The article is devoted to the study of structural changes in the economy of local urban economic systems of Transcarpathian region in the conditions of deepening of market transformation processes. The main attention is paid to the analysis of structural processes in industrial production and services as priority spheres of management in small towns and urban settlements. The intensity of structural shifts in terms of economic activities is analyzed. An analysis of the dynamics of structural shifts during the analyzed period showed that the most dynamically structural processes occurred in industry, in particular at city-forming industrial enterprises. The activity of small businesses, which today constitute the economic basis of urban settlements, and their impact on urban employment are analyzed.

Economic development of society is inevitably connected to transitions of economy from one status in another. In the course of transition economic systems unite lines of the previous and new business cases. Such conversions wear both local, and universal character. One and all changes in any economic system lead to change of its structure. Development of economic systems is followed not only by absolute quantitative changes of the indices describing them, but also their relative changes relatively each other. As a result of it in system structural shifts are created. In the modern conditions of high dynamism of conditions of managing the role э controls of structural conversions of economic systems taking into account risk factor raises. The main complexity is that today there was no reliable single system for determination and preventing of risk situations because each type of activity has unique specifics and respectively requires individual approach. In each area the study of risk is based on an object of research of this branch of science and leans both on the general, and on specific approaches and methods. The purpose of operation was detection of an entity of structural shifts in the industry and methods of purposeful impact on them. For its achievement a row of research tasks is solved: the concept of structural changes in the industry is entered; it is shown that priority structural conversion of the modern Russian industry is reindustrialization; classification of structural shifts is offered and the concept "progressive structural shift" is created; the analysis of structural changes in the Russian industry and tendencies of their development is carried out; the mechanism of influence of risks on the pursued structural industrial policy is revealed; sentences on neutralization of risks by creation of standby system are developed. In a research theoretical and empirical methods, in a particular are used: review of literature, logical and systems analysis, methods of collection of empirical data, descriptions and processings of results of a research. As a result of the conducted research recommendations about increase in efficiency of the industrial policy realized in Russia taking into account experience of the People's Republic of China are formulated.

The purpose of the article is to study the priority areas of stimulating the development of industry in cities in post-conflict areas. Today, the processes of implementing measures to rebuild cities in post-conflict territories are carried out on the basis of the old industrial policy, which negatively affects the industrial and economic potential of the country as a whole. The issues of structural changes in industry remain unresolved and controversial, which determines the need for the formation of new tools, mechanisms, stabilization measures for the implementation of transformational development processes. Therefore, the priority today is the issue of developing directions for harmonization, restructuring, stimulating the strategic development of the industrial sector of the economy of cities in post-conflict territories. The article presents the interpretation of the term "post-conflict territories". The analysis of the industrial sector of Donetsk and Lugansk regions was carried out, on the basis of which the reasons for the fall in the volume of sales of industrial products were identified. The leading enterprises of the industrial sector of the Donetsk and Lugansk regions, which are located on the territory controlled by the Ukrainian government, are presented. The analysis of directions for stimulating the industrial sector of the Ukrainian economy is carried out. The priority directions of stimulating the development of industry in cities located in post-conflict territories have been determined. As a result of the study of priority areas for stimulating the development of industry in cities located in the post-conflict territories of Donetsk and Lugansk regions, it can be concluded that the development strategy should be implemented through the modernization of production, innovative developments, reorientation of the economic and economic activities of industrial enterprises, increasing the investment attractiveness of the region, at the level states - improving legislative and tax management mechanisms, developing general strategies for the development of territories and industrial facilities.

The article provides an economic and statistical review of the structural changes in the economy of the Amur Region from 2004 to 2016. An analysis of regional statistics on the industrial structure of gross value added (GVA) over the period under review allowed the author to identify quantitative parameters identifying economic activities that determine the characteristics of the modern economy of the region, and those that have not been developed.Based on statistical calculations, it was concluded that leading economic activities in the Amur Region are «Transport and Communication», «Mining and quarrying», «Wholesale and retail trade».The primary objective of the study was to determine the degree of intensity of structural shifts in the regional economy and identify the main trends of its development. The «absolute» gains and growth factors of the relative structural components of the GVA for the Amur Region for the period under review were calculated to characterize these structural changes.According to the author, the calculations indicate the absence of a positive transformation in the structure of the regional economy. Thus, the intensive development of the commodity sectors of the economy continues, and the low growth rates of the manufacturing industries are noted. To carry out a summary assessment of structural changes in the regional economy, the author has calculated the linear and quadratic coefficients of the «absolute» structural changes. The results provide an opportunity to more accurately identify critical areas for investment, as well as support those economic activities that will allow the region to maximize its potential benefits.

