The subject of the paper is reliability design in polymerization processes that occur in reactors of a chemical industry. The designed model is used to determine the characteristics and indicators of reliability, which enabled the determination of basic factors that result in a poor development of a process. This would reduce the anticipated losses through the ability to control them, as well as enabling the improvement of the quality of production, which is the major goal of the paper. The reliability analysis and calculation uses the deductive method based on designing of a scheme for fault tree analysis of a system based on inductive conclusions. It involves the use standard logical symbols and rules of Boolean algebra and mathematical logic. The paper eventually gives the results of the work in the form of quantitative and qualitative reliability analysis of the observed process, which served to obtain complete information on the probability of top event in the process, as well as objective decision making and alternative solutions.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

ABSTRACT: Crambe is a rapeseed with high oil content and can be used as a winter cover or as a source of raw material for the production of biodiesel, however espite the growing interest in the culture, research on the subject is still incipient, especially concerning the seed production and analysis technology. The purpose of this study is to evaluate the physiological quality of crambe seeds, 'FMS Brilhante' cultivar, by testing the pH of exudate. Five seed lots were submitted to the determination of water content and the tests of germination and vigor (first count, emergence and tetrazolium). In the conduction of pH exudate test, temperatures (25 and 30oC), and periods of seed imbibition in water (15, 30 and 45 minutes) were tested. The experiment was conducted in a completely randomized manner, with four replicates, and the mean values were compared by the Tukey test at 5% probability; Pearson correlation between the pH of the exudate and initial tests was also made. Testing the pH of exudate is promising for separating lots of crambe seeds and the following combinations of 25°C/30 minutes or 30°C/45 minutes can be used.

The subject of research is the institute of regulatory impact assessment, implemented in the sphere of state regulation of economy in post-Soviet countries. The research aims to analyze the main approaches to the implementation of the regulatory impact assessment in the post-Soviet countries — Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Uzbekistan, as well as to determine the prospects of development of this institute in the countries included in the analyzed set. Using the methodology of comparative research, the study collates the concept content of “regulatory impact assessment” in some of the post-soviet countries, the structure of the objects of assessment and government levels, at which it is performed. The research analyzes the methodological framework of the regulatory impact assessment and models of the organization of monitoring and quality control of regulatory impact assessment in the countries from the analyzed set. The paper characterizes the role of the regulatory impact assessment in the system of state regulation of economy in the countries of post-Soviet space, identifies the general and specific features in the functioning of the mechanisms of regulatory impact assessment in the analyzed countries, describes the problems of assessment in the activities of state authorities and local selfgovernment, and substantiates the development prospects of the institute of the regulatory impact assessment. The research provides findings on the need for improving the quality of the existing methodological support of the regulatory impact assessment, the lack of methodical approaches to evaluating the effectiveness of this institution, the risks of formalizing procedures of the regulatory impact assessment, and the feasibility of the regulatory impact assessment “integration” in the national strategy to encourage business and economic growth. Moreover, the paper notes that at the present stage of the development of the regulatory impact assessment institute little attention is paid to finding alternative solutions which require government interference in the economy.

The subject of this research is indicators that characterize the quality of municipal services rendered in accordance with the state (municipal) task in the sphere of youth policy. Special attention given to the analysis of state tasks approved on the federal and regional levels for budgetary (autonomous) institutions. The author examines the indicators that characterize the quality of municipal services in the sphere of youth policy as the foundation for assessing the achievement of publicly significant results in the context of the vector for improving the efficiency of spending budgetary funds. The article explores the problem of the absence of correlation between the quality of services rendered and the size of subsidy allocated for the implementation of state (municipal) task. The main conclusion consists in the statement that at the present day it is difficult to assess the achievement of publicly significant result in rendering state (municipal) services in the sphere of youth policy as a criterion for the appropriate use of subsidies for the fulfillment of the state (municipal) tasks within the framework of the activity of budgetary (autonomous) institutions. This is substantiated by the formal determination of indicators set by such institutions, which characterize the quality of the rendered municipal services and the absence of comprehensive legislative regulation in this sphere. The efficiency parameters of the conducted state youth policy are for the most part reflected through the quantitative indicators.

ABSTRACT Plastic packaging from petroleum derives used in the food industry represents serious environmental problems. Alternative solutions to these problems consist of the development of biodegradable packaging, such as films and edible coatings including the polyvinyl alcohol (PVA). In this research we evaluated the effect of the PVA application by two different techniques aiming to increase shelf life of ripe tomatoes, cultivar Carmen. The methodology of this study consisted in covering tomatoes with a PVA solution and also with PVA impregnated tracing paper. The different fruit lots were kept in polystyrene trays for 19 days on a laboratory bench at a controlled temperature of 25±3ºC. The fruit analyzes were compared to the control fruits without any treatment, being evaluated firmness, pH, titratable total acidity, mass loss, total soluble solids content, water activity and color determination of fruit surface. Among the different treatments, the PVA coating applied directly to the fruits contributed to control the firmness and the mass loss, as well as this treatment influenced the total soluble solids content, the luminosity and the red color of fruits with statistical difference compared to the control and covered with tracing paper (with or without PVA). The PVA coating solution applied directly on the fruits contributed to maintain the postharvest quality of the ripe tomatoes.

