The Intergovernmental Panel on Climate Change (IPCC) proceeds on the assumption that scientific consensus is a tool for successful climate communication. While ‘speaking with one voice’ has contributed to the Panel's success in putting climate change on the public and political agenda, the consensus policy is also contested, as our literature analysis (n=106) demonstrates. The arguments identified thereby inform a survey of climate scientists (n=138), who are the ones responsible for realising the policy. The data indicate moderate support for the consensus policy but significantly more in traditional climate sciences than in social sciences, life- and geosciences.

Most of what people think about politics comes from information acquired via exposure to mass media. Media thus serve a vital role in democracy as a fundamental conduit of political information. Scholars study the factors that drive news coverage about political issues, including the rise of discourse on climate change and shifts in media coverage over time. Climate change first received sustained attention in the U.S. press in the late 1980s and early 1990s. As scientific consensus emerged on the issue, interest groups and other actors emerged who accentuated the inherent uncertainty of climate science as a way to cast doubt on the existence of scientific consensus. The politicization of climate science has resulted in uncertainty among the public about its existence, anxiety about the effects of a fundamental transformation of U.S. energy systems, and support for the status quo in terms of the use of traditional energy sources. Media coverage often magnified the voices of contrarian scientists and skeptics because journalistic norms provided equal space to all sides, a semblance of false balance in news coverage that has persisted through the mid 2000s. By this time, the U.S. public had fractured along partisan lines due to rhetoric employed to generate support by elites. Media fragmentation and the rise of partisan news outlets further contributed to polarization, especially given the tendency of individuals to seek political information about climate change from trusted and credible sources. More recently, new media has come to play an increasingly significant role in communicating information on climate change to the public. Ultimately, there is a need for knowledge-based journalism in communicating climate change and energy alternatives to all segments of the U.S. public, but doing this effectively requires engagement with a broader audience in the debate over how best to address climate change. “Honest brokers” must be referenced in the media as they are best equipped to discuss the issue with citizens of different political identities and cultural worldviews. The success of collective efforts to mitigate and adapt to climate change requires not only scientific consensus but the ability to communicate the science in a way that generates greater consensus among the public.

The importance of framing as a concept is reflected by the massive amount of attention it has received from scholars across disciplines. As a communicative process, framing involves making certain considerations salient as a way to simplify or shape the way in which an audience understands a particular problem and its potential solutions. As recently as the early 2000s, social scientists began to examine how strategic frames in a communication affect both individuals’ beliefs about climate change and the actions they are willing to support to mitigate the likely effects. Research on the effects of how strategic frames influence the attitudes, beliefs, and preferences of individuals in this domain primarily builds on insights from framing theory, which explains that an individual’s attitude or preference in any given context depends on the available, accessible, and most applicable (i.e., perceived strongest) considerations. But it is much more than theory: frames related to the effects and potential solutions for climate change have been employed strategically by various actors in an effort to shape public opinion and public policy. Perceptions of scientific consensus on climate change are thought to play an important role in determining support for policy actions. Consequently, strategic actors promote a particular agenda by accentuating the inherent uncertainty of climate science, thus casting doubt on the scientific consensus. This has contributed to partisan polarization on climate change and the rise of protective forms of information processing and reasoning in this domain. Strategic messages and frames that resonate with particular subgroups have no effect, or may even backfire, on other segments of the population. Additionally, as individuals who possess different partisan identities become more knowledgeable and numerate, they become increasingly likely to accept information and messages that bolster their existing group loyalties and to reject communications that challenge those identities. Science communicators are thus presented with a considerable barrier to building consensus among the public for action on climate change. In response, scholars have begun to identify strategies and approaches for addressing audiences with the kinds of messages that are most likely to resonate with individuals possessing a diverse range of values and political identities. Further research must identify ways to overcome partisan motivated reasoning on climate change and the persistent and deleterious effects that have resulted from the politicization of climate science.

AbstractThis chapter analyzes the evolution of the Intergovernmental Panel on Climate Change (IPCC) from a specialist organization of climate scientists into an institution at the nexus of science and politics. We explain how the IPCC became the primary scientific authority for policymakers, the public, and climate activists on the existence, severity, consequences of, and, increasingly, possible solutions to anthropogenic climate change. We assess its influence on policymakers and governments, while examining the various tensions, critiques, and contradictions that the organization and its leaders have had to grapple with across its 32-year history, during which it successfully developed a distinct identity as a trusted provider of comprehensive scientific assessments. Our analysis also focuses on the institutional reforms that helped restore legitimacy to IPCC after ‘climategate’ and other controversies.

