This article addresses the mediatization of the European public sphere(s) and the issues it creates for the implementation of EU-wide public outreach efforts. As applied to the EU context, the concept of mediatization is understood as a relationship between the media and political institutions that causes societal transformation. In this sense, the public sphere is seen as a mediating infrastructure of debates of political legitimacy. In the context of mediatized politics, European public opinion is fragmented and bound to national public spheres. EU public outreach efforts are increasingly filtered and shaped by the media of its member countries. Due to multiple implementation issues, the EU has not been able to offer its members an attractive and unifying identity narrative promoting European values. This article offers some conceptual solutions to the problem.

This epilogue comments on the changes within the Polish American community and the Polish-language press during the most recent decades, including the impact of the Internet and social media on the practice of letter-writing. It also poses questions about the legacy and memory of Paryski in Toledo, Ohio, and in Polonia scholarship. Paryski's life and career were based on his intelligence, determination, and energy. He believed that Poles in the United States, as in Poland, must benefit from education, and that education was not necessarily the same as formal schooling. Anybody could embark on the path to self-improvement if they read and wrote. Long before the Internet changed the way we communicate, Paryski and other ethnic editors effectively adopted and practiced the concept of debate within the public sphere in the media. Ameryka-Echo's “Corner for Everybody” was an embodiment of this concept and allowed all to express themselves in their own language and to write what was on their minds.

Taking into account the European public sphere and the EU democratic deficit theories, and utilizing the European elections as an evidence, this article demonstrates that despite appearances the European public sphere is showing signs of Europeanization. In the last European electoral campaign, the electorate has gained a more direct voice in the selection of the President of the European Commission. For the first time, EP parties (or party groups) have selected candidates for this position, hence structuring the electoral campaign and giving visibility to such candidates, as suggested by the European Parliament resolution document issued on 4 July 2013. Through political communication approaches, the article explores the impact these guidelines had in the domestic electoral strategies. It does so drawing on a comparative perspective approach. Descriptive content analysis tools are utilized to examine the online edition of articles related to the European election campaign in five European newspapers: The Guardian, Le Monde, El Pais, La Stampa, and Süddeutche Zeitung. The research focused on (i) coverage of European campaign, (ii) main issues and topics of the electoral debate, (iii) visibility of European and national leaders, and (iv) impact of Eurosceptic perspective in the European election debate. Special attention is given to comparing the different journalistic approaches about gender balance and Euroscepticism. The results of this comparative analysis show a strengthening of the Europeanization of the public sphere.

Democratically legitimized European integration calls for developments in culture and society—which arise naturally in the scope of on-going political, economic and institutional European Union (EU) integration—to be publically debated so they may be politically processed. The space where this happens is the public sphere, or, in the context of the EU, the European public sphere. The latter complements national public spheres. Successful integration among EU Member States is made possible by adhering to a common set of values at the same time as respecting the national identities of the Member States and fostering cultural diversity. By way of Union citizenship rights, individuals are able to make use of and actively promote the Europeanization of societies and cultures. Yet citizens are affected by Europeanization to differing degrees, with only a minority of citizens actively partaking in transnational exchange. In order to account for European integration democratically, the EU treaties hold provisions allowing for a close institutional interdependence of national and European democracy.

Explanations of protest policing have neglected the "spotlight of the media." Based on data on repression and its media coverage in four Swiss cities from 1965 to 1994, our findings suggest that the mass media do have an impact on levels and forms of repression, along with political opportunity dimensions and levels of disruption. We identify two mechanisms. First, we show that the symbolic battles waged by protest groups and their outcomes affect the level of repression these groups face. More specifically, depending on whether the civil-rights or the law-and-order scenario wins in the public sphere, the police adopt different postures when facing disorders. Second, the police are also shown to be vulnerable to an increase of media attention during a protest campaign. When protest becomes a blind spot in the public sphere, repression increases.

