Cash waqf is an innovative instrument of waqf aiming to create social welfare. It is expected that cash waqf enables extensive public participation to support social welfare. However, in reality, cash waqf management in Indonesia has not yet resulted optimal benefit. Based on the Law Number 41 of 2004 on Waqf, three institutions carry out cash waqf management. They are the Indonesian Waqf Board as the collector and the developer, Nazhir as the manager, and the Islamic Financial Institution as the collector. The three institutions make the cash waqf management and development ineffective and not optimal. Based on the data from the Indonesian Waqf Board, of the total potential cash waqf IDR180 Trillion, only IDR400 billion was realized. This study is a normative juridical legal study employing descriptive method. The results reveal that the role of the Islamic Financial Institution, Islamic bank, as collector can actually be expanded. Thus, it covers the management and distribution roles like a Waqf Bank in Bangladesh, the Social Islami Bank Ltd. (formerly known as Social Investment Bank Ltd). Islamic bank has capability and professionalism of management and distribution of funds generated from the cash waqf.

Waqf is a unique Islamic economic instruments that bases its function on the elements of virtue (birr), goodness (ihsan) and fraternity (brotherhood). Therefore, in order endowments can be managed productively, it is proper we reconstruct the management of waqf in Indonesia to study and reflect on the country or institution that has been able to manage endowments properly.This article examines the management of waqf of Bangladesh and Malaysia. Focussing assessments on critical thinking and innovative endowments management system, covering Operationalization of the Social Investment Bank Limited in Bangladesh, Operationalization Certificate Endowments Money, Cash Waqf in Malaysia. The systems offered by Bangladesh and Malaysia are the commercial-style systems. Such trends illustrate that the strengthening of the role of endowments in both countries have been reconstruction (an increase towards better), namely (1) from the traditional to the waqf endowments productive, (2) of the goods remains to move goods, in this case the cash endowments, and ( 3) from the beginning that only relies on traditional instruments which is taking a direct benefit from the existing endowment, the endowment development efforts through commercial instruments.If Indonesian muslims are able to carry out that reconstruction on a large scale, it will show the positive implications of the activities of the cash endowments, cash endowments have unique opportunities for the creation of an investment in the fields of religion, education and social services.Keywords; reconstruction, management system, waqf

This study aims to gain a deeper understanding of the existence of the local social organization in conducting community empowerment. The experiment was conducted at Community Empowerment Institution (In Indonesia it is referred to as Lembaga Pemberdayaan Masyarakat/LPM). LPM Cibeunying as one of the local social institution in Bandung regency. Aspects reviewed in the study include the style of leadership, processes, and stages of community empowerment, as well as the LPM network. The research method used is a case study with the descriptive method and qualitative approach. Data collection was conducted against five informants consisting of the Chairman and LPM’s Board members, village officials, and community leaders. The results show that the dominant leadership style is participative, in addition to that, a supportive leadership style and directive leadership style are also used in certain situations. The empowerment process carried out per the stages of the empowerment process is identifying and assessing the potential of the region, problems, and opportunities-chances; arranging a participative activity plan; implementing the activity plan; and monitoring and evaluating the process and results of activities. The social networking of LPM leads to a social network of power in which LPM can influence the behavior of communities and community institutions in utilizing and managing community empowerment programs. From the research, it can be concluded that the model of community empowerment implemented by LPM Cibeunying Village is enabling, empowering, and protecting.

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.

The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

Purpose: This paper examines and reflects the ongoing debate on the social responsibility role of Islamic financial institutions (IFIs) in the light of the literature in the area of third sector and three-sector economic model. Subsequently, it seeks to develop a framework that can be used to conceptualise the potential interaction between the different sectors in the economy in relation to social welfare issues and locate the social responsibility role of IFIs within this framework.    Methodology: The paper uses an integrative analysis of Islamic finance and third sector literature, particularly on the American and European conceptions of the interactions between the three main sectors in the economy, i.e. public, private and ‘third’ sectors. Results: The paper develops a modified circular flow of income and expenditure model as a basis for the integrative framework for social welfare provision within a three-sector economic model. Subsequently, it locates the social responsibility role of IFIs within this framework with the understanding that social welfare burden is a collective responsibility and therefore shared among the various potential welfare providers in the economy.  Implications: The integrative framework of social welfare provision within a three-sector economic model as conceptualised in this paper highlights a multi-institutional approach towards promoting socio-economic justice and society's well-being in an Islamic economy, and hence provides a proper and reasonable context for social responsibility roles expected of IFIs.

This paper aims to describe the role of English Education as the solution of society’s welfare problem in Indonesia. English as an international language has become a compulsory subject in every level of education since last two decades. There are many advantages that can be gained by mastering English well, one of them is able to improve someone’s welfare level. One of the roles of English in increasing the Indonesian society’s welfare is English can be a potential provision in conducting entrepreneurship. In the other hand, it will increase their income. Recently, many electronic games that simulate practical reality in the form of a virtual world, accompanied by loud sounds, various shapes, color pictures, tools and auxiliary techniques, which include in its steps and stages, encourage players to commit crime in a professional manner, and the ability to actually carrying out the crime, or escaping from falling into the reach of the law, is an indication and a sign of victory in the stages of those games, and it does not move from one stage to another until after the crime is completed. The current study aimed to identify the reality of the practice of House of Social Welfare inmates for electronic games, and whether there was a role for electronic games in committing crimes among the study sample, where a sample of 54 inmates of House of Social Welfare in Dammam was selected, in which a personal interview was conducted with the study sample, and the study used the descriptive method. The study reached a number of results, the most important of which are: a positive relationship between playing electronic games and drinking smoke and drugs, and that some electronic games help to stir up sexual instincts, post pictures and disruptive clips, personal speculations and chases with the police, and some electronic games help teach theft, stabbing and drifting cars. The study made a number of recommendations, the most important of which is the need for parents to follow up on their children's games, and the need to tighten control of places for selling electronic games, follow them on the Internet, and raise awareness against their risks.