Current debates about climate change or vaccine safety provide an alarming illustration of the potential impacts of dissent about scientific claims. False beliefs about evidence and the conclusions that can be drawn from it are commonplace, as is corrosive doubt about the existence of widespread scientific consensus. Deployed aggressively and to political ends, ill-founded dissent can intimidate scientists, stymie research, and lead both the public and policymakers to oppose important policies firmly rooted in science. To criticize dissent is, however, a fraught exercise. Skepticism and fearless debate are key to the scientific process, making it both vital and incredibly difficult to characterize and identify dissent that is problematic in its approach and consequences. Indeed, as de Melo-Martín and Intemann show, the criteria commonly proposed as means of identifying inappropriate dissent are flawed, and the strategies generally recommended to tackle such dissent are not only ineffective but could even make the situation worse. The Fight against Doubt proposes that progress on this front can best be achieved by enhancing the trustworthiness of the scientific community and being more realistic about the limits of science when it comes to policymaking. It shows that a richer understanding is needed of the context in which science operates so as to disarm problematic dissent and those who deploy it in the pursuit of their goals.

The Intergovernmental Panel on Climate Change (IPCC) reports on climate change have served to alert both the public and policymakers about the scope of the predicted changes and the effects they would have on natural and economic systems. The first IPCC report was published in 1990, since which time a further four have been produced. The aim of this study was to conduct a content analysis of the IPCC Summaries for Policymakers in order to determine the degree of certainty associated with the statements they contain. For each of the reports we analyzed all statements containing expressions indicating the corresponding level of confidence. The aggregated results show a shift over time towards higher certainty levels, implying a “Call to action” (from 32.8% of statements in IPCC2 to 70.2% in IPCC5). With regard to the international agreements drawn up to tackle climate change, the growing level of confidence expressed in the IPCC Summaries for Policymakers reports might have been a relevant factor in the history of decision making.

Many of these articles have been edited or updated from articles I wrote forthe Rutland Herald, sometimes with different titles and pictures.They blend science and opinion with a systems perspective, and encourage the reader to explorealternative and hopeful paths for their families and society. They are written so that a scientist willperceive them as accurate (although simplified); while the public can relate their tangible experience ofweather and climate to the much less tangible issues of climate change, energy policy and strategies forliving sustainably with the earth system.The politically motivated attacks on climate science by the current president have sharpened my politicalcommentary this year; since climate change denial may bring immense suffering to our children and lifeon Earth.I believe that earth scientists have a responsibility to communicate clearly and directly to the public1 –aswe all share responsibility for the future of the Earth. We must deepen our collective understanding, sowe can make a collective decision to build a resilient future.

Abstract. Humanity's situation with respect to climate change is sometimes compared to that of a frog in a slowly boiling pot of water, meaning that change will happen too gradually for us to appreciate the likelihood of catastrophe and act before it is too late. I argue that the scientific community is not yet telling the boiling frog what he needs to know. I use a review of the figures included in two reports of the Intergovernmental Panel on Climate Change to show that much of the climate science communicated to policymakers is presented in the form of projections of what is most likely to occur, as a function of time (equivalent to the following statement: in 5 min time, the water you are sitting in will be 2 ∘C warmer). I argue from first principles that a more appropriate means of assessing and communicating the risks of climate change would be to produce assessments of the likelihood of crossing non-arbitrary thresholds of impact, as a function of time (equivalent to the following statement: the probability of you being boiled to death will be 1 % in 5 min time, rising to 100 % in 20 min time if you do not jump out of the pot). This would be consistent with approaches to risk assessment in fields such as insurance, engineering, and health and safety. Importantly, it would ensure that decision makers are informed of the biggest risks and hence of the strongest reasons to act. I suggest ways in which the science community could contribute to promoting this approach, taking into account its inherent need for cross-disciplinary research and for engagement with decision makers before the research is conducted instead of afterwards.

