Community governance is significant for the grass-roots governance in China. Micro-governance and micro-reform starting from community service station is a meaningful measure to explore the improvement of grass-roots governance. Focusing on the reform of community service stations in Beijing, this paper, in consideration to the background of service station reform, describes the history, content and characteristics of the reform of comprehensive setting of Qianggen Community on G Subdistrict of Xicheng District, Beijing, in details, and conducts in-depth analysis based on “The Theory of Scenes” and “The Theory of Governance”. The author holds that community service stations, with new roles taken, new scenarios created and new mechanisms shaped after transformation and upgrading, are turned into governance centers that connect multiple parties, respond to needs of residents better and improve the effectiveness of community governance. The reform practice is committed to the generating of scenarized social space, promoting the manifestation of the integrated governance pattern. The author is inspired to consider the issues related to grassroots governance further and to put forward several suggestions for deepening reform.

Abstract The ‘county community’ is something of a hot potato amongst late medieval political historians. Since the publication of an influential article by Christine Carpenter in 1994, in which she condemned the county community as anachronistic and conceptually flawed, research on the political structures of late medieval England has mostly avoided the term and the idea. In other fields, the methodological challenges and conceptual complexities underpinning the idea of ‘community’ have been embraced and new, more nuanced understandings of how medieval people organised and represented themselves collectively have been achieved. It is now time for historians of politics and government in late medieval England to move beyond reductionist arguments about the existence or otherwise of county communities to investigate the assumptions and social realities that lay behind contemporary references to the ‘commonalty’, ‘commons’ or ‘people’ of one or more counties. This discussion offers the first in-depth analysis of the single most important evidence for grass-roots expressions of county solidarity: county community petitions. It argues that the county was not merely the creation of administrative expedience on the part of the Crown, but provided the basis for real and meaningful expressions of collective identity and corporate action locally. What underpinned the concept of the ‘county community’, and what gave it particular strength, was its inclusivity and flexibility. The discussion concludes by considering the particular circumstances of the early fourteenth century which helped stimulate a culture of corporate identity and self-help on the basis of the county unit.

Catering Service of High-Speed Railway (CSHR) starts at suppliers, includes distribution centers and service stations in cities, and ends at cabinets in high-speed trains. In Distribution System Design (DSD) Problem for CSHR, it is critical to evaluate the alternatives of service stations, which is termed as Service Station Evaluation Problem in Catering Service of High-speed Railway (SSEP-CSHR). As a preparation work for DSD, SSEP-CSHR needs to be solved without detailed information and being accompanied with uncertainty. Fuzzy Quality Function Deployment (F-QFD) has been given in the literatures to deal with vagueness in Facility Location Evaluation (FLE). However, SSEP-CSHR that includes identifying and evaluating stations requires not only dealing with the vague nature of assessments but also confirming them. Based on evidence theory, this paper introduces the framework to give the truth of proposition “x is A.” Then it is incorporated into a two-phase F-QFD with an approximate reasoning to enable the truth of the decisions to be measured. A case study that refers to 85 alternative stations on Chinese high-speed railway will be carried out to verify the proposed method. Analysis shows that the proposed evaluation method enhances scientific credibility of FLE and allows decision makers to express how much is known.

Three field studies were carried out to evaluate the potential effectiveness of good on-product size and warning information in preventing 16 inch tire and 16.5 inch rim mismatch accidents. In the first study a 16 inch tire, a 16.5 inch tire, a 16 inch rim and a 16.5 inch rim were taken to service stations where employees were requested to mount the tires. The 16 inch tire contained a tread label warning and a warning label was located in the drop center of the 16.5 inch rim. The rims also contained size stamping information. At the 27 stations visited, 5 employees started to mount the 16 inch tire on the 16.5 inch rim and 3 started to mount the 16.5 inch tire on the 16 inch rim. All others would have mounted correctly matched tires and rims. The second study consisted of taking a 16 inch tire and 16.5 inch rim to 28 service stations to be mounted. At 18 stations a label containing size and warning information was on the rim. At 10 of these stations the employee refused to mount the tire. As a control, the same tire and rim were taken to 10 stations without the rim warning, and the employees at 9 of these stations proceeded to begin the mounting task. In Study 3 a printed warning label intended for the sidewall of 16 inch tires was shown to 23 service station employees who were asked to read the label and assume they had read it on a tire sidewall. They were then asked what they would do. This behavioral intention measure indicated that 2 would refuse to mount the tire and 17 others would attempt to determine the size of the rim. The results of these field studies clearly indicate that good warning and size information can be significant in preventing 16 inch tire and 16.5 inch rim mismatch accidents.

