Flowers, ornamental plants, planting material (saplings) and other plants with regard to which the market with possibility of carrying out independent adequate marketing was formed, are the subject of evaluation by the experts in field of forensic merchandising. With the development of the market and market relations such goods as flowers, planting material and others are increasingly encashed in the market of Ukraine and become the objects of forensic merchandising examinations and expert researches. Special feature of merchandising researches of the plant origin objects is the use of the comprehensive approach to the estimation of their quality and cost. Researches are carried out with the purpose of determination of properties, consumer value, conformity to standards and specifications of plants certain kinds. When studying a considerable variety of flower plants, one distinguishes scientific and industrial classifications. In merchandising flowers industrial classification of flower ornamental plants which provides distribution of flower plants to the separate groups similar on biological properties, the agricultural technician of cultivation and practical application in gardening is used. During carrying out merchandising examinations on an establishment of consumer properties of certain kinds plants, namely establishments organoleptic indicators of quality and quantity of flower decorative production given for research, the expert checks conformity of this production to requirements of normative and technical documents. Requirements to quality of flower production are normalised by standards depending on production kind – cutf lowers, pottery blossoming plants, pottery decorative sheet plants, sprouts of flower decorative production, planting material, seeds of flower ornamental plants. At carrying out merchandising researches of flower decorative production, plants and saplings it’s necessary for merchandising experts to pay special attention on definition of quality indicators and a grade of plants according to standards, and also to consider data concerning age of a plant, novelty of a grade and origin country of production.

The subject of this research is the social relations in the context of bringing to legal responsibility, as well as normative legal acts and scientific literature that reflect such relations. The problem of classification of the types of legal responsibility is relevant in the context of substantiation of the autonomy of its individual types. The attempts to substantiate the autonomy of one or another type of legal responsibility entail the revision of the grounds for classification. The goal of this article consists in revealing the natural grounds for definition of the concept of “legal responsibility” to build consistent and exhaustive classification. The main conclusion lies in determination of the criterion for classification of the types of legal responsibility. Emphasis is placed on the social relations underlying the legal relations, namely legal relations in the area of bringing to legal responsibility. On the example of responsibility for committing tax fraud, the article demonstrates the failure of attempts to find qualification criteria on the basis of the normative legal acts outside the entirety of social relations. The article determines the close link between social relations in the economic sphere, as well as their impact upon legal relations emerging in the context of bringing to legal responsibility as a whole and administrative responsibility in particular.

The subject of this research is the economic and organizational relations regarding the formation and assessment of competitiveness of tourism cluster, as well as correlation between the level of competitiveness and various trajectories and stages of the lifecycle of tourism clusters. The object of this research is the tourism sector of economy and its separate enterprises unified by specific relations into the cluster territorial-industrial formations. The article employs the works of Russian and foreign experts in the area of economics and management of tourism sector of the economy. The scientific novelty is substantiated by gain of knowledge on the content, maintenance, assessment, and role of the economic category of “competitiveness of tourism cluster”, including the formulated definition of this concept, its components, elaboration of assessment framework and classification of the criteria of competitiveness of tourism cluster, as well as methodology for determination of lifecycle stages and trajectories in development of tourism cluster. The acquired results are of theoretical importance as a reference point for further research and possibility of practical implementation as an instrument for development management of tourism sector of the economy. The presented materials can be used in the development of tourism services online platform based on digital technologies.

Introduction: For the educational world to achieve its existence and taste of creation and existence, there is always that need to promote and expect quality education, and this can only be realized through the analysis of its basic concept and formalities put in place. It is in this lane that an article and research is considered necessary. Purpose: To recognize the undeniable importance of creating a reliable and transparent system of accreditation of educational institutions, the introduction of an independent system of education quality assessment, by the way of scientific analysis and comparison. The subject matter of the article consists in the concepts and forms of the quality of higher education. Methodology: Based on the analysis of scientific points of view, the authors have suggested their own definition of the concepts of “quality of higher education” and “form of assessing the quality”. The classification of forms of assessing the quality of education has been provided and its procedural forms have been defined. Conclusions: The authors have formulated propositions for improving the accreditation process in Ukraine. It has been noted that the issues related to the process of providing education in Ukraine are currently under close attention of both state authorities and international experts and public organizations.

Entre os diversos papéis dos atores da Educação a Distância, destaca-se o papel desempenhado pelo tutor a distância, responsável por realizar o acompanhamento acadêmico, por reforçar o conteúdo e tirar dúvidas dos alunos na disciplina. Dessa forma, é de grande importância para a qualidade do ensino a distância o monitoramento, o controle e o acompanhamento de suas atribuições. Esse trabalho de supervisão da tutoria é necessário, pois visa corrigir problemas inerentes ao papel dos tutores, evitando prejuízos ao processo de ensino e aprendizagem nos cursos a distância. O estudo apresentado foi aplicado em 81 tutorias de um curso do programa UAB em uma Instituição de Ensino Superior (IES). Nesse sentido, esta pesquisa possibilitou a classificação das atribuições de um tutor a distância, a delimitação de quais atribuições seriam monitoradas e um processo de definição de premissas e métricas de desempenho para cada uma dessas atribuições. Esse processo serviu de base para a criação de um mecanismo computacional, denominado MDTMoodle, que proporcionou a visualização do desempenho dos tutores a distância através de semáforos.Palavras-chaves: Educação a distância; Tutoria a distância; Acompanhamento de tutoria.  Monitoring the Efficiency on Distance Tutors Roles: a Method and a Tool Abstract Among the various roles of the actors in Distance Learning, it is worth highlighting the role played by the tutor, who is responsible for performing academic monitoring, enhancing content, and taking questions from students on the subject matter. Therefore, monitoring, control, and accompaniment of tutors are very important for the quality of distance education. These will correct the problems, avoiding losses in the teaching and learning process. This work has been applied on 81 tutored online courses of a Higher Education Institution.   In this context, the research has enabled a classification of the tutor's assignments, the boundaries of which ones would be monitored, and the definition of assumptions and performance metrics for each of the assignments. This process formed the basis for the creation of a computational tool, called MDTMoodle, which provided the visualization of distance tutors' performances, using the concepts of traffic lights.Keywords:  Distance learning; Distance tutoring; Tutor monitoring.

