This study aims to test and analyze: 1 Influence of Capital Expenditure Allocation to Economic Growth, 2 Influence of Allocation of Capital Expenditure and Economic Growth to Human Development Index, 3 Influence of Capital Expenditure Allocation, Economic Growth and Human Development Index to Poverty in Districts / Cities in North Maluku Province. The research method used is panel data regression. The results of this research founded that model 1 influence of Capital Expenditure Allocation have significant influence to Economic Growth. Model 2 Capital Expenditure Allocation has a positive but insignificant influence on the Human Development Index even though the increase is not significant while Economic Growth has positive and significant effect on Human Development Index while model 3 allocation of Capital Expenditure has positive and significant influence to Poverty. While Economic Growth has a negative impact on Poverty, Furthermore, Human Development Index (HDI) as an indicator of strengthening of human resources has a negative and significant influence on Poverty level in 9 regencies of North Maluku Province.  Keywords: Allocation of Capital Expenditure, Growth, Human Development Index, Poverty

This study aims to analyze the effect of capital expenditure in the form of regional government budgets to obtain fixed assets, the Human Development Index and Unemployment to the Poverty Level in Gorontalo Province. The data used are secondary data obtained from the Gorontalo Province Central Bureau of Statistics and the Registration Management Information System (Simreg Bappenas) during the period 2010-2015, the unit of analysis is 5 districts 1 city in Gorontalo Province. The research estimate uses panel data multiple regression analysis with the Fixed Model Effect (FEM) method. The results of the study indicate that (i) The amount of capital expenditure allocated by each region in Gorontalo Province shows a positive and significant influence on the Poverty Level in the 2010-2016 period. (ii) The Human Development Index, which is a benchmark for the achievement of an area in three basic things such as life expectancy, education level, and a decent level of life, turned out to have a positive and significant influence on the District / City Kemskinan Level in Gorontalo Province. (iii) Unemployment has a positive but not significant effect on the District / City Poverty Level in Gorontalo Province in the period 2010-2016.Keywords: Capital Expenditures, Development Index, Unemployment, Poverty

This study aims to analyze the effect of capital expenditure and economic growth simultaneously on the Human Development Index (HDI) in districts/cities in North Sumatra. This type of research is a descriptive-quantitative approach that suppresses its analysis of numerical data that is processed by the statistical method. Sources of data in this study were taken from the Central Bureau of Statistics of North Sumatra for the HDI data. The sample in this study is all districts/cities in North Sumatra for the period 2013-2017. The data analysis technique used in this study uses panel data regression with Eviews 7 because, in this study, there are characteristics of cross-section and time-series data simultaneously. The results of this study indicate that capital expenditure partially has a positive and significant effect on the Human Development Index in districts/cities in North Sumatra. Economic growth partially has a positive and significant effect on the HDI in districts/cities in North Sumatra, and capital expenditure and economic growth have a positive and significant effect simultaneously on the Human Development Index in districts/cities in North Sumatra.

