The present lecture provides evidence on the spread of HIV infection in the Russian Federation. Epidemiological situation in maritime regions is described. Some of regions are leaders by HIV spread. To treat and prevent HIV in this group of people, a special branch represented by territorial HIV centers that organize all necessary measures to carry out voluntary examination in different groups of people was created. Common factors of HIV progression and ways of suppression of viral replication are presented. HIV is considered as chronic medicamentally manageable disease with long course. Antiretroviral therapy (ART) is used to treat HIV infection at the present time. HIV medications are designed to affect HIV at the molecular biological level. Current medications are incapable to eliminate genetic material of virus integrated in DNA of human target cells, so, active viral replication in human body and disease progression will go back up again as soon as a patient stops taking ART medications. In the Armed Forces of the Russian Federation, HIV ranks fourth out of the other diseases. At the same time, there is a growing number of primary disease incidence in 2018 in comparison with earlier periods.

HIV infection is a major threat to national security of the Russian Federation. Unfavorable epidemiological situation of HIV infection and drug addiction in Russia leads to a significant increase in the number of conscripts, recognized unfitfor military service on health grounds in connection with this disease. The quantitative and structural indices of detection of HIV infection in people at the stage of recruitment and during the period of their service in the Armed Forces of the Russian Federation in the dynamics have been analyzed. The most detection rate of HIV infection in soldiers in the regions of the Russian Federation with high prevalence of HIV = disease has been established. With aim to prevent the carrying and further spread of HIV infection in the Armed Forces of the Russian Federation the performance of the mandatory medical examination ofpersons qualifying for induction has been suggested.

More than 1,7 million people, 770 thousand people from HIV infection, died from tuberculosis worldwide in 2018. In accordance with the United Nations Sustainable Development Goals and the World Health Organization’s strategy to fight tuberculosis, all countries need to reduce the incidence of tuberculosis by 80% and reduce the death rate from tuberculosis by 90% by 2030. According to the Joint United Nations programme on HIV/AIDS (UNAIDS) goals of «90–90–90», countries should achieve the following indicators by 2020: «90% of people living with HIV infection should know their HIV status; 90% of those who know about their HIV infection should receive treatment, and 90% of those who are being treated should not have their viral load determined». Socially significant diseases are a serious problem for the Russian Federation (RF). The RF is one of 30 countries with a high incidence of tuberculosis and ranks 3rd place in multidrug-resistant tuberculosis and 6th place in the prevalence of HIV infection. Socially significant diseases present a serious problem for the Armed Forces of the RF. 150 new cases of tuberculosis, over 50 cases of HIV infection are diagnosed every year among military personnel of the RF Armed Forces.The purpose of the study is to analyze the current epidemiological situation of tuberculosis and HIV infection in the armed forces of the Russian Federation and foreign armies, to generalize domestic and foreign experience in the organization of medical care for military personnel with these diseases.Data from reports of the medical service and a review of domestic Russian and foreign medical literature allowed us to assess TB and HIV sickness rate among military personnel in the RF and foreign states, as well as to characterize the current system of medical care for this category of patients.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The article is devoted to the analysis of judicial practice as the basis of law-making activity in the Russian Federation, on the basis of which it is possible to create a precedent. Case law in Russia is Advisory in nature and is not mandatory for law enforcement practice. Courts use the signs of case law in their decisions in the reasoned part. Signs of case law is a ruling of the constitutional court of the Russian Federation and regulations of the armed forces of the Russian Federation.

In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.

Introduction: In the context of a decreasing size of the working-age population, monitoring of the health status and disease incidence in this cohort shall be one of the most important tasks of public and occupational health professionals. Health risk management for the working population in the Russian Federation requires complete and reliable data on its morbidity, especially in view of the fact that its average age demonstrates a stable growth. It is, therefore, crucial to have precise and consistent information about the morbidity of the working-age population. Objective: The study aimed to assess incidence rates of diseases with temporary incapacity for work in the constituent entities of the Ural Federal District of the Russian Federation. Materials and methods: We reviewed data on disease incidence rates published by the Federal State Statistics Service in the Common Interdepartmental System of Statistical Information, Section 15.12, Causes of Temporary Disability, and Section 2.9.I.4, Federal Project for Public Health Promotion. The constituent entities under study were ranked according to the number of cases and days of temporary incapacity per 100 workers and E.L. Notkin scale was used to determine grade the incidence. The statistical analysis was performed using STATISTICA 10 software. Long-term average values of certain indicators, median values, standard deviation (σ) and coefficients of variation were estimated. The difference in the indices was assessed using the Mann-Whitney test. Results: Compared to 2010, incidence rates of diseases with temporary incapacity for work in the constituent entities of the Ural Federal District in 2019 demonstrated a significant decline. The sharp drop was observed in 2015. We also established that the Common Interdepartmental System of Statistical Information contains contradictory information on disease incidence. Conclusion: It is expedient to consider the issue of revising guidelines for organization of federal statistical monitoring of morbidity with temporary incapacity for work and to include this indicator in the system of public health monitoring.

The article raises the issue of state sovereignty in a federal state and reveals its legal nature. The authors draw attention to the diversity of approaches to the concept and essence of sovereignty, reveal its correlation with related categories, describe the concepts of unity and divisibility of state sovereignty. The paper proves that sovereignty is not a quantitative, but a qualitative characteristic of a state, which is either present or not. The authors substantiate the exclusive possession of state sovereignty by the Russian Federation. Based on the analysis of the doctrinal, regulatory sources and the practice of the Constitutional Court of the Russian Federation, the authors show that the Russian constitutional model explicitly outlines the principle of solid and indivisible state sovereignty spreading throughout the whole territory of the Russian Federation. Recognition of the principle of state sovereignty of Russia presupposes a clear definition of the scope of rights that the Federation should possess in order for its sovereignty to be ensured. The article examines the main features of the state sovereignty of Russia enshrined in the Constitution of the Russian Federation, among which are the supremacy of federal law over the law of the subjects of the Federation, the inviolability of borders and territorial integrity, the unity of the economic space, fiscal, banking and monetary systems, common army (Armed Forces), the right of the state to protect its sovereignty and rights of citizens. Despite the unequivocal decision on the integrity of state sovereignty of the Russian Federation expressed the Constitution of the Russian Federation and by the Constitutional Court of the Russian Federation, this fundamental principle is not completely ensured since the idea of the sovereignty of the republics as components of Russia continues to retain its potential threat to Russian federalism, taking into account the provisions of Art. 73 of the Constitution of the Russian Federation that provide for the full state power of the constituent entities of the Russian Federation