Studies on the structure of economic systems are, most frequently, carried out by the methods of informational statistics. These methods, often accompanied by a wide range of indicators (Shannon entropy, Balassa coefficient, Herfindahl specialty index, Gini coefficient, Theil index etc.) around which a wide literature has been created over time, have a major disadvantage. Such weakness is related to the imposition of the system condition, therefore the need to know all the components of the system (as absolute values or as weights). This restriction is difficult to accomplish in some situations, and in others, this knowledge may be irrelevant, especially when there is an interest in structural changes only in some of the components of the economic system (either we refer to the typology of economic activities - NACE or of territorial units – NUTS). This article presents a procedure for characterizing the structure of a system and for comparing its evolution over time, in the case of incomplete information, thus eliminating the restriction existent in the classical methods. The proposed methodological alternative uses a parametric distribution, with subunit values for the variable. The application refers to Gross Domestic Product values for five of the 28 European Union countries, with annual values of over 1,000 billion Euros (Germany, Spain, France, Italy and United Kingdom) for the years 2003 and 2015. A form of the Wald sequential test is applied to measure changes in the structure of this group of countries, between the years compared. The results of this application validate the proposed method.

Romanian small towns - urban settlements of less than 20000 inhabitants, having a polarizing function with respect to the socio-economic activities in the deeply rural areas - are considered an interface between rural and urban communities. Determining the identity of small towns is rather difficult, because complex and varied political, social and economic changes occurred in the previous century. Thus, three distinct phases have been established: before 1950 the towns had a rather strong rural character; in 1950-1989 their identity was completely changed under the communist regime; after that, they somehow re gained their initial identity (the one before 1950), or promoted it at higher levels. There is a discrepancy between the present stage and that before 1989: the previous identity was conventional and constrained whereas today it develops in a natural process conditioned only by the town itself and by the choice of its inhabitants.

In modern conditions, innovative activity is a special purposeful systematic set of measures to use innovative potential in order to achieve a new quality in the economic system in the process of ensuring its sustainable development. The implementation of innovative projects by industrial enterprises leads to disturbing influences in the form of innovative structural changes in the implementation of innovative structural units, affects the stability of economic systems and the effectiveness of their innovative activities. The presence of the legal grounds for changing the organizational structure of the enterprise in connection with the implementation of the activities aimed at the development of innovative goods and products is a prerequisite for the introduction of innovative units at an industrial enterprise. It should be noted that the regulatory framework governing innovative activity is quite contradictory and imperfect due to the lack of certain consistency regarding the definition of basic concepts and the existing conflict and inconsistency of legal regulation of relations in the field of innovative activity, so the relevance of its research and analysis is beyond doubt.  Keywords: legal fundamentals, innovative unit, industrial enterprises, sustainable development

The article deals with the socio-geographical processes of the development of urban settlement in a specific region of Ukraine, such as Kyiv Region, where a relatively large, branched and stable urban settlement network has historically been formed. In the process of functioning of this network, cer tain features and disproportions of the structure of the urban network, in par ticular towns and cities of urban type, have been identif ied, which has caused some problems for the further development of urban settlements. Geographical situation (location around the Ukrainian capital) makes significant influence on the development of urban settlements in the Kyiv region. Over the past 27 years there have been significant shif ts due to its dynamism: e.g., two new cities emerged on the basis of urban-type settlements; one city has moved from the middle-size to the small category; two large villages have been moved to the category of urban-type settlements, etc. Multivectoral socio-economic development resulted in significant differences in the urban settlement systems of the Kyiv region and adjacent regions. Taking into account the tendency of urban settlement system development in 2001-2016, as well as peculiarities of the structure of urban and urban-type settlements, the author developed the forecast of the development of urban settlements in the Kyiv region and justified directions for solving their problems. Solving the problems of socio-economic development of urban settlements in the Kyiv region requires a differentiated approach to the study of settlements, depending on their population, functions, geographical location, etc. The problem of activating the socio-economic development of small cities is particularly acute. This problem at the beginning of the XXI century began to be gradually solved in the process of implementing two national programs for small cities, but these programs have not been implemented due to the termination of the state funding. Monofunctional small towns of Kyiv region need special attention. The main directions of their development are: technical and managerial improvement of existing enterprises, construction of new industrial enterprises, operationally interconnected with the existing ones, increase of investments, strengthening of transport and social infrastructure, thus contributing to attractiveness and competitiveness of these cities.

The article presents the results of the analysis of the main parameters of the investment sphere development over the past twelve years. The base year for comparison is pre-crisis 2007. We considered the main trends in the development of investment activity both for the full range of enterprises and organizations, and for large and medium-sized enterprises (without small businesses and the volume of investment that is not observed by direct statistical methods). We concluded that it is advisable to base further research on data collected by Rosstat for large and medium-sized enterprises., We grouped economic activities into 14 homogeneous industry complexes to identify areas of activity in the investment sphere. We carried out the analysis of sources of financing for investment activities in the context of own and attracted funds. The specific section of investments is linked to the investigation by economic sectors since it is the nature of the industry and its functionality that determine its specific structure. As a result of the analysis of the investment sphere, the authors have established the extreme instability of investment dynamics in recent years, identified problem points in the field of investment, the solution of which will contribute to the growth of investment activity in the country.

Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.
