Representatives of the Quartet-the European Union, Russia, the United Nations, and the United States-met on the sidelines of the World Economic Forum in Jordan. They then released the following statement which was read by UN Secretary General Kofi Annan, who followed it with remarks of his own that went farther than the Quartet's formulation. In particular, he emphasized that ““In keeping with the approach laid out in the road map, the principle of parallelism should be maintained. We must address security, humanitarian, and political issues at the same time.”” He also called on the Israelis ““not to use disproportionate force in civilian areas, carry out house demolitions, or engage in extra-judicial killings,”” and declared that without Israel's ““ending movement restrictions, freezing settlement activities, and reestablishing economic activity,”” there would not be sufficient Palestinian support to sustain peace. As for the PA, he asked that it ““spare no effort to end all acts of terror against Israelis anywhere,”” noting that terror is counterproductive to ““our common goal: the full end of the occupation that started in 1967, the establishment of a Palestinian state, and the universal recognition of the State of Israel and the State of Palestine living together as the best of neighbors”” (full text online at www.un.org). Abstract States are required to implement decisions adopted by human rights treaty bodies, the African Commission on Human and Peoples’ Rights being one of them. Although the responsibility to implement lies with the state, treaty mechanisms play an important role in ensuring compliance with their decisions. The African Commission does not have an institutionalized mechanism tasked with implementation. It does however use other means such as promotion visits and the consideration of state reports to follow up on implementation of its decisions. This practice note recalls the approaches that the Institute for Human Rights and Development in Africa (IHRDA) and its partners have used and plan to use to follow up on implementation of the Kilwa decision. After a brief background on the case, this note assesses the content of the Kilwa decision, and outlines the road map for implementation. The note concludes with a look at the impact expected from the implementation of the Kilwa decision.

The article is devoted to the development of the concept of the state to manage its tax risks, based on a systematic approach. The author's concept presupposes the presence of the following elements logically arranged according to the principle "from the general to the particular": 1) mechanisms for managing tax risks, 2) disclosing methodological recommendations, 3) specific proposals for changing legislation. To achieve this goal, the author used general scientific methods (deduction and induction, analysis and synthesis, observation, description, generalization) and private scientific methods of cognition (comparison method, graphical and tabular data presentation methods). We have presented a brief overview of the main tax risks of the Russian Federation in the current economic environment, which are classified in four areas: 1) risks in the field of value added taxation; 2) risks in the field of taxation of profits and income; 3) risks, the source of which is Russia's membership in the Eurasian Economic Union; 4) customs risks. The author presents a general scheme of tax risk management by the state, which includes the context, goals and management strategy. The priority mechanisms for managing the tax risks of the state are formulated on the basis of the presented classification of tax risks. These areas include: introduction of an end-to-end product traceability system; substantiation of taxation methods; joint elimination of tax risks (Federal Tax Service, Federal Customs Service, Ministry of Labor, Federal Service for Financial Monitoring); optimization of tax administration costs on the part of both tax authorities and taxpayers; harmonization of indirect taxation, including duty-free trade; harmonization of international tax rules at the international level; selection of the most effective tools for eliminating multiple taxation. A draft "road map" has been developed to improve the management of state tax risks.

The quadrilateral meeting at Aqaba, intended to ““kick off implementation”” of the road map, was attended by King Abdallah, Prime Minister Abbas, Prime Minister Sharon, and President Bush. All four leaders made statements at the end of the meeting, but only those by Abbas and Sharon are reproduced below. President Bush's statement was noteworthy for its mention of Israel as a ““vibrant Jewish state”” (““America is strongly committed and I am strongly committed to Israel's security as a vibrant Jewish state””) and of Palestinian ““hopes”” for a ““viable”” state, and for reiterating that the Arab states ““have promised to cut off assistance and the flow of money and weapons to terrorists groups and to help Prime Minister Abbas rid Palestinian areas of terrorism.”” The statements by Abbas and Sharon were drafted with U.S. officials prior to the meeting. Though Abbas did not comply with the Israeli demand of Palestinian acknowledgment of Israel as a ““Jewish state,”” his speech provoked indignation in the occupied territories for its reference to ““the suffering of the Jews”” without mention of Palestinian suffering, its reiterated call for ending the ““armed intifada,”” and its ““renunciation”” of terrorism. Sharon resisted U.S. suggestions to refer to ““settlements,”” but did mention ““unauthorized outposts.”” In reference to Sharon's mention of ““territorial contiguity”” for a ““viable”” Palestinian state, a spokesman indicated that the contiguity would be ensured by ““bridges and tunnels.”” The text of the statements, transcribed by eMediaMill- Works and carried by the Associated Press, was posted on the Washington Post's Website.

The development of libraries in any country is critical for its socio-economic transformation especially during this 21st century era where access to information and knowledge underpins development. The International Federation of Library Associations and Institutions (IFLA) launched the Global Vision Project in 2017 as a way of strengthening library throughout the world. The project has seen over 190 countries participating worldwide. For most nations, especially those in the developing countries, this has indeed created platforms for strong and united library associations that are powering literate, informed and participative societies. A number of countries in Africa including Zimbabwe have taken the initiatives to participate in the IFLA Global Vision. This article seeks to examine the challenges and opportunities   for librarians in Zimbabwe in building a united library field. It will also scrutinize the road travelled by librarians in Zimbabwe in their pursuit of a vision to reposition their libraries on the global library landscape. The   article will also study the factors affecting the development of a unified library sector in Zimbabwe. It will also explore how the national professional association Zimbabwe Library Association (ZIMLA) can contribute towards a unified library profession through collaboration. The article also proposes a strategy to enhance cooperation among librarians in Zimbabwe.

Almost 50 per cent of the world population is constituted by the women and they have been making substantial contribution to socio-economic development. But, unfortunately their tremendous contribution remains unrecognized and unnoticed in most of the developing and least developed countries causing the problem of poverty among them. Empowering women has become the key element in the development of an economy. With women moving forward, the family moves, the village moves and the nation moves. Hence, improving the status of women by way of their economic empowerment is highly called for. Entrepreneurship is a key tool for the economic empowerment of women around the world for alleviating poverty. Entrepreneurship is now widely recognized as a tool of economic development in India also. In this paper I have tried to discuss the reasons and role of Women Entrepreneurship with the help of Push and Pull factors. In the last I have also discussed the problems and the road map of Women Entrepreneurs development in India.

We are interested in evaluating the state of drivers to determine whether they are attentive to the road or not by using motion sensor data collected from car driving experiments. That is, our goal is to design a predictive model that can estimate the state of drivers given the data collected from motion sensors. For that purpose, we leverage recent developments in topological data analysis (TDA) to analyze and transform the data coming from sensor time series and build a machine learning model based on the topological features extracted with the TDA. We provide some experiments showing that our model proves to be accurate in the identification of the state of the user, predicting whether they are relaxed or tense.
