An innovative technique for the secondary use of cartographic information for creating assessment hazard maps of crisis natural and economic situations and an integral assessment of the sustainability economic development and the quality of live is presented. Valuation mapping was carried for the Slyudyansky district of the Irkutsk region. A database has been created for homogeneous network of plots, which contains heterogeneous information about the nature and socio-economic environment of the district. Spatial data were processed using multidimensional statistics on the base of reliability theory models. An account of the environmental correction for each plots is an important aspect of the proposed technique of assessing and creating through maps. This makes it possible to reduce the evaluation function to an invariant form common to all locations and it is used in through way to create assessment maps for natural and socio-economic objects. As a result, a series of raster maps of through thematic content was made. The map of integral hazard of emergence of economic crisis situation displays the lowest hazard values for the territories of settlements and their surrounding areas, as well as areas along roads and railways. Additionally it allocates undeveloped valley of taiga rivers, advanced for economic use, primarily for recreational purposes.

In the industrialized northern hemisphere we are assaulted daily with evidence of the deteriorating quality of the human environment: Rivers are closed to fishing because of dangerous levels of contamination; the safety of important foods is challenged; the foul air that major urban areas have been forced to endure is now spreading like an inkblot into surrounding areas. Lack of early concern about the implications for the environment of the widespread application of modern technology has allowed the problem to grow rapidly into a critical domestic and international issue.

Volunteered Geographic Information (VGI) is often collected by non-expert users. This raises concerns about the quality and veracity of such data. There has been much effort to understand and quantify the quality of VGI. Extrinsic measures which compare VGI to authoritative data sources such as National Mapping Agencies are common but the cost and slow update frequency of such data hinder the task. On the other hand, intrinsic measures which compare the data to heuristics or models built from the VGI data are becoming increasingly popular. Supervised machine learning techniques are particularly suitable for intrinsic measures of quality where they can infer and predict the properties of spatial data. In this article we are interested in assessing the quality of semantic information, such as the road type, associated with data in OpenStreetMap (OSM). We have developed a machine learning approach which utilises new intrinsic input features collected from the VGI dataset. Specifically, using our proposed novel approach we obtained an average classification accuracy of 84.12%. This result outperforms existing techniques on the same semantic inference task. The trustworthiness of the data used for developing and training machine learning models is important. To address this issue we have also developed a new measure for this using direct and indirect characteristics of OSM data such as its edit history along with an assessment of the users who contributed the data. An evaluation of the impact of data determined to be trustworthy within the machine learning model shows that the trusted data collected with the new approach improves the prediction accuracy of our machine learning technique. Specifically, our results demonstrate that the classification accuracy of our developed model is 87.75% when applied to a trusted dataset and 57.98% when applied to an untrusted dataset. Consequently, such results can be used to assess the quality of OSM and suggest improvements to the data set.

The study was conducted to know the status of water quality of the Ramna, Crescent and Hatirjheel lakes in the Dhaka city. Water samples were collected from three different points of each lake and analyzed for various physicochemical parameters including temperature, pH, EC, TDS, DO, BOD, hardness, alkalinity, acidity during the period from November 2013 to April 2014. The mean temperature 22.54, 24.59 and 24.24°C; EC 15400, 282.00 and 618.27 ?Scm-1; TDS 85.38, 155.60 and 339.90 ppm; pH 7.73, 7.85 and 7.67; DO 3.51, 3.92 and 3.65 ppm; BOD 0.93, 0.73 and 3.15 ppm; hardness 95.00, 108.56 and 105.11 ppm; alkalinity 48.9, 120.7 and 249.1 ppm, and acidity 2.18, 2.67 and 2.05 ppm were investigated from Ramna, Crescent and Hatirjheel lakes, respectively. Lower concentration of DO was observed in all three lakes that severely harmed the aquatic organisms and degrade their habitat. The comparative study demonstrated that the concentration of BOD, EC, TDS, alkalinity and acidity of Hatirjheel Lake was higher than Ramna and Crescent lakes which indicated pollution of the lake water. The rain and storm water runoff, lack of awareness of people were responsible for the pollution of Ramna, Crescent and Hatirjheel lakes water. Connection of the sewerage line with the rain water collection channels and mixing of solid waste with lake water are the main reasons for pollution of Hatirjheel lake. Poor water quality of these lakes affects the ecosystem and aesthetic beauty negatively. To maintain the sound environment and healthy ecosystem of the lakes and the surrounding areas need proper management and monitoring and implementation of existing laws and regulations. With the advancement of technology, patient information has been being computerized in order to facilitate the work of healthcare professionals and improve the quality of healthcare delivery. However, there are many heterogeneous information systems that need to communicate, sharing information and making it available when and where it is needed. To respond to this requirement the Agency for Integration, Diffusion, and Archiving of medical information (AIDA) was created, a multi-agent and service-based platform that ensures interoperability among healthcare information systems. In order to improve the performance of the platform, beyond the SWOT analysis performed, a system to prevent failures that may occur in the platform database and also in machines where the agents are executed was created. The system has been implemented in the Centro Hospitalar do Porto (one of the major Portuguese hospitals), and it is now possible to define critical workload periods of AIDA, improving high availability and load balancing. This is explored in this chapter.