Until the 19th century, the factor causing epidemics was not known, and the escape from a place where it occurred as well as isolation of patients was considered to be the only effective way to avoid illness and death. Quarantine in a sense similar to modern times was used in 1377 in Ragusa, today’s Dubrovnik, during the plague epidemic. It was the first administratively imposed procedure in the world’s history. It was later used in Venice and other rich port cities in the Mediterranean. On the territory of today’s Poland, quarantine measures were used by the so-called Mayor of the Air – LukaszDrewno in 1623 during the plague epidemic in Warsaw. The quarantine left its mark on all areas of human activity. It affected all humanity in a way that is underestimated today. Throughout history, it has been described and presented visually. It is omnipresent in the world literature, art and philosophy. However, the isolation and closure of cities, limiting trade, had an impact on the economic balance, and the dilemma between the choice of inhabitants’ health and the quality of existence, i.e. their wealth, has been the subject of discussions since the Middle Ages. Since the end of the 19th century, quarantine has lost its practical meaning. The discovery of bacteria and a huge development of medical and social sciences allowed limiting its range. In the 20th century isolation and quarantine no longer had a global range, because the ability to identify factors causing the epidemic, knowledge about the incubation period, carrier, infectiousness, enabled the rational determination of its duration and territorial range. The modern SARS COV 2 pandemic has resulted in a global quarantine on a scale unprecedented for at least three hundred years. The aim of this paper is to present the history of quarantine from its beginning to the present day, including its usefulness as an epidemiological tool.

Flowers, ornamental plants, planting material (saplings) and other plants with regard to which the market with possibility of carrying out independent adequate marketing was formed, are the subject of evaluation by the experts in field of forensic merchandising. With the development of the market and market relations such goods as flowers, planting material and others are increasingly encashed in the market of Ukraine and become the objects of forensic merchandising examinations and expert researches. Special feature of merchandising researches of the plant origin objects is the use of the comprehensive approach to the estimation of their quality and cost. Researches are carried out with the purpose of determination of properties, consumer value, conformity to standards and specifications of plants certain kinds. When studying a considerable variety of flower plants, one distinguishes scientific and industrial classifications. In merchandising flowers industrial classification of flower ornamental plants which provides distribution of flower plants to the separate groups similar on biological properties, the agricultural technician of cultivation and practical application in gardening is used. During carrying out merchandising examinations on an establishment of consumer properties of certain kinds plants, namely establishments organoleptic indicators of quality and quantity of flower decorative production given for research, the expert checks conformity of this production to requirements of normative and technical documents. Requirements to quality of flower production are normalised by standards depending on production kind – cutf lowers, pottery blossoming plants, pottery decorative sheet plants, sprouts of flower decorative production, planting material, seeds of flower ornamental plants. At carrying out merchandising researches of flower decorative production, plants and saplings it’s necessary for merchandising experts to pay special attention on definition of quality indicators and a grade of plants according to standards, and also to consider data concerning age of a plant, novelty of a grade and origin country of production.

The reliability of the emergency flotation system of helicopters is analysed by using fault tree analysis and the Monte Carlo method. We constructed a fault tree with the failure of system as the top event and obtained the minimal cut set, the ranking of the structural importance of the bottom events and the probability of the occurrence of the top event. Based on the system fault tree, a Monte Carlo simulation model of the emergency flotation system is established by using Matlab/Simulink. The results show that the Monte Carlo method is feasible and effective for the reliability analysis of the emergency flotation systems of helicopters. Furthermore, the comparison between the criticality importance and mode importance of each subsystem suggests that the control component is the weakest part of the emergency flotation systems, thereby providing a basis for system reliability design and fault diagnosis.

The purpose of this paper is to substantiate the methodological aspects of assessing the competitiveness of an enterprise and develop proposals based on the practical testing of the assessment model application using an integral indicator. In this article, the object of the research is competitiveness as a factor of investment attractiveness of the enterprise. The subject of the study is the methodological aspects of assessing competitiveness of an enterprise. To achieve this goal, the following research tasks are set: 1) identification of the main problems and reserves of increasing the investment attractiveness of economic entities in Russia; 2) determination of the specifics of analysis of the economic entities competitiveness depending on the assessment criteria; and 3) development of recommendations for improving the quality of the enterprise competitiveness analysis.

Biogas plants are a specific facility from the QRA (Quantitative Risk Assessment) methodologies' point of view, especially in the case of the determination of the event frequency of accident scenarios for biogas leakage from a gas holder and subsequent initiation. QRA methodologies determine event frequencies for different types of accident events related to vessels made of steel. Gas holders installed at biogas plants are predominantly made of other materials and are often integrated with the fermenter. It is therefore a specific type of gas holder, differing from that which is commonly used in the chemical industry. In addition, long-term experience is not available for the operation of biogas plants, unlike in the chemical industry. The event frequencies listed in the QRA methodologies are not relevant for the risk assessment of biogas plants. This work is focused on setting the prerequisites for QRA of biogas storage, including for example: information on hazardous chemical substances occurring at biogas plants, their classification, and information on the construction of integrated gas holders. For the purpose of the work, a scenario was applied where the greatest damage (to life or property) is expected. This scenario is the leakage of the total volume of hazardous gas substance from the gas holder and subsequent initiation. Based on this information, a "tree" was processed for "Fault Tree Analysis" (FTA), and frequencies were estimated for each event. Thereafter, an "Event Tree Analysis" was carried out. This work follows up on a discussion by experts on the determination of scenario frequencies for biogas plants that was conducted in the past.
