Creative aspect of regional development in the Message of the President of the Russian Federation

The article contains an expert opinion on regional development issues reflected in the Message of the President of the Russian Federation of 2021 (hereinafter – the Message). It is noted that the issues of regional development in the Message correspond to the logic of the principles of coordinated functioning and interaction of the bodies included in the public power system. It has been shown that along with social measures, the key idea of the Message is the economic development of the regions. The prerequisites and setting of regional development goals within the framework of the new regional support scheme proposed in the Messageare revealed. The regional block of instructions for implementation of the Message is presented, the implementation of which will ensure the fulfillment of the role of the Message as a document of spatial development and equality of opportunities for the different territories and population groups.

The paper is devoted to the examination of the Russian system of public power in the context of the constitutional reform. The aim of the study is to carry out a comprehensive theoretical and legal analysis of the current state of consolidation of the public power system in Russia under constitutional law. The author has examined the regulatory legal acts that mediate the implementation of the constitutional reform in Russia; doctrinal sources and significant foreign experience relevant to the subject matter of the study. Methodologically, the study is based on general philosophical, general scientific, private scientific, special scientific methods. The paper defines the fundamental properties of the system of public power enshrined in the Constitution of the Russian Federation with due regard to such parameters as the peculiarities of the construction of federal relations as the fundamental functions and powers of public authorities allocated vertically, the state of the system of separation of powers in the context of checks and balances, the level of legal protection and autonomy of local authorities. The author has determined that the constitutional reform regarding the consolidation of the system of public power has encouraged development and strengthening of the principle of subsidiarity when differentiating jurisdictions and powers in relations between the state authorities of the Russian Federation and its constituent entities; clarification of the spatial limit of the governmental rule of the Federation by means of constitutional legitimation of Federal Territories; creation of the basis for overcoming the “conflict of competences (jurisdictions)” between state and municipal levels of power in order to ensure the constitutional law balance between the branches of state power at the federal level to prevent the development of non-systemic conflicts in the system of checks and balances and the emergence of constitutional crises of power. A suggested system of public power retains the necessary discretionary mechanisms to adjust the mechanism of its individual elements in order to achieve a balance between public functions, powers and tasks to be solved.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

The article analyzes methods of ensuring the migrants rights by the public authorities of the Russian Federation, the individual elements of the migration policy of the Russian Federation relating to the activities of public authorities. It considers the activities in the field of protection of the migrants rights by such authorities as the Russian President's Office for Constitutional Rights of Citizens, the Presidential Council for Civil Society and Human Rights, the Council for Interethnic Relations, General Directorate for Migration, Chief Directorate for Migration Issues of Ministry of Internal Affairs of the Russian Federation, their normative documents, that regulate their activities. It examines separately the activities of the RF Government in the field of protection of the migrants rights, as well as judicial authorities; it identifies the special role of the RF Constitutional Court in the field of ensuring the rights of migrants, refugees, the internally displaced and stateless persons. It underlines the role of authority bodies of the RF entities in ensuring the migrants rights in terms of Irkursk Oblast. The article offers to differentiate strictly the role of each authority body in the field of migrants rights protection, as well as to pay specific attention to regulation of activities of the FR entities authority bodies in this direction.

The article analyzes certain provisions of the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation of March 14, 2020 No. 1-FKZ “On improving the regulation of certain issues of the organization and functioning of public power” in terms of regulatory regulation of local self-government. According to the analysis the author comes to the conclusion that with the entry into effect of the mentioned legal act the content of individual elements of the constitutional-legal bases of local self-government will change, but the nature and scope of modifications in many respects will depend on the provisions of the rules of sectoral legislation aimed at implementing the relevant provisions of the Constitution. In this regard, the Federal legislator has a huge responsibility to create an “updated” legal framework for the implementation of the constitutional foundations of local self-government, taking into account the already established law enforcement practice, the positions of the constitutional court of the Russian Federation, as well as the state's international obligations under the European Charter on local self-government.

Aim. The presented study aims to examine strategic principles for developing regional strategic priorities with allowance for the alignment of global and national interests.Tasks. The authors define the role of the alignment of interests in the development of regional strategies; determine the global interests of the United Nations (UN), the International Labour Organization, and the national interests of Russia, which should be taken into account when formulating strategic priorities for regional development.Methods. This study uses the theory and methodology of strategizing developed by academician V.L. Kvint to describe strategic principles for developing regional strategic priorities with allowance for the alignment of global and national interests. Applied research is conducted through the example of Kuzbass.Results. The conceptual framework for substantiating the strategic priorities of regional development is determined as a result of the alignment of global, national and regional interests based on relevant trends. It is shown how the UN Sustainable Development Goals, the initiative of the Global Commission on the Future of Work, national goals, and strategic objectives for the development of the Russian Federation are reflected in the strategic contours of Kuzbass development until 2035 and beyond.Conclusions. When developing strategic priorities, aligned interests of all parties — from global to personal — make it easier to achieve a positive multiplier effect, increasing the effectiveness of initiatives and satisfaction of performers. Conflicting interests may lead to opportunistic behavior, a ban on holding any events, inefficient use of rare limited resources, and loss of confidence among performers in the implementation of their initiatives. Inconsistency with global and national interests may lead to sanctions, economic and political warfare.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

Currently, the financial legislation of the Russian Fe­deration is developing quite rapidly. One of the results of constant changes was the use of discretionary mechanisms of regulation in the public branches of law, which causes a heterogeneous reaction of representatives of financial and legal science for many years. In this article, the authors attempt to revisit the analysis of the content of the Budget and Tax codes of the Russian Federation in order to determine the importance and role of dispositive principles in the financial legislation.

Цель статьи - в интересах обеспечения эффективности формирования и реализации стратегии социально-экономического развития Российской Федерации на период до 2030 года проанализировать результаты реализации «Стратегии-2020», обсуждение которых не нашло должного отражения как в системе государственного управления, так и в научной среде. В качестве инструмента анализа результатов реализации «Стратегии-2020» в работе использован «взгляд назад» как элемент зрительной системы научной школы предпринимательства Й. Шумпетера. Выбор указанного инструмента обусловлен тем, что именно он дает понимание, на каком фундаменте реализации прошлых стратегий придется строить и реализовывать стратегии будущего развития управляемой социально-экономической системы. Научная новизна заключается в сформулированных на основе комплексного анализа результатов реализации «Стратегии-2020» рекомендациях по формированию «Стратегии-2030» социально-экономического развития Российской Федерации. N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.

Each state proceeding from the administrative territory (locality) strives to ensure peace and tranquility, the rights and interests of citizens, public order and the prevention of violations. For this purposes different units were established in which the activities of police officers closely interact with the public. The article examines the foreign experience of the system of protection of public order and the prevention of violations in localities, in particular, public security stations and commissioners of police of the Russian Federation, German security services, sheriff units and sheriffs of the United States, police stations and points of Japan, as well as legal, organizational and personnel bases of activity of these divisions and their officials. The role of public organizations, in particular, the people’s volunteers, Cossack societies of the Russian Federation, associations of “older brothers and sisters”, “parents and teachers”, self-government committees (quarter committees), “points of contact with the police” of Japan in the protection of public order and prevention of offenses in these states and their interaction with the police are revealed in the article. Based on the study of foreign experience of the system of protection of public order and prevention of offenses in localities relevant suggestions are formulated for further improvement of the activity of law enforcement bodies.
