Bali Province is a province that relies on regional revenue in the tourism sector. Equitable development between North Bali South Bali require assistance through the form of government policy. One of the Bali provincial government policy is to break the waves of tourists is to build the port infrastructure development of tourism. Theory authority and policy concepts used to solve the problems concerning the form of government policy in the Bali Provincial Tourism Port infrastructure development as the carrying capacity of tourist distribution in promoting tourism in Bali. Normative research used in analyzing problems of government authority between state-owned enterprises and local goverment in accordance with regulations Indonesian republic. Explores the principle of decentralization adopted by the government system in Indonesia with a delegation of authority from the central government to local governments. Tourism ports is essential to be realized as one of the factors of sustainable tourism in Bali.

In the National Medium-Term Development Plan 2015-2019 especially in West Java Province, namely the construction of Kertajati Airport, located in Majalengka Regency. Therefore, the West Java provincial government has drawn up Regional Regulation No. 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Kertajati Aerocity will carry out its duty to promote and strengthen the creation of an engine of economic growth in the western part of Indonesia that will involve the participation of local governments, the central government, investors and the community. So, the purpose of this article is to analyze the investment scheme in the development of Aerocity Kertajati in Majalengka Regency which is oriented to the principles of good corporate governance. The conclusion of this article is the Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java, namely through cooperation between PT BIJB and investors (land authorities) in terms of land acquisition and development cooperation relationships and development of the Aerocity Kertajati area. Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java Oriented Principles of Good Corporate Governance namely by implementing Good Government Governance, namely the government as one of the parties in its role of building and developing the Aerocity Kertajati area must refer to good values, clean and fair, and Good Corporate Governance must be reflected in the management of PT BIJB's business activities as an extension of the West Java provincial government covering transparency, accountability, responsibility, independence, and justice.

This research is based on Regulation of the Minister of Home Affairs Number 76 of 2012 concerning on Guidelines for Boundary Confirmation and Regulation of the Minister of Home Affairs Number 141 of 2017 concerning on Regional Boundaries. This research method was a descriptive analysis with a triangulation method and a triangulation of sources for testing the data of this research. The data of this research were analyzed by using a SWOT analysis. The results of this research revealed that S-O Strategy (1) Clarifying the boundaries between the two Local Governments in realizing a clear government administration; (2) Optimizing the role of the Community in Realizing the Development with the clear territorial boundaries; W-O Strategy (1) Coordinating with related parties to realize the good government administration services; (2) There is guidance and supervision to the Regional Government through the Provincial Government and the Central Government; S-T Strategy (1) Building the government cooperation by taking an agreement through the Provincial Government; (2) Building the good communication with the community at every deliberation; W-T Strategy (1) Strengthening the regulations by disseminating every decision from the Ministry of Home Affairs; (2) Mediating every meeting through the conflicting parties.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.

The growth of central government debt in Indonesia is the subject of endless discussion for both economists and experts in other fields. Although the government uses this debt in order to increase Indonesia's competence through infrastructure development, there are problems in the form of previous accumulated debts. This accumulative debt is known as the concept of “debt stock” which is assessed through Indonesia's fiscal resilience (APBN) to measure the repayment capacity of new debts that will be made in the future. This ability will be seen using long-term data from 1990 to 2016 which is reflected in the variables of central government debt, government spending and revenue so that it is known that Indonesia's central government debt can still be said to be sustainable and the Indonesian government should prioritize productive expenditures in order to increase government revenues.

Transportasi dan angkutan umum merupakan suatu persoalan yang selalu dihadapi oleh pemerintah di berbagai daerah di tanah air ini, terutama daerah yang memiliki suasana kota yang yang ramai karena  padatnya penduduk serta tingginya intensitas masyarakatnya diikuti dengan tidak sesuainya jumlah moda transportasi umum serta belum seimbangnya luas ruas jalan antar kota dalam propinsi yang  mempunyai struktur serta aktifitas penduduk sudah tergolong sagat tinggi. Regulasi kebijakan pemerintah propinsi Jawa Timur yang tertuang dalam Peraturan Gubernur Jawa Timur No. 27 Tahun 2016. Dinas perhubungan sebagai implementor, melakukan sosialisasi kepada masyarakat, serta menyediakan sarana sebagai pendukung dalam system transportasi di Jawa Timur. Dalam penelitian ini kami menggunakan metode kualitatif yang menghasilkan gambaran (deskripsi) mengenai hal-hal yang berkaitan dengan apa yang diteliti. Kualitatif sendiri merupakan wujud kata-kata dari pada deretan angka-angka. Pendekatan metode deskriptif dapat diartikan sebagai pemecahan masalah dengan menggambarkan atau melukiskan keadaan subjek atau objek penelitian, baik perilaku individu, kelompok masyarakat, lembaga-lembaga dan lain-lain sebagainya.Kata kunci : Implementasi, Pelayanan PublikABSTRACT. Public transportation and transportation is a problem that is always faced by the government in various regions in this country, especially areas that have a bustling city atmosphere due to overcrowding and high intensity of the community followed by mismatching the number of modes of public transportation and the imbalance of the size of roads inter-city in the province which has a structure and activity of the population is already classified as very high. East Java provincial government policy regulations contained in East Java Governor Regulation No. 27 of 2016. Transportation Agency as an implementor, conducts socialization to the community, and provides facilities as a support in the transportation system in East Java. Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. The number of routes and flights are always growing by leaps and bounds every year.</p><p>In Indonesia alone by more than 10 of the largest airliner in which two, namely Garuda Indonesia and Lion Airline, based on data in 2012 each have no less than 50 routes per day and more than 4,000 flights per week [1] (web magazine ZonaAero). To support the security and safety of air transport, the government through the aviation authorities are trying to build an adequate infrastructure. A number of local governments and central government together with Angkasa Pura and Airnav Indonesia (LPPNPI) has a lot to develop the airport terminal, lengthen and widen the runway, install instrument flight (radar, DVOR, ILS etc.), and make the regulations more guarantees The good level of a security and aviation safety.</p><p>However, for things that are not desirable that may occur as aircraft accidents, it is necessary to support the system also prepared to facilitate the search for the location of the accident. South Korea has taken steps to achieve the Aichi Target 11 and several pieces of South Korean legislation require the government to make every effort to protect the ocean from pollution and manage conservation consistently. However, protected area coverage is recognized to be well short of target and recent assessment reports reveal that most MPAs are not managed well. The reasons for mismanagement are complex: lack of budget, lack of understanding among local residents and communities, vague jurisdictional boundaries between the regional office of the central government and the local governments, shortage of experts, etc. Therefore, the immediate and primary task for the government is to establish more effective management systems rather than increase the number and areas of the MPAs.
