The geodesic method of the characteristic points’ coordinates measuring is the main method for urban cadastral works (including complex ones). Implementing digital aerial photography cameras, unmanned aerial vehicles and improving hardware and software systems for image processing enable achieving the necessary accuracy (10 cm in plan coordinates) when using the photogrammetric method. Stereo models and orthomosaics are the output products of the mentioned technology using for measurements. Due to the fact that at creating an orthomosaic, additional image conversion processes are required and they may cause the loss of accuracy and the presence of perspective distortions of high-altitude objects, orthomosaics cannot be used to determine the coordinates of characteristic points. It is proposed to use a stereo model, i.e. a three-dimensional high-precision image of the terrain, as a product for measuring characteristic points in cadastral works. The experiments’ results and the experience of production work proved that the accuracy of geodesic and stereophotogrammetric methods in the real estate cadaster are equal. At the same time, the mentioned method has some advantages

The analysis of the capabilities and effectiveness of the aerial survey using a drone for determining the coordinate points of the real estate objects’ boundaries with photogrammetric method in doing cadastral works basing on established requirements is given. The matters of coordinates’ definition accuracy are considered basing on the results of research trials of hardware and software systems of digital aerial photography and photogrammetric processing based on using drones and the aerial photos of the polygon. The results of a comparative analysis of the aerial survey effectiveness using drones of various types and traditional aerial survey with manned aircraft are given. The factors affecting the efficiency are analyzed. Issues of creating the legislation base for aerial survey with drones are discussed. The conclusion is made about possibility of aerial survey using unmanned aircraft to determine the coordinates of the real estate objects’ boundaries with precision meeting the established requirements. Planning aerial surveys with drones for cadastral tasks should be primarily based on economic factors (time and cost), taking into account the specific conditions of the subject and used hardware and software.

The authors present the results of theoretical and experimental studies on the use of laser scanning technology for the 3D-modeling of real estate objects in the cadastre. The result of the theoretical part of the research was a set of parameters for 3D modeling of real estate objects influencing the choice of the scanning method (ground, air or mobile), which showed that when creating separate 3D models of real estate objects (buildings, structures, premises and objects of unfinished construction) the method of ground-based laser scanning should be used. Based on the theoretical part, an experiment on 3D-modeling of a typical real estate object (building) was performed on the basis of data obtained with the method of ground- based laser scanning. The model of the real estate object was built with various degrees of detail to demonstrate its accuracy characteristics, depending on the distance from the scanner stations, the use of photographic materials, etc. The results of the experimental part of the studies show that the model obtained is in full conformity with the current requirements of the legislation in the field of cadastre. The proposed solution can be used as a methodological basis for constructing three-dimensional models in the transition of the Russian Federation to a 3D-cadastre system.

К числу важнейших сведений кадастра недвижимости относят геодезические материалы. Геодезические данные представляют собой значения координат характерных точек, описывающих границы пространственного положения объекта недвижимости. Традиционные геодезические приборы и технологии не способны сегодня обеспечить качественное и оперативное геодезическое сопровождение кадастровых работ. В то время как внедряемые новые технологии геодезических измерений и построений обладают рядом преимуществ и могут заменить традиционные технологии. Благодаря оснащению приборов современным программным обеспечением и вводу в эксплуатацию роботизированных станций, позволяющих без участия человека производить измерения, работа кадастровых инженеров стала более эффективной. В данной статье описываются основы геодезических работ кадастра земель. Поставлена цель рассмотреть технологические этапы инженерногеодезических изысканий. Для достижения цели поставлены следующие задачи: рассмотреть методы геодезических съемок с применением GNSSтехнологий, уделить внимание конструктивным особенностям приборов и оборудования для этого вида работ, а также программным продуктам, которые применяются для обработки информации. Among the most important information of the real estate cadastre include geodetic materials. These data represent the coordinate values of the characteristic points describing the boundaries of the spatial position of the property. Traditional surveying instruments and technologies are not able today to provide highquality and operational geodetic support of cadastral works. While the introduction of new technologies of geodetic measurements and constructions have a number of advantages and can replace traditional technologies. Thanks to the equipment of devices with modern software and commissioning of robotic stations, allowing without human intervention to make measurements, makes the work of cadastral engineers more efficient. This article describes the basics of surveying land cadastre. The aim is to consider the technological stages of engineering and geodetic surveys. To achieve the goal, the following tasks: to consider methods of surveying using GNSS technologies, to pay attention to the design features of devices and equipment for this type of work, as well as software products that are used for information processing.

The paper considers the problems that arise when creating a geodesic justification of a three-dimensional real estate cadastre and, the lack of justification for the necessary accuracy of determining the third coordinate of characteristic points of contours of buildings and structures. An information and analytical review of the current legal framework in the construction sector, used in our country at the stage of design, construction and operation of buildings and structures, which regulates the main requirements for the creation of project documentation used in the future when forming technical plans for objects of capital construction (OCC) as the basis for information entered in the Unified State Register of Real Estate (USRRE). At the same time, more attention is paid to ensuring the accuracy of geometric parameters in construction.

Today the studying of geodetic maintenance of cadastral activities in the Russian Federation is an extremely important and topical issue at the present stage of development of the interrelation between geodesy and the sphere of land and property relations. The research tasks are to identify problem aspects in the practical geodetic activity, as well as to analyze the role of geodesy for one of the most important areas of its application. Specificity of geodetic support of cadastral works is considered. The methods of determining the coordinates of the characteristic points of the boundaries of land plots and other real estate objects are compared, the main problems of geodetic work for cadastral purposes are formulated, and the direct dependence of land tax and rent on the area of the real estate object is revealed. In this way, the article reflects the importance of surveying for land and real estate management system.

In Poland, there are still many cadastral districts with the outdated database of the real estate cadastre. The situation which is particularly unfavorable occurs in southern Poland, on the territory of the former Austrian cadastre. This study presents a procedure for the comprehensive modernization of the real estate cadastre, carried out in numerous cadastral districts in the years 2014–2015, as part of the national project: Development of an Integrated Real Estate Information System. The modernization of the cadastre carried out in Gorlice district, province of Malopolska, served as an example to analyze the difficulties associated with the transformation of the analog materials and cadastral documents contained in the geodetic and cartographic documentation center database, often dating back to the times of the Austrian partition, into cadastral data in the electronic form, valuable in terms of accuracy and quality. The article presents the stages of determining the course of parcel boundaries, performed with the use of modern photogrammetric method. This method significantly accelerates the works related to the modernization, however, it is not flawless. Nevertheless, this is the method of the future, which definitely shortens the task performance time. The conclusions which were formulated therefrom can accelerate and streamline the modernization process of the cadastre using photogrammetric measurements to determine the course of boundaries of the cadastral parcels in the subsequent modernizations of the cadastre, as planned in Poland.
