investment. Positive trends need to be promoted. Conclusions. The Russian industrial policy traditionally gravitates towards a vertical model and the preferential use of budgetary and quasi-budget financing tools. The consequence of this situation is the excessive fragmentation of the policy. Taking into account the variety of cases of the industrial policy implementation in Russia, the success achieved can be considered relatively local.

Subject. This article examines the theoretical and practical aspects of the implementation of industrial policy and the structural transformation of the manufacturing industry in St. Petersburg. Objectives. The article aims to justify the priority of the industry-based approach to industrial policy in St. Petersburg and determine its effectiveness by highlighting the factors of structural transformation of the city's manufacturing industry using the Shift-Share Analysis method. Methods. For the study, I used logical, statistical, and factor analyses. Results. Based on shift-share analysis, the study highlights positive results of industrial policy in the development of certain industries in St. Petersburg, as well as those industries that require further development of urban industrial policy. Conclusions. Despite the fact that the industry of St. Petersburg as a whole has become more stable, problems in the development of mechanical engineering and production of computers, electronic and optical products have not yet been solved.

Purpose To cope with online competitors and new consumer behaviors, retailers need to hybrid digital and physical offerings to implement an omni-channel business model. This constitutes a digital transformation of the traditional business model. However, business cases on how traditional retailers are shifting from multi-channel to omni-channel retailing are lacking. This paper aims to explore the different issues and organizational paths during the transformation of a business model. Design/methodology/approach This study is based on a qualitative multiple case study of five retailers with a global reach currently implementing an omni-channel business model. Findings This research sheds light on three main issues encountered by retailers and the different underlying decisions when moving toward an omni-channel business model. The first relates to revenue attribution across channels, which involves rethinking traditional key performance indicators to give incentives to stores when promoting digital offers. The second issue concerns the supply chain decisions associated with cross-channel operations. The third issue relates to the delicate balance between global reach (digital channel) and local reach (specific store) for communication on social media and marketing decisions on pricing. This study provides empirical evidence about the variety of choices that retailers make to cope with the issues during the implementation of an omni-channel business model. Originality/value This work explores the issues faced by established firms when moving toward a new business model that is the hybridization of two existing business model managed separately. It provides comprehensive and clear illustration of how to manage such a business model transformation process that can be used by both business strategy practice and academic research.

Subject. The article investigates the fishing industry, its goals, targets, development trends, and structural changes. Objectives. The purpose is to develop tools to assess the magnitude and direction of structural changes in the fishing industry of the region and test it, using the Primorsky Krai case. Methods. The study employs methods of aggregation of information and creation of composite indices, expert assessments, and the hierarchy analysis technique. Results. We developed methods for quantitative assessment of the magnitude and directions of structural shifts in the fishing industry of the region. The paper includes the test results of these methods, using the fishing complex of the Primorsky Krai case. Conclusions. The developed methodological approach can be used to create tools for assessing the magnitude and direction of structural shifts in other cross-cutting sectors. Our detailed analysis of structural changes in the fishing industry of the Primorsky Krai shows serious problems in the material and technical base and in the implementation of investment and innovation processes in this area. To solve these problems, it is required to consolidate the resources and efforts of the State and the business, and to develop and implement an active structural policy in the fishing industry of the region.

In modern conditions, ensuring the security of economic systems is interconnected with the categories “sustainability” and “development”. Sustainability of an economic system reflects the reliability and strength of its constituent elements, the efficiency and inviolability of horizontal and vertical links within the system itself. Development is one of economic security components, since the lack of development significantly reduces the ability to resist and adapt to internal and external threats. The security of the national economic system is considered as the ability to survive and develop steadily in the conditions of turbulence and the influence of hard-to-predict factors. The success of economic development is largely determined by significant structural changes based on innovation. Consequently, dynamic innovative development must have an adequate innovative structure. “Innovatization” as an economic category is a process of accumulation, preservation, use and development of the innovative potential of the economic system’s acting entities. The economic theory of economic systems’ innovatization is one of the demanded economic paradigms of our time for most developed and developing countries of the world, including Russia. This is due to the decisive role of innovations in the development of economic systems and, as a result, this is as a source and one of the criterion indicators of economic security. The authors, using the holistic approach and the method of structural-logical decomposition in the study, revealed the content and forms of innovatization in economic development structures as a basis for ensuring economic security.


The logic of understanding the phenomenon of shocks predetermines the need to deepen the understanding of the embeddedness into the mechanism of self-organization of the economic system under the influence of dialectical laws of unity and struggle of opposites and of the transition of quantitative changes to qualitative ones. Shocks are called to mediate the action of the dialectical laws realizing the possibility of systems' further self-movement. If the mechanisms of positive and negative selection failed to promptly “reject” the structural links that destroy the system's integrity, shocks perform this function at the turning points of dialectical laws. All stages of crises following shocks are aimed at restoring the existing structure by destroying unemployed links, restoring the “working” structural ties, and forming new links instead of the destroyed ones. At the end of the crises, hypothetically, the system should restore its integrity.
