All land of the Republic of Belarus can be classified by categories (7 categories), types of lands (14 types), land users, forms of ownership and types of rights to land plots. The total area of land in the Republic of Belarus is 20760 thousand hectares, including agricultural land occupies 9103.0 thousand hectares (43.8%) of the total area of the republic; settlements, horticultural associations, dacha cooperatives - 849.0 thousand hectares (4.1%); industry, transport, communications, energy, defense and other purposes - 622.2 thousand hectares (3.0%); environmental, health, recreational, historical and cultural purposes - 868.7 thousand hectares (4.2%); forest fund - 8656.4 thousand hectares (41.7%); water fund - 37.3 thousand hectares (0.2%); reserve land - 623.4 thousand hectares (3.0%). The basis of the land resources used in the agro-industrial complex of the republic is arable land, meadows and land under permanent crops, which in general occupy 8387.1 thousand hectares, or 40.4% of the total area of land. The state owns 20683.6 thousand hectares (99.63%) of land, private property - 76.4 thousand hectares (0.37%) of the total area of all lands of the republic. In terms of environmental stability, the territory of the republic belongs to medium-stable territories, the coefficient of environmental stability is 0.63, and in terms of the degree of anthropogenic load - to territories with a relatively low anthropogenic load, the coefficient of anthropogenic load is 2.79.

The formation of an economically developed management system for the country's agro-industrial complex cannot be considered only from the point of view of a separate science. Land resources are the source of profit, which is involved in almost all sectors of society. Land preservation and improvement is required to ensure an economic security and competitiveness of each region of the Russian Federation). The dynamics of changes in the areas of Svetloyarsky district of the Volgograd region in the context of municipalities is analyzed. The actual deviation of the area of Privolzhsky rural settlement amounts to 2,3 % of the statistical data. The boundaries and areas of the used plots of arable land in the Raigorod settlement do not coincide with the data of the state cadastral registration, the discrepancy of only one land plot is 422,44 hectares. By implementing GIS-technologies, the data were obtained for 2355 arable land plots, whereof the irrigated land area amounts to 52138 hectares, instead of the potentially possible 19455 hectares, that exceeds the settlement's capabilities by 2,7 times according to the statistical data.