ABSTRAK            Menciptakan sumber daya manusia yang berkualitas dibutuhkan berbagai sarana dan prasarana seperti investasi di sektor pendidikan, kesehatan dan infrastruktur. Peran pemerintah dalam implementasi aspek pendidikan dan aspek kesehatan adalah melalui pengeluaran pemerintah. Hubungan pertumbuhan ekonomi dan pembangunan manusia adalah ketika pendapatan atau PDB per kapita rendah akibat pertumbuhan ekonomi yang rendah, menyebabkan pengeluaran rumah tangga untuk peningkatan pembangunan manusia menjadi turun, begitu juga sebaliknya. Tujuan penelitian ini untuk menganalisis pengaruh pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal terhadap indeks pembangunan manusia melalui pertumbuhan ekonomi. Metode analisis data yang digunakan dalam penelitian ini adalah analisis jalur (path analysis) yang merupakan perluasan dari analisis regresi linear berganda. Hasil penelitian sub-struktur 1 menunjukan bahwa pengeluaran pemerintah sektor pendidikan dan belanja modal berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi, sedangkan pengeluaran sektor kesehatan berpengaruh negatif terhadap pertumbuhan ekonomi. Kemudian sub-struktur II menunjukan bahwa pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal berpengaruh positif namun tidak signifikan terhadap IPM, sedangkan pertumbuhan ekonomi berpengaruh positif dan signifikan terhadap IPM. Kemudian nilai koefisien jalur menunjukan bahwa pertumbuhan ekonomi merupakan variabel intervening untuk variabel pengeluaran pemerintah sektor pendidikan dan belanja modal terhadap IPM. Kata Kunci: Pengeluaran Sektor Pendidikan, Pengeluaran Sektor Kesehatan, Belanja Modal, Indeks Pembangunan Manusia ABSTRACTCreating quality human resources needed various means and infrastructure such as investment in the sector of education, health and infrastructure. The role of government in the implementation of education aspects and health aspects is through government spending. The relationship of economic growth and human development is when the income of GDP per capital low due to low economic growth, causing household expenses for the improvement of human development to be down, so is the opposite. The purpose of this research to analyze the influence of the government’s spending of education sector, health sector and capital expenditure againts the human development index through economic growth. The method of data analysis used in this research is the analysis of the path (path analysis) which is the expansion of multiple linear regression analysis. The result of research sub-structure I shows that the government expenditure of education sector and capital expenditure affects positive and significant to economic growth, while the spending of health sector affects negative to economic growth. Then sub-structure II shows that the government’s spending of education sector, health sector and capital expenditure are the positive but insignificant againts HDI, while economic growth affects positive and significant towards HDI. Then the value of the path coefficient shows that economic growth is an intervening variable for the variable government spending on education and capital expenditure on the HDI. Keyword: Education sector spending, health sector spending, capital expenditure, human development index

Purpose- This study aims to determine the factors of economic growth in 34 provinces in Indonesia. The variables used include labor force participation rate, human development index, Poverty Level, unemployment rate, income inequality, and economic growth. Methods- Secondary data from the Central Bureau of Statistics were processed using multiple linear regression. Findings- The study show that only force participation rate and unemployment rate were proven to significantly affect economic growth, while human development index, poverty level, and income inequality were not statistically significant. Implications- This study can provide important information on the factors shaping economic growth as a basis for future decision making. Abstrak Tujuan- Penelitian ini bertujuan untuk mengetahui faktor-faktor pertumbuhan ekonomi di 34 provinsi di Indonesia. Variabel yang digunakan antara lain tingkat partisipasi angkatan kerja, indeks pembangunan manusia, tingkat kemiskinan, tingkat pengangguran, ketimpangan pendapatan, dan pertumbuhan ekonomi. Metode- Data sekunder dari Badan Pusat Statistik diolah dengan menggunakan regresi linier berganda. Temuan- Studi tersebut menunjukkan bahwa hanya tingkat partisipasi angkatan dan tingkat pengangguran yang terbukti secara signifikan mempengaruhi pertumbuhan ekonomi, sedangkan indeks pembangunan manusia, tingkat kemiskinan, dan ketimpangan pendapatan tidak signifikan secara statistik. Implikasi- Studi ini dapat memberikan informasi penting tentang faktor-faktor yang membentuk pertumbuhan ekonomi sebagai dasar pengambilan keputusan di masa depan

