Resources management by a national economy is of great significance for every country. If they are deficient then they should be purchased abroad. Oil and oil derivatives are the energy resources that are in shortest supply in Serbia. The statistical data on its foreign trade in the period January-July 2008 show that Serbia recorded the greatest foreign deficit in its trade with the Russian Federation. This primarily results from its energy resources imports. Russia is Serbia's most important partner in strategic commodities supply. For this reason the measures for abolishing or decreasing the oil export duties would considerably reduce the production costs in our economy. This would lead to an improvement in a large number of our economic branches.

The paper proposes a methodology for analyzing the system of interaction between an industrial enterprise and customs authorities in the process of carrying out foreign trade activities based on the classification and assessment of the system elements functions for performing customs operations and customs control. Foreign economic activity, which is a set of functions of organizations focused on the foreign market in terms of the chosen foreign economic strategy, as well as the forms and methods of work in foreign markets is considered as one of the key factors in the efficiency of an industrial enterprise. Analysis of the foreign economic activity of an industrial enterprise using the developed methodology will make it possible to determine the optimal and cost-effective options for performing customs operations related to the declaration and release of goods in accordance with the declared customs procedure. The focus on large participants of foreign economic activity, which are industrial enterprises, will allow using the results of the study to reduce non-production costs associated with the implementation of foreign trade activities by these enterprises. We have chosen an enterprise of the metallurgical industry that carries out foreign economic activity in cooperation with the customs authorities of the Russian Federation as the object of the system analysis in this research. At the same time the object of analysis is considered as a unified system that has the main system properties: integrity and divisibility, the presence of significant stable links between the elements of the system, the organization and the hierarchical structure of the system, integrative qualities. The object of the research is a complex-structured system of interactions between industrial enterprises that are participants of foreign economic activity and the customs authorities of the Russian Federation. The schemes of interactions of all elements of the four-level hierarchical structure of the analyzed system are illustrated.

Considering statistical data which characterize dynamics of money supply, inflation and rates of bank percent in the Russian Federation, the author states the lack of expressed dependence of monthly indicators of change of inflation and bank percent on increase or decrease in growth rates of M2. According to the author, inflationary expectations of economic subjects and households are generated, first of all, by institutional uncertainty, characteristic for the system of economic and social relations, which has developed in the Russian Federation, and also by more rapid growth of production costs and prices of energy carriers. Institutional uncertainty and instability of financial position of borrowers compel banks to support the reached level of interest rates, including rates of investment credits. In turn, high rates of bank percent stimulate inflationary expectations.

The development of the national economy as a whole - the subjects and municipalities in particular-in conditions of limited financial subsidies depends on their economic condition, technological equipment, organization of measures to save energy resources. The housing and communal services sector, which has a high energy saving potential, accounting for about 70 % of the total energy efficiency potential in the Russian Federation, is currently one of the main consumers of energy resources of the Russian Federation. Cost optimization and cost reduction are the main tasks in improving the economic conditions for the development of housing and communal services and management of residential property complexes, some features of which will be considered in this paper. The main purpose of energy-saving measures in housing and communal services is to reduce costs and production costs and the cost of utilities, and as a result of reducing the level of utility bills for the owner in an apartment building. The segment of apartment buildings in housing and communal services is one of the most problematic, in terms of savings, as the main part of energy costs in it is aimed at providing hot water and heating. In the framework of this study, the results of the activities of one of the management companies of Saint Petersburg on the implementation of energy-saving measures are reflected.

The presented study analyzes the proposal of the Prime Minister of the Russian Federation D. A. Medvedev to switch to a four-day working week. In the context of the topic, the experience of dealing with this issue is examined, including international practices. A similar proposal was discussed by I.V. Stalin as far back as Soviet times, although in the context of switching to five- or six-hour working days, but only in 2019 did this issue become the subject of debate. In light of the pension reform, which has led to an increase in the retirement age in Russia, a number of experts believe that such proposals may entail potential changes that could have a negative effect on the situation of workers. This study examines the mechanisms of public administration in coordination with enterprises relating to changes in the working hours.Aim. The authors aim to analyze potential directions for the improvement of public administration in the field of labor legislation, which has a significant impact on the development of the economy, business, and the situation of workers.Tasks. This study determines the historical background of Russia’s switch to a four-day working week; examines the legal mechanisms and specific features of labor legislation in Russia in the context of the planned switch to a four-day working week; explores international practices in the field of regulation of working hours; analyzes the benefits and drawbacks of switching to a four-day working week in Russia; develops proposals associated with Russia’s switch to a four-day working week.Methods. The methodological basis for the consideration of the problems includes general scientific methods, systems, structural, functional, and institutional analysis.Results. The ongoing processes in the field of improvement of labor legislation and its impact on the economy, business, and the situation of workers are comprehensively analyzed. The historical background of Russia’s switch to a four-day working week is determined; fundamentals of Russian labor legislation are examined; benefits and drawbacks of the potential innovations in the field of regulation of working hours are identified with allowance for international practices. The authors formulate proposals, the implementation of which will bring Russia closer to the switch to a four-day working week.Conclusions. The proposals of the Prime Minister of the Russian Federation to switch to a four-day working week has raised a lot of questions. For instance, it is unclear whether the current wages will be maintained. It is also questionable whether it is a step towards artificially reducing unemployment, in which fields this idea is likely to manifest itself first, and so on. These questions need to be thoroughly discussed by the representatives of the Government of the Russian Federation, Ministry of Labor and Social Protection of the Russian Federation, trade unions, and the scientific community. It is necessary to conduct a sociological survey to determine and prevent concerns among citizens about the upcoming changes. That said, the authors believe that the idea itself is conceptually correct, but it still valid to doubt whether it can be successfully implemented at the time of capitalism, when entrepreneurs focus on profit and are not interested in reducing the working time of their employees. According to the authors, the plans of I.V. Stalin to reduce working time could faster come into fruition with the socialist economic model, which facilitated innovations in the machine tool industry that would boost GDP growth and significantly reduce production costs. Assessing the prospects of development of this idea at the present stage is difficult.