The article presents an ecological and geographical analysis of the current state of land resources. The structure of land resources in UTC (United Territorial Community) is dominated by lands of agricultural and forestry use. They occupy the largest areas - 67072.3 hectares, 40004.8 hectares and their share in the structure of the land fund is 57.8%, 34.4%, respectively. The structure of agricultural lands of the district is dominated by agricultural lands, namely arable land. Its area is 67072.3 hectares (97.3%) The largest area of agricultural land is concentrated within the central part of the district. The largest area in the structure of agricultural land is occupied by arable land - 2500 - 3570.8 hectares. In the eastern and south-eastern parts of the district the share of arable land in the structure of agricultural lands is the highest (more than 70%). The share of pastures and hayfields in the structure of agricultural lands is 18.2% and 16.8%, respectively. The smallest share in the structure of lands of perennial plantations (1.6%). The largest areas of hayfields and pastures in the northern and northeastern part of the district, which is due to the natural features of the territory. Peculiarities of forestry use of land resources on UTC area are analyzed. Lands covered with forest vegetation there are unevenly distributed and are mainly subordinated to Brody Forestry. The largest areas of forestry land in the northern and southern parts of the district. Forests in the northern part are located within Male Polissya. Here in the area there is the highest forest cover (45 - 67%). Forest cover in the southern part of the district is 45 - 67%. The structure of lands occupied by forest vegetation is dominated by forest areas (96.0%), including covered with forest crops (71.0%) On the basis of the defined indicators the analysis of ecological stability of lands in UTC is carried out, also the anthropogenic loading on agricultural lands of the area is defined. This figure depends on the area of land of different species. Using the method of Shyshchenko P. H. (1982) we have determined the anthropogenic load on the agricultural lands of the district. This figure depends on the area of the land of different species. Within the district there are spatial differences in this indicator. The greatest anthropogenic load on agricultural land is in the central part of the district. Here the anthropogenic load is more than 6.6 (strongly converted). In the north-western part of the district this indicator is the lowest: 5.2-5.3. On the territory of other village councils agricultural lands are moderately transformed (6.1 - 6.5) The results of the study of the ecological condition of the land resources of the district are presented. The level of plowing, agricultural development of the district is analyzed. The central and southern part of the district is characterized by an unbalanced structure of land use, as there is a fairly high rate of plowing of agricultural land. The share of arable land here is more than 70% of the total area of agricultural land. The average value of this indicator is around 57.7%. The highest agricultural development is in the central part of the district (except for Brody town territorial community), and in the southern part (more than 60%). The maximum indicators of agricultural development are - 86.8-91%. The ecological condition of the land resources of the district was assessed and five groups with different levels of this indicator were identified. The ecological condition of land resources varies from optimal to catastrophic, depending on the ratio of arable land (R) and the share of ecological and stabilizing lands (ESL). Optimal and satisfactory ecological condition of land resources in the region on the area of 40.6%, critical - 25.7%, crisis - 20.4%, catastrophic - 13.3% Land resources are one of the most important resources of the district. In modern conditions, productive agricultural lands should be involved in intensive agricultural cultivation, and the rest should remain in a natural state, which will ensure ecological sustainability and balanced nature management. У статті розглянуто сучасний стан використання земельних ресурсів центрального Лісостепу України. Досліджено особливості структурного розподілу сільськогосподарських земельних угідь. Визначено надмірний рівень сільськогосподарської освоєності території, розораності території і сільськогосподарських угідь. Встановлено, що структура земельних угідь екологічно розбалансована. Проаналізовано динаміку змін земельного фонду за останнє десятиліття в розрізі адміністративних областей.  Запропоновано заходи щодо оптимізації використання земельних ресурсів. The article considers the current state of use of land resources of the Central Forest-Steppe of Ukraine in the context of administrative regions – Vinnytsa, Kyiv, Kirovograd, Poltava, Cherkasy. Structural distribution of land resources by types of land was analyzed. The Central Forest-Steppe of Ukraine as of 01.01.2016 is 12890,9 thousand hectares. A significant part was occupied by agricultural land – 9321,8 thousand hectares (72,3 %), forests and forest cover areas – 1842,63 thousand hectares (14,3 %), built-up land – 538,4 thousand hectares (4.2 %), water (territories covered with surface water) – 579,5 thousand hectares (4,5 %), other lands – 455,22 thousand hectares. Features of structural distribution were investigated of agricultural land. The excessive level of agricultural development of the territory is determined – 72,3 %, the area’s cultivation is 61,2 %, agricultural land plots – 84,6 %. Such indicators significantly exceed the maximum permissible levels, which indicate extensive use of land. It is established that the structure of land is ecologically unbalanced. The period of 2005–2016 was analyzed a dynamics of land fund changes. Thus, the area of land has undergone some changes, but they are completely unimportant and do not radically change. The reduction of agricultural land is extremely low (0,8 %), the increase in the forest area as an ecolabelling lands is only 0,2 %. The decrease in the share of arable land in the total area of agricultural land is very small – 4,0 thousand hectares (0,03 %). The reduction of arable land was observed in Kyiv region – by 13,7 thousand hectares, in Vinnyts’a – by 4,4 thousand hectares, Cherkasy region – by 1,8 thousand hectares. There is a slight increase in the area of arable land in Kirovograd region – by 1,4 thousand hectares and in Poltava region – by 14,5 thousand hectares. We offered measures to optimize the use of land resources. In particular, an important task in the field of optimization of the structure of the land fund should be measures for the removal of intensive cultivation of degraded, low productive land.

The most important condition for the rational organization of the territory is the formation of a morphological appearance, which is distinguished by high productivity, ecological diversity, aesthetic appeal, and will satisfy sanitary and hygienic requirements. The use of land resources in the Alagirskii District of the Republic of North Ossetia-Alania and the development of measures for rational organization of the territory, with the creation of an effective system of land use, evaluation criteria of environmental reliability, social acceptability, economic efficiency and compliance with the legal regime of land use, are a necessary condition for the rational use of land. In this work, materials of land inventory for 2016–2018, data of the committee of land and property relations of the district, statistical data on the effectiveness of agricultural land were used. The developed data allows to establish the optimal ratio of natural ecosystems and agro-ecosystems for this natural-agricultural zone, to establish optimal areas of arable and forage lands that need improvement based on the landscape features of the territory for stability and development of agricultural production.

The article is devoted to substantiating the prospects for increasing the marginal volumes of agricultural production for export in the next four years. Two scenarios of such production are considered: 1) expansion and 2) intensification of the use of land resources. As part of the development of the first scenario, an analysis of the distribution of unused agricultural land, including arable land, by federal districts was carried out. Also, based on the forecast of the introduction of additional annual volumes of acreage in the subjects of the Federation, the calculation of additional volumes of agricultural production, which can be expected in the next four years, was carried out. The analysis of data on the increase in the yield of export-oriented crops over the past five years has been carried out, in the framework of the second scenario, the calculation of the projected additional yield due to the intensification of agriculture is presented. The results of the study indicate that the intensification of agriculture will have the greatest impact on the growth of production and export of agricultural products in the near future.