Nowadays, when all perspective companies set the goal to reduce process costs, achieve high profitability from invested means, reduce harmful influence on the environment, innovative engineering solutions begin to dominate, the meaning of these solutions is in achievement of the above-stated goals. In this work we examined the reduction of operating costs at the retail establishments (service stations) of LLC “Tatneft”. The reduction of operating costs is examined on the example of reduction of electric power payment, the cost ofwhich is constantly increasing. The engineering solution is the installation at some service stations wind generators for energy production. Wind generator is a device, transforming mechanical energy, received from the blades rotation, into electrical by means of natural wind. The main aim of the work - a reduction of operating costs at service stations and electric power independence of service stations. The object of research in this paper is the factor system, that provides maximum electric power production by the wind generator and the subject of research is the process of interaction of generator elements with the wind. The work presents results of experimental investigations, which prove the possibility of wind generator installation at some service stations. The experimental part was made up, using programme set of National Instruments LabVIEW, that allows to fulfil data collection and processing and also the automation of measurements under different experiments. It was justified by the possible usage of the wind generator at service station №227 along highway M7, Tuyrlema station, Kozlovskiy district, the Chuvash Republic, the Chuvash branch of LLC “Tatneft – AZS Center” and service station №391, highway M7, Andreevo-Bazary village, Kozlovskiy district, the Chuvash Republic, the Chuvash branch of LLC “Tatneft – AZS Center”. The economic calculation part is realized by a concrete example of a possible product application of the National Instruments LABVIEW Company in a body with wind generator EuroWind 20 on the service station №227 on Tuyrlema station, that belongs to Chuvashian branch of LLC “Tatneft – AZS Center”. Wind generator - is part of “green” image of retail establishments of the company, gives the opportunity to increase clients base, as it demonstrates the preference of high innovation techniques with care of ecological safety.

The article describes a method of rational organization of maintenance and repair of light commercial vehicles of foreign production using specialized diagnostic tools with the diagnosis in cooperation with branded service stations (BSS). The main purpose of using technical diagnostics tools is to reduce the time losses that occur when sending vehicles for maintenance, and to reduce the cost of maintenance and repair of foreign-made trucks undergoing maintenance and repair at a motor transport company (MTC) and at branded service stations. A simulation model is used as a tool for assessing the economic efficiency of various options for cooperation between a motor transport enterprise and a branded service station when performing maintenance and repair of light commercial vehicles of foreign production. The objective function of the simulation model contains components that estimate the loss of profit from the downtime of vehicles in the maintenance and repair area and the cost of organizing maintenance at the enterprise in cooperation with the company’s service station. A comparative analysis of each variant of the organization of cooperation is carried out with and without taking into account the use of diagnostics. The currentness of the described methodology is explained by the fact that in the field of production of services for maintenance and repair of light commercial vehicles, fundamental changes have occurred, caused by a change in the form of ownership of both transport enterprises and maintenance and repair enterprises. In addition, the widespread use of foreign-made light trucks has led to the emergence of branded service stations that have licenses to service and repair foreign cars during the warranty period. This circumstance fundamentally changes the scheme of servicing these vehicles and increases the downtime of expensive foreign-made cars for organizational reasons.

Entrepreneurial opportunities for service station management and operation in the next several years were assessed quantitatively and qualitatively. The impact of four factors — consisting of the service stations, the dealers, the company practices, and governmental regulations — was considered. A decline in the number of service stations is anticipated; however, the independent dealer should be better qualified and should continue to dominate the retailing segment of the oil industry.

To improve the safety capabilities of expressway service stations, this study proposes a method for detecting dangerous goods vehicles based on surveillance videos. The information collection devices used in this method are the surveillance cameras that already exist in service stations, which allows for the automatic detection and position recognition of dangerous goods vehicles without changing the installation of the monitoring equipment. The process of this method is as follows. First, we draw an aerial view image of the service station to use as the background model. Then, we use inverse perspective mapping to process each surveillance video and stitch these videos with the background model to build an aerial view surveillance model of the service station. Next, we use a convolutional neural network to detect dangerous goods vehicles from the original images. Finally, we mark the detection result in the aerial view surveillance model and then use that model to monitor the service station in real time. Experiments show that our aerial view surveillance model can achieve the real-time detection of dangerous goods vehicles in the main areas of the service station, thereby effectively reducing the workload of the monitoring personnel.
