У статті розглянуто сучасний стан використання земельних ресурсів центрального Лісостепу України. Досліджено особливості структурного розподілу сільськогосподарських земельних угідь. Визначено надмірний рівень сільськогосподарської освоєності території, розораності території і сільськогосподарських угідь. Встановлено, що структура земельних угідь екологічно розбалансована. Проаналізовано динаміку змін земельного фонду за останнє десятиліття в розрізі адміністративних областей.  Запропоновано заходи щодо оптимізації використання земельних ресурсів. The article considers the current state of use of land resources of the Central Forest-Steppe of Ukraine in the context of administrative regions – Vinnytsa, Kyiv, Kirovograd, Poltava, Cherkasy. Structural distribution of land resources by types of land was analyzed. The Central Forest-Steppe of Ukraine as of 01.01.2016 is 12890,9 thousand hectares. A significant part was occupied by agricultural land – 9321,8 thousand hectares (72,3 %), forests and forest cover areas – 1842,63 thousand hectares (14,3 %), built-up land – 538,4 thousand hectares (4.2 %), water (territories covered with surface water) – 579,5 thousand hectares (4,5 %), other lands – 455,22 thousand hectares. Features of structural distribution were investigated of agricultural land. The excessive level of agricultural development of the territory is determined – 72,3 %, the area’s cultivation is 61,2 %, agricultural land plots – 84,6 %. Such indicators significantly exceed the maximum permissible levels, which indicate extensive use of land. It is established that the structure of land is ecologically unbalanced. The period of 2005–2016 was analyzed a dynamics of land fund changes. Thus, the area of land has undergone some changes, but they are completely unimportant and do not radically change. The reduction of agricultural land is extremely low (0,8 %), the increase in the forest area as an ecolabelling lands is only 0,2 %. The decrease in the share of arable land in the total area of agricultural land is very small – 4,0 thousand hectares (0,03 %). The reduction of arable land was observed in Kyiv region – by 13,7 thousand hectares, in Vinnyts’a – by 4,4 thousand hectares, Cherkasy region – by 1,8 thousand hectares. There is a slight increase in the area of arable land in Kirovograd region – by 1,4 thousand hectares and in Poltava region – by 14,5 thousand hectares. We offered measures to optimize the use of land resources. In particular, an important task in the field of optimization of the structure of the land fund should be measures for the removal of intensive cultivation of degraded, low productive land.

The article presents an ecological and geographical analysis of the current state of land resources. The structure of land resources in UTC (United Territorial Community) is dominated by lands of agricultural and forestry use. They occupy the largest areas - 67072.3 hectares, 40004.8 hectares and their share in the structure of the land fund is 57.8%, 34.4%, respectively. The structure of agricultural lands of the district is dominated by agricultural lands, namely arable land. Its area is 67072.3 hectares (97.3%) The largest area of agricultural land is concentrated within the central part of the district. The largest area in the structure of agricultural land is occupied by arable land - 2500 - 3570.8 hectares. In the eastern and south-eastern parts of the district the share of arable land in the structure of agricultural lands is the highest (more than 70%). The share of pastures and hayfields in the structure of agricultural lands is 18.2% and 16.8%, respectively. The smallest share in the structure of lands of perennial plantations (1.6%). The largest areas of hayfields and pastures in the northern and northeastern part of the district, which is due to the natural features of the territory. Peculiarities of forestry use of land resources on UTC area are analyzed. Lands covered with forest vegetation there are unevenly distributed and are mainly subordinated to Brody Forestry. The largest areas of forestry land in the northern and southern parts of the district. Forests in the northern part are located within Male Polissya. Here in the area there is the highest forest cover (45 - 67%). Forest cover in the southern part of the district is 45 - 67%. The structure of lands occupied by forest vegetation is dominated by forest areas (96.0%), including covered with forest crops (71.0%) On the basis of the defined indicators the analysis of ecological stability of lands in UTC is carried out, also the anthropogenic loading on agricultural lands of the area is defined. This figure depends on the area of land of different species. Using the method of Shyshchenko P. H. (1982) we have determined the anthropogenic load on the agricultural lands of the district. This figure depends on the area of the land of different species. Within the district there are spatial differences in this indicator. The greatest anthropogenic load on agricultural land is in the central part of the district. Here the anthropogenic load is more than 6.6 (strongly converted). In the north-western part of the district this indicator is the lowest: 5.2-5.3. On the territory of other village councils agricultural lands are moderately transformed (6.1 - 6.5) The results of the study of the ecological condition of the land resources of the district are presented. The level of plowing, agricultural development of the district is analyzed. The central and southern part of the district is characterized by an unbalanced structure of land use, as there is a fairly high rate of plowing of agricultural land. The share of arable land here is more than 70% of the total area of agricultural land. The average value of this indicator is around 57.7%. The highest agricultural development is in the central part of the district (except for Brody town territorial community), and in the southern part (more than 60%). The maximum indicators of agricultural development are - 86.8-91%. The ecological condition of the land resources of the district was assessed and five groups with different levels of this indicator were identified. The ecological condition of land resources varies from optimal to catastrophic, depending on the ratio of arable land (R) and the share of ecological and stabilizing lands (ESL). Optimal and satisfactory ecological condition of land resources in the region on the area of 40.6%, critical - 25.7%, crisis - 20.4%, catastrophic - 13.3% Land resources are one of the most important resources of the district. In modern conditions, productive agricultural lands should be involved in intensive agricultural cultivation, and the rest should remain in a natural state, which will ensure ecological sustainability and balanced nature management. The aim of the study is to develop a project for the rational organization of the use of agricultural land for land use on the basis of a comprehensive integrated assessment and landscape-ecological analysis, involving their landscape-ecological optimization, conservation of landscape diversity. This project will establish the main criteria for the optimization of agricultural lands as natural-economic systems: land and resource security; level of forest cover; agricultural load on landscapes (erosion level, specific gravity of irrigated and drained lands, livestock load per 100 ha of fodder land); the degree of agrogenic load on agrolandscapes (specific gravity of steam, indicators of plowing and agricultural development); landscape-ecological conditions (landscape situation, drainage of landscapes, relief, soil; water and radiation balances; manifestation of adverse physical and geographical processes); spatial and technological conditions (a variety of landscape patterns of arable land and other lands, their configuration and size); the degree of environmental tension (the degree of development of natural physical and geographical processes and anthropogenic ones: salinization, waterlogging, flooding, pollution of soils, snow, air and water basins, etc.); the amount of agricultural losses; environmental, social and economic efficiency of the implementation of design developments. The methods used are: abstract-logical, integrated landscape and environmental assessment, cartographic, modeling methods.

