THEORETICAL ASPECTS OF STRATEGIC MARKETING APPLICATION IN THE CONTEXT OF SMART-SPECIALIZATION OF REGIONS

The most important task of the successful development and implementation of the regional development strategy is the adoption and implementation of well-grounded and timely management decisions aimed at increasing the attractiveness of the territory for target audiences. One of the directions of this realization is the creation and development of the competitive advantages of a particular territory. The steps taken in this direction in the regions of Ukraine are of a non-systemic nature and, as a rule, do not solve the problem comprehensively. This is due to the lack of both theoretical groundwork, on the basis of which it would be possible to develop a comprehensive strategy for the region, and an effective toolkit that ensures the systematic participation of stakeholders in the development and implementation of such a strategy. An important research topic is the consistency of the selected priorities with the goals of sustainable development, corresponding innovations within the framework of technological progress, which makes it relevant to use marketing tools to expand the analytical and communication tools of smart specialization. The purpose of this study is to analyze the possibilities of using strategic marketing for smart specialization tasks. Strategic marketing must be seen in the context of smart specialization, which is an innovative approach aimed at stimulating growth and job creation, allowing regions to define and develop their own competitive advantages. In the context of the practical implementation of the components of smart specialization as a process, strategic marketing can be considered as an active process with a long-term orientation, aimed at exceeding the average indicators in other regions by systematically pursuing a policy of creating a system of solutions that ensure the satisfaction of the needs of (current and prospective) stakeholders (current and potential) territories in a more efficient way than is possible in other regions. In the course of the study, it was determined that strategic marketing in the context of the practical implementation of smart specialization should be considered as a process of planning, developing and implementing strategic steps to gain a competitive advantage in selected areas. This process is necessary to map out the main goals of the region and find the most effective ways to achieve them.

The article aims at determining the strategic priorities of Ukraine’s budget development policy while implementing the regional development strategy for the years 2021–2027. The strategic priorities of the budget policy on territorial development are substantiated in the context of, first, creating the regional development strategy and territorial development strategies for the years 2021-2027, and second, shifting the focus from spatially oriented measures, i.e. stimulating the development of problematic areas, to the policy of territorial development through activating untapped potential, the policy being aimed at increasing regional and national competitiveness, with special attention paid to innovation. The necessity to observe both the vertical and horizontal integration of the formation and realization of budget policy on territorial development, and the necessity to implement it, combining the problem-oriented and general approaches to directing the territorial development budgeting (territorial development budgeting is based on the following: competitive advantages of the functional types of the regions; development of problematic regions; regional development in the context of smart specialization; border areas development in the context of cross-border cooperation). A prospect for further research in this field is seen in making an attempt to form the budget policy on territorial development in Ukraine on the basis of defining strategic priorities for regional development and the development of different level territories, aimed at: reducing interregional and intra-regional asymmetries; ensuring universal improvement of the quality of life; transferring the territories to development based on sustainability, inclusiveness, innovation, and the maximization of using and building up the existing potential.

Introduction. The article is of relevance due to the need to develop models of regional development within the diversity of socio-economic, natural and geographical conditions of the constituent entities of the Russian Federation. The purpose of the paper is to review the problems and risks standing in the way of the development and implementation of the up-to-date strategy of regional development as well as to identify the models of development of the constituent entities, based on an analysis of a certain system of factors. Materials and Methods. The methods of factor and systemic analysis of socio-economic, geographical and natural indicators were employed; content analysis was performed and an overview of the strengths and weaknesses of the country’s regions was given. Results. An analysis of socio-economic indicators and of the dynamics of the development of the constituent entities of the Russian Federation has been performed as well as that of their natural and geographical conditions. A typology of regions has been developed, which includes eight classifications taking into account their strengths and weaknesses, geographical location and resources available. The reasons for the lack of an up-to-date model of development of the constituent entities of the Russian Federation and the risks associated with the adoption of this strategy have been identified. Discussion and Conclusion. Due to the rather high difference between the regions in economic, social, natural and geographical conditions, it is necessary to take into account the identified features when devising a regional development strategy. This approach can make the best possible use of the competitive advantages of each of the constituent entities of the Russian Federation; it can help form a competent system of intra-regional relations and reduce the proportion of wrong decisions, measures and policies for regional development.

It is established that an effective development strategy contributes to the rapid adaptation of enterprises to changes in the environment and conditions of globalization, and vice versa, the development of globalization processes allows to maintain a competitive level of entrepreneurship. The result of the work should be a focused strategy of the enterprise, ie the concept is developed and defined by it a system of measures aimed at achieving competitive advantage. Therefore, the development of an effective competitive strategy for all enterprises is an important necessity and has undeniable practical value. However, it is important to note the difficulty of choosing the optimal competitive strategy from a variety of strategies, provided that all important aspects are taken into account. The next step of the study should be to develop a model of effective choice of competitive strategy, which takes into account a number of factors, allows for critical quantitative and qualitative analysis of strategic alternatives and involves the use of optimal tools. This will form a truly competitive strategy of the enterprise and ensure its successful practical implementation. Speaking about the choice and feasibility of a competitive strategy, it is important to mention the value chain of the company’s product. The main goal of each enterprise is not just its survival in the market, but stable operation and constant economic growth. To achieve this goal, it is necessary to develop an effective development strategy on the basis of which to create and implement competitive advantages. All this will give the company the opportunity to answer vital questions: where to operate (in what industry or in which markets), how to allocate resources, how to compete effectively with other companies, how to develop stably in the future.

