Este artículo retoma el caso del estado de Baja California para discutir sus bases de desarrollo, ganador en términos de integración a América del Norte, y que hasta la fecha no parece haber logrado una reestructuración de su base económica que permita hablar de la existencia de un sistema productivo local, con cierto grado de integración. El problema fundamental de esta situación es que la economía bajacaliforniana ha mantenido un patrón de crecimiento sin tanto desarrollo hacia una competitividad basada en factores otros que su ubicación geográfica y el precio de la mano de obra. La política de desarrollo empresarial basada en clústeres, implementada en el estado a partir de 2002, podría lograr introducir algunos cambios en el sistema regional hacia la articulación de un sistema territorial con una nueva visión de competitividad, si se analiza desde el marco de las propuestas de desarrollo endógeno.   ABSTRACT This article discusses whether Baja California, a northern border Mexican state, has an endogenous local development dynamic, or its achievements in economic growth rest on a weak economic base with a high level of exogenous dependency. Being one of the TLALCAN-winners does not seem to have endowed this region with inner articulation as to find a Local Productive System on which Baja California could ground an endogenous development model. The recent (2002) change in the regional development policy targeting «clusterization» of economic activities could contribute start a new way to talk competitivity in the region.

Abstrak. Desa Trusmi merupakan sentra batik sekaligus kuliner di Kabupaten Cirebon. Banyaknya pemegang usaha di bidang produksi batik mengakibatkan persaingan dagang diwilayah tersebut. Penelitian ini bertujuan untuk menganalisis SWOT (Strength, Weakness, Opportunities, Threats)  di salah satu usaha batik milik H. Edi Baredi atau sering dikenal dengan EB Batik Tradisional melalui inkuri terbimbing. Analisis meliputi profil usaha, aspek produksi, aspek tenaga kerja, aspek pemasaran dan aspek keuangan. Jenis penelitian ini menggunakan pendekatan kualitatif dengan metode deskripstif analisis. Berdasarkan analisis internal dan eksternal analisis SWOT, strategi yang  dilakukan oleh EB Batik Tradisional yaitu menghindari kehilangan penjualan dan profit yang disebabkan banyaknya persaingan dagang di kawasan sentra batik Trusmi dengan munculnya inovasi baru. Penguatan karakter pada produksi batiknya dapat mengatasi pesaingan dagang dan menambah daya tarik pembeli. Kata Kunci: SWOT, Inkuiri Terbimbing, dan Kegiatan Ekonomi Abstract. Trusmi village is a center of batik as well as culinary in Cirebon Regency. A large number of business holders in the field of batik production has resulted in trade competition in the region. This study aims to analyze SWOT (Strength, Weakness, Opportunities, Threats) in one of the batik business owned by H. Edi Baredi or often known as EB Traditional Batik through guided injury. The analysis includes the business profile, production aspects, labor aspects, marketing aspects, and financial aspects. This type of research uses a qualitative approach with descriptive analysis method. Based on internal and external analysis of the SWOT analysis, the strategy carried out by EB Traditional Batik is to avoid losing sales and profits due to the high level of trade competition in the Trusmi batik center area with the emergence of innovations. Strengthening the character of batik production can overcome trade competition and increase the attractiveness of buyers. Keywords: SWOT, Guided Inquiry, and Economic Activities

A monograph “Vegetation and biotopes of the “Narochansky” National Park was published in Minsk, Belarus in 2017, edited by A. V. Pugachevsky (Grummo et al., 2017). It includes the Map of terrestrial vegetation (S. 1 : 60 000) and the Map of biotopes (S. 1 : 60 000). Some small-scale maps such as the Map of changes in forest cover of the “Narochansky” National Park for the period 1985–2016, the Map of forest loss in the “Narochansky” National Park for the period 1985–2016 and a series of inventory and analytical maps on the basin of the Naroch Lake are given. This monograph can be considered as a small regional Atlas with detailed explanatory texts to the maps. It presents the experience on vegetation mapping accumulated in the Laboratory of Geobotany and Vegetation mapping of the Institute of Experimental Botany of the National Academy of Sciences of Belarus. Despite some critical comments, mainly concerning the biotope map, this publication of Belarusian geobotanists deserves an approval. They received the full answers to the questions posed: “What do we protect?” and “What is a current state of the vegetation of the National Park and the main trends of its dynamics? Cartographic design is made at a high level; the maps have both scientific and practical importance in the planning of environmental and economic activities.

