Introduction. The aim of this study is to analyze the current state of the Russian Federation gas distribution system, based on statistical material on accidents on gas distribution and gas consumption networks. The problem of ensuring reliable operation and safe operation of systems becomes most urgent in large cities and settlements with multi-stage and branched gas distribution networks, since every year the number of gas pipelines, equipment and fittings that have exhausted their design life increases. The objective of the study is to determine the causes and dynamics of accidents, identify the determining factors, develop an algorithm for quantitative assessment of the risk of emergencies and accidents at the facilities of the gas distribution system. Materials and methods. In the work, proven research methods were used, including analysis and generalization of theory and experience in the field of reliability of gas distribution pipelines, a systematic approach and mathematical modeling were used. Results. The materials on gasification of the territory of the Russian Federation using the methods of system analysis are generalized and systematized. Mechanisms of development of failures in gas distribution and gas consumption networks are considered, data on accidents are analyzed. The review of existing methods of troubleshooting and methods of assessing the state of gas pipelines, gas fittings and gas-using equipment is carried out. Methods for improving the efficiency, reliability and safety of gas distribution systems are proposed. The main results of the study are to summarize and systematize the materials of gas distribution organizations for the gasification of the territory of the Russian Federation using systems analysis methods. Conclusions. The results obtained during the analysis on the state of the accident rate of the structural elements of the gas distribution system can be used to monitor the technical condition of the system, including taking preventive measures to prevent accident incidents.

<b>Local voltage controllers (LVCs) are important components of a modern distribution system for regulating the voltage within permissible limits. This manuscript presents a sensitivity-based three-phase weather-dependent power flow algorithm for distribution networks with LVCs. This Part I presents the theoretical development of the proposed algorithm, which has four distinct characteristics: a) it considers the three-phase unbalanced nature of distribution systems, b) the operating state of LVCs is calculated using sensitivity parameters, which accelerates the convergence speed of the algorithm, c) it considers the precise switching sequence of LVCs based on their reaction time delays, and d) the nonlinear influence of weather variations in the power flow is also taken into consideration. Simulations and validation results presented in Part II indicate that the proposed approach outperforms other existing algorithms with respect to the accuracy and speed of convergence, thus making it a promising power flow tool for accurate distribution system analysis. </b><div><b><br></b></div>

This paper introduces a modified edition of classical Cespedes' load flow method to radial distribution system analysis. In the developed approach, a distribution network is modeled in different complex reference systems and reduced to a set of connected equivalent subnetworks, each without resistance, while graph topology and node voltage solution are preserved. Active power losses are then not dissipated in the modeled subnetworks and active power flows can be obtained as a consequence of radiality. Thus, the proposed method preprocesses a series of variable transformations concomitant to an iterative algorithm using a forward-backward sweep to arrive at the load flow solution. The proposed approach has been tested using literature and actual distribution networks, and efficiency improvements are verified in comparison to Cespedes' load flow method.

The article is devoted to the analysis of amendments to the Constitution of the Russian Federation relating to the protection of national security, including in the field of information. Purpose: to analyze the role and impact of the amendments to the Constitution of the Russian Federation in 2020. These amendments are related to the State regulation at the federal level of information security and the tasks of ensuring the support and preservation of scientific and technological potential and the development of Russia. Methods: the work is based on the methods of dialectics and system analysis of the information and legal sphere, which allow to comprehensively, logically and consistently study the processes of implementation of constitutional and legal norms and the prospects for their development in the legal regulation of information security in order to identify existing patterns and development trends, as well as priority tasks. Results: the study leads to the well-founded conclusion that referring in the Basic Law to the federal authorities the security of the person, society and the State in the use of information technologies and digital data circulation is a constitutional and legal innovation that is fundamental to the development of legal and scientific research in the field of information security as an important component of the national security of the State, as well as for the development of the system of legal regulation in this areas in information law.