The article is devoted to analysis of the specifics involved in implementing the State Strategy for Regional Development in Ukraine, and monitoring of its implementation. Methodological, organizational and economic recommendations on improvements of the regional development strategy formulation in the context of decentralization and the increasing importance of territorial and administrative setting in Ukraine are elaborated. The specifics involved in elaboration and implementation of the State Strategy for Regional Development in Ukraine till the year of 2020 are analyzed from the perspective of the strategic goals included  in it: (і) enhancement of the regions’ competitiveness; (ii) territorial socio-economic integration and spatial development; (iii) effective public administration of regional development. A review of existing theoretical approaches to studying socio-economic development of regions is made, with outlining the existing drawbacks in monitoring. The emphasis is made on improvements in the system for assessment of the effectiveness of the achievement of goals and objectives of the regional development strategy, which will enable to make the decision making process in this field better grounded and improve control over its implementation It is argued that the system of statistical indicators needs to be constructed by the principle of consistency and informativeness, meaning that it has to be complete and capable to assess the development of Ukrainian regions in conformity with the fundamental provisions of regional policy The statistical tools selected and formed in timely and adequate manner have critical importance for practical implementation of the regional policy provisions. It follows that the statistical indicators have to be systematized in a way to be capable for assessing quantitative and qualitative specifics of macroeconomic and regional development. The system of indicators for assessment of the Strategy goals is formed, which expected estimates are targets of its implementation. It covers the indicators designed to assess the achievement of a result (such as number of finished projects), characterize the qualitative conditions of the regulated object (number of small enterprises per 10 thousand of the population), and the effectiveness of resource utilization (energy capacity). Also, the conceptual areas for improvement of the system for assessment of the effectiveness of the achievement of goals and objectives of the State Strategy for Regional Development are formulated.

The article provides a thorough account on A. A. Potebnia’s views on the systemic nature of the language presented in his works on historical phonetics of the Eastern Slavic languages. The practical implementation of his ideas in this respect is studied. The comprehension of the systemic character of phonetic changes of the Khrakiv linguistic school representative has urged the search of their interrelations as well as the attempt to identify homogeneous phonetic laws that share a common cause and act in a certain period of the language history, which is emphasized by the author of the article. It is noted that A. A. Potebnia focused on consonant changes that took place in different conditions. The causes of phonetic laws mentioned in the article can not be reduced to the interaction of sounds in a speech stream, the material provided by A. A. Potebnia proves that they are to be found within the phonetic system itself. The author of the article shares the views of V. A. Glushchenko that Potebnia’s investigations embrace all phonetic laws in the history of the Eastern Slavic languages’ consonant systems. The relevance of Potebnia’s research on the systemic nature of the language that has retained their value for the linguistics of the XX — beginning of XXI century is identified.

The contemporary approaches to the development of territories are considered in the article. It is noted that the integrated European approach to the development of territories is increasingly being applied in Ukraine. The essence of integrated development, the stages of development of the Integrated Development Strategy (Concept Strategy), emphasized that understanding of the role and functions of government and local self-government in the development and implementation of integrated development of territories should be perceived not only as the current management task, but also as social responsibility to the community and society. The key aspects of socially responsible behavior of authorities and local self-government in ensuring integrated development of territories are determined. It is noted that the perception of the fulfillment of its functions as social responsibility will allow to effectively plan and implement the development plans of the territories, compete for investments and the best jobs; use the local resource of the territory to create competitive advantages of the region, provide motivation and the ability of "key players" to use competitive advantages and to cooperate effectively; create and maintain institutions that promote the use of intellectual potential, ongoing modernization and innovation in the region; to ensure the willingness and ability of key institutions to adapt to the challenges of the global economy.

The purpose of the article is to determine the conceptual fundamentals of modern sport system in the Strategy for the Development of Physical Culture and Sports in our country for the period until 2030, using the analysis of the fundamental changes in modern sports and the orientation of population to the values of sports. Methods and organization of the research. Analysis of the problem occurs on basis of the au-thor’s theory of sports, the study of relevant empirical facts, the results of sociological studies, as well as an analytical review of publications. Results and discussion. Analysis of the fundamental changes in modern sports and the orienta-tion of the population to the values of sport activities resulted in substantiation of conceptual provisions on the significance of the number of activities. These activities include development of various models of modern sports; priority of its health and recreational function; organizing sports for health and recreation as a new model of mass sports and as an element of the structure of children and youth sports; implementing sports for health and recreation into the education system for children and youth. Conclusion. Practical implementation of the formulated conceptual fundamentals of the modern sport system in the Strategy for the Development of Physical Culture and Sports for the period until 2030 primarily depends on changing the priorities of the state social policy in the field of sports. Innovative delivery of sport activities resulted in promotion of healthy lifestyle and crea-tive recreational activities of local communities should take the place of the practice of putting forward sports records and victories of a narrow group of people.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

The smart specialization concept was implemented in the EU in 2014, stating that regions have to specify specialization areas for development of innovations. Economic specialization reveals a comparative advantage in that field. However, there are different arguments linking specialization to economic development. This study analyzes these arguments and aims to investigate the impact of economic specialization on regional economic development and to give insights into identifying prospective areas in regional economies. A panel fixed effect estimation of industry-level regional data suggests that economic specialization in broader regional employment, called relative specialization, is ambiguously associated with economic development. Our findings suggest that neither economic specialization nor economic diversity are a clear-cut solution for ensuring economic growth. Economic structure in EU regions differs, and there is no one answer for which approach is better for economic development. Specialization measures, particularly the location quotient, cannot fully capture the dynamics in the industry structure that could be essential for formation of regional development strategy.