The aim of the paper is to analyse the role of rural credit unions (CRs) in the local financial system and their position as potential primary stakeholders in communitytype destinations. These destinations could be considered as networks characterised by relationships to be understood through the network approach and stakeholder theory. In community-type destinations the level of integration of the tourist offer depends on the intensity and structure of relationships, that is, on the coordination among enterprises, public bodies, local communities and destination management organisations, that manage only a part of the resources and participate with distinct roles, capabilities and power. In these destinations the local credit system has a fundamental role, since it funds enterprises and takes part in local development projects. The CRs are cooperative banks that - by statute - foster economic and social development of the territory. The field research conducted in a typical community-type destination in Italy investigated if there exists a link between the role of the CRs and the development of the tourist offer, to test if they are also primary stakeholders for the tourist development of the territory. The research highlights that CRs are primary stakeholders for the development of traditional economic activities and that they have mainly a financing role for the development of the tourist offer. Signals of change in role are perceivable within the network: from financier to partner in the planning of initiatives and support activities of the tourist development. The results suggest a possible re-positioning of local banks in the network for tourist development projects.

Purpose The purpose of this paper is to verify the development of economic activities in rural areas in terms of their public infrastructural equipment. Design/methodology/approach As a case study, the Polish rural areas were selected. A two-stage survey was conducted in 2015. The first stage involved entrepreneurs from rural areas. The second stage of survey was data collection for rural areas regarding economic activity and infrastructural equipment. In total, 121 objects (communes) were selected. The multicriteria analytic hierarchy process (AHP) method was used for the analysis. Findings The results demonstrate that for each kind of business, communication accessibility is the most important criterion. By contrast, environmental awareness and concern for the environment is the least important element for pursuit of the economic activity in rural areas. Research limitations/implications Limitations are connected mainly with the applied AHP method. The number of the comparable elements at the same hierarchy level is limited due to practical purposes. In addition, an assumption of full comparability of elements (criteria and alternatives) in the hierarchy model can be discussed. Furthermore, data quality and availability limit the scope of the empirical work. This study is a major simplification of reality modeling, but it gives practical benefits by simplifying the decision support procedure. Practical implications The findings of this paper contribute to the advancing theory of local development, with public infrastructure being one of its basic elements (factor of production). This paper explores the importance of physical infrastructure for different economic activities, and thus offers theoretical insights in two areas. First, this paper indicates the uneven weight of each infrastructure element for the various business sectors. Second, based on the collected data, this study also contributes to the literature, by using the AHP method to explore the relationships between infrastructural equipment and economic activity in rural areas. As the practical implication for local and regional development policies, this study indicates, that the most important criterion for each kind of economic activity is communication accessibility. This kind of public investment should be undertaken primarily to support entrepreneurship, especially in rural areas. Originality/value The uniqueness of the method lies in assumption about the uneven weights of infrastructure elements and therefore their impact on the process of ranking the objects (rural areas). The weight of individual infrastructure elements will vary depending on the kind of economic activity; therefore, the way of ordering will also be different for each economic activity.

Recession is considered as a major threat to the economy as it slows down economic activities. The property development sector is extremely responsive to these economic conditions. Thus, it is crucial to understand causes, effects and strategies for property developers to survive in a recession without any ill effects. Thus, this research aimed to develop a framework for property developers to identify appropriate survival strategies in recession. A comprehensive literature review was conducted in this research to achieve the above mentioned aim. The results of this study indicated that recession prompts negative impacts on property development sector resulting in unemployment, lower demand, production and revenue, decline in resources and high level of competition. According to the results, the survival strategies were classified into short-term and long-term strategies. The short term strategies include: implementing management tactics, cut down of operating costs, keeping financing lines set up, timely repayment of debts, setting vital new objectives for the future, undertaking shorter time span developments, specialisation in favoured market, renegotiating deals and contracts. The long-term strategies include retrenchment, restructuring, investment and ambidextrous strategies. Similarly, attention should be paid to predict any changes in the economic environment that can influence property development activities and it is necessary to carefully evaluate investment activities to increase sales, profits and market shares of property developers. Preparing for a crisis is doubtlessly the ideal approach as it can facilitate both survival and growth. Thus, the property developers can implement these suggested strategies in their businesses to enhance their practices.