This commentary responds to an article by Melissa Grant, Lucy Vernall and Kirsty Hill in Research for All (Grant et al. , 2018) that assessed the impact of broadcast programming through quantitative and qualitative evidence. In that piece, the authors attended exclusively to the uptake by, and attitudes of, end users. But viewer or social media statistics can paint a patchy picture, and feedback groups recreate an unusually attentive mode of reception. This commentary argues for an alternative or complementary emphasis on the participation of academics in producing broadcast programming for the purposes of writing REF impact templates. In highlighting the process of programme-making rather than the reception of a completed output, the commentary seeks to 'read' academic impact on the media in a more dynamic way, and speaks to the sometimes substantial and substantive involvement of academics prior to a programme's broadcast and its ultimate effects in the public sphere. Indeed, a focus on the 'front-loaded' impact by academics in the media, and on their longer-term institutional ripple effects, offers evidence that is more easily captured than establishing the attitudes of audiences. The latter are notoriously difficult to determine and, as Grant et al .'s (2018) data show, do not always do justice to the importance of media work as part of impactful academic activity.

This paper deals with the growing populism movement in Europe. This movement is critical of the European Union and its certain economic and immigration policies. The studies dominant in the field look at different communicative aspects of these phenomena. They point at styles and rhetoric related to populism and failures of the pro-EU forces to communicate effectively why these policies are right and populist citizens are wrong.This paper argues that the problem is not in successes or failures of communication per se, but in shutting out many European citizens from the debate in the public sphere. Not finding reflections of the concerns in the media and policies, and having fewer options to relay their messages to elites perceived to be in power in the EU, these citizens become ‘populist citizens’, and they start voting for populist parties in growing numbers.The article concludes that studies of a communicative aspect of populism need not only discuss mediation, but the policies related to this mediation. Policies may be successful only when people accept them after a free debate. That is what was in the heart of the communicative acts in European history.

<p>The economic crisis of the European Union has rendered the European public sphere as a forever emerging concept marked by uncertainties regarding its structure. In this context, eyes of both European officials and citizens turn towards the media, the main communication link between the EU and its citizens. The present paper looks at a media product that is designed to permeate multiple national public spheres, the weekly news show <em>European Journal</em>, a half-hour TV program produced by Deutsche Welle and rebroadcast by partner TV channels throughout Europe. Considering the main characteristics of the European public sphere as identified in the literature, with a focus on <em>horizontal Europeanization, </em>and using the method of content analysis, this paper looks at the means employed by the European Journal to support the integration process and to add a European dimension to national public sphere. Findings suggest that the type of public sphere promoted by the <em>European Journal </em>is not centered around the EU as a distinct entity, but around the member states, approach which supports the idea of a <em>horizontal Europeanization</em>.</p>

This paper seeks to shed light on astroturf lobbying, a strategy that recently invaded the European public. Its purpose is to simulate citizen support for a specific issue whilst keeping its identity secret. The public sphere is envisaged as a constellation of issues around which gravitate interest groups that try to influence the debate, and doing so by carefully frame their messages. In the case of the shale gas debate in the EU, the question that emerged is to see whether astroturf groups convey the economic frames used by the oil and gas companies they represent, or if they mobilised environmental frames such as shale gas opponents. Results show that the astroturf group mostly emphasized the safety of hydraulic fracturing and tried to counter the environmental frames of competing NGOs.

<p>This paper addresses the implications of the media in two major processes at the EU level – the process of Europeanization and the process of building a European identity. So, it analyses European subjects, by focusing on the visibility and the media framing of these subjects during the 2014 EU Parliament elections. Recent theoretical studies in the domain show that media could be one of the actors that might be responsible for influencing the Europeanization process – either in the sense of enabling the emergence and functioning of a European public sphere or in the sense of even preventing its birth. Thus, our empirical research aims at investigating the degree of Europeanization of the Romanian media discourse in order to reveal the current situation regarding the public sphere in Romania today. Since the content analysis indicates a low degree of visibility of the European issues and rather low levels of issue-specific frames that might sustain the development of a mature European identity, we can conclude that media still have to struggle to accomplish the transition from the national level to the European(ized) one.</p>