Despite most Spatial Data Infrastructures are offering service-based visualization of geospatial data, requirements are often at a very basic level leading to poor quality of maps. This is a general observation for any geospatial architecture as soon as open standards as those of the Open Geospatial Consortium (OGC) shall be applied. To improve the situation, this paper does focus on improvements at the portrayal interoperability side by considering standardization aspects. We propose two major redesign recommendations. First to consolidate the cartographic theory at the core of the OGC Symbology Encoding standard. Secondly to build the standard in a modular way so as to be ready to be extended with upcoming future cartographic requirements. Thus, we start by defining portrayal interoperability by means of typical use cases that frame the concept of sharing cartography. Then we bring to light the strengths and limits of the relevant open standards to consider in this context. Finally we propose a set of recommendations to overcome the limits so as to make these use cases a true reality. Even if the definition of a cartographic-oriented standard is not able to act as a complete cartographic design framework by itself, we argue that pushing forward the standardization work dedicated to cartography is a way to share and disseminate good practices and finally to improve the quality of the visualizations.

ABSTRACTDespite their importance for mass-balance estimates and the progress in techniques based on optical and thermal satellite imagery, the mapping of debris-covered glacier boundaries remains a challenging task. Manual corrections hamper regular updates. In this study, we present an automatic approach to delineate glacier outlines using interferometrically derived synthetic aperture radar (InSAR) coherence, slope and morphological operations. InSAR coherence detects the temporally decorrelated surface (e.g. glacial extent) irrespective of its surface type and separates it from the highly coherent surrounding areas. We tested the impact of different processing settings, for example resolution, coherence window size and topographic phase removal, on the quality of the generated outlines. We found minor influence of the topographic phase, but a combination of strong multi-looking during interferogram generation and additional averaging during coherence estimation strongly deteriorated the coherence at the glacier edges. We analysed the performance of X-, C- and L- band radar data. The C-band Sentinel-1 data outlined the glacier boundary with the least misclassifications and a type II error of 0.47% compared with Global Land Ice Measurements from Space inventory data. Our study shows the potential of the Sentinel-1 mission together with our automatic processing chain to provide regular updates for land-terminating glaciers on a large scale.

A study was carried out to identify differences in training of resident physicians in the specialties: Management and Economics of Pharmacy, Pharmaceutical Technology, Pharmaceutical Chemistry and Pharmacognosy and under the specialist’s program Pharmacy and to explore the possibilities of granting pharmacy workers the right to transit from one specialty to another without compulsory completion of residency. The urgency of this article is associated with a large number of issues that are being faced by pharmacists who transit from one specialty to another.An analysis of the age and occupational structure of pharmacists improving their qualifications (2300 people) was conducted in the Irkutsk region and the Trans-Baikal Territory. The results of the study showed that it seems like a good idea not to associate the transition from one specialty to another with the obligatory completion of residency, but to provide an admission to work as a pharmacist-technologist after initial accreditation, taking into account the specifics of the work of pharmaceutical specialists in pharmacies, the need to ensure the interchangeability of workers and reduce staff turnover without falling off in quality of work.