In the strategies of regional development, an increasing importance is given to identifying the possibilities of endogenous development which, besides the exogenous impulses, contributes to an optimal development of local economies. Gorj County is one of the counties which recorded a major economic decline following the restructuring of economic activities. These counties need interventions at the strategic level, in order to identify the development alternatives, based on the capitalization of local resources. Following the analysis of the relation between the enterprise initiative and development, the way in which it has become fundamental for the development of a geographical space was clearly underlined. The analysis of this determination offers a well documented scientific support to the local and central authorities; this support regards the development of the enterprise initiative in territorial profile and, on this basis, it offers concrete solutions, based on decisional chains, which will have as a result the attenuation of the imbalance within the territorial profile. The endogenous development of the territorial systems may contribute to the sustainability of the cohesion process at local, regional and national levels.

Community-led local development is an approach that is increasingly applied in traditional territorial development policy. In this method, management is left in the “hands of local people”, who receive long-term funding, which they distribute according to the needs of the region. The aim of the study is to examine the impact and participation in the development of the territory through CLLD measures. The expert assessment and recommendations of the surveyed LAG leaders and specialists regarding the contribution of the community-led local development approach have been sought. The applied research methods in the present study are theoretical and empirical, incl. analysis, synthesis, comparison, survey, statistical processing. The results of the survey show that the majority of respondents are satisfied with the implementation of CLLD and have clear and concrete proposals for improving the approach in the next programming period. In conclusion it is necessary to note that despite all difficulties, the interest in CLLD on the part of local communities is very high, because the approach provides many opportunities to solve problems related to local development. Bahía San Lucas está localizada en la punta sur de la Península de Baja California, por lo que recibe el oleaje de alta energía del Océano Pacífico. El análisis morfológico y sedimentológico del litoral y del fondo marino de la Bahía San Lucas, a partir del levantamiento batimétrico y del análisis de los parámetros texturales del sedimento permitió conocer la relación que existe entre las geoformas y el comportamiento sedimentológico. La morfología y orientación de las puntas que protegen a la bahía, así como la presencia temporal del abanico-delta El Salto en la porción central de la misma, condicionan los procesos de refracción y difracción del olaje. Así, el litoral de la bahía se puede dividir en dos zonas, en donde los procesos energéticos del oleaje y agente transportante son diferentes entre ellas y determinan la morfología y distribución de sedimentos en el sistema playero. El relieve del fondo marino de la bahía está dominado por la presencia del cañón submarino San Lucas, cuya cabecera se proxima hasta el pie de la playa, en la zona más interna de la bahía. Dicho cañón condiciona el desarrollo de la plataforma, la cual es de sólo 1.5 km de ancho, con profundidad máxima de 50 m. La poca profundidad de la plataforma, que permite que el oleaje interactúe con el fondo, así como la presencia del cañón submarino, condicionan la distribución de sedimentos del fondo marino de la bahía. Morphology and sediments of the beach and shelf of the Bahía San Lucas, Baja California Sur, México Bahía San Lucas is located at the southern tip of the Baja California peninsula, thus it receives high energy waves from the Pacific Ocean. The morphology of the coastline and marine bottom of the bay was interpreted based on a bathymetric survey and beach profiles, while the characteristics of the sediments were obtained through a textural analysis. Both, morphology and sedimentology allowed us to know the relationship between landforms and the sedimentological behavior. The geometry and orientation of the limiting points of the bay and the temporary presence of the fan-delta El Salto in the central portion, control the processes of wave refraction and diffraction. Thus, the coastline of the bay can be divided into two areas, where the wave energy processes and the transporting agent are different from each other and determine the morphology and sediment distribution of the beach. Seafloor topography of the bay is dominated by the presence of the San Lucas submarine canyon, whose head is just at the foot of he beach, in the innermost area of the bay. This canyon controls the development of the peninsular shelf, which is only 1.5 km wide with a maximum depth of 50m. This shallow depth of the shelf, which allows the waves interact with seabed, and the presence of the submarine canyon are the responsible for the distribution of sediments in the seabed of the bay.
