The outbreak of the covid-19 pandemic represented a major shock. In their effort to adapt their responses to the crisis to their own conditions of survival, governments have tended to resort to arguments that limit accountability to the population. Despite the privileged place they are presumed to have within contemporary societies, experts have been displaced from the decision-making processes of governments and delegitimized by the anti-intellectual drift favored by the way in which arguments are presented and debated in social media. At the same time, despite being perceived as capable of offering inside-out evaluations of specific phenomena and therefore capable of distinguishing between truths and big lies (and anything in-between), the role of public intellectuals seems to have been limited. The article analyses the responses of great power governments and regional powers in terms of the discursive practices deployed in the context of the covid-19 crisis, and the capacity of the aforementioned non-institutional actors to confront these discourses. As editors-in-chief, policymakers have felt passionate about war metaphors that have allowed them to deconstruct and make complex subjects accessible, and as such, to ensure a sufficient level of attention and public approval so that the fight against the enemy could begin. In addition, they have prompted the implementation of emergency measures that, in a context of geopolitical confrontation, have allowed them to evade individual responsibilities. Rather than using their knowledge to provide constructive examination of complex issues and make them accessible, so the ones who listen to them can hopefully understand the impact of specific policy preferences and minimize their own losses in the increasingly competitive environment, experts and intellectuals have seen their room for maneuver to influence policy formulations severely limited.

Objective: This research aims to explain the impact of social media on the migration decision-making process of Indonesian student migrants in University of Groningen who used a social media account. In detail, this research will consider the role of social media in the migration decision-making process of students who emigrated from Indonesia and how they uses social media in the context of the migration decision-making process. Methods: The data collected included qualitative data from in-depth interviews and supported by study literatures. An interview guide was formulated to facilitate the indepth interviews and generate a better understanding of migration behavior. Expectation: Social media help Indonesian student migrants on migration decision making process and they use social media for searching information about destination area. Result: Student migrant in University of Groningen use their social media to gain information before they choose that university for study. They use Facebook to making contact with their friends and collagues in the destination country. Student group on Facebook help Indonesian student to get information about school and daily life.

The limited reach of management research results in missed opportunities to support the decision-making processes of business professionals and policy makers. To strengthen the impact of management research and overcome barriers posed by text-heavy representation, we advocate for the use of creative mediums (e.g., collage, film, poetry) to showcase the product of an inquiry, either alone or as a supplement to traditional reporting. We provide a rationale for how these mediums trigger interest, foster a multisensory experience, convey complex meaning, and spark contemporary, inclusive dialogues. Each of the four rationales is discussed by showing an example of previous use, and explaining how the respective barrier to research representation is overcome. We finally offer recommendations for how management researchers can employ creative mediums to enhance the fertility of their work.

Foreign policy analysis (FPA) deals with the decision-making processes involved in foreign policy-making. As a field of study, FPA overlaps international relations (IR) theory and comparative politics. Studies that take into account either sex, women, or gender contribute to the development of knowledge on and about women in IR, which is in itself one of the goals of feminist scholarship. There are two main spheres of feminist inquiries when it comes to foreign policy: the role of women as sexed power holders involved in decision-making processes and power-sharing in the realm of foreign policy-making, and the role of gendered norms in the conduct and adoption of foreign policies. Many observers insist that feminism and foreign policy are linked only by a marriage of convenience, designed to either acknowledge the political accomplishments of women in the sphere of foreign policy such as Margaret Thatcher and Indira Ghandi, or bring attention to so-called “women’s issues,” such as reproduction rights and population control. Scholarship on women and/or gender in relation to foreign policy covers a wide range of themes, such as the role of women as political actors in decision-making processes and organizational structures; women’s human rights and gender mainstreaming; the impact of various foreign policies on women’s lives; and the concept of human security and the idea of women’s rights as a valid foreign policy objective. Three paradigms that have been explored as part of the study of women in comparative politics and IR are behavioralism, functionalism, and rational choice theory.

Purpose Social media influencers (SMIs) have become an important source of influence that affects consumer behaviours in their decision-making processes. As such, this justifies scholarly attention in understanding how SMIs transfer their meanings to endorsed brands and drive consumers’ positive behavioural intentions. With the intention to fill this knowledge gap, this paper aims to examine the impact of SMIs’ credibility, as manifested by trustworthiness, attractiveness and expertise, along with the moderating effects of materialism, on followers’ purchase intention. Design/methodology/approach Self-administrated online surveys were used to collect data from Instagram users. A total of 191 usable data were collected and analysed using partial least square structural equation modelling. Findings The results show that SMIs’ trustworthiness and expertise are significant predictors of followers’ purchase intention. Moreover, the moderating effect of materialism on the relationship between attractiveness and purchase intention is significant. Notably, the influence of attractiveness on purchase intention is greater when materialism is high. Originality/value This research contributes to the SMI literature by examining the influence of SMIs’ trustworthiness, attractiveness and expertise, along with the moderating effect of materialism, on followers’ purchase intention.