All land of the Republic of Belarus can be classified by categories (7 categories), types of lands (14 types), land users, forms of ownership and types of rights to land plots. The total area of land in the Republic of Belarus is 20760 thousand hectares, including agricultural land occupies 9103.0 thousand hectares (43.8%) of the total area of the republic; settlements, horticultural associations, dacha cooperatives - 849.0 thousand hectares (4.1%); industry, transport, communications, energy, defense and other purposes - 622.2 thousand hectares (3.0%); environmental, health, recreational, historical and cultural purposes - 868.7 thousand hectares (4.2%); forest fund - 8656.4 thousand hectares (41.7%); water fund - 37.3 thousand hectares (0.2%); reserve land - 623.4 thousand hectares (3.0%). The basis of the land resources used in the agro-industrial complex of the republic is arable land, meadows and land under permanent crops, which in general occupy 8387.1 thousand hectares, or 40.4% of the total area of land. The state owns 20683.6 thousand hectares (99.63%) of land, private property - 76.4 thousand hectares (0.37%) of the total area of all lands of the republic. In terms of environmental stability, the territory of the republic belongs to medium-stable territories, the coefficient of environmental stability is 0.63, and in terms of the degree of anthropogenic load - to territories with a relatively low anthropogenic load, the coefficient of anthropogenic load is 2.79.

The article is devoted to substantiating the prospects for increasing the marginal volumes of agricultural production for export in the next four years. Two scenarios of such production are considered: 1) expansion and 2) intensification of the use of land resources. As part of the development of the first scenario, an analysis of the distribution of unused agricultural land, including arable land, by federal districts was carried out. Also, based on the forecast of the introduction of additional annual volumes of acreage in the subjects of the Federation, the calculation of additional volumes of agricultural production, which can be expected in the next four years, was carried out. The analysis of data on the increase in the yield of export-oriented crops over the past five years has been carried out, in the framework of the second scenario, the calculation of the projected additional yield due to the intensification of agriculture is presented. The results of the study indicate that the intensification of agriculture will have the greatest impact on the growth of production and export of agricultural products in the near future.

The structure of soils in Carpathian region of Ukraine, which is involved for agricultural land use, including for arable land, has been analyzed. The basic steps to increase the area of arable land have been described. Integrated approach with using spatial, legal, environmental, and economic performance has been proposed for definition of the efficiency of agricultural land use. Purpose: to establish the basic principles of the organization of reclamed agricultural landscapes and to substantiate the use of the agricultural landscape approach in the organization of the territory. Materials and Methods. When preparing this article, the materials of Russian scientists dealing with the issues of soil fertility conservation and ecological sustainability of reclaimed agricultural landscapes were considered. The methods used were analysis, generalization, synthesis and other methods of working with literary sources on this issue. Results. In performing the work, the main principles and indicators were determined, such as productivity, sustainability, the rule of transforming measures for the natural environment, optimization of the agricultural landscape, authenticity, principles of the formation of reclaimed agricultural landscapes, the complexity of the reclamation impact, the required diversity, the uniqueness of the reclamation impact. The basic requirements for the preservation of soil fertility of reclaimed irrigated agricultural landscape have been established. It was found that to maintain ecological balance within the irrigated agricultural landscape, it is necessary to adhere to the indicators of the reclamation load of the natural environment. The limits of agricultural lands saturation in reclaimed agricultural landscapes for various agro-climatic zones have been substantiated and recommended. Conclusions. It has been determined that the coefficient of reclamation loading of irrigated lands, showing the maximum share of irrigated lands that can be irrigated in a particular climatic zone, varies from 0.3 in the forest-steppe zone to 0.60–0.85 in the semi-desert and desert zone. This suggests that with an increase in moisture supply, this indicator decreases, the recommended amount of agricultural land in various agroclimatic zones varies from 30 to 87 %, while the area of arable land should not exceed 20–25 % in a very dry zone, and with an increase in moisture supply, it can increase up to 80 % in the semi-arid zone. The amount of irrigated land in the reclaimed agricultural landscape should not exceed 18–20 %. Irrigated meadows and pastures should account for 1–2 to 5–6 % of the area.