Relevance. The effective use of agricultural land is a fundamental prerequisite for the successful implementation in the agro-industrial complex of the task of providing the population with food, and production with raw materials. At the same time, the issues of methodological support of the procedures for determining the integral indicator for assessing the use of agricultural land, established on the basis of a theoretically grounded unified approach based on quantitative methods, have been developed with insufficient completeness. Actualization of the issues of improving the theory and practice of assessing the effectiveness of the use of agricultural land in agricultural production is becoming one of the priority tasks of land reclamation science. The purpose of this work is to create a methodological basis for the process of assessing the use of agricultural land, which guarantees the comparability of the considered options for agroproduction in different natural and economic conditions.Methods. The research is based on the method of point assessments for indicators of agricultural land exploitation and the formation on their basis an integral criterion of land use efficiency. The proposed procedure includes: analysis of statistical data characterizing the dynamics of the values of indicators of used land resources, calculation of local assessments of the feasibility of their exploitation and assessment of the efficiency of land use according to a generalizing criterion represented by the sum of these local assessments.Results. A methodology has been developed and a method has been created for determining the efficiency of the use of agricultural land, based on a generalized integral assessment of the operation of agricultural land, which allows to identify bottlenecks in agricultural production and outline rational directions for the development of land use. The testing of the algorithm of the methodology and capabilities of the scale for the integral assessment of the efficiency of the use of land resources was carried out on the example of the Non-Black Earth Zone of the Russian Federation. Shown is an unsatisfactory (below the national average) contribution of agricultural production to the gross regional product. On the whole, positive dynamics of agricultural production in the Non-Black Earth Zone was established, which is achieved due to the development of animal husbandry, which is an effective factor in the formation of modern efficient agriculture of the territory, with the orientation of the crop production system on the raw material basis of feed production or the sector of the economy of the agro-industrial complex of the territory.

The article is devoted to the study and analysis of the current state of the animal husbandry industry in the Republic of Kazakhstan in the context of regions. The indicators of the dynamics of the number of livestock of farm animals for the period 2015-2019 by regions, indicators of productivity in the industry, indicators of the volume of production of meat products are analyzed. The dynamics and structure of costs in the country’s livestock industry are also considered.Today, one of the most pressing problems in the development of the agro-industrial complex is the low level of labor productivity due to low automation and digitalization of technological processes. The need to meet the demand for livestock products in the domestic market of the Republic of Kazakhstan, as well as to increase its export resources, poses a challenge for Kazakhstani science and practice to develop, scientifically substantiate and master modern technologies for the production of low-cost, environmentally friendly, competitive products of the industry. They should be resource-saving, aimed at maximizing the use and improvement of the genetic potential of farmed farm animals, adapted to the specific natural and economic conditions of the regions of the republic. The development and mastering of such technologies will make it possible to weaken the negative impact of the industry on the environment, reduce the cost of material resources, and effectively use the available land and water resources [5].The main problems hindering the effective development of the country’s livestock industry are identified. The promising strategic directions for the development of this industry have been determined. From the point of view of experts of the financial organization, the country has good potential and opportunities to export its beef and pork to China, and the lamb of the Edilbay sheep breed to the countries of the Middle East.

As result of land reform in Russian Federation the public administration of agricultural land has been totally transformed. Land reform was carried out in order to solve problems in the sphere of agriculture, housing construction, ecology, creating a plurality of land ownership forms, introducing land use payments, etc. The decision to cancel monopoly of state ownership in land and to create institution of private property was made. The land redistribution projects for each farm were made, where stock of shares, stock of land redistribution and stock of land administered by previous soviet village councils was represented. The example of the Samara region was used to develop mechanisms for transfer of public land to private ownership. Currently, the situation with use of the land in many agricultural enterprises can be considered as unsatisfactory due to unsystematic economic activity - there are no or are not implemented scientifically based crop rotations, natural soil fertility is not taken into account, there is no modern cartographic material indicating the size of the fields, degree of slope and degree of erosion. Significant deterioration of the agro-ecological situation and the spread of negative processes on arable land require changes in national land policy and development of comprehensive measures to organize rational use of land. In the near future, a significant modernization of national and federal land legislation is planned, which will affect all subjects of the Russian Federation in terms of the management and use of agricultural land.

The structure of soils in Carpathian region of Ukraine, which is involved for agricultural land use, including for arable land, has been analyzed. The basic steps to increase the area of arable land have been described. Integrated approach with using spatial, legal, environmental, and economic performance has been proposed for definition of the efficiency of agricultural land use. The state of soil fertility from Republic of Moldova in the intensification of degradation processes has been presented. Arable soil humus state is the worst in the last 30-35 years. The annual loss of humus from agricultural land cleared from above the level of mineralization of 700 kg/ha and the total deficit, given the erosion losses consists 1100 kg/year. The current state of actual soil fertility is unsatisfactory on the 90% of the land, and about 10% of agricultural land - is critical. Current balance of nutrients in soils is profoundly negative caused by non-application of fertilizers. Developed programs for increasing soil fertility provide scientifically substantiated measures for their implementation on agropedoclimatic zones.