The concept of failed state came to the fore with the end of the Cold War, the collapse of the USSR and the disintegration of Yugoslavia. Political violence is central in these discussions on the definition of the concept or the determination of its dimensions (indicators). Specifically, the level of political violence, the type of political violence and intensity of political violence has been broached in the literature. An effective classification of political violence can lead us to a better understanding of state failure phenomenon. By using Tilly’s classification of collective violence which is based on extent of coordination among violent actors and salience of short-run damage, the role played by political violence in state failure can be understood clearly. In order to do this, two recent cases, Iraq and Syria will be examined.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

IT IS the part of wisdom when about to give a dissertation which one hopes will at once instruct and entertain, to provide at the outset some definition of the subject matter. Genetics is the study of the heritable components of variation; the heritable factors which determine the range or extent of diversity. So, genetics is concerned with heritable differences and likenesses between individuals and between species. One emphasizes the differences because one can be certain of genetic determination of a particular characteristic only when it exists in a population in two or more alternative forms. It is the variants which catch the eye and hold the attention of the investigator, and which by their presence suggest more than one form of the gene or genes which determine that particular characteristic. I would like in what follows to present some examples of investigations of some aspects of genetics in human populations. ADRENAL HYPERPLASIA Several years ago Dr. Melvin Grumbach and I studied the genetics of adrenal hyperplasia, using as our material the patients of Dr. Lawson Wilkins. Since the disease occurs in more than one member of a sibship and since parents are unaffected, we suspected that it was genetically determined and that the affected patient possessed a double dose of a mutant gene; that is, the characteristic was recessive.

ABSTRACT: Crambe is a rapeseed with high oil content and can be used as a winter cover or as a source of raw material for the production of biodiesel, however espite the growing interest in the culture, research on the subject is still incipient, especially concerning the seed production and analysis technology. The purpose of this study is to evaluate the physiological quality of crambe seeds, 'FMS Brilhante' cultivar, by testing the pH of exudate. Five seed lots were submitted to the determination of water content and the tests of germination and vigor (first count, emergence and tetrazolium). In the conduction of pH exudate test, temperatures (25 and 30oC), and periods of seed imbibition in water (15, 30 and 45 minutes) were tested. The experiment was conducted in a completely randomized manner, with four replicates, and the mean values were compared by the Tukey test at 5% probability; Pearson correlation between the pH of the exudate and initial tests was also made. Testing the pH of exudate is promising for separating lots of crambe seeds and the following combinations of 25°C/30 minutes or 30°C/45 minutes can be used.

The article reviewed the certification and quality control of the technological process for the production of vegetable oil. There is a procedure for packaging, quality control of products, determination of quality indicators and quality control of finished products. The procedure for using refined cottonseed oil and its varieties, the requirements for placement and storage of vegetable oils, as specified in the regulatory documents, the quality control of vegetable oils and other solutions for cottonseed oil are provided. The gas analyzer shows a solution for measuring the amount of solution by painting the tubes of a mixture of gas and air in oil. Detailed information on the production of vegetable oils, the cost of raw materials, the level of fat content of cotton seeds and the methods used to produce oil from cotton seeds. Methods for certification of vegetable oils, types of quality control, methods of testing and quality determination are presented. It was shown that the procedure for refined production of cottonseed oils and their types, as well as the state of the product classification of products based on the method of producing vegetable oils for consumer purposes, analysis of the sequence of refined oils and refining processes.

The article is devoted to the problem of implementation of intelligent control systems in transport. An important task is to assess the information parameters of the control systems. In the existing works the question of definition of one of the basic parameters of functioning of locomotive control systems - information value of separate signs of a train situation is not considered. This does not make it possible to determine the order of signal processing at the input and assess their contribution to the adoption of a control decision. Moreover, informativeness is a relative value, which is expressed in the different information value of a particular feature for the classification of different train situations. Also, the informativeness of the feature may depend on the type of decisive rules in the classification procedure. The quality of recognition of a train situation in which the locomotive crew is, depends on the quality of the features used by the classification system. The decisive criterion for the informativeness of the features in the problem of pattern recognition is the magnitude of losses from errors. To determine the range of the most informative features of train situations, the method of random search with adaptation was used. The results of the work make it possible to optimize the operation of automated and intelligent train control systems by reducing the amount of calculations and simplifying their algorithm.
