The spread of the Corona Virus (covid 19) in Indonesia is increasing. Throughout 2020 the number of confirmed positive increases every day to reach hundreds of thousands of people. In Central Sulawesi, the number of confirmed positive fluctuates so that it becomes a serious concern for local governments. In a crisis situation, the provincial government has also taken a number of steps in terms of handling covid 19, especially in minimizing public concerns and anxiety in dealing with the Covid 19 pandemic. Crisis communication facing the Covid-1 pandemic in 2020. At the beginning of the emergence of Covid 19. The results of this study indicate that the Public Relations of Central Sulawesi Province has done a number of things, especially in the pre-crisis, during the crisis and a number of planning steps in the post-crisis. Several steps were taken in accordance with the technical guidelines of the central government and adapted to regional conditions and situations because they do not yet have a standard crisis planning model

Despite the expectation that social media use in the public sector contributes to enhancing government's transparency, few studies have been investigated whether social media use actually leads to more disclosure during environmental incidents in practice and how social media influence local governments and their officials' information disclosure. In this article, we model information disclosure during environmental incidents as an evolutionary game process between the central government and local government in social media context, and examine the internal mechanism that how social media influence the progress of information disclosure during environmental incidents. The findings indicate that social media plays an active constructive role in central-local government game relations. Specific- ally, social media can provides an efficient information channels for the central government supervise regional officials in environmental incidents, and thus improves its supervision efficiency, and it also provides an important means for internet mobilization and online-offline interaction by encouraging the public exchange information and express their views, and in turn forces local governments and their officials tend to disclosure ahead.

Occupancy is a basic need of every human being. As mandated by the 1945 Constitution, the State guarantees the fulfillment of citizens' needs for decent and affordable dwellings in the framework of developing Indonesian people who are wholly, self-conscious, independent and productive. The Public Housing Savings (Tapera) in accordance with Law of the Republic of Indonesia number 4 of 2016, is a long-term fund storage program that is used for housing finance, especially for Low-Income Communities (MBR). BAPERTARUM-PNS is an important lesson on how the goals of the housing savings are not utilized as retirement savings by most participants. The problem with this study is whether Tapera can be a solution for MBR in reaching funding for housing or repeating the failure of the BAPERTARUM-PNS program. Data collection from the Central Government, BP Tapera, and the Provincial Government of DKI Jakarta will be analyzed in the form of modeling of potential national and regional participation in and utilization of Tapera in DKI Jakarta Province. The results of the modeling analysis indicate a gap between Tapera's policies and people's expectations of a housing finance affordability solution for the MBR. AbstrakHunian merupakan kebutuhan dasar setiap manusia. Sebagaimana amanat UUD 1945, Negara menjamin pemenuhan kebutuhan warga negara atas tempat tinggal yang layak dan terjangkau dalam rangka membangun manusia Indonesia seutuhnya, berjati diri, mandiri, dan produktif. Tabungan Perumahan Rakyat (Tapera) sesuai Undang-Undang Republik Indonesia nomor 4 tahun 2016, merupakan program penyimpanan dana jangka panjang yang dimanfaatkan untuk pembiayaan perumahan, terutama bagi Masyarakat Berpenghasilan Rendah (MBR). BAPERTARUM-PNS menjadi pelajaran penting bagaimana ketidakberhasilan tujuan dari tabungan perumahan yang dimanfaatkan sebagai tabungan pensiun oleh sebagian besar peserta. Permasalahan dari studi ini adalah apakah Tapera dapat menjadi solusi bagi MBR dalam menjangkau pembiayaan untuk memperoleh hunian atau mengulangi ketidakberhasilan program BAPERTARUM-PNS. Pengumpulan data dari Pemerintah Pusat, BP Tapera, dan Pemerintah Provinsi DKI Jakarta akan dianalisis dalam bentuk Pemodelan potensi kepesertaan dan dana pemanfaatan Tapera secara nasional maupun regional di Provinsi DKI Jakarta. Hasil dari analisis pemodelan tersebut mengindikasikan adanya celah (gap) antara kebijakan Tapera dan harapan masyarakat akan hadirnya solusi keterjangkauan pembiayaan hunian bagi MBR.

This paper presents the complexity of the contemporary social economy system – its definitions, points of reference, role played in socio-economic development. Furthermore the paper presents a review of selected approaches to social economy, including definitional approaches, e.g. those specific to Anglo-Saxon and continental traditions. It discusses the context in which it emerged and developed as a phenomenon in the public policy and economic areas. It analyses the dynamics of social economy development in Poland, including institutional environment and selected mechanisms of public management. It stresses that top-down initiatives – including those of the central government and the EU institutions – are a key element in making the social economy dynamic in developing the forms of activity (in view of the weakness of endogenous factors). The central and local governments place social economy at the heart of their strategies in many public policies.