The relationship between scientific experts and news media producers around issues of climate change has been a complicated and often contentious one, as the slow-moving and complex story has frequently challenged, and clashed with, journalistic norms of newsworthiness, speed, and narrative compression. Even as climate scientists have become more concerned by their evidence-based findings involving projected risks, doubts and confusion over communications addressing those risks have increased. Scientists increasingly have been called upon to speak more clearly and forcefully to the public through news media about evidence and risks—and to do so in the face of rapidly changing news media norms that only complicate those communications. Professional science and environment journalists—whose ranks have been thinned steadily by media industry financial pressures—have meanwhile come under more scrutiny in terms of their understanding; accuracy; and, at times, perceived bias. A number of important organizations have recognized the need to educate and empower a broad range of scientists and journalists to be more effective at communicating about the complexities of climate science and about the societal and economic impacts of a warming climate. For example, organizations such as Climate Communication have been launched to support scientists in their dealings with media, while the United Nations Intergovernmental Panel on Climate Change itself has continued to focus on the communication of climate science. The Earth Journalism Network, Society of Environmental Journalists, Poynter Institute, and the International Center for Journalists have worked to build media capacity globally to cover climate change stories. Efforts at Stanford University, the University of Oxford, Massachusetts Institute of Technology, Harvard University, and the University of Rhode Island sponsor programming and fellowships that in part help bolster journalism in this area. Through face-to-face workshops and online efforts, The Yale Project on Climate Change Communication has sought to link the media and science communities. Meanwhile, powerful, widely read sites and blogs such as “Dot Earth,” hosted by the New York Times, Climate Central, Real Climate, The Conversation, and Climate Progress have fostered professional dialogue, greater awareness of science, and called attention to reporting and communications issues. Journalists and scientists have had ongoing conversations as part of the regular publication and reporting processes, and professional conferences and events bring the two communities together. Issues that continue to animate these discussions include conveying the degree to which climate science can be said to be “settled” and how to address uncertainty. Through some of these capacity-building efforts, news media have become increasingly aware of audience dynamics including how citizens respond to pessimistic reports, or “doom and gloom,” versus solutions-oriented reports. Professional dialogue has also revolved around the ethical dimensions of conveying a story at the level of global importance. Still, with issues of climate change communication on display for more than two decades now, certain tensions and dynamics persist. Notably, journalists seek clarity from scientists, while climate change experts and advocates for and against taking climate action often continue to demand that journalists resist the temptation to oversimplify or hype the latest empirical findings, while at the same time urging that journalists do not underestimate potential climate risks.

Addressing climate change requires attention to a variety of communication contexts. While attention has been paid to top-down approaches aimed at individual-level behavior and the beliefs of the public at large, organizations in both the for-profit and nonprofit sectors are increasingly recognized as integral players in solving the climate change challenges that we face today. For instance, the Intergovernmental Panel on Climate Change (IPCC) characterize the commercial sector as having the highest potential to reduce emissions by 2020, suggesting that meaningful actions aimed at climate change mitigation must come from within organizations. However, the diverse nature of organizational communication poses challenges toward effective climate change communication. On the one hand, climate change communication can occur within organizations, where members’ individual behaviors and beliefs can have a significant impact on an organization’s energy consumption. On the other hand, organizations can communicate environmental issues directly to stakeholders and the public at large—though communication can be complicated by the fact that some organizations benefit from instilling doubt in the science of climate change. The complex nature of organizational-based climate change communication allows members of the for-profit and nonprofit sectors to play an important role in cultivating divergent views of climate change. Future research can help promulgate climate change-related awareness and action within organizational contexts.

Following the release of the Intergovernmental Panel on Climate Change (IPCC) 1.5 °C Special Report in October 2018, there has been a surge in public concern about climate change and demands for greater government action. We analyse the discourse of Members of Parliament (MPs) on climate change on Twitter to examine the extent to which these recent public climate-related events have influenced political agenda-setting. We argue that these events have had two, linked, effects: increased political discourse on climate change, and an increasing use of ‘urgent’ climate language. However, the language style used between political parties differs. Additionally, while the youth strikes and Greta Thunberg, who initiated these strikes, appear to have the greatest influence on MPs’ discourse, the overall relative impact is low, with responses predominately from left- and centrist-political parties. This indicates a clear difference between parties. However, Twitter may not be a suitable platform for investigating Conservative discourse. Further work to explore agenda-setting on Conservative policymaking is required.
