The article presents an analysis of the problems of cultural transfer in the translation of two editions of M.B. Kenin-Lopsans monograph devoted to the description of Tuvan traditions in the Tuvan language Tyva chanchyl. Tyva chonnun ydyktyg chanchyldary [Tuvan traditions. Tuvan folk sacred traditions] 1994 and 1999, in the publication in Russian Tuvan folk traditions 2006. The authors note that cultural transfer causes changes in meanings, adaptations of information not only due to the fact that the translator does not have sufficient linguistic culture. The translator can be a natural bilingual who has been fluent in two languages since childhood, both linguistic cultures can be equivalent. Thus, the translated edition was prepared by two bilingual translators under the editorship of two Tuvan-Russian bilingual writers. But, nevertheless, the linguistic means of Russian culture cannot convey a number of Tuvan terms and expressions, and this imposes restrictions on translations. The authors show these examples by grouping the transformations of cultural transfer into four types of problems: distortion of meanings; incomplete transmission of information; disappearance of semantic constructions; inability to translate non-equivalent vocabulary. Phrases from the Tuvan text of M.B. Kenin-Lopsan, versions of the translated edition are given, and in some cases a more successful translation, according to the authors of the article, is proposed.

The article represents a comparative analysis of Russian, German and French public signs that regulate safety precautions during the coronavirus pandemic, of their both linguistic and cultural specifics. The study is based on 500 authentic public signs, collected by the continuous sampling method in Izhevsk (Russia), Lyon, Clermont-Ferrand (France), and Leipzig (Germany) in the course of 2020. As a result, similarities and differences have been revealed concerning impact strategies as well as linguistic means whereby these strategies are realized. Most similarities are revealed in the informative public signs; however, the corresponding German and French signs are marked by detailed description of safety precautions, and Russian signs often refer to decrees of the local authorities. One of the main differences is that some Russian signs contain explicit prohibitions, whereas there are no such examples among the German and French signs under study. The difference in frequency of impact strategies that influence the recipients’ emotions also takes place: polite addresses and requests, appeals to take care of one’s health, and thanks for following the instructions. The specifics of compared cultures are reflected in the texts under study: the Russian culture is relationship-oriented, emotional, and values external control, whereas both German and French cultures are information-oriented, rational, and value internal control.

The article deals with the problems of reforming the current managerial approaches in response to the ongoing innovative reshaping of Russian economy. Considering the major stages of management in Russia, the author shows that tourism in Russia makes a glaring example of a unique economic domain immediately related to and heavily drawing upon the multifaceted traditional ethnoculture. Tourist specialists at all levels of Russia´s tourist industry, due to their Russian origin, interpret the cultural patterns, regarding themselves as descendants of Russian culture, folk traditions, and mental cultural values. The articles substantiates a conclusion that historical peculiarities of Russian perception of innovation as such is also tightly linked to the problem of improving the image of Russia as a tourist destination

The semantic and pragmatic potential of statements of refusal to communicate allows shedding light on the peculiarities of the phenomenon of silence, identifying its varieties, the specifics of manifestation in the Russian linguistic picture of the world and analyzing the functionality as part of a literary text. The concept of “refusal to communicate” is a broader phenomenon than the actual speech genre of refusal, since refusal as such implies a negative reaction only to initial motivational responses, while refusal of communication can become both a reaction to any statement or not be reactive at all, that is, to be the initial remark in the dialogue. The peculiarity of statements with the semantics of silence is manifested in the fact that their illocutionary goal is the impossibility or unwillingness to continue communication and is achieved using various linguistic means, first of all, lexemes denoting the speaking process, as well as modal modifiers expressing the reason for such speech behavior. The differences between speech genres, which are based on rejection, lie in the very object of rejection, in what the speaker rejects. In the Russian linguistic picture of the world, silence is characterized by the fact that it is a communicative action, it consists not in the absence of speech, but in the transmission of information in a non-verbal way. In this case, it is called communicatively meaningful silence. The analysis of the lexical structure of E. Vodolazkin’s novel “Laure” made it possible to identify important fragments of the text associated with silence, to obtain information about the author’s worldview and his attitude to the phenomenon of silence.

The simulation program by the Monte Carlo method of pulse reactions of bistatic atmospheric aerosol-gas channels of optical-electronic communication systems (OECS) is created on the basis of the modified double local estimation algorithm. It is used in a series of numerical experiments in order to evaluate statistically the transfer characteristics of these channels depending on the optical characteristics of an atmosphere plane-parallel model for wavelengths λ = 0.3, 0.5, and 0.9 μm at a meteorological visibility range SM = 10 and 50 km. The results are obtained for a set of basic distances between the light source and the light receiver up to 50 km and for the angular orientations of the optical axes of a laser radiation beam and of the receiving system in a wide range of their values. The dependences of the pulse reactions maximum values over-the-horizon channels of the OECS on the variations of these parameters are established.

In recent years, under the role of the“Belt and Road” initiative, the SCO, and the Sino-Russian Humanities Cooperation Committee, Sino-Russian culture and humanities cooperation has continued to deepen. Entering a new era, taking the opportunity to promote Sino-Russian relations into a “new era China-Russia comprehensive strategic cooperative partnership”, the development of human relations between the two countries has entered a new historical starting point, while also facing a series of problems and challenges. This article is based on the current status of Sino-Russian human relations in the new era, interprets the characteristics of Sino-Russian human relations in the new era, analyzes the problems and challenges of Sino-Russian human relations in the new era, and tries to propose solutions and solutions with a view to further developing Sino-Russian cultural and humanities relations in the new era. It is a useful reference, and provides a reference for future related research, and ultimately helps the Sino-Russian cultural and humanities relations in the new era to be stable and far-reaching.
