In last few decades the significance of sustainable development is recognized by many international and public institutions. Climate changes and more frequent environmental degradation have influenced human awareness that their life and business style can seriously affect the quality of the environment, and therefore the future of the whole humanity. Developed countries have recognized the importance of sustainable development concept, but on the other side, developing countries still lag behind regarding the implementation of the sustainable development concept in all segments of society. Serbia and its neighbors are still at the beginning of implementation of the sustainable development concept, but through specific indicators the implementation of the sustainable development strategy can be successfully measured.

The implementation of a deficit budget policy encourages the government to innovate sources of financing. Among these innovations is the issuance of Sukuk Negara. The role of the Sukuk Negara to be encouraged in order to make a greater contribution to development. On the other side the Government is also faced with realizing the Sustainable Development Goals (SDGs) in 2030. One of the seventeen development goals is to protect marine resources. The challenges of sustainable development on the other hand become an opportunity for the Government to develop financing instruments for the marine sector. This challenge is an opportunity for the issuance of Blue Sukuk. Researchers examined the opportunity for the issuance of Blue Sukuk by using two methods, namely Regulatory Impact Analysis (RIA) and Strength Weakness Opportunity and Threat (SWOT) Analysis. Comparison of benefits and costs in the RIA method resulting in values> 1 means that the issuance of Blue Sukuk is feasible. While the SWOT analysis shows the strength and opportunity are more dominant than other factors. Based on this, the strategy to be implemented is to identify the absorption capacity of domestic and global financial markets to find out the potential of Blue Sukuk investors.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

In this paper the author suggests a methodological toolkit for assessing the sustainability of the investment and construction complex at the meso-level of management. To ensure the sustainable development of the investment and construction complex, it is necessary to maintain the effective industrial structure that ensures the achievement of social effects, assists to preserving the trend of long-term economic growth and contributes to the increase in competitiveness of domestic construction enterprises. The methodological toolkit is based on the methods of the pricing theory and is necessary for the scientific substantiation of the accepted managerial decisions at the level of industrial management, for the formation of the optimal industrial structure, and for the development of effective methods of a tax policy. Practical implementation of methodological developments, conducted through the example of the regional investment and construction complex of the Voronezh region, allowed empirically to confirm the formulated principles of planning and implementing the organizational and economic changes in the management system of the investment and construction complex to ensure its sustainable development.
