The needs and possibilities of import substitution in the prosthetic and orthopedic industry for prosthetics and orthotics of lower limbs from local and imported component materials were determined. We analyzed the stock list of special equipment, materials, and modules used in the manufacture of prostheses and orthoses of the lower limbs, indicating local and foreign suppliers. The technical characteristics of equipment, materials, and modules of lower limb prostheses that are not manufactured in the Russian Federation were determined. We indicated the stock list, components, equipment, and materials, which production is more reasonable to be organized in Russia instead of using imported products of similar purpose. We carried out operational tests and clinical trials of prosthetic and orthopedic products that were made from new thermoplastic materials. These materials are developed by local manufacturers for the production of a bucket of the prosthesis for lower and upper limbs, orthoses and orthopedic devices, actively correcting braces, stop holders, etc. We indicated the ways of implementing the state policy to eliminate reliance of local prosthetic and orthopedic industry on import. Proposals for the optimization of reference documentation were developed. The role and position of research organizations that solve the problems of import substitution and that focus on the creation of new and improvement of existing technologies of physical medical rehabilitation of patients with muscle-skeleton disorders were defined. We determined the importance of institutions of advanced training for doctors and other specialists who work in prosthetic and orthopedic enterprises and rehabilitation centers.

The article discuses the issues of implementation of the program of laboratory works in the process of distant teaching the subject “Technical protection of information”. The necessity to use special equipment and special research methods in the course of a laboratory workshop in a full-time training is indicated. The actual approaches of organizing a laboratory workshop during distant and mixed learning for a number of typical engineering and technical subjects are analyzed. The use of programs for structural and functional modeling of electronic circuits in laboratory works during distant and mixed learning is rationalized. The article analyzes the functional features that exist in the known programs of circuit simulation, which are important from the point of view of the implementation of circuit modeling in the study of technical protection of information. As an example, the stages of performing the tasks of the laboratory work on the study of the properties of the 220 V mains power filter, suppressing high-frequency interference, are given. The stages of the methodology for interacting with trainees are given when using the Qucs application package with partial replacement of laboratory work with modeling. The problem of the research lies in the contradiction between the need to fulfill the requirements for a specialized laboratory workshop of the subject “Technical protection of information” for a number of technical specialties and objective difficulties or even impossibility of its full implementation in a traditional form during remote and mixed learning. The purpose of the study is to present an argument for implementation of circuit modeling programs to partially replace a laboratory workshop with work with specialized software tools that can be successfully used for training in a remote format with a minimum deployment time. Research methods - analysis of modern approaches to the implementation of laboratory workshop tasks in the world and in Russian and best practices of their application Conclusion: From the standpoint of cross-platform solution of import substitution, reduction of licensing costs, it is of interest to use the open source circuit modeling program Qucs in the teaching process. Some particular results obtained by the authors indicate the possibility of its application to study at least some topics of the subject “Technical information security”

The results of the marketing analysis of the market of special equipment for housing and communal services of Russia are presented. Market trends have been analysed, the sales dynamics of municipal machinery have been characterised and segments of the product portfolio of domestic manufacturers have been identified. The article analyzes the features of the development of two key product segments - the segment of snowplows and snow loaders, as well as the segment of garbage trucks. It is proved that they have a high market potential and objective prerequisites for import substitution, but they need to improve marketing support. The authors proposed and justified a set of measures to improve marketing activities, including development of financial instruments to support customers, expansion of the product line, improvement of distribution strategies, optimisation of call centers and the development of exports using state support tools.

The article examines the state of production capacity of Russian industry. It is shown that in spite of certain positive shifts, the rate of technological modernization in recent years has been insufficient for marked progressive changes in the capacity structure and quality. In contrast to the industrial growth after the crisis of 1998 that took place in the presence of significant reserves of capacity, the current level of idle capacity is much lower. The lack of mass input of modern and high-tech industries objectively limits the possibilities of import substitution and economic growth.

Economic sanctions against Russia form a completely new context for public and private efforts to cope with crisis trends in Russian economy. With limited access to global goods, capital, and technology markets, it can at best minimize costs of the crisis but not come back to the normal growth path. Strategies to find new trade partners and sources of capital outside the group of countries that have introduced economic sanctions against Russia are welcome, but their potential is rather limited. Under these circumstances, crisis management should be centered neither on the alleged ‘Russia’s pivot to the East’ nor on the wide-scale import substitution but on normalization of economic relations with key country partners, regaining currency stability, and structural reforms aimed at moving national economy away from commodity specialization.

The paper analyzes the possibilities of improving the Russian policy of import substitution using the potential of the EAEU. A concrete analysis was carried out for the branches of the agro-industrial complex, where the greatest success was achieved in import substitution. There is a need for smart selective import substitution, the most important direction of which is the export-oriented one. This will improve the competitiveness of Russia and the EAEU as a whole in the global economy and will also promote the deepening of mutual ties of the EAEU countries. The main ways of solving this problem are shown.