The research of forest cover development on agricultural lands in the Perm Prikamye was carried the example of taiga and forest-steppe types of landscapes. The Babkinsko-Yugovskoy and Irensko-Kungursky landscapes were select for research. Received information about the geosystem condition in different years using remote sensing data. All landscape changes were record during the formed stable snow cover. As a result, was divide into two classes - forested and treeless areas. Established, the main natural factors of land differentiation by an areas and a pace of withdrawal from agricultural use are the small contours of agricultural land and differences in soil fertility. The growth pace of forest geosystems within the forest-steppe landscape was 2.5 times higher than of the taiga. The research of the dynamics of forest cover showed that in the Perm Prikamye in the forest-steppe landscape substitution of anthropogenic geosystems with natural-anthropogenic ("wild") accompanied by the development of forest biogeocenosis, not steppe.

The formation of an economically developed management system for the country's agro-industrial complex cannot be considered only from the point of view of a separate science. Land resources are the source of profit, which is involved in almost all sectors of society. Land preservation and improvement is required to ensure an economic security and competitiveness of each region of the Russian Federation). The dynamics of changes in the areas of Svetloyarsky district of the Volgograd region in the context of municipalities is analyzed. The actual deviation of the area of Privolzhsky rural settlement amounts to 2,3 % of the statistical data. The boundaries and areas of the used plots of arable land in the Raigorod settlement do not coincide with the data of the state cadastral registration, the discrepancy of only one land plot is 422,44 hectares. By implementing GIS-technologies, the data were obtained for 2355 arable land plots, whereof the irrigated land area amounts to 52138 hectares, instead of the potentially possible 19455 hectares, that exceeds the settlement's capabilities by 2,7 times according to the statistical data.

The current state of land use in Ukraine is characterized by high agricultural development and land cultivation. The predominant share in the total land stock of Ukraine is occupied by agricultural land (70.8% of the country's territory). Ukraine accounts for about 0.45% of the world land fund, while arable land occupies 2.4% of its world-wide area. According to resource-based indicators of land use Ukraine is also characterized by an extremely high level of development of living space and only about 8% of the territory can be attributed to anthropogenically unchanged. Ecological and economic aspects of land use include of rational land use, which characterizes the optimal involvement of all lands in economic circulation and their effective use for the main purpose, creation of favorable conditions for increasing productivity of agricultural land and obtaining from the unit of area the maximum amount of products at the lowest cost of labor and funds. The article substantiates that degradation of soils has its own characteristics, caused by various factors and processes. It is established that the practice of land use and the state of study of the above problems will require further study of the preconditions for the development of land degradation processes caused by the main factors: human economic activity and climatic and relief-ground conditions. The existing system of land protection in agriculture due to the influence of a number of natural and economic factors, as well as insufficient attention from the state does not ensure their rational use. Therefore, it is necessary to adhere to an integrated system of protection of agricultural land.

The growth of the world’s population and the rapid development of the economy are leading to an increase in the demand for agricultural products from year to year. This, in turn, increases the demand for limited natural resources - water and land resources, especially land for agricultural purposes. In such a complex environment, the rational and efficient use of land, increasing productivity by improving the reclamation and fertility of the soil is a requirement of the times. The growing demand for land in society makes it necessary to develop and implement measures to protect land. Land protection is closely related to land control, which is ensured by land control. In this study, the study was conducted in terms of public participation in land control in the field of agricultural land use. At the same time, the foreign experience in the field and the national legal framework of the Republic of Uzbekistan were compared. The article also discussed the goals and objectives of land control. The authors have scientifically and legally studied the participation of the public in land control, the advantages, subjects, objects and forms of public control. The article also examines scientific research on land control and public control. As a result of studying the system of legislation of the Republic of Uzbekistan on land control, the authors systematized the procedures aimed at ensuring public participation in the field. Prospects for the application of foreign experience in the implementation of public land control were also considered. In addition, the scientific and theoretical basis for the rational use of land resources and their protection in achieving the strategic goals of agricultural development of the Republic of Uzbekistan for 2030 has been developed.
