Do the Compensatory Effects of Outcome and Procedure on Policy Acceptance Depend on Trust in Authority?

Previous researchers have shown that procedural justice and outcome favorability interact to influence people's beliefs and behaviors. When an outcome is unfavorable, people tend to respond more positively to policies with fair procedures. We conducted 2 studies to explore the influence of trust in authority on process-by-outcome interaction in public administration in China. In each study, there was a different public policy setting, and different designs and participants (i.e., a scenario tested with Chinese university students in Study 1 and a survey conducted with residents of a city in China in Study 2). The convergent results showed that the interaction between procedural justice and outcome favorability was moderated by trust in authority. When the level of trust was high, the interaction effect was significant, and a fair procedure attenuated the negative effect of an unfavorable outcome. However, when there was little trust, the interaction was absent. Theoretical and practical implications are discussed.

Procedural justice interacts with outcome favorability to influence people's beliefs and behaviors. However, different patterns of process–outcome interaction have been observed. In this study, we proposed that cognitive trust in authority and affective trust in authority would determine the pattern of process–outcome interaction in the field of public policy. A scenario designed to assess acceptance of public policy was used to examine our hypotheses. Participants were 373 Chinese undergraduate students. Results showed that cognitive trust moderated the process–outcome interaction, but affective trust did not. When participants had strong cognitive trust in authority, procedural justice reduced the negative effect of an unfavorable outcome (low–low interactive pattern); when participants had little cognitive trust in authority, procedural justice heightened the positive effect of a favorable outcome (high–high interactive pattern). The implications of our findings and possible avenues to explore in future research are discussed.

The present research examined how voice procedures and leader confidence affect participants’ negative emotions and willingness to withdraw. It was predicted that receiving voice would be valued out of instrumental concerns, but only when the enacting leader was high in confidence. Two laboratory experiments indeed showed an interaction between type of voice (pre-decisional vs. post-decisional) and leader’s confidence (low vs. high) on participants’ negative emotions and willingness to withdraw. In particular, post-decision voice only led to more negative responses than did pre-decision voice when the enacting leader was high in confidence. Negative emotions mediated this interaction effect of type of voice on willingness to withdraw. Implications for integrating the leadership and procedural justice literatures are discussed.

Natural disasters can generate millions of tons of debris and waste, which has an impact on the environment and poses direct risks to the health of the population, hence the need to analyze public policy and its consequences following the 2016 earthquake in Ecuador. Several in-depth interviews were conducted with individuals active in public service during the post-earthquake management period, together with fieldwork analysis of debris management and the institutional strategies for its recycling and reuse in three of the most affected cities: Pedernales, Portoviejo, and Manta. The environmental impact was examined, including its taxonomy of inconsistencies within public administration, alongside the processes of decentralization and shared decision-making. Similarly, the links between corporate social responsibility (CSR), public policy, and sustainability were analyzed at both the national and local level for their wider implications and ramifications. The study highlighted the gaps in the management of such a crisis, exposing a lack of ethics and the shortcomings of social (ir-)responsibility in the distorted processes of public welfare in the country, aspects that should rather work in concert to achieve full sustainable development.

Anti-corruption has garnered increasing attention, especially in China, where President Xi launched an influential and far-reaching anti-corruption campaign in late 2012. A better understanding of the effects of anti-corruption efforts on the hotel sector can reveal insights into the development of the Chinese hotel industry. Based on the quarterly data on China’s hotel industry in 49 cities from quarter 2 of 2010 to quarter 4 of 2015, this study investigates how the anti-corruption campaign (measured by anti-corruption inspections and the number of corruption lawsuits) has influenced hotel industry demand in China. Hypotheses are developed from China’s unique cultural environment of guanxi combined with rent-seeking theory and the crowding-out principle. Empirical results confirm a significant and negative effect of the anti-corruption campaign on hotel lodging and food and beverage demand. Several factors, including a city’s administrative position as a provincial capital, hotel class, level of tourism dependence, and local residents’ entertainment expenditure, are found to moderate the effect of the anti-corruption campaign on hotels’ lodging demand significantly. Theoretical and practical implications are discussed in light of these findings.

It is common practice to assign revenue to accomplish specific governmental tasks in general and to provide transport infrastructure in particular. However, neither the literature in public administration nor in public choice has reached a consensus about the effects that earmarking has on efficiency. Building on earlier public choice models, we argue that this mechanism prevents budget debates from occurring and reduces the incentives for ministers to monitor the colleagues whose budgets are financed by earmarked revenues. These latter tend to overuse public resources, thus increasing inefficiency. A stochastic frontier model fed with data from Swiss cantonal ministries of transport from 2000 to 2016 tests this hypothesis. The results reveal a negative effect of earmarking on efficiency. For every 1,000 additional Swiss francs per capita financed out of an earmarked fund, the input requirement increases by 5.4 percent on average.