В статье объектом исследования являются миграционные процессы и инструменты их регулирования. Предмет исследования связан с тем, что в исследованиях миграционных потоков часто не учитывается сложность и комплексность этих социально-экономических процессов, требующих социологических, исторических, демографических и других подходов к их анализу. Кроме того, исследования осуществляются без учета различий в целевых ориентациях субъектов, вовлеченных в миграционное регулирование, что принципиально, по мнению авторов, для принятия управленческих решений в миграционной сфере. Государство, субъекты Федерации, промышленные компании, ориентированные на привлечение трудовых мигрантов, иностранных работников и жителей территории (автохтонов), имеют различные, в большинстве случаев противоречивые побуждающие миграционные мотивы. Поэтому целью исследования является выработка комплексного, целеориентированного подхода к анализу возможного инструментария миграционного регулирования (миграционной политики) РФ на основе оценки существующей мировой практики. Инструментально-методический аппарат исследования базируется на комплексном подходе, в рамках которого уточнено понятие миграции как объективного фактора, обеспечивающего развитие региональной экономики. Авторы исходят из того, что миграция представляет собой целеориентированный процесс, заключающийся во въезде в страну иностранных граждан, основными мотивами которых являются определенные целевые установки по пребыванию ими на избранной территории, и оказывающий положительное (возможности развития) или негативное (усиление рисков) влияние на условия экономического развития региона. Научная новизна исследования представлена разработкой предложений по совершенствованию инструментов регулирования процессов привлечения иностранных кадров для Тверской области и допускающих их использование в субъектах РФ, исходя из ориентации действий на специализацию и выбранные целевые приоритеты развития территорий. The current stage of development of society and the state is characterized by a change in the role of the migration factor in the socio-economic development of territories. Given the decline in the share of the able-bodied population, a large share of low-skilled labor, and the need to implement national projects aimed at changing the demographic background of the state, which are primarily expressed in stimulating the birth rate growth, the Russian Federation is faced with the task of attracting labor migrants capable of supporting the industrial transformation of the Russian economy. In this regard, migration processes and tools for their regulation are becoming an important object of research. This does not take into account the complexity of socio-economic processes and emerging sociological, historical, demographic and other approaches to the analysis of migration processes, often inconsistent with each other. In addition, studies are carried out without taking into account differences in the target orientations of the subjects involved in migration regulation, which is a necessary element in making managerial decisions in the migration sphere, as the state, constituent entities of the Federation, and industrial companies focused on attracting labor migrants, foreign workers, and residents of the territory (autochthon) have various, in most cases, contradictory motivational migration motives. As a result, a study aimed at finding an integrated, goal-oriented approach to the analysis of possible tools of migration regulation (migration policy) of the Russian Federation based on an assessment of existing world practice seems to be most relevant. The instrumental and methodical apparatus of the study is based on an integrated approach, within which migration is considered as a goal-oriented process that has characteristic components and is influenced by objective and personalized factors that depend on the conditions of the socio-economic situation in the development of the territory, and also combines various methods of scientific knowledge: system analysis, comparative, economic and statistical, grouping, benchmarking, etc. In the course of this study were developed us suggestions to improve the regulation of migration processes in the Russian regions, based on the orientation of the action on the selected specialization and targeted development priorities of the territories.

This article analyzes the causes of accidents on overhead gas pipelines. Special attention is paid to the operating conditions of gas distribution and gas consumption systems. The main measures aimed at reducing the environmental danger of gas supply systems operation have been identified. The main methods of increasing the reliability of gas distribution systems in the design of gas networks are considered. The complex index of reliability of gas distribution systems is used, which allows choosing the optimal version of the gas supply system.

Introduction. To date, members of the Cossack societies that have taken on the obligation to perform public service are involved in ensuring public order, protecting the state border and the environment and other activities. This study is devoted to the policy of the state aimed at transforming the revived Cossacks from their unpredictable social movement into a controlled part of the state structure. Methods and materials. The main sources for preparing the article were documents from the collections of acts of the President and Government of the Russian Federation, collections of the legislation of the Russian Federation, as well as the Order of the Government of the Russian Federation on the problems of the Cossacks and documents on their implementation stored in the State Archives of the Russian Federation. The methodological basis of the study was the principles of historicity, objectivity and system. Analysis. The study analyzes the chronology of events, the search for forms of the Cossack civil service, and interaction with various branches of the government. Results. The study concludes that between 1994 and 1998 the state sought and formalized the legal status of the Cossacks as a state structure bringing it into the state register of Cossack societies in the Russian Federation for state and other service. In addition, a legal framework was created for organizational and economic support of the Cossack societies included in the state register. By 1998, 10 Cossack Host societies, 5 Cossack divisions, 2 Cossack districts and 2 Cossack urban societies (Moscow and Saint Petersburg) had entered the state register.

The article discusses the role of judicial practice in legislative drafting activities, judicial precedent as a source of law, analyzes the problem of revealing legal gaps and contradictions in the current legislation. The author stresses the need for clarification of the term the “right to legislative initiative of the Constitutional Court and the Supreme Court of the Russian Federation on issues within their jurisdiction”, and proposes a mechanism for accounting court practice during consideration of draft laws. The author submits the proposal on the adoption of the Federal Law “On Regulatory Legal Acts in the Russian Federation”, which, in the author’s opinion, will permit to overcome legal conflicts between the law and other regulatory legal acts and will create a solid legal framework for law-making and lawenforcement processes, will contribute to the prevention of infringement of legality in the activities of state bodies, business entities and other organizations, and strengthening the guarantees for realization of citizens’ rights and legitimate interests. Besides, the author proposes to amend the State Duma Regulation by adding the provision that when introducing the draft law to the State Duma, the subject with the right of legislative initiative must submit the materials containing system analysis and judicial practice trends regarding the regulation of the draft law in question.