The European Union’s overarching policy towards the Arctic is an umbrella policy of complementary and coordination nature composed of internal, external and foreign policy elements. This article examines the policy framework from the perspective of ‘coherence’. What could a coherent and integrated EU Arctic policy entail – as called for by the Council and the European Parliament? I problematise the notion of coherence and offer an understanding of coherence deemed workable in the context of a regionfocused policy-making. Different dimensions of coherence are discussed: internal (lack of contradictory objectives), institutional (coherence between EU institutions), vertical (between the EU and its member states) and external (interaction with other Arctic actors). A number of interrelated contradictions or dichotomies are identified with focus on: Circumpolar versus European Arctic, maritime and terrestrial, internal and external, environmental and developmental goals. There is also a tension between the eagerness to adjust to narratives prevalent in the Arctic – owing to the anxiety of Arctic actors regarding the EU’S presence – and the need to respond to internal voices and retain EU values. While coherence as an ideal goal is a necessary principle of policymaking, its practical application may be counterproductive to a cross-cutting policy field, unless the meaning of ‘coherence’ is specified. I argue that the umbrella Arctic policy should be characterised by procedural rather than outcome coherence. That includes developing and maintaining durable mechanisms for dialogue with Arctic partners, management of the impact of EU policies, ongoing identification of gaps, effective internal coordination frameworks, and modes of continued involvement in Arctic governance structures. The Arctic policy could provide input into general EU decision-making processes, especially if inconsistencies are revealed. Institutional setting with a less dominant role of services focused on maritime and external aspects should be considered.

Purpose This paper aims to address the discussion on the credit disbursement of US$28.6bn from Brazilian National Economic and Social Development Bank (BNDES) to Brazilian state governments during the period from 2009 to 2014. They try to identify the main drivers of the credit allocation in both cross state and time. Design/methodology/approach The authors use a dynamic balanced panel to estimate the role of technical and socioeconomic variables. Findings The results suggest that the states’ need for financing via BNDES exhibits neither inertial nor explosive behavior. The authors find an efficiency elasticity of this resource of 0.20. In addition, the impact of a positive change in the state fiscal status leads to an increase of 2.5 per cent in the indebtedness capacity. Finally, they find that wealthier states are more successful in demanding credit from BNDES. Practical implications This analysis of resource allocation is useful for modeling the determinants of international financial institutions as central planners. The authors also invite researchers to discuss the decision-making processes that characterize the federative pact in Brazil. Originality/value Although a burgeoning body of literature has examined the role of BNDES as a creditor institution for firms, its relationship with the public sector, in special subnational governments, has been rarely studied.

The support that businessmen and business organisations displayed for the peace processes in Israel and Northern Ireland was open and vocal, underscoring the supposed linkage between globalisation, peace and economic growth, and the supposed leadership role of business. The purpose of this study is to examine the motivations of the business communities in Israel and Northern Ireland in becoming involved in the peace processes, their organisation to promote peace, decision-making processes at critical junctures, and their actual impact on the political outcomes. Study of the business communities demonstrates that their empowerment enabled them to exert political influence but fell short of hegemony that would enable them to set the wider political agenda. The impact of both business communities, for different reasons, was therefore limited.

Aim: The present study aims to demonstrate the passive and active impact for the regional role of Qatar which played heavily on the Middle East countries through the limitations and capabilities possessed by the performance of this regional role towards the countries of the region's issues that could be detrimental to the strategic interests. Methodology: The researcher fellowed a descriptive analytical methodology for description and analysis of a scientific phenomenon of Qatar's role on the Middle East countries through the limitations and capabilities possessed by the performance of this regional role towards the countries of the region's issues that could be detrimental to the strategic interests. Results: The current study has revealed 3 main points: 1st The national policy regional and international roles selectors are not in accordance with the standards of the international force generally accepted in the political and strategic doctrine, 2nd The Consequent obligations calculated in the framework of the competition between the major powers, but according to the size of the state in terms of the location, population and limited capabilities in the regional competition and 3rd was that Physical force, and political statesmanship can be substituted in the diplomatic game management, all the way to the strategic goals and the task of maintaining the state and its political system that burgles them, not by the big powers, but by competing regional powers to dominate the region. Conclusion: Qatar plays a key role in the Middle East region. This role mainly connected to the size of determinants, elements, and potentials, which constitute the elements of the State of Qatar's power. The size of the impact of the State's role could be expected, according to the tasks have been undertaken by the State, which depend on the potentials of the state.

Despite a widespread trend toward the adoption of increasingly participatory approaches to political decision making in developing countries, there is little or no evidence that these practices in fact return the benefits attributed to them. This article investigates one specific worry—that participatory decision-making processes may be vulnerable to manipulation by elites. The authors report on a field experiment, drawing on a unique nationwide experiment in democratic deliberation in São Tomé and Príncipe in which the discussion leaders were randomly assigned across meetings. The randomization procedure provides a rare opportunity to identify the impact of leaders on the outcomes of group deliberations. They find that leader effects were extremely large, in many cases accounting for over one-third of all variation in the outcomes of the national discussions. These results have important implications for the design of such deliberative practices. While the total effect of leadership cannot be assessed, it may still be possible to observe when leader influence occurs and to correct for leader effects in comparisons of outcomes across deliberations.

The article is devoted to the study of approaches to the concept of discourse and discursive practice. In the course of the research, the author comes to the conclusion that it is necessary to address typical, routine, unproblematic, and therefore unnoticed discursive actions and events that are also part of the discourse. In this article, advertising is considered as one of the trends in consumer culture. The article reveals the nature of the impact of advertising on a person, the features of the moral content of advertising and the role of advertising in consumer society. The conclusion is made about the predominantly destructive influence of advertising on public culture. Ways to influence the advertising discourse to neutralize its negative potential are outlined. The concept of discursive practice in the aspect of linguistic analysis is considered. The basic principles of description are defined. The research focuses on the interaction of discourses and the formation of new discursive practices.