One of the objectives of the fiscal policy is to improve public welfare. Still, there are funding constraints to improve welfare in some countries. Therefore, fiscal management to increase welfare must be implemented efficiently and effectively. In this research, to improve welfare, the fiscal policy will be focused on health, education and community empowerment which are the components of the HDI. This research used quantitative method with regression equation to explain the impact of fiscal and social policy, in the form of Recipients of Health Insurance Contribution Assistance (Penerima Bantuan Iuran Jaminan Kesehatan Nasional/ PBI JKN), physical special allocation found (Dana Alokasi Khusus/DAK) for health and education sector, village fund, region’s budget expenditure, locally generated revenue (Pendapatan Asli Daerah/PAD), and poverty level on human development index (HDI) improvement. The locus for this research is all regencies/cities in Indonesia that use panel data. The results of this research were divided into three findings. First, there were research variables with unidirectional results and significant improvement on HDI, which are physical DAK for the health and education sector, village funds, social expenditure, and PAD. Second, there were variables with unidirectional impact but it does not have a significant impact on the HDI improvement (i.e. PBI JKN). Third, there were variables with unidirectional and significant impact, such as personnel expenditure, material expenditure, capital expenditure, and poverty level.

Study are as follows: To analyze the effect of economic growth, poverty level, government expenditure and open unemployment on the Human Development Index (HDI) of the Provincial Provinces in Sumatra for the period 2013-2017. Based on the results of the study that economic growth has a significant effect on the human development index. Poverty level has a significant effect on the human development index. Open unemployment has a significant effect on the human development index. Government expenditure has a significant effect on the Human Development Index. Poverty is one of the goals of the concept of sustainable development. Sustainable Development itself has many indicators such as economic, social, cultural, environment, etc. But in this study, the authors take only a few factors from an economic point of view. Economic growth, open unemployment rate, regional imbalance rate and human development index are some factors that are considered to describe poverty level in East Java Province. This research uses Fixed Effect (FEM) model panel data regression in 38 regencies/cities in East Java Province in 2011-2015. The results of this study indicate that the variables of economic growth and open unemployment variables have no significant effect in describing the level of poverty in East Java. While the variable level of regionalimbalance and variable of HDI have the significant effect on poverty in East Java. Therefore, to achieve sustainable development goals (SDGs), the reduction of poverty in various regions requires a balance of social and economic, not only through the increase of high economic growth but must be accompanied with equitable distribution of income distribution so that the level of regional inequality is smaller and by improving the quality of resources human beings through Human Development Index (HDI) in each region.

The research aims to examine and analyze effects of economic growth, human development index (HDI), population, unemployment, and investment on poverty levels in the North Sumatra Province. The research uses quantitative data type, while the data source is obtained from secondary data in the quarterly form of 2010-2019. The data are analyzed with the model of Autoregressive Distributed Lag (ARDL) analysis. The results of ARDL analysis of economic growth variables and HDI have negative and significant effects on poverty levels in the short term and long term. Unemployment variable has a significant positive effect on poverty levels in the short term however insignificant in the long term and investment variable has an insignificant positive effect on the poverty level in the short and long term. This study aims to analyze the effect of Local Own Income, Balanced Funds, Capital Expenditures and Human Development Index on Economic Growth in Surakarta City 2010-2017.The method of determining the sample used in research is the saturated method. The analytical methodology used in the study was carried out with multiple regression with the SPSS 25 program. The results obtained from the research showed that local revenue, balanced funds and capital expenditures did not partially affect economic growth in the city of Surakarta during the 2010-2017 period. Meanwhile, the Human Development Index has a partial effect on Economic Growth in the City of Surakarta during the 2010-2017 period.

Conclusion of the research results are as follows: (1) Economic Growth, Private Investment Growth (PMA), Labor, and the Growth of Government expenditure jointly direct and significant effect on the Human Development Index (HDI) in West Kutai regency, (2 ) Workforce dominant influence on the Human Development Index (HDI) in West Kutai regency, (3) Economic Growth, Private Investment Growth (PMA), Labor, and Output Growth Government jointly direct and significant effect on the amount of Poor Population in West Kutai regency, (4) Workforce dominant influence on the amount of Poor People in West Kutai regency, (5) Economic Growth, Private Investment Growth (PMA), Labor, and the Growth of Government influence indirectly through the Human Development Index (HDI) of the total poor population in West Kutai.