ABSTRACTAfter a sharp increase, the public debt of French local communities has been stabilized in real terms: its amount reached 54 per cent of total public debt in 1980. In the French institutional framework, local government borrowing policy is under the tight control of central agencies. An econometric model of the borrowing behaviour of local governments since 1965 is presented; it emphasizes the role of internal determinants of local debt (needs for investment, self-financing ability of governments), external constraints (e.g. interest rates and the financial resources of lenders, such as households savings), and finally the impact of macroeconomic policy measures from the central government.

The utilization of online media, known as Cyber Public Relations (CPR), is the online public relations activities for information dissemination using online media by government institutions as an agenda to build the image of the institution in the public eyes. The purpose of this study was to determine and analyze the model of Cyber ​​Public Relations and the obstacles in utilizing the online media of the DKI Jakarta Provincial Government in building a positive image of the institution. The paradigm used in this research is the constructivist paradigm. This research is using a qualitative research approach with a case study research method. Data collection techniques include: (1) in-depth interviews (2) observations, and (3) study of relevant literature. The process of analyzing qualitative data is carried out in stages: data reduction, then presenting the data and finally verifying (drawing conclusions). The results showed that through two official websites, namely the official website www.jakarta.go.id as a data information center and www.beritajakarta.com as the official portal for reporting. In addition, it has a number of social media, twitter, facebook, Instagram and YouTube as a means of information to the public. It is also supported by JAKI as an application that is the gateway for the community to access all online services for the DKI Jakarta Provincial Government. Cyber ​​PR is used in synergizing communication between DKI Jakarta regional government and the community so that it can produce a better image of government in the community.

Political posters, banners, and similar objects are extremely common in China. This article uses political design from contemporary China, particularly emphasizing the government's Chinese Dream campaign, to analyze what at first appears to be a paradox. The subjects of the various campaigns and the language they use are mandated by the central government and promoted through central and local publicity departments. However, the graphic aspects of these campaigns, such as the choice of colours, images, layout, and typeface, are much less strictly controlled, and are decided by local governments or authorities. This makes political design in China decentralized. Decentralized design is inconsistent with the principles of global marketing and with the PRC's reliance on set forms of political discourse, both of which rely on the assumption that uniformity will lead to more effective communication of messages and persuasion of the public. Evidence from local design campaigns indeed shows that Chinese political posters are often designed hastily and without expertise, resulting in strange and unpersuasive images. Despite this, the article shows that decentralized design is not paradoxical. This is largely because the Chinese party-state uses propaganda as a method of "signalling" its overall power, more than as a tool of indoctrination or persuasion about particular topics. The central government's reliance on incentives and metrics to regulate local authorities means that the production of propaganda is also a way in which local governments can signal their loyalty to the Centre.

Bali Province is a province that relies on regional revenue in the tourism sector. Equitable development between North Bali South Bali require assistance through the form of government policy. One of the Bali provincial government policy is to break the waves of tourists is to build the port infrastructure development of tourism. Theory authority and policy concepts used to solve the problems concerning the form of government policy in the Bali Provincial Tourism Port infrastructure development as the carrying capacity of tourist distribution in promoting tourism in Bali. Normative research used in analyzing problems of government authority between state-owned enterprises and local goverment in accordance with regulations Indonesian republic. Explores the principle of decentralization adopted by the government system in Indonesia with a delegation of authority from the central government to local governments. Tourism ports is essential to be realized as one of the factors of sustainable tourism in Bali.

Based on the theoretical frameworks of situational crisis communication theory (SCCT) and person-centered messages (PCMs), this interdisciplinary study conducted a 2 x 3 experiment to examine the role of PCMs in crisis management on social media. Our findings suggest that crisis type (victim, preventable) has an effect on people’s perceptions/reactions toward an organization and that PCM levels (low, medium, and high person-centered messages) in crisis communication on social media influence organizational reputation and participants’ intention to post negative feedback about the organization in crisis. We suggest that when organizations are responding to crisis online, they provide additional attention to the interpersonal dynamics of those interactions. Theoretical and practical implications are discussed.

Government Public Relations could serve as a means or channel of government agencies in running relationship with the press, including the Local Government of Bengkulu province. This study aimed to see at how public relations play this role. The method used in this research was descriptive qualitative method in which the data collection was conducted by semi- structured interviews to research subjects. It’s possible for researchers to develop questions appropriate to the situation and condition so it was possible to get complete data. From the research, the role of PR in the Bengkulu Provincial Government ran good relationship with the press. The good role of the public relations could be demonstrated by the implementation of most of the series of activities such as: building and maintaining a good relationship with the press, served and understood the media, press interviews, broadcast rebuttal, filling out the important public section in the press, and documentation.Keywords : Public Relation Role, Mass Media Relation
